Is a rising China good for the stability and integration of the Asia-Pacific region? The dominant point of view in the Western world is a resounding no. However, that realist point of view, based on the very different experiences of Europe, is not appropriate in the Asia-Pacific context. Area studies are a useful tool to achieve a better understanding of the Asia-Pacific situation. This paper attempts to prove that a rising China will be good for the stability and integration of the Asia-Pacific region through the lens of historical, economic and security analyses. First, history shows that once China is strong and stable, order of the Asia-Pacific region is preserved. Second, with China's economic cooperation with neighboring countries, especially after its entry into the World Trade Organization (WTO), China's economic integration with the Asia-Pacific region has been enhanced. Third, regional security has been assured by a peaceful and strong China. Finally, the paper comes to the conclusion that a stable and strong China is beneficial for the overall stability and integration of the Asia-Pacific region.  相似文献

Battlefield for Strategic Rivalry
In recent years, the Asia-Pacific strategic configuration has entered a stare of in-depth readiustments. The relative decline of the United States,China's rapid rise, Russia's fast revival and Japan's quickening step toward a "normal country" have combined to turn regional multi-polarity into a reality. Not surprisingly, the world' s strategic structure has begun to focus on the region, with intensifying rivalry among major countries centered on economic competition and aggravating geopolitical game conducive to a security dilemma. As a matter of fact, U.S.-Japanese provocations have been at work in tuming regional hotspot issues into tools for such a game. As a result, escalating security threats to China in the East and South China Seas are converging into potential risks of collision and conflicts with other contenders.  相似文献

The essence of international security is common security, which relies heavily on basic consensus on security concepts and strategies among nations. However, since the beginning of the 20 th century, such a consensus or value basis has become very “thin” as a result of the following four factors: the inception of the global international system along with its cultural diversity; the great changes in political, economic and military arenas; the rise of nationalism and popular politics; and the emergence of superpowers and their antagonistic ideologies. Within strategic culture, there is juxtaposition between confrontational culture and cooperative culture. In security concepts, people have different preferences for national, international or global security. In terms of security strategies, there exist several competing models such as hegemonic stability, balance of power and institutional cooperation. The primary aims of international security remain: avoiding major wars, maintaining the stability of the international system and safeguarding the integrity of the nations. There are two new challenges: promoting global economic justice to avoid any domestic or international conflicts caused by an imbalanced international economic order; and meeting the challenges of various non-conventional security issues affecting human life on a global scale. In an era of security interdependence, the international community must make joint efforts to rebuild the consensus on security in light of the fundamental values of common security and cooperative security, and to practice a truly “international” security strategy so as to break away from the security dilemmas inflicted by each nation’s reliance on its own self-help and competing “national” security strategy.  相似文献

The next 5-10 years will be a pivotal period in which China will implement its " 11 th Five-Year Plan" and accelerate its construction of " a moderately prosperous society." It will also be an important period for Russia's resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China's national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China's peace and security. For the foreseeable future, China's national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China 's northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment." While holding the office of General Secretary of the Central Committee of the Communist Party of China, Hu Jintao t advanced the idea of"China's peaceful rise," which emphasizes Chinas commitment to refrain from violent confrontation. Adherence to this principle can help positively reshape the international order, transitioning international politics from a Westphalian system characterized by violent competition. Advocating multilateralism in international relations is an effective policy tool for China to achieve this goal. ASEAN, whose international prestige grew as a result of its diplomatic role in 1970s, can be seen as providing a model for linking the very disparate states of the Asia-Pacific region in a common association. The centrality of ASEAN to any attempt to build regional institutions was strengthened by clashes of interest between the major powers. In order to protect its own strategic interests, ASEAN has established mechanisms of economic and security cooperation with the EU and the United States since the end of Cold War. After September 11, the cooperation between ASEAN and the US has become much more extensive than before on both regional and global levels. The "Silk Road" is a general term used to geographically describe ancient Chinese exchanges between Asia, Europe and Africa in the areas of politics, economics and culture. Starting on land and developing on sea, the "Silk Road" is a vehicle of historic importance for the dissemination of culture. The ancient maritime Silk Road was developed under political and economic backgrounds and was the result of cooperative efforts from ancestors of both the East and West. Since the reforms of 1979, the subjects of China's political science studies have seen remarkable development. The article attempts a qualitative analysis of the progress made in the main fields of China's political science studies during the last decade. It deals with theories of international relations, research into strategy and security, international political economics, theories of comparative politics, China's local governance etc. There is still a wide gap between the subjects of China's political science studies and those in the rest of the world. Given the increasingly intense Sino-American strategic dynamic in the Asia-Pacific region and Sino-Vietnamese disputes over the South China Sea, the United States and Vietnam are gradually promoting a "comprehensive cooperative partnership" driven by realistic benefits. Confidence-building measures are those taken between countries to enhance mutual understanding, reduce distrust, ease tensions and prevent the outbreak of war. They refer to stipulations agreed upon between countries on exchanges and checking of information related to military forces and activities and promotion of cooperation in the military field, etc. In a narrow sense, confidence-building measures refer to the various measures adopted in the military field and are related directly to improving security environment, including arrangements of measures of exchange, transparency, restriction and checking, etc. while in a broad sense, confidence- building measures cover political, economic, military, diplomatic, cultural, religious and ideological fields, which, in an overall manner, are taken to strengthen international security, improve the security environment, ease regional tensions and increase trust among countries. In formulating the measures, emphasis is laid on abiding by the Charter of the United Nations and the Five Principles of Peaceful Coexistence, as well as other norms governing international relations, such as no threat by force or dismembering territorial integrity and political independence of other countries by force, no interference in other countries' internal affairs, peaceful settlement of disputes and equality of sovereignty between countries, enhancing mutual trust through close political contacts, economic links, technological exchanges and military contacts, etc.  相似文献
