Getting China Right： The Chinese World Order and Asia-Pacific Regional Integration

Is a rising China good for the stability and integration of the Asia-Pacific region？ The dominant point of view in the Western world is a resounding no. However, that realist point of view, based on the very different experiences of Europe, is not appropriate in the Asia-Pacific context. Area studies are a useful tool to achieve a better understanding of the Asia-Pacific situation. This paper attempts to prove that a rising China will be good for the stability and integration of the Asia-Pacific region through the lens of historical, economic and security analyses. First, history shows that once China is strong and stable, order of the Asia-Pacific region is preserved. Second, with China＇s economic cooperation with neighboring countries, especially after its entry into the World Trade Organization （WTO）, China＇s economic integration with the Asia-Pacific region has been enhanced. Third, regional security has been assured by a peaceful and strong China. Finally, the paper comes to the conclusion that a stable and strong China is beneficial for the overall stability and integration of the Asia-Pacific region.

The Changing Asia-Pacific Strategic Picture

Battlefield for Strategic Rivalry
In recent years, the Asia-Pacific strategic configuration has entered a stare of in-depth readiustments. The relative decline of the United States,China＇s rapid rise, Russia＇s fast revival and Japan＇s quickening step toward a ＂normal country＂ have combined to turn regional multi-polarity into a reality. Not surprisingly, the world＇ s strategic structure has begun to focus on the region, with intensifying rivalry among major countries centered on economic competition and aggravating geopolitical game conducive to a security dilemma. As a matter of fact, U.S.-Japanese provocations have been at work in tuming regional hotspot issues into tools for such a game. As a result, escalating security threats to China in the East and South China Seas are converging into potential risks of collision and conflicts with other contenders.     

Prospects of Chinas Economic Cooperation with the Asia-Pacific

It＇s my great pleasure to attend the 22nd General Meeting of the PECC. The meeting is a grand regional convention bringing together people from the government, business and academia for deliberations on economic cooperation in the Asia-Paciflc region in 2014 and beyond. I would like to take this opportunity to look into the future of China＇s economic cooperation with the rest of the Asia- Pacific.     

The Difficulties of Common Security: On the Need for Value Consensus as a Basis for International Security

The essence of international security is common security, which relies heavily on basic consensus on security concepts and strategies among nations. However, since the beginning of the 20 th century, such a consensus or value basis has become very “thin” as a result of the following four factors: the inception of the global international system along with its cultural diversity; the great changes in political, economic and military arenas; the rise of nationalism and popular politics; and the emergence of superpowers and their antagonistic ideologies. Within strategic culture, there is juxtaposition between confrontational culture and cooperative culture. In security concepts, people have different preferences for national, international or global security. In terms of security strategies, there exist several competing models such as hegemonic stability, balance of power and institutional cooperation. The primary aims of international security remain: avoiding major wars, maintaining the stability of the international system and safeguarding the integrity of the nations. There are two new challenges: promoting global economic justice to avoid any domestic or international conflicts caused by an imbalanced international economic order; and meeting the challenges of various non-conventional security issues affecting human life on a global scale. In an era of security interdependence, the international community must make joint efforts to rebuild the consensus on security in light of the fundamental values of common security and cooperative security, and to practice a truly “international” security strategy so as to break away from the security dilemmas inflicted by each nation’s reliance on its own self-help and competing “national” security strategy.     

How the West Perceives China＇s Developing Country Status

With the rise of China＇s position in the international political and economic fields, the West began to question China＇s developing country status, the wrong perception of the West lies primarily in the following aspects： first, the vagueness of the concept of ＂developing countries＂ and the tendency towards narrowing the notion; second, the western countries are pressing China to shoulder more international responsibilities in so doing.     

Prospects for Sino-Russian Relations and China＇s National Interests in the Next Decade

The next 5-10 years will be a pivotal period in which China will implement its ＂ 11 th Five-Year Plan＂ and accelerate its construction of ＂ a moderately prosperous society.＂ It will also be an important period for Russia＇s resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China＇s national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China＇s peace and security. For the foreseeable future, China＇s national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China ＇s northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment.＂ In the 21st Century, China and Russia not only need to maintain a good neighbor relationship and guarantee their joint security, but also build a closer cooperation in their common development.     

China＇s Neighboring Strategy Goals and Challenges

China＇ s foreign relations with its neighbors are integral to the country＇s economic development and the direction of its rising political influence. China＇ s core goals in the region are to create a favorable regional environment for sustainable economic development;     

Chinas African Engagement：Advancmg Multilateralism

While holding the office of General Secretary of the Central Committee of the Communist Party of China, Hu Jintao t advanced the idea of＂China＇s peaceful rise,＂ which emphasizes Chinas commitment to refrain from violent confrontation. Adherence to this principle can help positively reshape the international order, transitioning international politics from a Westphalian system characterized by violent competition. Advocating multilateralism in international relations is an effective policy tool for China to achieve this goal. Perhaps the best region where one can see the benefits of China＇s multilateralism is Africa.     

ASEAN and the Major Powers： New Ties of Transnational Integration

ASEAN, whose international prestige grew as a result of its diplomatic role in 1970s, can be seen as providing a model for linking the very disparate states of the Asia-Pacific region in a common association. The centrality of ASEAN to any attempt to build regional institutions was strengthened by clashes of interest between the major powers. In order to protect its own strategic interests, ASEAN has established mechanisms of economic and security cooperation with the EU and the United States since the end of Cold War. After September 11, the cooperation between ASEAN and the US has become much more extensive than before on both regional and global levels. Sino-EU-US triangular relationships have had a significant influence on ASEAN relations with these powers in the new century.

