Australian parties reflect the combination of British responsiblegovernment and elements of American federalism embodied in theconstitution. Despite considerable symmetry in party competitionfor all seven parliaments, party organizations must functionwithin electoral systems complicated by state differences andbicameralism. The extra-parliamentary federal organizations,which began as weak confederations, have gradually gained ascendancyover state parties, particularly within the Labor parties. Yetthis shift of power to national party organizations is lessmarked than the increase in Commonwealth government activities.Such developments have not made for complete Commonwealth dominationbut the intermeshing of state and federal responsibilities hasincreased the need for bargaining between the two planes ofgovernment and decreased the areas in which independent decisionsby either are possible. Frequent elections, in which federaland state issues can rarely be separated, strengthen these trendsand make bargaining between federal and state leaders withineach party as important as bargaining between governments.  相似文献

Despite attempts over the last decade to bring an end to what has become an ‘arms race’ between political parties, party funding in the UK continues to defy resolution. Drawing on the experience of the committee charged by the last Labour administration to put party funding and electoral spending on a more sustainable footing, this article examines the issues and the main sticking points. It outlines the basis on which the negotiations were undertaken, and the main hurdles they sought to overcome. It highlights the disagreement between the parties on the definition of the central issue, the problems associated with the main funding sources for each of the parties, and the viability of state funding. It discusses why success proved elusive, but also why a solution is necessary, since in the absence of robust rules, parties and therefore the UK political system more broadly, are ‘a hostage to the next scandal’.  相似文献

Motivated by recent work suggesting that low‐income citizens are virtually ignored in the American policymaking process, this article asks whether a similar bias shapes the policy positions adopted by political parties much earlier in the policymaking process. While the normative hope is that parties serve as linkage institutions enhancing representation of those with fewer resources to organize, the resource‐dependent campaign environment in which parties operate provides incentives to appeal to citizens with the greatest resources. Using newly developed measures of state party positions, we examine whether low‐income preferences get incorporated in parties’ campaign appeals at this early stage in the policymaking process—finding little evidence that they do. This differential responsiveness was most pronounced for Democratic parties in states with greater income inequality; it was least evident for Republicans’ social policy platforms. We discuss the implications of these findings for representation in this era of growing economic inequality.  相似文献

The identity of political science, its tenuous orthodoxies and continuing divisions, is bound up with its history. The historical subject of this essay is the rise of one particular orthodoxy, the socio-psychological model of opinion research and voting behaviour originally associated with the University of Michigan. This rise helps constitute a conservative defence of American liberal democracy in the early cold war, owing much to the peculiar politics of that era. The contemporary payoff of this historical reconstruction is an identification of the vulnerabilities and invulnerabilities of the model as highlighted by its struggles with the understandings it superseded and the contingent political context of these struggles. The substantial legacy for the discipline as a whole merits careful critical scrutiny, especially given changes in the political context since the 1950s, and the end of the cold war.  相似文献

Abstract

Political parties, and more specifically public interest groups, budget extensive amounts of time and money to use celebrity endorsers for their candidate. Do celebrities bring forth enough value to warrant the time, effort, and money expended to make their endorsements public? Using a sample of first-time voters from the 2004 U.S. Presidential Election, the authors examine the extent to which celebrities influence voting while specifically assessing whether celebrity influence is greater for Republicans or Democrats. The article explores party member attitudes towards internal party democracy and party leadership in Danish and Norwegian parties. The focus is on the relationship between party members' public policy values (measured by means of 'old politics' and 'new politics' value dimensions) and their organizational values (i.e. ideas about internal democracy), but the members' educational and activism levels as well as indicators capturing factors specific to individual parties are also applied to explain party members' organizational values. We find that positions on the two policy value dimensions are related to party members' organizational values. But the relationships are not particularly strong, and their signs are contrary to expectations. One explanation may be that the 'new politics' literature draws a misleading picture of the organizational values of New Left and New Right party members – at least in the Danish and Norwegian cases. We also find that the social democratic parties in both countries differ considerably from the other parties in the sense that the dissatisfaction with the leadership was much stronger in these parties.  相似文献

