This article evaluates the changing assessments within the British trade union movement of the efficacy of European Union integration from the viewpoint of labour interests. It argues that there has been a marked further 'Europeanisation' of British trade unionism during the 1990s, consolidating an on-going process which previous research shows began in earnest in the mid 1980s. A shift in trade union economic policy assessments has seen the decisive abandonment of the previously dominant 'naive' or national Keynesianism. While there remain important differences in economic perspective between unions, these are not such as would create significant divisions over the question of European integration per se , the net benefits of which are now generally, though perhaps not universally, accepted. The absence of fundamental divisions is evident from a careful assessment of the debates about economic and monetary union at TUC Congress. The Europeanisation of British trade unionism needs to be seen within the context of an emergent regionalism, in Europe and elsewhere. It can best be understood as a rational response by an important corporate actor (albeit one whose national influence has been considerably diminished in recent decades) to globalisation and a significantly changing political economy environment.  相似文献

Over the past decade, the UK's New Labour government has been at the forefront of efforts internationally to modernise electoral procedures, promising to deliver 'an e-enabled, multi-channel general election by 2006'. This paper considers the origins and the impacts of reforms to UK electoral procedures with a particular focus on the adoption of postal voting on demand and pilots of electronic voting and counting since 2000. The paper concludes that the principal legacy of the modernisation agenda to date is likely to have been a negative impact on public confidence in the electoral process.  相似文献

For Queen and Company: The Role of Intelligence in the UK's Arms Trade   总被引:1,自引:0,他引:1  
This article analyses the role that the UK intelligence services (particularly Secret Intelligence Service [SIS or MI6], the Defence Intelligence Staff [DIS], Government Communication Headquarters [GCHQ] and associated agencies) play in the legal UK arms trade. The article shows that intelligence has been used in support of British-based private commercial businesses, and occasionally in providing intelligence on the negotiating positions of rival manufacturers. This raises important questions about the role of the state in the private sphere, particularly the use of a large number of government assets in support of private interests and the elision of British government interests with those of a section of the manufacturing industry. This article also challenges existing conceptions of how the UK's intelligence agencies operate and relate to their customers. Conventional typologies of UK intelligence have emphasised the importance of the 'central machinery', highlighting the Joint Intelligence Committee as the focal point of intelligence tasking and analysis in the UK. However, in this case the intelligence support provided to the sale of military equipment suggests a range of parallel practices that are much more decentralised and often informal. This research therefore suggests that our conception of the UK intelligence architecture requires some reassessment.  相似文献

With globalization, the number of individuals traveling, working or studying abroad is rising globally, and so is the number of international marriages. However, there has been a dramatic rise in the number of ‘mail-order brides’ through matchmaking since the 1970s in the Western world and since the 1990s in several Asian countries. The so-called ‘mail-order bride’ phenomenon has become an important route for international migration, especially for gendered migration. Since official relations with China began in August 1992, the number of Korean Chinese women who came into Korea for marriage with native Korean men is about 100,000 between 1990 and 2005. The number of Japanese women who married Korean men is approximately 17,000, while the numbers of Filipino women who married Korean men is about 6000. Recently, the nationalities of these foreign wives of Korean men have expanded to include women from Vietnam, Russia, and Uzbekistan. In 2005, among a total of 250,000 foreign spouses in Korea, 160,000 of them were women. The Korean state had contributed to initiate these international marriages by importing Korean Chinese women for their unmarried rural citizens. As international marriages have become a social issue, the state tries to cope with these new issues through changing the laws and policies. Utilizing several government statistics, a nationwide questionnaire survey of nearly 1000 foreign brides with various nationalities, which was conducted in May and June 2005, and some interviewed data of foreign wives and government personnel, this paper analyzes (1) patterns and trends of marriage migration to Korea; (2) the issues and problems of foreign brides, such as their status and citizenship, economic situation, access to social security and ‘fake marriages’ issues; and (3) recent changes in governmental policies towards them. Special focus will be on what factors influenced the recent governmental action and how the ideology that ‘A married daughter is no longer a daughter ()’ is still reflected in recent policies even in today's more progressive society.  相似文献