The US has transformed its Indo-Pacific strategy from a concept into a reality with a growing international impact after three terms of US administrations. The IndoPacific strategy has intensified the China-US strategic competition, worsened the security situation in the Asia-Pacific region, and harmed regional cooperation, with all kinds of strategic blockades against China. China’s perception of and response to the strategy are of particular importance.     

Chinese Diplomacy towards Its Neighbors： Inheritance,Innovation and Development

Ibelieve that China＇s diplomatic strategy towards its neighbors should serve the general strategic goal of rejuvenating the Chinese nation asenvisioned in President Xi Jinping＇s ＂China Dream＂. It has clear precedence and should be adjusted as the situation evolves. The fundamental goals of China＇s diplomatic strategy, since the implementation of Reform and Opening-Up, have been economic construction and the building and maintenance of a peaceful international and regional environment.     

Sino-U.S. Cooperation Potential in Afghanistan after the Withdrawal of U.S. Troops

The U.S is expected to withdraw all its combat troops from Afghanistan by the end of 2014. In order to ensure its smooth and timely evacuation and to guarantee stability in the country after the U.S. withdrawal, the United States has taken a series of measures, including pressing for the domestic political reconciliation process in Afghanistan, stepping up efforts to train the Afghan national army and police force, and promoting regional economic cooperation as represented by the ＂new silk road＂ program. Reflections on Maritime Parmership： Building the 21st Century Maritime Silk Road

The ＂Silk Road＂ is a general term used to geographically describe ancient Chinese exchanges between Asia, Europe and Africa in the areas of politics, economics and culture. Starting on land and developing on sea, the ＂Silk Road＂ is a vehicle of historic importance for the dissemination of culture. The ancient maritime Silk Road was developed under political and economic backgrounds and was the result of cooperative efforts from ancestors of both the East and West. China＇s proposal to build a 21st Century Maritime Silk Road is aimed at exploring the unique values and concepts of the ancient road, enriching it with new meaning for the present era and actively developing economic partnerships with countries situated along the route. Specifically, the proposal seeks to further integrate current cooperation in order to achieve positive effects.     

Recognizing the Global Economic Order’s Restraint on China’s Peaceful Development

China’s economy has soared to be world’s second largest, while its peaceful rise has been increasingly constrained by the global economic order. Regionally, directed by the U.S.’s rebalancing policy in Asia, the Trans-Pacific Partnership Agreement (TPP) is changing the direction of economic cooperation in Asia.     

Political Science in China： the Domestic Scene and a World Vision

Since the reforms of 1979, the subjects of China＇s political science studies have seen remarkable development. The article attempts a qualitative analysis of the progress made in the main fields of China＇s political science studies during the last decade. It deals with theories of international relations, research into strategy and security, international political economics, theories of comparative politics, China＇s local governance etc. There is still a wide gap between the subjects of China＇s political science studies and those in the rest of the world. China＇s academic circles should do more to air domestic issues and questions in the international academic arena.     

The Evolving Security Situation in Asia and the Role of China

Today I would like to share some thoughts on Asian security and the role and responsibility of China.
In people＇s minds, Asia is often seen as a dynamic economy. Yet for some people, the close economic relations among Asian countries are not matched by amicable political relations. They even believe instability and insecurity is on the rise in Asia.     

US-Viemam Security Cooperation： Development and Prospects

Given the increasingly intense Sino-American strategic dynamic in the Asia-Pacific region and Sino-Vietnamese disputes over the South China Sea, the United States and Vietnam are gradually promoting a ＂comprehensive cooperative partnership＂ driven by realistic benefits. Progress on US-Vietnam security cooperation not only affects the two countries＇ strategic military plans, but also exerts considerable influence on the overall geostrategic environment in the South China Sea region.     

China＇s Confidence-Building Measures： Practice and Prospect

Confidence-building measures are those taken between countries to enhance mutual understanding, reduce distrust, ease tensions and prevent the outbreak of war. They refer to stipulations agreed upon between countries on exchanges and checking of information related to military forces and activities and promotion of cooperation in the military field, etc. In a narrow sense, confidence-building measures refer to the various measures adopted in the military field and are related directly to improving security environment, including arrangements of measures of exchange, transparency, restriction and checking, etc. while in a broad sense, confidence- building measures cover political, economic, military, diplomatic, cultural, religious and ideological fields, which, in an overall manner, are taken to strengthen international security, improve the security environment, ease regional tensions and increase trust among countries. In formulating the measures, emphasis is laid on abiding by the Charter of the United Nations and the Five Principles of Peaceful Coexistence, as well as other norms governing international relations, such as no threat by force or dismembering territorial integrity and political independence of other countries by force, no interference in other countries＇ internal affairs, peaceful settlement of disputes and equality of sovereignty between countries, enhancing mutual trust through close political contacts, economic links, technological exchanges and military contacts, etc.     

Major Power Relationship in the Aisa-Pacific:Its Impact on the Regional Security Cooperation

In recent years, the gradual deepening of the Asia-Pacific regional security co-operation led quite a few regional countries to ponder, when facing suddenshocks of the financial crisis and various incidents in the region, ways of quickeningthe regional multilateral security cooperation in the Asia-Pacific while further ex-panding bilateral cooperation. However, the recent repercussions between the bigpowers have made regional countries give second thoughts about the process of theregional security cooperation.