Despite an increasing interest in party‐state relations, the functions political parties as organizations fulfill in the government apparatus are rarely theorized or empirically examined. Instead of focusing on citizen demands toward parties, this article focuses on the demands of government. It argues that party organizational linkages help integrate an increasingly complex government apparatus. To substantiate this claim, it analyzes the impact of party linkages on policy coordination within and across subnational governments in the United States, Canada, and Switzerland. The analysis shows that: (1) the extent to which processes within different policy fields are connected—policy integration—is shaped by the relative strength of party organizational linkages rather than being a mere reflection of institutional divisions and (2) depending on the party configurations predominantly governing at the subnational level, policy integration within subnational governments either facilitates intergovernmental policy coordination or accelerates cross‐jurisdictional conflict between them.  相似文献

Abstract

Whilst politicians can “buy” votes in the short-term, most political parties are more interested in maintaining power over a period of years in order to implement their policies. This paper explores whether political parties can be considered to possess long-term competitive resources that sustain their competitive advantages. It employs the well-established strategic management concept of the Resource-Based View of strategy development for this purpose. Because such a concept has not previously been applied to political parties, the paper begins by considering the nature of the competition that exists between political parties and the role of resources in developing superior political performance. A series of theoretical propositions about why some parties maintain political power and influence for lengthy periods is then developed. We argue that the competitive resources of a political party such as its policies, leadership, organisational and communications skills require long-term investment and development, rejecting the notion that long-term electoral success is based primarily on the promises and resources deployed in the final election campaign.  相似文献

Incessant changes alter political parties in their organization, structure, recruitment and all other characteristics. Nevertheless, they are usually credited with stable features by which they are identified, and which enable them to be classified. If we consider French political parties, it is possible to demonstrate that both change and apparent stability arise from interaction within each party as well as between them and between the social organizations to which they are linked. These interactions and their effects must be related to general processes, such as social and cultural transformation; they cannot be solely explained by specifically political competition.  相似文献

Major campaign donors are highly concentrated geographically. A relative handful of neighborhoods accounts for the bulk of all money contributed to political campaigns. Public opinion in these elite neighborhoods is very different from that in the country as a whole and in low-donor areas. On a number of prominent political issues, the prevailing viewpoint in high-donor neighborhoods can be characterized as cosmopolitan and libertarian, rather than populist or moralistic. Merging Federal Election Commission contribution data with three recent large-scale national surveys, we find that these opinion differences are not solely the result of big-donor areas’ high concentration of wealthy and educated individuals. Instead, these neighborhoods have a distinctive political ecology that likely reinforces and intensifies biases in opinion. Given that these locales are the origin for the lion’s share of campaign donations, they may steer the national political agenda in unrepresentative directions.  相似文献

ABSTRACT

For theories to be useful across systems requires a fundamental similarity of the things theorized about. In the 1980s, it was easy to question whether European and American political parties were sufficiently of the same “genus” for a single theory of parties to be relevant in both contexts. Previous studies on the electoral fortunes of extreme right parties (ERPs) have pointed to the importance of variables of party competition for the success – or failure – of ERPs. These studies vary greatly when it comes to describing the political opportunity structure of the extreme right. Apart from their methodological differences, existing studies differ especially with regard to the assumed underlying dimension of party competition. This article tests the impact of three frequently discussed variables in the political opportunity structure of ERPs (mainstream party convergence, position of the established right and party system polarisation) on the vote share of ERPs in Western Europe. In addition to examining previous studies in this field, it focuses on the interplay between the economic and the cultural dimensions as part of the political opportunity structure. The authors show that a decrease in polarisation with regard to economic questions is accompanied by a growing salience of ERPs' core issues, leading in the end to an increase in ERPs' vote share.  相似文献