There is a good deal of scepticism about the prospects for regionalism in East Asia. There are, however, grounds for supposing that the outlook for regional integration in East Asia is brighter than it has ever been, partly as a consequence of the rise of China. This article explains why an earlier attempt to integrate the region under Japanese imperialism failed, why US foreign policy has effectively foreclosed any possibility of East Asian integration up to now and why it may be accelerating as a consequence of China's growing economic and political impact on the region. To explain these different historical experiences I draw on a form of critical geopolitics which has recently emerged in economic and political geography and which can usefully be incorporated into international relations scholarship.  相似文献

Large‐scale shale gas reserves have recently been discovered under many parts of the UK. Although the UK government and the business community have been very keen to stress the economic benefits associated with the development of these resources, a range of environmental organisations and community groups are vociferously opposed to such development. With this in mind, this research note describes the characteristics of shale oil and hydraulic fracturing, outlines the initial developments within the UK, rehearses some of the principal arguments and claims on the perceived benefits and costs associated with the hydraulic fracturing of gas shale resources and offers a discussion on how the case for and against shale gas development is being made. The discussion suggests that local opposition groups are well organised and have been harnessing information and communication technologies and social media to good effect. Within the shale gas industry, there is a consensus that managing and turning round widespread negative public perceptions about shale gas development will be essential if shale gas resources are to be commercially exploited. Public relations and media companies will have a key role to play in achieving that goal, but they face a range of testing challenges if they are to be successful. The relatively deep level of economic integration achieved by the European Union (EU) has been highly successful in increasing trade for its members. Larger trade volumes have had positive effects on productivity levels. In the case of the United Kingdom the gain from joining the EU was probably around 10 per cent of GDP and this far exceeded any costs of membership, possibly by a ratio of seven to one. A major reason for this outcome was a significant increase in competition as protectionism was abandoned. The economic implications of Brexit are much less clear because there are many permutations of what it would entail. Future trade barriers rather than budgetary transfers are the main issue. Brexit could be quite costly if the UK left the single market and used its new policy space badly. Ironically, while Brexit clearly appeals to free traders, it could end up empowering protectionists.  相似文献

Abstract.  Current transition theories attribute the varying economic openness of post-communist countries to the lack of democracy or the inhibiting veto power of vested interests. In this article, the authors offer micro-foundations for such claims and link the key changes in the foreign economic policy of these states to internal coalition building during the first stages of the political transformation. A simple game-theoretic model demonstrates that the way in which ruling elites' responses to the competing demands of domestic stakeholders crucially shaped the chance of foreign economic liberalization years later. This 'early starter' hypothesis is contrasted with contending accounts of economic opening in multivariate tests using the ELITE data set (Economic Liberalization in Transition Economies). The regression models confirm that the scope of the political transformation process has fostered foreign economic openness, while the existence of veto players helps rather than inhibits the process of foreign economic liberalization.  相似文献

The UNHCR asylum regime, implemented in the 1950s in response to the displacement of people in Europe, must now respond to asylum as a global and ongoing phenomenon. A new paradigm is emerging within the European Union that seeks to define the right of asylum within broader economic and security objectives. Within this paradigm, EU asylum policies contain their own contradiction, seeking both to expand the forms of persecution to account for changing global contexts and limit those deserving asylum by defining groups of clear cases of persecution, in effect removing discretion on an individual basis. In the balance, asylum-seekers are increasingly viewed as criminal, to be kept off of the territory and outside of the “public space.” Through an analysis of the legal and judicial developments of asylum in the EU and the UK, as a member state, this study seeks to understand the right to asylum as embedded within a cosmopolitics of layered legal authority that supports the broader neo-liberal economic order.  相似文献

