Reputation is of growing interest for the study of public bureaucracies, but a measurement that can discern between the subdimensions of reputation and is validated on real-life audiences has remained elusive. The authors deductively build, test, and cross-validate a survey instrument through two surveys of 2,100 key stakeholders of the European Chemicals Agency, the European Union chemicals regulator. This empirical tool measures an agency's reputation and its building blocks. This scale represents an important contribution to reputation literature, as it allows scholars to distinguish and measure which aspects of reputation public organizations are “known for” and build their claim to authority on, as well as how the profiles of public organizations differ. The authors find that direct stakeholder contact with the agency is necessary for stakeholders to be able to evaluate the separate dimensions of reputation independently. Evidence for Practice
  • This study equips practitioners with a reputation barometer tailored to the public sector. It allows them to measure the reputation of their organization, in a differentiated fashion, among different stakeholder groups.
  • While public organizations increasingly engage in reputation management activities, a potential caveat that emerges from our exercise is that managers might be steering in non-astute directions. While our study shows that, as for private actors, “performance matters,” procedural and moral aspects also weigh heavily in the eyes of stakeholders when it comes to public regulators.

A crucial challenge for the coordination of horizontal policy programs—those designed to tackle crosscutting issues—is how to motivate government organizations to contribute to such programs. Hence, it is crucial to study how practitioners in implementing organizations view and appreciate the coordination of such programs. Assisted by Q-methodology, this inductive study reveals three significantly different “images”: central frame setting, networking via boundary spanners, and coordination beyond window dressing. Most surprisingly, different images show up among respondents within the same organizations and horizontal programs. The authors find that the images reflect elements of the literature: the resistance to hierarchical central control, the need for local differentiation and increased incentives, and a collaboration-oriented culture. Most importantly, practitioners of implementing organizations perceive top-down mechanisms as ineffective to achieve coordination and ask for adaptive arrangements, involvement, and deliberative processes when designing coordination arrangements and during the collaboration.  相似文献

This research investigates why various mechanisms of cooperation among local authorities are chosen using the theoretical lens of institutional collective action (ICA). The article analyzes 564 local collaboration agreements drawn from four urban regions of China to explain the choices of environmental collaboration agreements among cities. Examples of three forms of interlocal agreements—informal, formal, and imposed agreements—are analyzed. Ordinal logistic regressions are estimated to test which factors predicted by the ICA framework influence the form of collaboration selected. The results indicate that the involvement of national or provincial government, the number of policy actors involved, heterogeneity of economic conditions, and differences in administrative level among the actors involved influence how collaboration agreements are structured. Examining the choice of agreement type contributes to the understanding of interlocal collaboration and provides practical insights for public managers to structure interlocal collaboration.  相似文献

Collaborative procurement is increasingly on the policy agenda in many countries, yet problems with collaboration occur. This article adopts a relational theory perspective to explore the enablers of and barriers to collaboration in purchasing, helping identify success factors. The authors adopted a mixed qualitative/quantitative methodology and interviewed 51 senior staffers in the United Kingdom. They found that collaborative public procurement is hindered by local politics and differing priorities, supplier resistance, reliance on suppliers for data, and a lack of common coding systems. Enabling factors for collaborating with local governments include dealing with local issues and buying from small and medium‐sized enterprises. For health care providers, important themes are product innovation and ensuring supply. The authors develop a list of enabling factors and show their effect on collaboration success. This may assist policy makers in identifying areas of guidance and help practitioners prevent problems in collaboration.  相似文献

In the United States and around the world, COVID-19 represents a mass fatality incident, as there are more bodies than can be handled using existing resources. Although the management and disposition of bodies is distressing and heartrending, it is a task that local, state, and federal governments must plan for and respond to collaboratively with the private sector and faith-based community. When mass fatalities are mismanaged, there are grave emotional and mental health consequences that can delay recovery and undermine community resilience. Using insights from one author's mass fatality management research during the 2010 Haiti earthquake, this Viewpoint essay explores how mass fatalities are being managed in response to COVID-19. Based on the researcher's findings a decade ago, it is apparent that many lessons have not been learned. The essay concludes by providing governments with practical lessons on how to manage mass fatalities to facilitate and promote community resilience.  相似文献

