Although the seminal article by Bennett and Howlett (Policy Sciences 25: 275–294, 1992) on policy learning and change has been one of the top five most cited articles in Policy Sciences, no attempt has yet been made to provide a citation analysis showing how its impact has evolved over time. This article studies the formation of a local Creative Placemaking (CPM) policy network based on the Advocacy Coalition Framework (ACF) and social capital perspective of policy networks. This article hypothesizes that policy beliefs, policy learning, social capital, and the perceived risks induced by defections, as well as macro-level changes in the broader political and socio-economic system, influence partner selection in the local CPM policy networks. The study collected survey data from policy actors participating in the Franklinton CPM-catalyzed revitalization project in Columbus, Ohio. An exponential random graph model (ERGM) was applied to test the hypotheses. The findings partially support the hypotheses: policy learning, certain secondary policy beliefs, and risk perceptions of changes in economic and political factors are correlated with tie formation. The reciprocity-driven bonding structure underlies the Franklinton CPM policy network, suggesting that policy actors perceive the Franklinton CPM policy network as a high-defection-risk network. This study has implications for policy makers in designing engagement strategies to better involve stakeholders holding different beliefs and occupying different network positions.  相似文献

Whereas policy change is often characterized as a gradual and incremental process, effective crisis response necessitates that organizations adapt to evolving problems in near real time. Nowhere is this dynamic more evident than in the case of COVID-19, which forced subnational governments to constantly adjust and recalibrate public health and disease mitigation measures in the face of changing patterns of viral transmission and the emergence of new information. This study assesses (a) the extent to which subnational policies changed over the course of the pandemic; (b) whether these changes are emblematic of policy learning; and (c) the drivers of these changes, namely changing political and public health conditions. Using a novel dataset analyzing each policy's content, including its timing of enactment, substantive focus, stringency, and similar variables, results indicate the pandemic response varied significantly across states. The states examined were responsive to both changing public health and political conditions. This study identifies patterns of preemptive policy learning, which denotes learning in anticipation of an emerging hazard. In doing so, the study provides important insights into the dynamics of policy learning and change during disaster.  相似文献

Several different explanations of policy change based on notions of learning have emerged in the policy literature to challenge conventional conflict-oriented theories. These include notions of political-learning developed by Heclo, policy-oriented learning developed by Sabatier, lesson-drawing analyzed by Rose, social learning discussed by Hall and government learning identified by Etheredge. These different concepts identify different actors and different effects with each different type of learning. Some elements of these theories are compatible, while others are not. This article examines each approach in terms of who learns, what they learn, and the effects of learning on subsequent policies. The conclusion is that three distinct types of learning have often been incorrectly juxtaposed. Certain conceptual, theoretical and methodological difficulties attend any attempt to attribute policy change to policy learning, but this does not detract from the important reorientation of policy analysis that this approach represents.  相似文献

This paper presents an empirical analysis of individuals in policy formulating and policy implementing roles. Data for the comparison are from interviews with a random sample of 119 New Zealand middle-level public administrators from 27 government departments.The individuals in the policy formulating roles were slightly younger; however, those in the formulating and implementing roles varied little from each other in terms of social background, educational attainment and career patterns. Few differences were evident in regard to job satisfaction, decisional authority, and hierarchical relations. Significant differences between policy formulators and policy implementors were discovered in terms of work load, career aspirations, and awareness of political influences in governmental policymaking.From the evidence of this study, the New Zealand administrative system does not allocate policy formulating roles to individuals different from those who implement policies. Differences between formulators and implementors in the New Zealand system appear to stem from the nature of the work of the two policy roles.  相似文献

This paper suggests that the policy model assumed by most writers on policy analysis neglects the implications of the fact that most new policies in contemporary Western political systems are in fact replacing old policies, and that this is increasingly likely to be the case. Similarly, the recent interest in policy termination is partly misplaced since it fails to follow through adequately the implications of the fact that most policy terminations lead to policy succession. Accordingly, there is a need to study and analyse the processes involved in policy succession. This paper places policy succession in the context of policy change, sketches a model which describes the distinctive features of the policy succession process, outlines the various kinds of policy succession which occur, and draws out some implications for policy makers resulting from the increasing importance of policy succession.This article is a revised version of a paper entitled The policy succession process: Implications of policy change, presented at the Annual Meeting of the American Political Science Association, Washington, DC, 28–31 August 1980.  相似文献

This article examines how evaluation induces policy learning – a question largely neglected by the scholarly literature on evaluation and policy learning. Following a learner's perspective, the article attempts to ascertain who the learners are, and what, and how, learners actually learn from evaluations. In so doing, it focuses on what different types of learners actually learn within the context of the evaluation framework (the set of administrative structures defining the evaluation goals and process). Taking the empirical case of three EU programme evaluations, the patterns of policy learning emanating from them are examined. The findings are that only two types of actors involved in the evaluation are actually learning (programme units and external evaluators), that learners learn different things (programme overview, small‐scale programme adjustments, policy change and evaluation methods) and that different learners are in control of different aspects of the evaluation (learning objectives and processes) according to the evaluation framework established by the European Commission.  相似文献

This article explores the interplay of local government policy and legitimacy from a broad postpositivist perspective where historical accounts and narratives are used in a complementary fashion. The basic assumption is that legitimacy is the product of satisfying felt needs and solving perceived problems. Health and social malaise problems and related policies of the past 120 years are analyzed in 50 Swedish municipalities. The analysis indicates that municipality policies respond to local problems only partly. Generally, local government policies responded dynamically to 'objective’ and perceived problems before the 1970s, but did not resolve the problems. Today’s legitimacy crisis could, to some extent, be explained by the discrepancy between high expectations created in the policy discourse and the central and local government’s incapacity to offer sustainable solutions to ongoing problems. It is suggested that if history is considered more seriously in public policy making it could help policy makers and citizens readjust expectations, illuminate the limits and prospects for public policy, and identify ways to restore legitimacy. Moreover, legitimacy could be restored if more realistic policies are worked out and if a new division of power between the levels of government is introduced.  相似文献

