This contribution aims to present the general issue of integrating North Korean (NK) migrants living in South Korea into jobs and society, the main characteristics of the social enterprise scheme set up in South Korea, and a few examples of social enterprises engaged in NKs migrants’ work integration. It stresses that the process of integrating NK migrants through the social enterprise model leads to apprehend this question, not in the traditional framework of policies specific to NK migrants, but in a broader framework to address a more comprehensive issue of the integration of vulnerable populations. This is an orientation that breaks with the previous public-policy framework towards NK migrants without real counterpart benefits. This approach also supplements governmental policies that have been developed since 2005 to encourage NK migrants to engage in skills training and support programmes in employment coaching. By adding case studies that assess the effectiveness of NK migrants’ work integration based on the criteria of job creation, job skills enhancement, and normal job sustenance, this study examines whether the European-originated work integration social enterprise model works for a particular social enterprise type benefiting NK migrants in South Korea.  相似文献

South Africa's political liberalisation and strengthening regional ties have engendered new patterns of immigration and urbanisation, resulting in South African migrants and non-nationals converging on the streets of previously ‘forbidden’ cities. Conflicts over space, services and livelihoods are emerging as these groups meet and compete. To settle these disputes, South African citizens and politicians regularly rely on nativist discourses that make one's rights to the city contingent on one's national origins. Efforts to exclude foreigners are in turn encouraging and legitimising new forms of bias, administrative discrimination and anti-foreigner policing. Bolstered by official sanction, these are creating urban ‘zones of exception’, areas in which the state authorises its agents to work outside the law. Although popular among South Africans, the extra-legal harassment, detention and deportation of non-nationals has helped entrench new economies of corruption and violence that jeopardise the rights and welfare of all urban residents. While rooted in the dynamics of post-apartheid South Africa, these findings resonate with global trends in which quests to assert sovereignty through immigration controls are resulting in actions that undermine the legitimacy and founding principles of the liberal states that undertake them.  相似文献

As information and communications technologies (ICTs) have revolutionised private and public lives in many aspects, to what extent and in what way electronic voting (e-voting) can improve citizens’ electoral participation and deepen democracy has become a critical issue in political science. From the theory of deliberative participatory democracy in conjunction with a rational choice perspective, this article examines the prospect of e-voting in the electoral process in South Korea. Prior experiences in the 2002 presidential election and the 2000 and 2004 general elections in South Korea have shown a meaningful, albeit limited and partial, impact of ICTs on citizens’ election-related information consumption, reshaping of their political stance and beliefs, and voter turnout. This article contends that the premises of e-voting can be attained with a higher degree of probability if the National Election Commission serves as an information gateway, bridges the digital divide, and is ready to provide voters and election officers with necessary and accurate information about voting procedures.  相似文献

The multi-directional nature of labour migration flows has resulted in an increasing number of countries having become both senders and receivers of regular and irregular migrants. However, some countries continue to see themselves primarily as senders and so ignore their role as a receiving country, which can have negative implications for the rights of migrants in their territory. Using the example of Indonesia, which is State Party to the 1990 UN Convention on the Rights of All Migrant Workers and Their Families, this article demonstrates that irregular migrant workers in this country have the legal right to protection against labour exploitation even when they work despite the government’s prohibition on employment. The article discusses the ‘right to work’ and how international human rights law has translated it into the ‘right to protection from labour exploitation’ for irregular migrants in Indonesia. By way of two case studies about the Indonesian government’s handling of irregular migrants, it shows how it prioritises enforcement of the employment immigration law over labour and employment laws much like countries that have not ratified the ICRMW. It also draws attention to legal protection gaps that emerge for asylum seekers when they are recognised to be genuine refugees.  相似文献

