Based on literature about motivated reasoning, this article proposes that choosing a public service provider from among competing options may bias service users in a positive direction when evaluating the performance of their chosen provider. Users are expected to defend their choice through processes of goal reprioritization, meaning that they will alter the weight they assign to given pieces of information depending on the (in)convenience of that information. This article uses nine experimental studies to test this expectation on students who had recently chosen to study at one university instead of competing universities. As expected, findings show signs of biases in students’ evaluations, but the biases are small and not consistently significant. Thus, prior research may have been too pessimistic regarding the general potential of performance information in the public sector.  相似文献

New Public Management popularized performance measurement in public organizations. Underlying performance measurement's popularity is the assumption that it injects performance information (PI) into decision-making, thus rationalizing the ensuing decisions. Despite its popularity, performance measurement is criticized. In part, this criticism results from the limited knowledge of the conditions under which PI is purposefully used by politicians. We conducted a survey experiment based on real PI with 1,240 politicians. We hypothesized that PI has a positive impact on performance information use (PIU) when PI is benchmarked with coercive, mimetic or normative pressures. Moreover, due to negativity bias we expected this positive impact to be stronger when PI signals low performance. We found that normative pressures had a positive impact on actual PIU while coercive pressures positively affected intended PIU. Negativity bias is only relevant when linked to coercive pressures and intended PIU for analysing the organization's finances.  相似文献

This study investigates the relationship between knowledge-sharing mechanisms, managerial tacit knowledge, and individual performance in the Malaysian public sector. Moderation effects of employee personality on these variables were also examined. Findings from 308 Malaysian public sector managers suggest that individual performance is influenced by levels of accumulated managerial tacit knowledge (LAMTK), which were moderated by employee personality traits. The findings also show that individual performance has an impact on the effectiveness of knowledge-sharing mechanisms.  相似文献

Epidemics tend to have a debilitating influence on the lives of directly afflicted families. However, the presence of an epidemic can also change the behaviour and outcomes of those not directly affected. This paper makes use of a short, sharp, unexpected epidemic to examine the behavioural response of the public to a sudden shift in the perceived risk to one’s health and mortality. Our analysis finds that unafflicted school students change their behaviour substantially, affecting important life outcomes. In particular, we find that between 1.9 and 4.7 fewer students, out of a typical cohort of 47 pupils, sit their school leaving examination for every additional 10 cases of severe Dengue per 10 000 inhabitants in a municipality. We rule out several possible mechanisms, leaving an increase in the salience of the disease’s risks as a plausible explanation for our findings.  相似文献

We examine the welfare impacts of poor women getting low-skilled jobs and find large positive income, consumption and poverty effects at household and individual levels. However, the women workers, their husbands and oldest daughters reduced their leisure, but the women to a much larger extent. Investigating the transmission mechanisms suggests that the impacts did not only go through income effects, but also through a bargaining effect. Getting the job improved the bargaining power of the wife through several mechanisms, which in turn added substantially to the positive impact on household consumption.  相似文献

Much criticism has been levelled at the reliability of the Audit Commission's measures of local authority performance, but less attention has been paid to the reality of their empowering effect on consumer groups. This article reports on the impact of the policy on one consumer group, ALL MOD CONS, a national charity which campaigns for more and better public toilets. It argues that, far from empowering the group, the annual publication of performance indicators has diverted its energies and resources into disseminating the Audit Commision's statistics to their members and drawing misleading conclusions from them which risk undermining the group's credibility. The case raises questions about the role of performance indicators in the democratic process.  相似文献

This study investigates the implementation of preventive policy targeting children. Based on longitudinal survey data we analyze how frontline workers assign meaning to core concepts of the policy and categorize the children and in this light how their exercise of discretion affects policy implementation. Many studies problematize the effects of limiting the discretion in the frontline. We identify a case where the policy is highly ambiguous, the definitions of target groups, core concepts, or central goals are vague, and the general steering of the frontline is not characterized by a lack of discretion but a lack of organizational boundaries to shape the discretion. This expands not only the policymaking role of the frontline but also becomes a barrier to developing a stronger preventive effort. The findings give nuanced insight into how organizational boundaries affect the discretion and target group construction in the frontline during frontline implementation of welfare policies.  相似文献

