Discussions on coalition politics have tended to see the phenomenon as a feature of European national systems offering a contrast to the British tradition of (largely) single-party government. However, the 1980s saw the rise of English local governments where highly politicized party groups were forced to compromise their political programmes in order to attain a share of power; between 1985–89, half of the English county councils were hung. This situation has particular significance in Devon, where four distinct political groups were negotiating for control. This study analyses the process of administrative formation, maintenance and breakdown in Devon, using the insights of the actors involved. While icy closeness is a crucial factor in the formation of administrations, the initial distribution of office portfolios plays a critical role in the later demise of the co-operation between the Alliance and Labour. The study also highlights the importance of considerations such as past history, personal relations, institutional structures, and even geography to the formation and maintenance of political agreements. Devon's experience of hungness is interpreted using a 'multi-method' approach, with reference to both studies of hung councils and developments in coalition theory.  相似文献

There is limited empirical research on the extent to which politicized recruitment of ministerial advisers affects the quality of the policy process. In this article we take a novel step by looking at two possible consequences of increased political recruitment for the policy process: administrative politicization and contestability. We deploy a Most Similar Systems comparison of Denmark and Sweden and include survey answers from 657 civil servants in managerial positions. We find that political recruitment of top civil servants, such as Swedish state secretaries, restricts the access of the civil service to the minister, but it does not substantially politicize the policy process. Danish civil servants perceive themselves as more contested by the relatively few Danish political advisers than their Swedish colleagues. Our results imply that the organization of political advice is a crucial factor for politicization and contestability  相似文献

The present scholarship on cross-boundary organizations of local governments often splinters its focus and investigates narrow species of organizations with specific powers or unique policy domains. However, many organizations share common governance structures and mechanisms. Investigating these commonalities from a broader perspective permits stronger cross-pollination of knowledge and sharpens generalizable theories of governance and administration. In this article, I first provide easily and unambiguously measurable criteria capturing a genus I term Regional Public Sector Organizations (RPSOs). These criteria rely on a rescaled common definition of International Governmental Organizations (IGOs). In the United States, this broad genus includes many species of public authorities, regional councils, and policy-specific organizations. Terminology may differ in other nations, but the underlying idea sustains. The second contribution is five research questions largely inspired by IGO scholarship. Considering the parallels of RPSOs to IGOs can chart a rigorous, empirical path toward more coherent theoretical conversations on regional governance.  相似文献

Representatives of Dutch organizations were traditionally given a chance to defend the interests of their members in the many boards, councils and commissions that together form the corporatist channel in The Netherlands. The harmony and welfare the Dutch population has enjoyed since the Second World War are ascribed in part to the work of these institutions. They helped to bridge political gaps of class and religion by building compromise and consensus. But advisory committees and councils have also been described as somewhat shady and essentially closed institutions, forming an iron ring around the departments that hampered necessary policy changes. In this article, based on case studies on the selection of members of committees and a survey of all members of committees advising the central government, we will explore to what extent committees can still be described as bastions of conservatism. We will briefly describe selection processes, sketch a portrait of committee members and compare some characteristics of committee members and civil servants of individual ministries.  相似文献

Perhaps nowhere is the inclination to interact with friends over foes more apparent than in the realms of politics and policy, and public managers increasingly operate within collaborative governance arrangements that are highly politicized. To further the existing knowledge on policy‐based interactions, this article examines factors that lead to cooperative interactions between foes. The Advocacy Coalition Framework, Resource Dependence Theory, and Policy Analytical Capacity are utilized to examine effects of resources and beliefs on interactions of climate policy supporters and opponents within Colorado. Despite the contentious nature of climate policy, a majority of individuals interacted equally with friends and foes, with opponents more likely to interact with foes. Extreme beliefs made individuals more likely to interact with friends, while resources had mixed effects. These findings offer an improved understanding of cooperative interactions between foes, which may help public managers operating within collaborative governance arrangements to promote greater cooperation and understanding.  相似文献

The distinctive feature of industrial policy towards the motor industry in the 1980s was the transformation in government policy from one of subsidizing bl to active encouragement of Japanese inward investment. This article focuses on the key events of the bl privatization and illustrates how the changing nature of the government's relationship with bl and the motor industry was a fundamental influence on policy change. Internationally, there has been a general trend towards crime prevention and community safety measures. The main policy ideas and instruments associated with this trend have spread widely in Western countries. This article examines the Swedish national crime prevention policy. As Sweden is a welfare society with a long tradition of social crime prevention, it is of great interest to explore to what extent the aforementioned trend has influenced its crime prevention policy. We do this by examining Sweden's national policy and how its concepts have spread to the local level—specifically, to municipalities and their local crime prevention councils. We find that there has been a preventive shift in Sweden, although not as far-reaching as in many other European countries. Substantial changes have occurred in the understanding and direction of crime prevention work, and the question is to what extent this development will continue.  相似文献