This article offers an alternative understanding and a critique of how South Korea's development has been interpreted by various scholars. The proponents of developmental state overlook the fact that South Korean dirigisme harmed equity, democracy, social cohesion, and thus the people's ability to take the initiative and form a viable civil society. By considering how the state meddled with the economy as a deliberately selected course, an analysis can be made of the dysfunction of developmental statism or “diseased” dirigisme. The inequity between the deprivations suffered by small firm operators and other citizens and the gains reaped by a few business conglomerates (or chaebol), remains symptomatic of South Korea's dirigiste disease. The dominant themes in the current economic discourses are privatisation, marketisation, deregulation and the rolling‐back of the welfare state. However, liberalising the economy without state reform may aggravate the dirigiste disease in South Korea. By linking the state‐led and people‐centred arguments, this article provides a fresh discourse on principles of policy‐making and state‐action to broaden the valuation of development beyond economic efficiency or competitiveness.  相似文献

This article uses black feminist analysis to explore the ways in which the racialized stereotypical image of the passive South Asian woman has informed the categorizing of this group of minority ethnic women within the system of British immigration control. Such stereotypes have led to a very specific category of 'South Asian woman' being regarded as a legitimate immigration applicant: namely that of the traditional South Asian wife dutifully going to live in the country in which her husband is settled. Using interview data from a study of South Asian women's immigration experiences, this article assesses the extent to which South Asian women entering the system of British immigration control actually fit this racialized category of 'wife'. It is also shown that those wives who sponsor a husband to come to the UK, and therefore do not fit the immigration service's assumptions of the South Asian wife, face even more difficulties, due to gender and racial discrimination within the system of British immigration control.  相似文献

The European Union portrays itself as a different global actor. This self-representation has triggered a debate around the EU as a global ‘normative power’, while providing momentum for innovative research into how other societies view and assess the global performance of the EU. For the first time this article presents the findings of a study conducted respectively in Brazil, India and South Africa. As leading nations of the ‘global South’, these three countries offer important insights into how the EU is perceived not only in emerging markets, but also in the so-called developing world at large. The findings reveal that the EU is an unknown entity to most citizens in these countries and is rarely covered by local media. Moreover, it is often criticised for inconsistencies and double standards by political elites and civil society, especially in the area of international trade, while being praised as a successful example of regional integration.  相似文献

With rapid economic growth, China has become its neighbours’ largest trade partner in the twenty-first century. At the same time, the growth of China’s military and its assertiveness are raising concerns among its neighbours that China’s rise will pose a threat to them. In this context, will China’s neighbours—Indonesia, Japan, Malaysia, the Philippines, and South Korea—view China positively or negatively? By using statistical analysis, this paper aims to explore whether individuals are more affected by their economic position or national security concerns when they view China. The findings in this article suggest that individuals’ security concerns have stronger associations with their attitudes toward China than economic conditions. Specifically, individuals’ views on China’s military growth and territorial disputes had negative effects on their attitudes toward China. On the other hand, economic interests had weaker associations with individuals’ views of China than security concerns.  相似文献

This article seeks to measure the extent to which the service priorities of citizens of Seoul, South Korea, are reflected in corresponding resource allocations in the city's budget, despite there being virtually no participation by citizens in the budget creation process. We find a less than perfect congruence between budget allocations and citizen preferences at both the city and district level. Given these results, we discuss the potential for participatory budgeting to address discrepancies in resource allocation by focusing on the unique demographic and cultural makeup of Seoul constituencies.  相似文献

While the literature on ‘global care chains’ has focused on the international transfer of paid reproductive labour in the form of domestic service and care work, a parallel trend takes the form of women marriage migrants, who perform unpaid labour to maintain households and reproduce the next generation. Drawing on our work with commercially matched Vietnamese marriage migrants in Singapore, we analyse the existing immigration–citizenship regime to examine how these marriage migrants are positioned within the family and nation-state as dependants of Singaporean men with no rights to work, residency or citizenship of their own. Incipient discussions on marriage migrants in civil society discourse have tended to follow a ‘social problems’ template, requiring legislative support and service provisioning to assist vulnerable women. We argue for the need to adopt an expansive approach to social protection issues, depending not on any one single source—the state, civil society and the family—but on government action to ensure that these complement one another and strengthen safety nets for the marriage migrant.  相似文献