Co-wives are often portrayed both as being rivals for their husband's affections and resources as well as collaborators in managing the family. I explore a further dimension: historical time. The life trajectories of individual women in rural Uganda show how co-wife relationships are established, change, endure or end. In addition to ageing, which plays a part in women's changing conjugal arrangements, political upheavals and HIV and AIDS have also had a profound impact on their lives, affecting not only their relationship and attitude towards their husbands but also towards their children, as well as each other.  相似文献

As information and communications technologies (ICTs) have revolutionised private and public lives in many aspects, to what extent and in what way electronic voting (e-voting) can improve citizens’ electoral participation and deepen democracy has become a critical issue in political science. From the theory of deliberative participatory democracy in conjunction with a rational choice perspective, this article examines the prospect of e-voting in the electoral process in South Korea. Prior experiences in the 2002 presidential election and the 2000 and 2004 general elections in South Korea have shown a meaningful, albeit limited and partial, impact of ICTs on citizens’ election-related information consumption, reshaping of their political stance and beliefs, and voter turnout. This article contends that the premises of e-voting can be attained with a higher degree of probability if the National Election Commission serves as an information gateway, bridges the digital divide, and is ready to provide voters and election officers with necessary and accurate information about voting procedures.  相似文献

This article investigates the impact of institutional factors on the relationship between grant funding and local debt in England and Germany. Using a panel dataset covering the period 2005–12, the research identifies a positive relationship between grants and local debt. The positive relationship between grants and debt is reduced due to the impact of political and administrative variables. The findings demonstrate three shortcomings of the current literature. First, in contrast to the dominant portrayal of German local administration as predominantly legalistic, partisan dynamics affect the allocation of grants to the German local level. Second, institutional variables operate differently depending upon grant type, providing a rationale against the scholarly practice of using aggregate grants. Third, grant mechanisms provide a promising key to unlock institutional dynamics in systems of multilevel governance, but only when scholars integrate institutional differences more explicitly in their research design than hitherto accounted for by political economy.  相似文献

This article looks at performance information use by legislators at the central level in a budgetary context. The multi‐method approach (interviews, quantitative and qualitative analysis of plenary speeches given during budget readings) allows us to draw a broader picture of the use of performance information. The findings provide new insights into different purposes of performance information use. We identify four general use types, that is, de‐legitimizing, legitimizing, improving and understanding, and deflecting, which together with the subjects addressed blend into different use purposes. Second, the study sheds light onto different factors affecting performance information use, that is, the attributes of users of performance information, the properties of performance, and the role of institutional support.  相似文献

While performance management is increasingly widespread, we still know little about how performance information generates learning and affects organizational responses. Recent work on performance information and learning in private business organizations, however, suggests that perceived negative performance triggers important strategic responses related to problem identification, search, and change. In turn, how performance is perceived depends on whether performance falls short of aspiration levels that are based on an organization's historical performance and the performance of peer organizations. This article adapts this model to a public sector context and tests one implication of the model, namely that public managers will increase their prioritization of goals that are currently performing below aspirations. This question is central to the study of public organizations pursuing multiple and democratically contested goals. Empirical findings based on administrative performance data and a survey of Danish school principals support this prediction.  相似文献

This study is interested in the impact of Facebook as a source for political information on public opinion during political controversies. In a society where the mainstream media are under heavy influence by the dominant power and yet Internet communication is largely open and free, social media may become particularly important for the transmission of critical information and viewpoints. The social media information environment may exhibit an overall ‘anti-establishment bias.’ However, the impact of social media should vary across individuals depending on the extent and character of user selectivity. Analysis of data collected during the political reform debate in Hong Kong (N?=?3,246) show that reliance on Facebook as an information source relates negatively to support for the government’s reform proposal. But the relationship is strongest for people without a strong political orientation and people who do not name any newspapers as their main information source. General theoretical implications of the findings are discussed.  相似文献