Hundreds of transnational private governance organizations (TPGOs) have emerged in recent decades to govern social and environmental conditions of production using voluntary standards. A debate persists over whether the ties among different TPGOs and other organizations create a professional community that affects the behavior of TPGOs. To help resolve this debate, we analyze multiple ties among agriculture TPGOs to offer a more robust exploration of community structures and their potential effects for three forms of TPGO behavior – coordination, collaboration, and isomorphism. Our aggregate measure of ties reveals a thin community dominated by older TPGOs and TPGOs advancing a broad notion of sustainability that were created by Solidaridad, the World Wildlife Fund, and/or Unilever. The clearest community structures are built from ties that exhibit the potential for not actual collaboration, coordination, and isomorphism. Thus, while there exists convergence toward an emergent TPGO‐community, obstacles remain to more intense behavioral effects for TPGOs.  相似文献

ABSTRACT

How does one design and sustain interdisciplinary, cross-sector collaboration to improve intelligence results for twenty-first century security threats? This paper will analyse five past and present initiatives designed to create interdisciplinary, cross-sectoral collaboration within different agencies of the US Intelligence Community (IC). We will discuss key features of each effort, their successes and challenges, identify common themes and, propose which collaborative model might be most advantageous for a particular type of project based on project constraints. In so doing, we provide direction for IC leaders seeking to improve academia–industry–intelligence partnerships for future planning on intelligence-funded collaborations.  相似文献

Abstract

This article investigates whether the People’s Republic of China and Japan perceive each other as rivals in Latin America (LA; both the Chinese and Japanese governments tend to refer to the region as Latin America and the Caribbean (LAC), but for the purposes of this article we focus mainly on LA), and what impact such a perception might have on their foreign policy decision-making. We take LA as a case study because China’s and Japan’s recent (re-)engagement there began almost simultaneously in the early 2000s, and has developed against the background of domestic leadership transitions, growing demands for energy and markets, as well as international political agendas in which LA might play a key role. Drawing on content analysis of a range of Chinese- and Japanese-language official writing, news reports, and academic analysis, the article argues that, despite some media representation of China and Japan as competitors for resources and power in LA, in fact mutual perceptions concerning rivalry have not affected LA policy decisions of these two countries.  相似文献

ABSTRACT

What is the role of collaborative management (CM) in enhancing environmental outputs? Does CM enable local municipalities to be better environmental performers? The present article addresses these two questions by means of a study of all urban localities in Israel (80% response rate). The aims of the study are to contribute to current research in two main ways. First, by addressing the question: Does CM enable local municipalities to be better environmental performers? In doing so, the study expands the very small number of studies conducted to date that examine performance and policy outputs of collaboration versus collaboration processes and procedures. Second, the study contributes to enlarging the very small number of relatively large N studies on collaborative public management that examine policy outputs. The main finding of this study highlights the important and positive role of CM in regard to local authorities’ environmental outputs.  相似文献

This paper proposes a new way of measuring progress in international politics, an approach that focuses on the symbolic and ideological work of international organizations. Although such a strategy is not entirely new to the study of International Relations, it has not been a common, accessible way of assessing how well international organizations work to effect change. The more famous methods have been legalistic—investigations of how international organizations have created new international law in the issue-areas under investigation1—and bureaucratic—studies of how international organizations create machinery to deal with the problems2. But in a world where domestic and international discourse is more mediated than ever before by television, radio, the Internet, newspapers, and other means of mass communication, the argument here is that propaganda is a third arena that must be taken into account when exploring the work of international organizations. The international organization in question here is the United Nations, and the issue-area examined is gender equality, a topic that is also variously described as “women's rights,” “women's issues”, or the “women's movement”. The paper explains first why the topic of the UN and women's rights is important, I then examine the propaganda role of the UN in the struggle for gender equality, and the paper concludes with a critical analysis of the UN's propaganda work in relation to this issue.  相似文献

