Determining the appropriate balance between local and national interests is an enduring issue in public and environmental policy. Study of this issue, however, has been impeded by the theory of agency capture. This paper demonstrates the limitations of capture theory with respect to localism and provides a new perspective on the issue by revisiting the case of the U.S. Division of Grazing, a common example in the literature of a captured agency. Until now, the over-extension of capture theory to this case has obscured the division's extensive efforts to balance local and federal influence over range policy and prevent domination by large private interests. At the center of this struggle was a prominent legal dispute over local control involving Colorado sheepherder Joseph Livingston. As a detailed debate over political representation and the merits of localism, the Livingston case holds important lessons for modern community-based conservation efforts seeking similar policy goals.  相似文献

Taiwan is situated less than 200 kilometers from the first COVID-19 outbreak state, China, and it has millions of international visitors yearly. Taiwan's collective efforts to block and eliminate the invisible enemy (COVID-19) from the island have resulted in relatively low infection and death numbers and have been hailed as a successful anomaly amid the global pandemic. This review provides some background on the systems and organizations that helped Taiwan streamline a task force (command center) in a timely manner to launch related initiatives, mobilize the public, and engage private resources to implement strategies and policies that were further enhanced by collaborative behaviors and volunteers. Even subject to threatening conditions such as cruise ship stopover and numerous foreign immigrant workers, there were no outbreaks of community infection in Taiwan similar to those in Singapore, Japan, and other countries. Taiwan's successful measures offer a good example for future comparative studies.  相似文献

The current article questions how experimentation in policy design plays out in practice. In particular, it is interested in understanding how the content and process of policy-design experiments affect their outcomes. The article does so by building on an original study into 31 real-world examples of experimentation in policy design in the building sector in Australia, the Netherlands, and the United States. All examples aim to improve the environmental sustainability of the building sector. The article finds that these 31 examples have attracted moderate to substantial numbers of participants (policy outcome HO.i), but have not achieved substantial numbers of buildings built or retrofitted with high levels of sustainability (policy outcome HO.ii). By carefully unpacking these policy designs into a number of key characteristics, it finds that this mismatch between the two outcomes may partly be explained by flawed policy-design processes. The article concludes with the main lessons learnt and provides some suggestions on how to improve experimentation in policy design.  相似文献

Corruption persists in developing countries despite the proliferation of legal, institutional, and other measures that have been put in place to fight said corruption. The cancer of corruption has therefore spread exponentially in most developing countries with devastating socioeconomic and governance consequences. This practitioner perspective draws on the author's field experience and backed up by the research literature. It identifies, outlines, and discusses some aspects of policy in 3 areas—institution strengthening, the development and implementation of national anticorruption plans/strategies, and political will and leadership—and the conclusions that can be drawn from them for policy development and implementation in the ongoing quest to fight corruption in developing countries.  相似文献

Whereas policy change is often characterized as a gradual and incremental process, effective crisis response necessitates that organizations adapt to evolving problems in near real time. Nowhere is this dynamic more evident than in the case of COVID-19, which forced subnational governments to constantly adjust and recalibrate public health and disease mitigation measures in the face of changing patterns of viral transmission and the emergence of new information. This study assesses (a) the extent to which subnational policies changed over the course of the pandemic; (b) whether these changes are emblematic of policy learning; and (c) the drivers of these changes, namely changing political and public health conditions. Using a novel dataset analyzing each policy's content, including its timing of enactment, substantive focus, stringency, and similar variables, results indicate the pandemic response varied significantly across states. The states examined were responsive to both changing public health and political conditions. This study identifies patterns of preemptive policy learning, which denotes learning in anticipation of an emerging hazard. In doing so, the study provides important insights into the dynamics of policy learning and change during disaster.  相似文献

Governments are being put to the test as they struggle with the fast and wide spread of COVID-19. This article discusses the compelling challenges posed by the COVID-19 pandemic by examining how this wicked problem has been managed by the South Korean government with agile-adaptive, transparent actions to mitigate the surge of COVID-19. Unlike many Western countries, South Korea has been able to contain the spread of COVID-19 without a harsh forced lockdown of the epicenter of the virus. This essay argues that an agile-adaptive approach, a policy of transparency in communicating risk, and citizens’ voluntary cooperation are critical factors. It also suggests that the South Korean government learned costly lessons from the MERS failure of 2015. This essay suggests ways that Western countries can manage future wicked problems such as COVID-19 without paying too much cost and maintaining quality of life in open and free societies.  相似文献