ABSTRACT

This article examines the arguments for globalization and analyzes Mexico’s “maquiladora experience,” which indicates that globalization alone does not bring about a higher standard of living. The primary reason that Mexico has not benefitted as much as might be expected from globalization has to do with the poor quality of its governance, referring especially to public administration. This assertion is supported by a comparison of Mexico and South Korea. In explaining South Korea’s greater success, Political Elasticity (PE) theory is introduced, suggesting that political power needs to become elastic in two meanings of this word: a “rubber band” meaning (referring to the ability of leaders to delegate power without losing or diminishing it) and “a balloon meaning” (having to do with the ability of leaders to reliably influence the behavior of the general public). Based upon studies of rural and industrial development, South Korea is shown to be more politically elastic than Mexico. This article concludes by examining the lessons that Mexico can learn from Korea’s experience.  相似文献

After the early 1990s, the wave of regionalism covered broader areas in the world, and Northeast Asia, which had weak regional cohesion largely due to history-oriented animosity, gradually developed initiatives for regional cooperation since the late 1990s. This article seeks to address why and how China, Japan, and South Korea have pursued regional cooperation by relying on the concept of ‘regional governance’. It advances two arguments. First, the governments of China, Japan, and South Korea have identified the avoidance of risk from uncertainty as a major objective of promoting trilateral cooperation in specific functional areas. Second, they have gradually intensified the harmonisation of regulatory frameworks in the cooperative process in collaboration with non-state actors. The article examines the arguments by tracing the evolution of trilateral cooperation in environmental protection and information technology (IT) development.  相似文献

As the West’s centrality fades, the global South may have a decisive influence in shaping future world order. Will that future see a retreat from globalisation to hard-edged particularisms? Or will the emerging post-Westphalian global society let the global South take over the baton of cosmopolitan institution building in its own way? This article draws on a multi-country survey of educated youth to find promising signs of imagined common ground with other countries. This article discusses contemporary African democratic practices vis-à-vis politics of stomach infrastructure that debilitates sustainable infrastructural development in the region. In this article, clarifications are articulated within four interlinked phenomena: the enthusiasm for democracy, its collapse, and the resurgence of hybrid-democratic order that metamorphosed into politics of stomach infrastructure that facilitates corruption in African postcolonial state. It unravels the existing democratic prototype against ideal democratic order. The article considered the prevailing democratic inclination moseyed through citizens and political elite’s armistice that presage democratic peril. The article argued that unscrupulous political collaboration and democratic debauchery that exist between the political elites and the electorates craft an opportunity for institutionalized corruption in the region. Finally, the article found homogenous paradigms of corruption in the selected African states, including South Africa, Tanzania, Kenya, the Democratic Republic of Congo, and Nigeria.  相似文献

South Korean politics has been haunted by numerous corruption scandals as well as the prosecution of politicians and their cronies for their corruption. Yet despite the prevalence and salience of political corruption, many citizens of South Korea tend to overlook the problem by continuing to support corrupt politicians and administrations. This study defines under what circumstances political corruption shapes citizens' judgment of government and the political system as a whole in South Korea. The results indicate that national economic conditions as a perceptual screen mediate the effect of political corruption on the evaluation of democratic governance.  相似文献

‘Managed migration’ schemes promote mobility of labour across international borders, diversifying worksites and introducing new systems of enacting labour consent. This article examines how Canadian franchisees are recruiting Filipino migrants to staff their restaurants, facilitating employers’ access to new, flexible subjects. These workers covet their employment as pathways to Canadian citizenship. Some are unaware, however, that they are recruited under a precarious immigration scheme, one that neither directly denies nor facilitates access to legal incorporation. Instead, migrants are (transnationally) encouraged to compete in the worksite for employer-nominated citizenship, a highly productive system for engendering consent. This draws attention to new challenges ‘managed migration’ schemes pose for resisting downward pressures on work and employment conditions.  相似文献