In recent years, a plethora of research studies have attempted to delineate the grief experiences associated with suicide from those of other sudden traumatic deaths. The emerging consensus suggests that bereavement through suicide is more similar than different to other bereavements, but is characterized by the reactions of shame, stigma, and self-blame. The causal nature of these reactions has yet to be fully understood. This study reports on the lived experiences of eight adults bereaved by suicides, which were obtained through in-depth interviews. Data were analyzed using interpretative phenomenological analysis. Four main themes dominated the relatives' grief experiences. First, the early months were checkered by attempts to "control the impact of the death." The second theme was the overwhelming need to "make sense of the death" and this was coupled with a third theme, a marked "social uneasiness." Finally, participants had an eventual realization of a sense of "purposefulness" in their lives following the suicide death. Overall, the findings suggest that suicide bereavement is molded and shaped by the bereaved individual's life experiences with the deceased and their perceptions following social interactions after the event. The findings from this study suggest that "meaning making" may be an important variable in furthering our understanding of the nuances in suicide bereavement.  相似文献

It is now clear that the global shift toward democracy in recent decades has resulted in a highly uneven democratic landscape in which the quality and performance of democracies around the world vary greatly. In an era characterized by increasingly open borders to goods, services, information, and, at times, labor, we argue that poorly performing, uneven democracies have become an important, yet underexplored, component in one’s emigration calculus. We test this argument through analysis of survey data across 22 Latin American countries and find strong and consistent evidence that both the quality of a democratic system and its ability to fulfill basic governance responsibilities influence the degree to which an individual considers emigration as a viable life strategy. These findings in turn have implications for the subsequent impact emigration may have on the democratic development of high migration communities.  相似文献

A study of 20 highly educated Latin American women who entered the United States on au pair visas showed that they struggled to improve their opportunity structures. The study draws on skilled female migration theory to focus on the participants' ambitions, work experiences, and their trajectories in the United States. The findings focused on the contradictions between the participants' aspirations and the realities of their work lives, legal status, and prospects in the United States that impacted their advancement. We evaluate a theory of the effects of publishing performance information on citizens' collective voice to local providers about public service performance and the perceptions and attitudes that influence their voice. Field experiments show that information about low absolute and relative performance of local government household waste recycling services lowers citizens' perceptions of performance, and information about high absolute and relative performance raises perceived performance. Relative information makes citizens judge local providers as being more responsible for outcomes in the case of high performance, suggesting that systems for comparative performance reporting increase local accountability for outcomes. Negativity bias is evident, with information about low absolute performance reducing citizens' satisfaction but information about high performance not raising satisfaction. Information about low performance did not trigger collective voice protest behaviour as hypothesized, suggesting that providers who need citizens' collective voice the most do not get it.  相似文献

Information is at the heart of politics. However, since information is always sent by someone who is more or less powerful, it is difficult to disentangle the effect of information from the power of the sender. Drawing on a standard model of attitude formation, we argue that presenting information can affect preferences of politicians regardless of the power of the sender. We test this proposition in a survey experiment with 1205 Danish local politicians in which the experimental groups were presented with varying levels of cost information but where sender remained constant. The experiment shows that even in a setting where the information is not disclosed by a powerful sender, information may have a stronger impact on political preferences than other well-known determinants such as committee and party affiliation. Our findings speak to learning theories, knowledge perspectives and the literature on the determinants of politicians’ preferences.  相似文献

This article provides new information about the use of pay-for-performance in local governments by presenting findings from a national survey of personnel directors in municipalities and counties. The findings show that most respondents view pay-for- performance as a useful tool, even though it is only used in a minority of local governments. An in-depth analysis of 40 possible benefits and problems showed that PFP benefits are relatively undefined and that users do experience some potentially serious problems, though these problems appear less serious than the existing literature would predict.  相似文献

This article reports on a study carried out on the impact of quality assurance mechanisms on street-level bureaucrats in Northern England (teachers, nurses and social workers). A key aim of the research was to explore the ways in which these mechanisms negotiate the much older regulatory function of time. The findings suggest that these mechanisms contribute to forms of time compression across professional activities, time compression in turn having consequences for professional judgement. The study explores the mechanisms via which this occurs, while also examining the implications of the research for debates about democracy, political regulation, and public sector management.  相似文献
