CIIS Sponsors a Symposium on the Building of ‘One Belt and One Road＇ between China and Arab Countries

On June 3, 2014, CIIS held a symposium in Beijing on the joint construction of ＂One Belt and One Road＂ between China and Arab countries. The symposium focused on discussions on how China and Arab countries can enhance their links and interconnections and strengthen mutual cooperation in financial, infrastructure and energy areas in a bid to build a win-win development pattern between the two sides and bring common benefit to both peoples.     

Business as Usual

In the years since 9/11, there is no doubt that the emphasis of U.S. global strategy has been on counter-terrorism and the war in Iraq. During this period of time, the U.S. investment in strategic, political and military resources in the Middle East, Iraq, and the war on terror, which are the top priorities on the list of Bush＇s foreign policy, has been far greater than in any other fields. However, there are some in the U.S. who believe that China＇s rise has been much ignored by the U.S., due to the global war on terror （GWOT）, and that America should, in fact, be focusing more on China, not the Middle East. However, as we see it, China has by no means been ignored by the U.S., neither has China＇s rise been the result of U.S. ignorance.

There are different viewpoints in India about China＇s proposal of building the 21st Century Maritime Silk Road. Some assert that India and China should cooperate on marine issues, others insist that India has to contain China＇s influence on the Indian Ocean. Most of the Indian strategic community believe that the government needs prudence in reacting to the proposal. New Delhi will probably limit its participation in this effort and make the final decision based on an assessment of whether China will project power or build military utilities on the Indian Ocean.

Twentieth Century Benchmark Dates in International Relations: The Three World Wars in Historical Perspective *

This paper builds on the author’s earlier work on benchmark dates in International Relations. The Introduction summarises this work and explains how this paper extends the analysis from suggestions made, but not developed, in earlier publications. The second section looks in detail at 20 th century benchmark dates centred on the three world wars (First, Second and Cold). It argues that the changes clustered around the Second World War are both deeper and more extensive than those clustered around either the First World War or the Cold War. The third section uses these insights to open-up a macro-historical perspective on the 20 th century, demonstrating the ways in which choices in relation to both time and scale affect the construction of macro-historical perspectives. The fourth section demonstrates the advantages of a two-century perspective on the 20 th century. Here, and in the conclusion, we argue that the key issues that underpinned world politics in the 20 th century are best seen as the downstream consequences of the dynamics and challenges ushered in by the 19 th century “global transformation.”     

Whither the EU-China Strategic Partnership?

EU and Chinese leaders met in Helsinki for their ninth bilateral summit on September 9 against a backdrop of growing tensions on trade issues. Only a few days after the summit, the EU requested the establishment of a WTO panel on Chinese auto parts tariffs. Aid to Africa： Can China and EU Share Their Experience？

With China＇s increased influence in Africa, the Africa issue has become ever more important in China-EU relations. In 2006, the Africa issue for the first time appeared in the joint statement of the China-European Union （EU） summit. Though both sides laid emphasis on their own principles of their Africa policies, they indicated at the same time that they would seek practical cooperation on the effectiveness of aid and the Millennium Development Goals （MDGs）. Improving Public Diplomacy with Chinese Characteristics

The term ＂public diplomacy＂ was first used in 1965 by the Dean of the Fletcher School of Law and Diplomacy of Tufts University. The term has no fixed definition no matter in China or other countries. Scholars agree on some points but disagree on some others. The Dictionary of International Relations Terms compiled by the U.S. Department of State in 1987 illustrates that public diplomacy refers to government-sponsored programs intended to understand, inform or influence public opinion in other ＂countries, reduce foreign governments＇ and public＇s misperceptions on the United States, enhance the image and influence of the United States in overseas public and promote national interest;