The failure of US initiatives to build local/regional economic development capacity in Russia following the fall of Communism has been partly blamed on national factors, Russian culture, and American consultants. Much of the failure, however, probably resulted because American approaches to economic development—‐highly successful in other contexts—could not work during Russia's transition from a command economy to its current state. Such things as promoting entrepreneurship, developing public‐private partnerships, creating a market economy, accessing start‐up capital, attracting foreign investment, overcoming bureaucratic corruption and high taxation, working within the rule of law, and negating organized crime either should not have been done, or could not have been done, leaving many of our programs ineffective. We ask whether the Russian deviations from the U.S. model have any implications for the current situation facing state and local development policy in the U.S.  相似文献

Saber rattling is a prominent tool of the U.S. president's foreign policy leadership. Yet there has been no study of how presidential saber rattling affects international or domestic political outcomes. This study evaluates how presidential saber rattling affects U.S. economic behavior and performance. Theoretically, the study demonstrates that presidential rhetoric affects the risks that economic actors are willing to take, as well as the consequences of these resulting behaviors for U.S. economic performance. Using monthly time series running from January 1978 through January 2005, vector autoregression methods are applied to show that increased presidential saber rattling produces increased perceptions of negative economic news, declining consumer confidence, lower personal consumption expenditures, less demand for money, and slower economic growth. More broadly, the study demonstrates an important linkage between the president's two most important roles: foreign and economic policy leadership. The president's foreign policy pronouncements not only impact other nations, but also affect domestic economic outcomes.  相似文献

This article makes a contribution to the general theory of citizenship. It argues that there is a need for a supplementary concept of ‘denizenship’ to illustrate changes to and erosion of postwar social citizenship as famously described by T H Marshall. The first aim is to construct a more theoretically developed idea of what the concept of a ‘denizen’ means in sociological terms. In its conventional meaning, this term describes a group of people permanently resident in a foreign country, but only enjoying limited partial rights of citizenship. I label this Denizenship Type 1. By contrast, Denizenship Type 2 refers to the erosion of social citizenship as citizens begin to resemble denizens or strangers in their own societies. The argument then is that there is a general convergence between citizenship and denizenship. As such, Denizenship Type 2 provides a possible supplement to the various terms that have recently been proposed, such as flexible citizenship, semi-citizenship, or precariat to describe the attenuated social and economic status of citizens under regimes of austerity and diminished rights and opportunities. As the life chances of citizens decline, they come to resemble denizens. One illustration of this basic transition is to be found in the changing nature of taxation. This observation also allows me simply to observe that the political economy of taxation has been somewhat neglected in the recent literature on citizenship where questions about identity and subjectivity have become more dominant. As a result of these socio-economic changes, the modern citizen is increasingly merely a denizen with thin, fragmented, and fragile social bonds to the public world. The corrosion of the social, economic, political, and legal framework of citizenship offers a new slogan: ‘we are all denizens now.’  相似文献

This article considers the argument by Tim Vlandas, in this issue, that an ageing electorate may undermine democracies’ ability to make the right economic choices. Vlandas suggests that the emergence of gerontocratic politics may give rise to ‘gerontonomia’: an economy run for the old, at the expense of younger generations and of future prosperity. However, evidence from the UK suggests a more mixed picture. Age-based voting patterns have been consequential around single issues, not least the 2016 Brexit referendum. However, voters’ interests in broad economic policy models are not easily reducible to age dynamics, and intergenerational politics are filtered through a set of normative and affective considerations beyond straightforward self-interest. Moreover, since the rational interests of different age groups do not speak for themselves, cueing by political elites is potentially significant and may be contributing to older voters’ relative tolerance of a poor economic record.  相似文献