Hungary's constitutional commitment to support kin-nationals beyond its borders (nation policy) has been a central feature of its post-1989 foreign policy and highlights a particularly important national security concern—the societal security of national identity, culture, language and tradition. This article examines Hungary's societal security concerns and the policy methods it utilises, including its EU membership and the promotion of minority rights at the European level, to help combat these concerns. It is suggested that Hungary has found it somewhat difficult to balance its societal security policy objective with internal economic demands on its welfare system and its external foreign policy objective to maintain good neighbourly relations. This article also notes that Hungary's attempts to Europeanise, or rather ‘EU-ise’, minority and ethnic rights issues as a means to enhance societal security for the Hungarian nation has certain political consequences for the EU. This suggests that societal security provision is an issue that cannot be overlooked when trying to understand the longer-term implications of EU eastern enlargement.  相似文献

The goal of this piece is to construct a model for policy analysis that provides analysts with conceptual tools for studying policy as a discursive practice. Policy formulation is viewed as a generative process, as social relations set in the play of larger social formations. Fiction and non-fiction examples are used to develop a mode of analysis using Bourdieu's notion of discursive economies. These include The Milagro Beanjield War and an illustrative case study of the administration of CDBG's in a mid-sized city. The argument is made that this approach leads to a highly politicized view of the administration of public issues as the play between approved method and authorized value. Finally, the approach is connected to current policy-making tactics at the federal level.  相似文献

How do welfare regimes function when state institutions are weak and ethnic or sectarian groups control access to basic services? This paper explores how people gain access to basic services in Lebanon, where sectarian political parties from all major religious communities are key providers of social assistance and services. Based on analyses of an original national survey (n?=?1,911) as well as in-depth interviews with providers and other elites (n?=?175) and beneficiaries of social programs (n?=?135), I make two main empirical claims in the paper. First, political activism and a demonstrated commitment to a party are associated with access to social assistance; and second, higher levels of political activism may facilitate access to higher levels or quantities of aid, including food baskets and financial assistance for medical and educational costs. These arguments highlight how politics can mediate access to social assistance in direct ways and add new dimensions to scholarly debates about clientelism by focusing on contexts with politicized religious identities and by problematizing the actual goods and services exchanged.  相似文献

Improving policy deliberation is a central objective for the European Union's institutions. Focusing on the European Parliament's committee hearings as an understudied area of European governance, we aim to understand their role, and their capacity to improve its procedural legitimacy. Building on theoretical work on interest group access and deliberation we argue that hearings can serve three purposes: (i) coordinative; (ii) epistemic; (iii) enhancing public participation. We construct a set of measures and assess an entire population of participants in hearings (2009–14), concentrating on three committees. Our analyses show that hearings serve a hybrid purpose between coordinative and epistemic. At the top end, we observe a core group of gatekeepers representing the dominant constituencies. Simultaneously, research organizations are granted unique access as experts that de‐politicize debates. Theoretically, we contribute to discussions on interest group access while providing an innovative set of tools for its measurement, and the first dataset of its kind.  相似文献

Worldwide, women have historically participated in terrorist groups but their low numbers and seemingly passive roles have undermined their credibility as terrorist actors for many observers. This analysis contends that female involvement with terrorist activity is widening ideologically, logistically, and regionally for several reasons: increasing contextual pressures (e.g., domestic/international enforcement, conflict, social dislocation) creates a mutually reinforcing process driving terrorist organizations to recruit women at the same time women's motivations to join these groups increases; contextual pressures impact societal controls over women that may facilitate, if not necessitate, more overt political participation up to, and including, political violence; and operational imperatives often make female members highly effective actors for their organizations, inducing leaders toward "actor innovation" to gain strategic advantage against their adversary.  相似文献

This paper seeks to respond to recent calls by the academic community for studies investigating sustainability reporting by the public sector, as well as for more engagement-based studies of this issue by examining the views of managers within local councils (LC). The objective of this project is to provide insights as to the possible reasons and explanations for the types of sustainability disclosures among a group of local councils operating in Italy and Australia. In particular, an international comparison is undertaken to ascertain the effect of culture on the adoption of sustainability reporting (SR). Evidence is collected from semi-structured interviews with managers and accountants from ten local councils consisting of five from Italy (Tuscany) and five from Australia (Victoria). The findings suggest that although there are available some general policy documents relating to sustainability reporting, councils are left to their own discretion as to what they consider fit under the definition of sustainability and therefore, determine to a large extent, what to report to stakeholders. Moreover, there was a range of legitimacy type behaviours displayed by a number of councils while others were influenced by notions of public sector accountability and transparency. Adopting Hofstede's cultural framework, the research also highlights the relevance of the Italian and Australian cultural settings in shaping the SR practices used by LCs. The findings suggest that differences regarding cultural dimensions, such as ‘power distance’ and ‘uncertainty avoidance’, influence key aspects of SR.  相似文献