Employees’ work values, or beliefs about desirability of certain work attributes and outcomes, are believed to drive their motivation to work and stay in certain settings. This article compares work values of business, government, and nonprofit employees in a sample of nations with different cultural orientations—Germany, India, South Korea, Russia, South Africa, and the US. Results showed significant relationship between a country and work values variables, suggesting that a country's culture may have a potential to influence what individuals value in work. Additionally, employees of government, business, and nonprofit sectors differed in their work values in all six countries.  相似文献

This article examines how the power relationships between Malta and the Republic of Cyprus, on the one hand, and the European Union, on the other, shape irregular immigration policies in these two sovereign outpost island states in the Mediterranean. As member states on the EU's southern periphery, Malta and Cyprus have faced new institutional structures since their accession in 2004 within which they now construct their migration policies. Here, I examine how the new structures influence the discourse and logic of migration policies and politics and also how the seemingly small and powerless states affect regional policies. My contention is that, within this EU framework and with limited material power, the two outpost states have developed strategies based on nonmaterial power in order to defend and promote their interests. Such strategies have resulted in treating irregular immigration as a crisis in order to attract support. The new dynamics have thus resulted in more barriers to migration, and in negative consequences for the individual migrants and refugees on the islands. Although the strategies of Malta and Cyprus have been surprisingly successful in influencing regional migration governance, their long-term effectiveness is questionable, and their effects on the migrant and local population problematic.  相似文献

Immigration has traditionally aroused strong passions in the US. Though Americans profess pride in their history as a nation of immigrants, each new wave of immigrants is met with strenuous opposition. Sassen points out that this opposition underestimates the US's capacity to absorb more people and fails to appreciate the political and economic forces that give rise to immigration. The outcry over rising illegal immigration culminated in the 1986 Immigration Reform and Control Act. So far, the law's effectiveness has been limited. 1.8 million immigrants applied to regularize their status. However, there is growing evidence that the employer sanctions program is resulting in discrimination against minority workers who are US citizens, and in various abuses against undocumented workers. Meanwhile, illegal immigration continues to rise. The 1986 law, like earlier laws, is based o a faulty understanding of immigration causes. The US played a crucial role in the 1960s and 1970s in developing today's global economic system. This system contributed to the creation of pools of potential immigrants and to the formation of links between the industrialized and developing countries. In sum, foreign investment and promotion of export-oriented growth i the US in developing countries has served to increase immigration to the US. A workable US immigration policy would be based o the recognition that the US bears a certain amount of responsibility for international labor migrations. The precise features of a fair immigration policy will have to be elaborated. However, it is clear that US immigration policy will continue to be counterproductive as long as it places the responsibility for the formation of international migrations exclusively upon the migrants themselves.  相似文献

This article explores how a military's organizational character (cohesion or lack thereof) shapes military officers' attitudes toward new civilian leadership in democratizing South Korea and the Philippines. It suggests that a factionalized military makes civilian control much more difficult and the route to democratic consolidation highly unstable and incomplete for three reasons. First, in the factionalized army, individual officers' allegiance is directed toward their factional leaders, not toward the military as a unified body and the civilian leadership. Second, factionalized military will create ‘monitoring’ and ‘sanctioning’ problems for civilians. Finally, competition among various factions in the military promotes officers' appetite for political domination. The structured-focused analysis of democratization in South Korea and the Philippines clearly sustains the theoretical arguments. The study implies that the institutionalization of civilian control of the military in democratizing nations depends on new leaders' ability/willingness to remove military factions and rebuild the armed forces into a cohesive organ.  相似文献
