This article explores the impact European Union (EU) integration has had on methods and processes of budgeting in France and Britain from 1970 to 1995. It assesses whether convergence of budgetary institutions occurs and, if so, whether it is promoted by an obligation of compliance or by an hybridization effect. Compliance refers to changes in national budgetary institutions made compulsory by membership in the EU. Hybridization emphasizes that national and EU budgetary processes are increasingly interwoven and indivisible. Public budgeting is no longer purely national because part of the decision-making on national expenditure is made at the EU level and because the national budget is closely linked to the EU budget in financial and policy terms. Based on an institutional analysis, combined with elite interviewing, the article suggests that hybridization is a significant factor contributing to a convergence of budgetary practices in Britain and France. Underlying the argument is the fact that an increasingly important function of departmental actors involves negotiating with their EU counterparts at the EU level, in addition to the conventional budgetary game at the domestic level. Regarding compliance, there is an influence as testified by significant formal institutional convergence. However, compliance seems a less effective factor in influencing convergence than hybridization because it conveys a "negative" approach to convergence, based on enforcement and sanctions. The article suggests that the convergence of administrative systems is promoted by the growing similarity of administrative practices more than by the harmonization of rules.  相似文献

Since 1998, budgeting reforms at the federal level have unraveled extensively. The budget process has become ad hoc, fragmented, and opaque, balance has been elusive, and the failure to prioritize has become endemic. One cause was the mismatch between the budget process in 1998, which was designed to eliminate deficits, and the emerging budgetary surpluses of that time. A second contributing factor was the desire to reduce taxes while expenditures were increasing as a result of wars and natural disasters. The consequences of this great unraveling include the failure to fund Medicare and Social Security adequately when the opportunity was presented, as well as threats to constitutional and democratic governance. Renewed reform may require greater transparency and a willingness to embarrass elected officials with iconic stories.  相似文献

Budgeting is an important element in a public sector organisation's accounting control system. There are a number of budgetary methods that could be used, each with an explicitly different focus. This article investigates possible reasons for Victorian local government selecting line item budgeting, planning programming budgeting (PPB) or a combination of the two. While program budgeting arguably failed in the USA, research shows it was adopted by local government. Australian researchers report similar findings, yet the introduction of program budgeting into local government has not been explored. Four reasons are postulated: (1) PPB will be adopted because of the complexity of the organisation; (2) PPB will be adopted because it is perceived as an aid to planning; (3) line item budgeting will continue to be used because users are familiar with this type of budgeting; and (4) management's support for the adoption of PPB will be a significant factor in its introduction. A questionnaire was distributed to all the local governments in Victoria and 60 percent were returned. The findings reported in this article confirm the reasons postulated.  相似文献

This article assesses Russia's post-Soviet efforts to reform its public service in order to meet the challenges of social and economic transition and describes both obstacles to the creation of a modern public service and efforts to overcome them. First, the authors provide a snapshot of the public service in Russia since 1991. Second, they describe aspects of the Soviet legacy that have impeded efforts to modernize the public service. Third, they identify some of the traumas of transition experienced in the 1990s that have circumscribed efforts at reform. Finally, the authors identify gaps between the legislation enacted by the Duma and the limited implementation of that legislation to date. The article concludes with an assessment of the current status of public service reform in Russia.  相似文献

Output–purchase funding systems are systems in which payments made to service delivery agencies by government are an explicit function of quantities of outputs delivered by those agencies. This article considers the feasibility of such systems for the funding of tax–financed public services. It focuses on the implications of key characteristics of public sector outputs and specifically upon the prevalence of heterogeneous outputs, the predominance of services (as opposed to physical goods), and the presence of many "contingent capacity services."  相似文献

To declare that the federal budgetary process is in utter shambles based principally on an analysis of a six-year interval during a single presidential administration, as Professor Irene Rubin does in the preceding article, is unfair to history and misleading. Drawing on significant budgetary experience as a U.S. Senate staff member, the author of this essay argues that (1) the contributions of emergency appropriations and earmarks to the federal budgetary imbalance are overstated, (2) the goal of perpetual budgetary balance is unsound policy, and (3) budgets—inevitably the result of a political process—are artifacts reflecting societal priorities at a given point in time.  相似文献

This article examines the determinants of primary education spending among 29 Mexican states from 1999 to 2004. There is wide variation in spending despite expectations of policy convergence due to market forces associated with globalization, and in spite of the unique potential of education spending to complement economic strategies in achieving equitable growth. This study exploits significant advantages of subnational analysis in exploring political and economic variables that have been useful in explaining spending levels cross-nationally. Consistent with these studies, this article shows that greater electoral competition leads to increased spending. In contrast to other work, however, this study finds that exposure to the global economy has distinctly mixed effects on education spending. These findings thus further highlight the positive returns to higher "quality" democracy, while underscoring the need to examine the effects of many different aspects of globalization representing a wide variety of strategies employed by governments in engaging the international economy.  相似文献
