As global digitalisation of information and interconnecting technologies along with new marketing practices and business processes vastly increase the opportunities for data collection, storage, usage and delivery, there is a corresponding increase in consumer expectations of data privacy. These expectations must be met if business organisations are to promote consumer trust and confidence and maintain their overall competitiveness in a global market. It goes without saying that information is the most valuable business asset and “privacy is good business and information can be the basis of bigger business”. The need to protect data privacy has long been recognised and implemented by major trading nations. Surprisingly, Singapore as a financial centre and nation aspiring to be a trusted data hosting hub has been slow in enacting specific data protection laws. The first piece of legislation that has emerged is a light-touch baseline framework applicable to all organisations except the public sector. This article considers the new legislation from the business perspective and the implications for private sector business organisations facing the challenges of compliance.  相似文献

The cultural sector needs information to support recapitalization efforts. However the majority of existing studies all point to a knowledge gap within the sector: how to evaluate the amount of capital that can be raised. Through big data, we now have the ability to understand the “universe” of support to the cultural sector. In a test employing over two million data cells from 2007 onward for cultural organizations in Charlotte, North Carolina, the author has found evident patterns and predictors for sector support as a foundation for recapitalization, making the case for big data.  相似文献

This study presents a set of methods based on input-output analysis to measure the size and structure of a country's information economy. Published current national data bases do not identify even the broad contours of a country's information economy. The methodology which is stylised algebraically using input-output modelling unravels the latent information economy. Both the primary or marketed information activities and the non-marketed or secondary information activities are measured. The interdependencies of the primary and secondary information sectors with the non-information sectors such as agriculture and manufacturing are examined. Linkages and multipliers are also calculated using consistent approaches. Finally, the methodology is empirically validated using Australia as a case-study and the results are discussed.  相似文献

Industries can be classified into fixprice sectors according to their pricing behaviour. Although Hicks and Morishima have broadly classified manufacturing industries into fixprice and the rest of the economy into flexprice, using cost-based input-output models, the present paper reclassifies Malaysian agrobased manufacturing into flexprice and nonagrobased manufacturing into fixprice categories. By compiling annual sectoral price indices, both for intermediate and primary inputs, the model estimates sectoral residual profits of 1978 and 1983 vintage technologies.  相似文献

The Singapore Statement on Research Integrity, articulated during the 2nd World Conference on Research Integrity in 2010, encompasses principles that apply to all research endeavours, including the various disciplines that comprise the field of forensic science Singapore Statement on Research Integrity (2010) (https://wcrif.org/guidance/singapore-statement). Cases of research misconduct and breaches of research integrity in any field undermine the trustworthiness of research and make it difficult if not impossible for others to rely upon and replicate research results. Business Registers (BRs) are a very important information resource for investors, creditors, financial institutions and public authorities. The possibility to aggregate and interconnect these data at a European level could enhance the transparency of companies towards those actors and add a great deal of value to the raw Business Register data. The European BRITE project intended to provide adequate tools to meet these demands. BRITE will provide easier access and cross-border interoperability of Business Register data throughout Europe. On the other hand, the processing of BR data within the BRs and BRITE triggers several important European legislations such as the Data Protection Directive and the Directive on the re-use of public sector information. In this paper, the processing of BR data will be analysed from the perspective of both data protection and public sector information laws, analysing as well the relation between both regulations. Do these regulations strike an optimal balance between the interests of private data vendors to re-use BR data and enhance business transparency and the need to protect the personal data of natural persons?  相似文献

Roads are ever more congested, pollution keeps rising and traffic-related deaths remain at unacceptable levels. It is clear that society’s needs with regard to transportation and mobility have become unsustainable. Intelligent Transport Systems (ITS) are often heralded as a potential solution to this problem, yet have still to yield tangible results. The EU has, however, adopted the ITS Directive, aiming for an EU-wide implementation of ITS solutions. Three questions are raised. First, can the ITS Directive really provide for the required substantial provisions in this field? Second, as ITS solutions are often deemed to be pervasive and intrusive, how does the ITS Directive interact with the EU legal framework on privacy and data protection? Third, given the involvement of private commercial entities in the field of providing road, traffic and travel data, can a public–private partnership be found to allow for the re-use of both public and private sector data in ITS solutions?  相似文献

