Changing Position of American Power in a New Constellation of International Relations

As a consequence of rapid advancement of science and technology and economic globalization proceeding in depth in recent years, significant changes are taking place in the structure of the world economy. Most salient of all is the surge of emerging economies. The ＂BRIC＂--Brazil, Russia, India and China--are experiencing rapid economic development and integrating themselves with the global economic system at an accelerating pace. This will not only have a powerful impact in the fields of economy, trade, finance, science and technology and culture across the world, but also significantly transfot-m the global balance of national economies. In his article carried in a recent issue of the U.S. Newsweek, Fareed Zakaria, Editor-in-Chief of the magazine＇s overseas edition, describes the three great power shifts over the past six centuries： The first one was the rise of the Western World around the 15m century; the second one, which took place in the closing years of the 19th century, was the rise of the United States; and the third is the current shift characterized by the rise of emerging powers other than the United States, which will usher in a ＂post-U.S. era＂.

The rise of extremist organizations of ＂Islamic State＂ has complicated reasons and background, which has exerted great shock and impact on the situation in the Middle East： leading to the realignment of the political landscape and regional order in the Middle East; resulting in the adjustment of foreign policies and external strategies of the related nations; boosting the religious, power and ideological contentions in the region; and making terrorist operations enter a new and active phase. On the whole, there is a great variable in the future development of the Middle East situation, which though will be largely determined by the following three factors, namely what kind of role the big powers outside the region will play, what kind of influence the powers within the region will exert and whether or not the expansion of ＂Islamic States＂ will be effectively controlled.

Reinvigorating the Bretton Woods Institutions： Traditional and Rising Powers＇ Debate on the Issues and Stakes

Introduction：
Throughout modem history, the Intemational Monetary Fund （IMF） and the World Bank, commonly referred to as the Bretton Woods Institutions （BWI）, have waned in and out of importance to the global economic system. Created in 1944, both organizations were to have specialized roles in intemational economic govemance. The IMF would address exchange rate cooperation, liberalization of international payments and balance of payments adjustments; the World Bank would address capital investment, development, and long-term project lending. While both organizations would face repeated crises of purpose and legitimacy throughout their modem history, the recent sidelining of the BWIs in the aftermath of the Asian crisis would raise the awareness of world leaders of the need to address relevance of their mandates in their evolving global setting. At the tum of the century, the BWIs were declared irrelevant.

In retrospect of the international situation in 2013, we can see that the general situation was still a complex and unrest one, which was characterized by the following aspects： the legacy of the global financial and economic crisis is apparent, as the economic recovery of the developed nations was weak, and the economic development of emerging economies and developing countries got slowdown, but the fiscal conditions of emerging economies and developing countries were still better than those of the developed nations; the Obama administration was deep in trouble with its credibility dropping, as the incident of ~＇prism＂ has caused further damage; the economy of EU was slumping, and EU as a whole was slowly declining, with an intensified internal contradiction and a lost future; new developments that would have long-term effects emerged from the Middle East turmoil; China has made significant achievements both in internal politics and diplomacy, which were taken as the brightest spots of the international situation in 2013.

Religious influence on Current American Politics and Diplomacy

In recent three decades, due to the revival of the evangelicalChristianity and ＂political awakening＂ of the religious right-wing in the United States, religion has played an increasingly important role in U.S. domestic and foreign policy. Regarding U.S. foreign policy, a landmark event of religious influence on American politics was the adoption of the International Religious Freedom Act of 1998 （IRFA 1998）. And in respect of domestic policy, religious influence was demonstrated in the American presidential election in 2004. The IRFA 1998 was one of the most comprehensive human rights acts in American history. The adoption and implementation of the Act fully reflected the religious influence on U.S. foreign policy since the end of the Cold War. The American presidential election in 2004 provided a stage for the political mobilization of the evangelicals and religious right-wing. ＂Values voters＂ and ＂four million white evangelical voters to return to the polling station＂ were considered a key factor contributing to the victory of the Republican Party.

China and Africa： An Initial Analysis of the Involvement of China＇s State-owned Enterprises in the Construction of the Three Grand Networks in Africa

China＇s cooperation with Africa in constructing the three grand networks in Africa not only reflects China＇s economic and trade policies towards Africa, but also meets the needs of the social and economic development in Africa. The active participation of the Chinese state-owned enterprises in such projects on the bases of their advantages not only imply their needs of internationalization, but also facilitates the state-owned capital to make contributions to China＇s external economic and trade strategy. This paper, based on the facts of China＇s investment and achievements in the construction of communication infrastructure in Africa as well as the reality of African planning and construction of communication networks, has meticulously analyzed the major concerns of the five sub-regions in Africa and talked about the significance of Chinese stateowned enterprises＇ participation in the construction of the three grand networks in Africa as well as the governing principles and possible routes.     

Improving Public Diplomacy with Chinese Characteristics

The term ＂public diplomacy＂ was first used in 1965 by the Dean of the Fletcher School of Law and Diplomacy of Tufts University. The term has no fixed definition no matter in China or other countries. Scholars agree on some points but disagree on some others. The Dictionary of International Relations Terms compiled by the U.S. Department of State in 1987 illustrates that public diplomacy refers to government-sponsored programs intended to understand, inform or influence public opinion in other ＂countries, reduce foreign governments＇ and public＇s misperceptions on the United States, enhance the image and influence of the United States in overseas public and promote national interest;     

What Makes America？--On Turner＇s Theory of Frontier

Frederick Jackson Turner argues in his ＂Frontier Thesis＂ that American democracy and individualism are shaped by adaptation to the environment and the exploitation of the frontier. The westward advance explains the development of America and the evolution of its national character. However, the weakness of his theory is that he does not define the nature of the frontier, or the exploitation of that frontier as a process. Although scholars and Presidents tend to proclaim the unique and exceptional traits of America, the rudiments of democracy originate from Europe. The Puritans in New England brought with them the idea of liberty and mission; the gentlemen of the Old South embodied the features of dignity, gallantry and hospitality; slave culture displayed a sense of humor and the pursuit of freedom and equality. All of these elements molded the colorful national character and culture of the United States of America.
