Economic questions on global warming during the Trump years

This paper examines the rapid changes made on U.S. climate change policies and regulations under the Trump administration for the past 22 months since his inauguration in January 2017. Policy changes are made on a wide range of climate‐related programs: Paris Agreement, Green Climate Fund, Clean Power Plan, CAFÉ automobile emission standards, arctic drilling, methane rule, and farm animal emissions. This paper discusses that Trump effects will soon be observed by several empirical indicators.     

A guide for the analysis of policy arguments

Based on what appears to be required for fully supporting a proposal for policy action, a series of interrelated propositional types is suggested as a tool for the design and critique of policy arguments. The kinds of criticisms to which different prepositional types are susceptible and the impacts of these on a policy argument are explored as are the uses persons in different roles might make of these criticisms. Finally, as an example, the typology is applied to a portion of the President's 1973 State of the Union Address.A draft of this paper was prepared while the author was Research Fellow in the Educational Policy Research Center at Syracuse. Tianjin Binhai New Area: A Case Study of Multi-Level Streams Model of Chinese Decision-Making

The authors develop a new multi-level streams model in order to explain the Chinese decision-making process with regards to the top-down allocation of resources and administrative reforms. Using this policy model, the 2005 decision to upgrade the Tianjin Binhai New Area (TBNA) to the national level can be regarded as a relatively rational choice with a series of interaction of political processes among the elites at the central and local levels such as the local officials and social elites, and central leaders. However, in the administrative system of economic development, there are disagreements and conflicts among different parts within and outside the TBNA. The central and the Tianjin governments are now trying to coordinate the relationship among local governments within the Circum-Bohai Region and within the TBNA through structural reform and personnel reshuffling.