This article examines the determinants of saving rates in five Asian (Asian-5; Malaysia, Singapore, Thailand South Korea and the Philippines) countries over the 1970–2000 period. The focus is on the relationship between savings rates and foreign capital inflows before and in the financial crises. Major findings from the dynamic panel regressions are: (i) foreign savings depresses domestic savings ratio in the short as well as in the long run and the offset appears to be larger in the crisis period; (ii) real interest has a small negative effect on savings in the short and long run; (iii) the demographic factor explains a large portion of the long run trends but not the short-term fluctuations in savings rates; and (iv) high savings ratios in the countries studied is linked to the export sector.  相似文献

Incomplete knowledge of data usually hinders the establishment of detailed input-output tables. It is for this reason that up-dating procedures (RAS) as well as short-cut methods have been developed. In this paper the short-cut output multiplier formula by Drake (1976) is compared with the output multiplier involved in the RAS procedures. It will turn out that both these output multiplier estimates are two special cases of a more general class of estimating procedures. It is demonstrated by an empirical example how this generalized procedure should be applied in practice. The kind of reasoning underlying this paper can be extended to other problems of input-output analysis as well.  相似文献

Research Summary: Private prisons incarcerate 5.3% of the sentenced, adult population in the United States. The present study presents selected results from a 1999 survey of administrators who monitored private prisons in the United States (or U.S. territories). Among the findings of interest, the private sector experienced significant problems with staff turnover, escapes, and drug use. Where possible, private prison operations were compared with those of the Federal Bureau of Prisons. Policy Implications: Given the issues raised here with public safety, public sector agencies contracting for private prisons need to develop incentives or other means to ensure that private sector operators retain experienced custody staff.  相似文献

Many countries are in the process of implementing systems of shared electronic health records. This article explores some of the ethical concerns raised by Australia's proposed HealthConnect system which aims to create electronic event summaries of health information. Three areas of ethical concern relating to confidentiality, consent and the involvement of the private sector are examined. It is argued that unless the HealthConnect system is firmly grounded in policy based on ethical considerations, patients may not want to "opt in" to it.  相似文献

Using both legal and sociological definitions of citizenship,this paper examines how the international community, ASEAN countriesand Singapore have responded to the migrant worker question. The first part of this paper uses ASEAN examples and interrogatesthe question of migrant worker citizenship from an internationallegal or policy perspective, particularly recent efforts toconstruct a differentiated citizenship for migrant workers withindestination States based on an inclusionary principle. The second part of this paper then undertakes a close case studyof foreign domestic workers or "maids" in Singapore. The dissemination of public sector information is not carried out exclusively by public administration. A significant proportion of public sector information constitutes the raw material used by the content industry to offer goods and services and by citizens to provide richer information. In the European Union, Directive 2003/98/EC on the reuse of public sector information establishes a set of rules governing the reuse of public sector information. Although this rule is not intended to provide greater transparency, the re‐use of public sector information could have this effect. This article sets out the European policy on public sector information reuse and it looks in depth at the content of Spanish Act 37/2007, of 16 November, about the reuse of public sector information, as a case study, outlining some of the instruments that have been used in Spain as well as in other Member States to promote the reuse of public sector information.  相似文献

The paper explains why the productivity of information technology (IT) in the service sector of the U.S. economy is increased by the provision of infratechnology. The size and growth of the service sector and its investment in IT are discussed, and a key fact and a key inference are developed. The fact: The absorption costs of IT are the vast majority of the IT investment costs to the service sector. The inference: Infratechnology investments are an efficient way to increase both private and social benefits of incurring the cost of implementing IT.  相似文献