This article presents an analytic model for understanding the role of decision makers in bringing about significant policy and institutional changes and in understanding how processes of agenda setting, decision making, and implementation shape the content, timing, and sustainability of reform initiatives. Central to the model is the assertion that policy elites and the policy making process are important determinants of reform. The framework indicates that circumstances surrounding issue formation, the criteria that decision makers use to select among options, and the characteristics of specific policies are analytic categories that explain a considerable amount about reform outcomes. The model is based on cases developed by participants in twelve initiatives to bring about policy and institutional change in a variety of developing countries.  相似文献

Authoritarian local leaders face two driving forces in social policymaking: top‐down pressure from the regime and bottom‐up motivations derived from local conditions. Existing studies recognize the importance of both forces, but remain unclear as to how they interact and which of them is more influential in driving local policy adoption. Focusing on two health insurance integration policies in China, we find that when the policy entails substantial class or distributive conflicts and bureaucratic friction, top‐down pressure for compliance is a dominant driver for local policy adoption; when the policy does not entail such conflicts or bureaucratic infighting, bottom‐up motivations based on local economic geography together with top‐down pressure drive local adoption. We find support for this argument from an analysis of an original city‐level data set in China from 2004 to 2016. This study has implications for social policy reform, decentralization, and government responsiveness in authoritarian countries with multilevel governance.  相似文献

This article argues that policy advice can be understood as a special kind of “policy work” that depends upon a diverse set of factors operating at different levels. The basic aim of the article is to disentangle this multi-level and multifaceted phenomenon into a conceptual framework that can be used for empirical analysis and theory building. In that framework, policy advice is conceptualized as a never-ending interaction among various actors in a specific institutional context, through which routines and norms are both reproduced and abolished. First, it is explained why policy advice is most fruitfully understood as a special kind of policy work, and then how it relates to other policy work activities. Second, problems with single-level approaches are discussed and the need for a multi-level approach is explained. Third, a multi-level conceptual framework is formulated and described. Fourth, some possible applications of the framework are illustrated with examples from current empirical research. The article concludes with implications for research and theory building.  相似文献

In scarcely a decade, a “labification” phenomenon has taken hold globally. The search for innovative policy solutions for social problems is embedded within scientific experimental-like structures often referred to as policy innovation labs (PILs). With the rapid technological changes (e.g., big data, artificial intelligence), data-based PILs have emerged. Despite the growing importance of these PILs in the policy process, very little is known about them and how they contribute to policy outcomes. This study analyzes 133 data-based PILs and examines their contribution to policy capacity. We adopt policy capacity framework to investigate how data-based PILs contribute to enhancing analytical, organization, and political policy capacity. Many data-based PILs are located in Western Europe and North America, initiated by governments, and employ multi-domain administrative data with advanced technologies. Our analysis finds that data-based PILs enhance analytical and operational policy capacity at the individual, organizational and systemic levels but do little to enhance political capacity. It is this deficit that we suggest possible strategies for data-based PILs.  相似文献

Abstract In a comparative study of five countries: Australia, Canada, the Republic of Ireland, the UK, and the USA, this article examines the degree of convergence of agricultural credit policy content, policy instruments, and policy outcomes on a market liberal model. It shows that all five countries have moved toward market liberal policy arrangements over the past quarter century of globalizing and domestic fiscal pressures, but important differences in policy remain. The Republic of Ireland and the United Kingdom move further toward a market liberal model than do Australia, Canada, and the USA. The distinct national paths taken to market liberalism give rise to policy feedback that hastens or retards the adoption of a fully market liberal system. Historical choices of policy instruments and path dependence help account for continuing policy divergence.  相似文献

As climate change continues to increase both the frequency and intensity of environmental hazards and disasters, the need for a cohesive national mitigation policy grows. As the environmental federalism scholarship indicates, the inherent tension in federal, state, and local policy implementation highlights that despite a national need, environmental quality is a local public good. To complicate matters, there is disagreement about the optimal level of decision-making regarding the adoption and implementation of environmental policy. This study addresses this gap by considering the role of policy ambiguity and conflict in policy implementation. The analysis relies on primary qualitative data collected from open-ended interviews with 22 local government officials in 12 municipalities following Hurricane Harvey. Through the lens of policy ambiguity and conflict, we find confirmatory support for the idea that policies with less ambiguous goals are more likely to be implemented. Furthermore, we find that policy conflict arises when local governments perceive there is little for the community to gain by implementing the federal program. Thus, the level of protection afforded to citizens varies greatly between communities and is influenced heavily by politics. This research supports the Ambiguity-Conflict Model of policy implementation, an oft-cited but rarely tested theoretical framework for assessing the intergovernmental politics of policy implementation. It also demonstrates the barriers to local implementation of federal environmental policy in a nested system of government.  相似文献

The policy network approach and the networks model are the most recent conceptual frameworks to be applied to the policy‐making processes of the European Union and are regarded by many as the most appropriate. This article, while acknowledging their appeal, puts forward a sceptical view about the usefulness of their application to the EU. Three contentions are advanced about these approaches: first, that the fluidity of EU processes eludes their capture; second, that they are insufficiently sensitive to the EU's institutional complexity and fail to recognise the importance of EU institutions; and third, that they underestimate the difficulty of delineating networks involving the EU.1  相似文献