Between 1979 and 1997, successive Conservative governments sought to reduce the scale of public sector activity and to introduce competition in the provision of public sector services. A central feature of this policy was the introduction of compulsory competitive tendering (CCT). CCT was initially confined to blue collar services but, by means of the Local Government Act 1992, it was extended to white collar, professional services, including financial services. However, though potentially extremely significant, the support for and implications of such a policy are issues which have been inadequately researched. Because of this, research has been under-taken into financial services CCT and has included a questionnaire survey of 300 professionally qualified accountants employed in 17 local authorities in the North West of England, drawn from county councils, district councils and metropolitan authorities. The article presents the findings of the survey, with a particular focus on the views of accountants on CCT in general and financial services CCT in particular. In addition, it provides evidence that the CCT process, irrespective of views on CCT and its appropriateness for specific activities, has changed culture and attitudes in the case of local government finance professionals.  相似文献

A decade after the United Nations conferences on gender equality and social development, this paper explores their policy origins and discusses their differential impact on international aid since 1995. The author draws on her direct experience to consider why Copenhagen led to Poverty Reduction Strategies and the first Millennium Development Goal, whereas Beijing has become largely invisible in the mainstream world of aid. She argues that the powerful influence of economic rational choice theory associated with bureaucratic modes of thought has meant that the central debate in development policy has remained that of growth versus equity. Beijing's agenda of societal transformation offered another paradigm of development that has remained marginal. The paper concludes with a proposal. If international aid policy could handle more than one paradigm and thus be more open to different ways of thinking about economy, society and politics, aid agencies would be better able to support transformative processes for social justice.  相似文献

There are billions of annual transactions between citizens and government; most of these are between citizens and local government. Both central and local government share the same target for electronic service delivery: 100% of key services online by 2005. In Northern Ireland, however, district councils are being left behind on the e-government agenda. The Northern Ireland Assembly, currently suspended, has no provisions or recommendations for local e-government, although many transactional services of interest to ordinary citizens are provided by local councils. The absence of a strategy for local e-government means that district councils are left to their own devices, and this contrasts with the rest of the UK. A snapshot of local councils is used to assess the extent of provision of electronic service delivery, highlighting examples of innovation, and indicating significant challenges for Northern Ireland local e-government during a period of suspended devolution.  相似文献

This article explores the relationship between trade policy and access to drugs, using the ARV drugs as an example. It begins by noting the moral problem of inequality in access to drugs. It goes on to explore the political problem in terms of the discrepancy between what is legal/permissible under WTO rules, and what is permissible/desirable under the terms of US trade policy. The “re-Islamization” of society in independent Uzbekistan has proven to be a complex process, generating conflict in the social, cultural and political spheres. Since the early 1990s, the regime of Islam Karimov has sought to undermine any manifestation of “unofficial” Islam via imprisonment of the leadership, implementation of repressive statutes governing religious activity, and other coercive means. Yet, since 1999 Uzbekistan has experienced more religious violence directed against government power structures by “extremists” than any other former Soviet republic in Central Asia. Important issues that should direct U.S. policy remain unresolved: How significant is the threat from radical Islam in Uzbekistan, that is, what are the chances of politicized, “fundamentalist” Islam emerging as a mass movement there? Has recent U.S. policy reduced or exacerbated the dynamics of conflict between the regime and the “radicals?” In order to effect resolution of this conflict, a new paradigm must be implemented in U.S.–Uzbek relations which moves the Uzbek regime toward democratization, while maintaining social stability. In addition, politicized Islam, in a non-radicalized form, should also figure into any policy strategy directed at long-term stability in Uzbekistan.  相似文献

Timber access in Himachal Pradesh (India) is formally regulated by state policy. However, actual access is determined through a complex network of informal social relations developed and maintained over time, which form a critical resource that allows particular forms of capital accumulation. This essay shows that the nature of policy execution in India necessitates the development and use of this type of social capital. However, existing social hierarchies compartmentalise social space and create differential opportunities for social agents to establish and nurture such networks. While supporting critiques of currently popular understandings of social capital that draw on Putnam and Coleman, this essay makes a case for the relevance of Bourdieu's conception of social capital in understanding the process of social differentiation.  相似文献

In India, ‘customary village councils’ are generally believed to be disappearing vestiges of a pre-democratic, hierarchical socio-political order. However, while remaining informal and maintaining a low public profile, in Karnataka state they are actively taking on new roles, adapting to the democratic, competitive political environment, becoming more representative and pluralist, and providing a wide range of services that are highly valued by the populations they serve. The relationship of customary village councils to the formal, elected local councils (Grama Panchayats) – and to electoral democracy generally – is more synergistic and complementary than competitive.  相似文献