The COVID-19 pandemic dramatically changed employment across sectors in 2020. This Viewpoint essay examines public sector labor relations during the pandemic and describes the impact bargaining process that is used to protect public employees. The authors draw on their own experience with impact bargaining negotiations and the public labor relations, conflict management, and civil service reform literatures to develop recommendations for public union labor leaders during times of crisis. They suggest that public unions have an important role in crisis management but must act strategically to develop good working relationships with leadership and successfully negotiate employee protections in uncertain times.  相似文献

We examine the dynamics of the impact of the evolving policy response during the COVID-19 pandemic on the equity market sentiment in India. We operationalise our study by examining the India VIX, the fear gauge of the Indian equity market as an indicator for the market sentiment, and the country level Government Response Index of the Blavatnik School of Government, Oxford University as an indicator for the policy response. The relation is examined through the Markov-switching model using high-frequency daily data from January 30, 2020, to May 31, 2021. The evidence suggests that the policy response has a positive impact on the market sentiment when the market is fearful. Further, the evidence suggests that both the high-fear state and the low-fear state of the market sentiment given by the model are short-lived indicating heightened volatility and possible speculation during the ongoing pandemic in the Indian equity market.  相似文献

The article argues that the essence of economic policy reform programmes—both their substance and their pace—runs counter to the central notions of sound institutional development. Attention is first given to some fundamental concerns about the relationship between the two processes, in particular focusing on questions of culture, speed of change and the political environment. The article then provides some illustrations from Malawi, looking in turn at collateral institutional damage, the new generation of semiautonomous organizations, confusing incentives systems in the areas of salaries, housing and training, and lack of serious concern for the sustainability of the reforms. The conclusion calls for returning ‘part-ownership’ of the reform programme to the local officials, and trying to reduce some of the institutional unreality, which seems to adhere to the implementation of the reforms.  相似文献

The rate of expansion and the breadth of COVID-19 caught the world by surprise. From the perspective of nonprofit and public entities responsible for service provision, this pandemic is also unprecedented. The authors offer a RISE framework for navigating the fiscal effects of COVID-19 and rely on recent surveys to assess the response strategies of local governments and nonprofit organizations. They find that many nonprofits were hit fastest and hardest by the pandemic and that local governments are, essentially, trying to figure out their financial condition moving into the next budget cycle.  相似文献

Utilizing national migration data regarding the outbreak of the novel coronavirus (2019-nCoV), this paper employs a difference-in-differences approach to empirically analyze the relationship between human mobility and the transmission of infectious diseases in China. We show that national human mobility restrictions ascribed to the first-level public health emergency response policy effectively reduce both intercity and intracity migration intensities, thus leading to a declining scale of human mobility, which improves the effectiveness in controlling the epidemic. Human mobility restrictions have greater influences on cities with better economic development, denser populations, or larger passenger volumes. Moreover, mobility restriction measures are found to be better implemented in regions with increased public awareness, or with provincial leaders who have healthcare crisis management experience, local administrative experience, or the opportunity to serve a consecutive term.

In this article we set out to bridge a surprising methodological gap between two time-honored research traditions – news media content analysis and the policy sciences analytic framework. Lasswell, a recognized pioneer of both the method and the framework, discussed the mutual benefits of each decades ago. But few researchers, if any, have formally linked the two. To that end, in this article we (1) make the case for using news media content analysis to inform research studies using the policy sciences analytic framework; (2) introduce an original content analysis categorical system for that purpose; (3) demonstrate that system with a study of 90 national news articles about the stratospheric ozone hole; and (4) compare our system to others used to examine news content. We report that our system, used by human coders, is well geared to describing and mapping trends in the social process surrounding the development of the Montreal Protocol ozone treaty during the intelligence gathering and promotion phases encompassed by our data sample. We argue that other content analysis systems fall short – in structure and purpose – of meeting the promise ours holds to the policy scientist.  相似文献

