Manitoba to develop Aboriginal AIDS strategy

Manitoba has embarked on a process to develop a Provincial Aboriginal AIDS Strategy separate from the Provincial AIDS Strategy.     

AIDS Law Project receives AIDS and human rights award

The AIDS Law Project, the recipient of the 2nd Annual International Award for Action on HIV/AIDS and Human Rights, has been at the forefront of the struggle for human rights for people living with HIV/AIDS in South Africa. It has played a major role in convincing the South African government to implement a national HIV treatment plan.     

AIDS and murder

This study examined whether mental health professionals would differentiate, in terms of confidentiality and a duty to protect, persons with AIDS (PWAs) who refused to inform their partners from persons with homicidal intent. Six hundred professionals were randomly assigned one of four hypothetical therapy vignettes. In each vignette, the client had either AIDS or homicidal intent. The relationship of the client to the third party was either heterosexual or homosexual. PWAs were rated as being significantly more dangerous than persons with homicidal intent. Persons with homicidal intent were significantly more likely to receive increased intervention and their partners were significantly more likely to be warned. PWAs were rated significantly more negatively on most adjective rating scales.This research was completed while the first author was a doctoral candidate at the University of Virginia. 面对艾滋病对社会经济的巨大影响,国际社会和各个国家纷纷通过立法来找寻艾滋病防治的有效路径。近年来的相关研究业已表明,人权保护乃是艾滋病防治工作和艾滋病立法的重要内容。20多年来世界性艾滋病立法行动对人权保护给予了足够的重视。同时,在国际社会的指引下,中国的艾滋病防治立法中也有了更多人权保护的规定。     

Update to international guidelines on HIV/AIDS and human rights

On 10 September 2002, the Office of the UN High Commissioner for Human Rights (OHCHR) and the Joint UN Programme on HIV/AIDS (UNAIDS) released a revised international guideline on "Access to prevention, treatment, care and support." The update to Guideline 6 of HIV/AIDS and Human Rights: International Guidelines reflects significant therapeutic, political, and legal developments in this area since the 12 guidelines were originally published in 1998. The new Guideline 6 significantly expands the guidance given to governments on what international human rights norms require of them in relation to HIV/AIDS prevention, treatment, care and support.