Transboundary haze pollution is an almost annual occurrence in Southeast Asia. Haze originates from peat and forest fires mostly in Indonesia, with Malaysia and Singapore suffering the worst of its effects. Most of these fires are man-made and linked to land-clearing activities of local and foreign commercial oil palm plantations. The regional nature of the haze has resulted in a concentration of haze mitigation activities at the Association of Southeast Asian Nations (ASEAN) level. However, these initiatives continually fail to effectively mitigate haze. This article argues that this failure is due to the influence of patronage politics in the sector, which is linked to the ASEAN style of regional engagement that prioritises the maintenance of national sovereignty. States are compelled to act in their national interests, as opposed to the collective regional interests. The economic importance of the oil palm sector to the states involved, coupled with the political importance of the clients populating this sector to elite patrons in the governments, meant that the maintenance of the status quo, where clients could continue to clear land using fire, was of crucial national interest. Therefore, the ASEAN style of regional engagement has enabled political elites to shape ASEAN initiatives to preserve the interests of their clients, while the public continue to suffer the haze. This article demonstrates this through a close analysis of the negotiations, outcomes and the implementation of the ASEAN Agreement on transboundary haze pollution, with a special focus on Indonesia’s decision to withhold ratification of the treaty.  相似文献

Web sites have the potential of playing a major role in the exchange of technology related information between federal laboratories and commercializers in the private sector. Most, if not all, Web site designs are developed based on the organization's perception of what the target audience wants from a Web site. This contribution addresses the issue of successful Web site design from the user's perspective in the context of technology transfer. The orientation takes into account important concepts and principles such as cost, marketing, diffusion, information retrieval, and strategic networking. The results of a survey of private sector technology transfer professionals offer insights to meet the target audience's needs, thus making a Web site a timely and cost-effective electronic linkage for interaction, information-seeking, and networking functions that enable technology transfer. Agricultural extension is one of the oldest and most important prototypes for technology-transfer organizations. The purpose of this paper is to help policymakers to keep track of how extension is developing in countries throughout the world. Such attention is especially warranted as extension has come under attack both in its identification with the public sector and in how that tie is expressed. Five fundamental models for organizing extension are outlined: farmingsystems research and extension, farming-information dissemination, training and visit, communications for technology transfer, and the cooperative-extension system of the U.S. Part I of this two-part paper outlines the major policy issues raised by these models and Part II (to be published in a later issue) will provide an in-depth discussion of a central issue underlying these models: the appropriate role of public- versus private-sector extension.  相似文献

Publicizing quality information has been used as a quality improvement strategy in the acute care sector for more than a decade. Despite research showing mixed results of these efforts, publicly reporting quality measures is currently being pursued as a quality improvement strategy for nursing homes. Designed to empower consumers to make informed choices and to stimulate provider competition on quality, nursing home public reporting began in 1998 with the Nursing Home Compare Web site and has received greater emphasis in the 2002 Nursing Home Quality Initiative, both directed by the federal government. Focusing on the response of three key stakeholder groups across settings of care-consumers, providers, and purchasers-I identify several challenges that nursing home reporting must overcome to be successful. I conclude that publicly reporting quality measures for nursing homes will have a harder time promoting quality improvement than for acute care settings, where results have been disappointing thus far. In addition to the conceptual analysis, I evaluate whether the quality information reported on Nursing Home Compare had any impact on nursing home occupancy rates following its release. Using a pre/post-release design, I find that the effect of public reporting on nursing home occupancy rates has been minimal thus far. Although some estimates of effect are statistically significant and in the hypothesized direction, they all suggest very small effect sizes. It is unclear whether the absence of a larger reporting effect to date is specific to Nursing Home Compare or whether it inheres to the broader task of using quality information to promote change in the nursing home care sector.  相似文献

This article provides a framework for the conceptualization of arts entrepreneurship in the US by first examining a range of perspectives on the boundaries of the “arts and culture sector” in the US and then exploring in some depth four theories of entrepreneurship and how such theories may be realized within the arts and culture sector. Theories of firm formation are considered both generally and as potentially applied to the arts and culture sector, with examples of firm formation drawn both from existing literature and the author's direct observation of entrepreneurial activity. Finally, the essay connects these theories in a means and ends framework to provide a context for understanding arts entrepreneurial activity, especially in the US arts and culture sector. The theory that emerges from the examples provided to illustrate the framework is a simple one: artists form firms or otherwise undertake entrepreneurial action toward the end of creating art sustainably and they do so by discovering or creating new connections between their means and that desirable end.  相似文献
