Twenty years after the fall of the Berlin Wall and the triumphant celebrations of the West, a new chapter of history has opened featuring the rising powers of Asia, led by China. Though embracing free markets, China has looked to its Confucian traditions instead of liberal democracy as the best route to good governance. Will China manage to achieve high growth and a harmonious society through a strong state and long‐range planning that puts messy Western democracy and its short‐term mindset to shame? Or, in the end, will the weak rule of law and absence of political accountability in a one‐party state undermine its promise? Francis Fukuyama and Kishore Mahbubani, the Singaporean thinker who has become the apostle of non‐Western modernity, debate these issues. In this section we also republish a collective memoir by George H.W. At the turn of the 20th Century when Western power was at its height, Sun Yat‐Sen sought to blend the Confucian tradition of meritocratic governance and Western‐style democracy in his vision for modern China. With the “rise of the rest” in the 21st Century—led by China—perhaps the political imagination is open once again, this time not only to Western ideas flowing East, but Eastern ideas flowing West as well. The political imagination has been pried open anew not only because of the sustained success of non‐Western modernity in places like Singapore and China, but because democracy itself has become so dysfunctional across the West, from its ancient birthplace in Greece to its most advanced outpost in California. That liberal democracy is the best form of governance ever achieved in the long arc of history is no longer self‐evident. Today, democracy, which has been captured by a short‐term, special‐interest political culture, has to prove and improve itself by incorporating elements of meritocracy and the long‐term perspective. If not, political decay beckons. In this section, we evaluate the tradeoeffs and ponder the possibilities of combining a more knowledegable democracy with a more accountable meritocracy.  相似文献

The state of international democracy promotion is in flux. After more than fifteen years of increasing activity and with more organisations and resources devoted to promoting democracy than ever before, a mood of uncertainty surrounds democracy support's current performance and future prospects. The last decade has also seen the emergence of a new literature on global public goods theory, offering fresh analytical perspectives on pressing issues in international affairs like peace, security, development, and environmental sustainability. The future of democracy promotion will be determined chiefly by the realities of the political market place, in societies on both sides of the relationship. But could recent theorising about the market for global public goods offer some analytical support for making sense of its current condition and, by identifying the democratic peace as a global public good strengthen the case for greater international cooperation in promoting democracy as means to achieve that end?  相似文献

Scholars of democracy promotion foreign aid often claim it has substantially increased, yet they shy away from explaining by how much, nor investigate comparative trends in giving. This paper attempts to fill this void by addressing the following: (1) Has democracy promotion aid increased since the end of the Cold War? (2) Has the ‘assumed’ trend of increasing aid persevered through the difficulties encountered in democratizing Iraq? (3) Did aid increase from states that supported the invasion of Iraq compared to states that did not? The author's analysis purports that the answer is yes to the first two, yet it is harder to draw conclusions regarding Iraq. Another finding, contrary to claims in the scholarly literature, in terms of percentage and overall spending, the USA gives more democracy promotion aid than the EU. The author hopes this work stimulates research into the role of democracy promotion in the Arab Spring to consider historical trends in giving.  相似文献

The conditional cash transfer (CCT) programme Bolsa Família (Family Allowance), introduced in Brazil in 2003, is one of the largest such programmes in the world. Bolsa Família has played a role in the recent reduction of poverty and income inequality in Brazil. But what has been its impact on democracy? An assumption in the literature on social policy, derived from the European experience, is that targeted programmes such as Bolsa Família divide citizens, erode trust between citizens and between citizens and the state, and weaken democracy. This article challenges that assumption, showing that there is considerable evidence that Bolsa Família has strengthened the citizenship rights of the poor and enhanced democracy. The Brazilian experience suggests that, in highly unequal developing countries under conditions of 21st-century capitalism, the argument that targeted social programmes will inevitably undermine democracy is incorrect.  相似文献

Social assistance is increasingly promoted as a means of tackling poverty. However, in established democracies stable delivery has often proved difficult because of tensions between national and local government, the former desiring comprehensiveness and uniformity, the latter requiring flexibility to meet local needs. These issues are explored in the context of China and Dibao, the world's largest social assistance system, with three questions posed: Do similar tensions exist in China as in the Western world? How are they resolved and what is the nature of the political compromise? How do recipients fare? Policy analysis in a village in south‐central China reveals similar tensions. A regime in which local government employed discretion to prioritize social stability over poverty alleviation has been replaced by an inherently unstable system based on surveillance of officials and local cadres who now prioritize their personal security over the needs of applicants.  相似文献