One of the most significant problems developing nations have faced in recent years has been finding effective ways of implementing development plans and programmes. This is in large part due to the dearth of knowledge about programme implementation, and the lack of attention given to the design of implementation strategies by planners and administrators in third world nations. But, implementation is now becoming a central concern of governments in developing countries and of officials in international funding institutions. Also, development administration theory in the 1980s is likely to have as its dominant focus the improvement of implementation management of development programmes and projects. One way to improve the management of development programmes and projects is to analyse those development projects that have succeeded, identify the factors that appear to influence successful implementation, and disseminate this information as broadly and quickly as possible to relevant administrators and administrative theorists. It is revealing that relatively few studies of this type have been completed. This article outlines the lessons learned from a programme that the Government of the Bahamas is successfully implementing-the encouragement of foreign private sector investment in the Bahamas. The article (a) briefly outlines th'e plan for encouraging foreign investment, (b) describes the basic approaches and techniques the Bahamian Government has learned to use to improve the prospects of implementing this programme, and (c) indicates how this experience may be potentially useful in guiding the implementation of similar programmes in other developing countries.  相似文献

Emerging flaws in existing air quality policies and changing air quality objectives are being addressed with piecemeal modifications. The evolving policy combines a command and control (CaC) core with add-on opportunities to trade pollution control responsibilities based on economic incentives. While the add-ons have greatly improved air quality policies, retention of the CaC core means that we are still paying far too much for air quality that is still unacceptable. Specific reasons why a CaC core limits emissions trading and reduces economic efficiency are discussed. They include: (1) the arbitrary and irrelevant nature of CaC-based assignment of pollution control responsibility to firms; (2) trading limits for emissions offsets in ‘non-attainment areas’; (3) all-ornothing deadlines that have been extended three times; (4) sunk costs as a barrier to innovation; (5) the illusion that a CaC-based policy has lower inventory and monitoring costs. The conclusion is that there will be a big difference between the performance of the existing policy, even with some additional modifications, and the kind of market incentives-based policies advocated by economists. Economists' proposals are now before Congress in congressionally sponsored studies. Reauthorization of the Clean Air Act, in some form, is expected this congressional session.  相似文献

Twenty years ago a pioneering study of planning and budgeting in Pakistan pointed to significant weaknesses. This article reviews the changes made subsequently to the formal processes and assesses how these are currently working. The planning agency is now a permanent organization. Planning and budgeting have been combined and these processes have moved closer to the centre of political power. On the other hand there are difficulties over linking planning and budgeting to the management of economic and fiscal policy; planning is geared to securing foreign aid funds; the planning processes favour large expensive projects which emerge from the more developed areas of the country and discriminate against the smaller projects with a shorter time horizon needed in less developed provinces–thus accentuating economic imbalances. Finally, although the importance of evaluation is recognized, in practice reporting and evaluation are not adequately practised.  相似文献

The idea that problems in governance have deep roots in social structure has been revisited by Geof Wood in a recent article in this journal. His article takes a position in relation to an ongoing debate about how to improve public administration and management in Bangladesh, a debate that seems to be almost as ‘imprisoned’ in incompatible values and premises as, he argues, are the various Bangladeshi actors in society. But behind this debate are some very practical issues about how the administration there might be persuaded to work better. Key to his contribution is the idea of ‘room for manoeuvre’ or conditions for ‘escape’. This article argues that embedded institutions and values matter but that behaviour is also responsive to opportunity. ‘Old’ values can be put together into new institutional complexes if given a chance. The key to successful institutional change is effectiveness. ‘Escape’ is not only, or even primarily, a matter of changing values but of responding to circumstances and changing institutions—cutting the bars. A close look at institutional and organizational reform in any country, including the UK, shows that, whatever moral language and posture inform the reform agenda, it is constructive compromise that produces the structure that works. Consistent with the economic rationalist philosophy which now pervades the decisions and policies of all Australian governments, the persuasive aura of competitive markets has been used to justify the provision by the private sector of an increasing range of public services. Governments who have been consistently antagonised by the findings of the auditor-general are now attempting to use the arguments for competition in the public sector to diminish the stature and role of the auditor-general. In place of audit models which are based upon an auditor who is able to conduct audits on behalf of parliament, the auditor-general is to be increasingly isolated from the means to audit. This represents the onset of a radical interpretation of public sector audit which will usher in the last days of an independent public sector audit function.  相似文献