This study explored the experiences of working from home among women in the United Arab Emirates (UAE) during the lockdown. Adopting the interpretative philosophical approach, this study conducts semi-structured interviews with sixteen (16) randomly selected women actively employed in different sectors in the UAE economy. The analysis was carried out using the thematic analysis to derive the themes and sub-themes emerging from the coded data. The research finds that most of the challenges are associated with spillover from work, affecting family time, and invading personal space. The research concluded that women working remotely faced issues linked to glitches, malfunctions, and knowledge deficiencies. The third most identified challenge to working from home was the distractions that come with the conscious attempt to divide attention between work and family, trying to stop one from interfering with the other. However, the research observed some notable advantages including workplace flexibility and control, as well as the opportunity to work from the comfort of the home. The findings also revealed the mixed feelings to continue working from home and its impact on the career progression of women in the UAE.  相似文献

During the COVID-19 pandemic, many rumors and conspiracy theories spread in various media outlets. The purpose of this study is to reveal the nature of the misinformation detected by fact check platforms that spread in the Fragile Five countries. To determine the themes of misinformation about COVID-19 and from which media it is disseminated are a possible way to prevent it. The data of the study were obtained from International Fact-checking Network's CoronaVirusFacts database. One thousand seven hundred thirty-four piece of misinformation collected by web scraping method during the period January 24, 2020 to November 14, 2020 and analyzed with MAXQDA Analytics Pro 2020. As a result of the research, it was found that rumors (96.3%) spread more in the Fragile Five countries than conspiracy theories (3.7%). While the main theme of the rumors is about illness (26.9%) and diagnosis-treatment (25%), conspiracy theories are mostly related to the cause of the disease (68.8%). 53.06% of misinformation was spread through the Facebook platform. 15.32% on Twitter; 13.34% on WhatsApp. Misinformation has been heavily false (85.12%) in both rumor and conspiracy theories. Abstract In a comparative study of five countries: Australia, Canada, the Republic of Ireland, the UK, and the USA, this article examines the degree of convergence of agricultural credit policy content, policy instruments, and policy outcomes on a market liberal model. It shows that all five countries have moved toward market liberal policy arrangements over the past quarter century of globalizing and domestic fiscal pressures, but important differences in policy remain. The Republic of Ireland and the United Kingdom move further toward a market liberal model than do Australia, Canada, and the USA. The distinct national paths taken to market liberalism give rise to policy feedback that hastens or retards the adoption of a fully market liberal system. Historical choices of policy instruments and path dependence help account for continuing policy divergence.  相似文献

This study aims to examine the relationship between the political connections of companies' independent supervisory boards (PC-ISB) to these firms' performance during the COVID-19 pandemic in Indonesia. This study used 1515 observations of companies listed on the Indonesian Stock Exchange (IDX) for the years 2018–2021. The test was carried out using moderated regression analysis. Additional tests were also conducted, such as market performance tests and endogeneity tests using the System Generalized Method of Moments (the System GMM) and the difference-in-difference (DID) regression analysis. Results confirm that PC-ISB has a significant positive effect on company performance. Then, during the COVID-19 pandemic, the company's performance got worse. However, we did not find that pandemic conditions moderated the relationship between PC-ISB and company performance. Our results remained consistent after testing using the System GMM and the DID to address the issue of endogeneity.  相似文献

The COVID-19 pandemic poses unprecedented challenges to public health care systems and demands intergovernmental coordination to cope with the resulting medical surge. This essay analyzes the operation of Paired Assistance Programs (PAPs) in China, offering a timely comparative case for researchers and practitioners to examine when reflecting on the classic debate over the hierarchical versus network approaches to coordination in emergency management. Over the last decade, several African countries have undertaken comprehensive reforms of their tax administrations to increase revenue and curb corruption. This article examines recent experiences in the fight against corruption in the Tanzania Revenue Authority (TRA). Two lessons of broader relevance are highlighted. Firstly, even with relatively high wages and good working conditions, corruption may continue to thrive. In a situation where there is high demand for corrupt services, it is unrealistic to provide tax officers with pay rates that can compensate for the amount gained through bribery. Without extensive and effective monitoring, wage increases may produce not only a highly paid, but also a highly corrupt tax administration. Secondly, hiring and firing procedures may lead to more corruption. Corrupt tax officers often operate in networks, which also include external actors. These corruption networks seem to have been strengthened because many of those fired were recruited to the private sector as ‘tax experts’. This partly explains why the positive process experienced in the initial phase of the new revenue authority was later reversed. Copyright © 2003 John Wiley & Sons, Ltd.  相似文献