The United States’ (US) changing policy towards China has become one of the most attractive issues in contemporary international politics. To explore the reasons underlying these changes, existing studies adopt four schools of explanation, i.e., status competition, institutional competition, failure of engagement, and domestic factors. Each school provides valuable theoretical insights. However, existing studies have obvious problems with single attribution and, thus, fail to formulate a causal mechanism explaining the long-term trajectory of the US’s China strategy. By recategorizing America’s unilateral perception of China as reformist, revolutionary, status quo and positionalist, which extends beyond the revisionist-status quo dichotomy, this article develops a systemic explanatory model and process tracing of the transition of US’s China policy during the post-Cold War period to explain the theoretical logic underlying the changes. This article argues that the positional change and the US’s unilateral perception of China are the two main factors triggering changes in the US’s China strategy. China’s foreign behavior, as the intervening variable, strengthens or weakens the government’s perception of China and, thus, determines the US’s strategic choices, i.e., whether to pursue a policy of containment, competition, precaution, congagement, engagement, or accommodation. Four comparative case studies are presented to demonstrate how this article’s explanatory model can be applied.

Abstract

Drawing upon Karl Polanyi's journalistic writings and unpublished lectures from the 1920s and 1930s, this article reconstructs the lineaments of his research programme that was to assume its finished form in The Great Transformation. It identifies and corrects a common misinterpretation of the thesis of that book, and argues that Polanyi's basic theoretical framework is best conceived as Tönniesian: market society is Gesellschaft, while the ‘protective counter-movement’ of The Great Transformation is Gemeinschaft, understood dynamically. It examines the two central mechanisms by which, in Polanyi's understanding, Gesellschaft broke down in the mid-twentieth century: the ‘clash between democracy and capitalism’ and the ‘perverse effects’ whereby political intervention in markets impairs profitability and saps the vitality of the market system.  相似文献

Governments can intervene to a greater or lesser extent in managing the risks that citizens face. They can adopt a maximal intervention approach (e.g., COVID-19) or a hands-off approach (e.g., unemployment), effectively “responsibilizing” their citizens. To manage the cyber risk, governments publish cyber-related policies. This article examines the intervention stances the governments adopt in supporting individual citizens managing their personal cyber risk. The authors pinpoint the cyber-related responsibilities that several governments espouse, applying a “responsibilization” analysis. Those applying to citizens are identified, thereby revealing the governments' cyber-related intervention stances. The analysis reveals that most governments adopt a minimal cyber-related intervention stance in supporting their citizens. Given the increasing number of successful cyber attacks on individuals, it seems time for the consequences of this stance to be acknowledged and reconsidered. The authors argue that governments should support individual citizens more effectively in dealing with cyber threats.  相似文献

Although the influence of government regulation on organizations is undeniable, empirical research in this field is scarce. This article investigates how the understanding of and attitudes toward government regulation among public, nonprofit, and for‐profit managers affect organizational performance, using U.S. nursing homes as the empirical setting. Findings suggest that managers’ perceptions of regulation legitimacy—views of regulation fairness, inspectors’ effectiveness, and internal utility of the mandates—positively affect service quality. Subgroup analysis suggests that managers’ views of regulation matter in nonprofit and for‐profit organizations but not in public organizations. In nonprofit homes, performance declines when managers report higher regulatory expertise—better knowledge of the regulatory standards. In for‐profit facilities, frequent communication with regulators lowers quality. These findings suggest that the regulated entities’ views of government regulation are central to their success, which necessitates improvements in the regulatory process.  相似文献

Current literature has identified many different definitions for the concept of corporate social responsibility (CSR). As a result, many organizations fail to implement and measure CSR strategically. This study reviews the different theories and concepts within CSR and suggests that the current scope of CSR activities is too large that organizations are unable to find a tangible link between CSR and their bottom line. Using two case examples, this study proposes refocusing the concept of CSR as corporate public responsibility (CPR) based on which organizations utilize the concept of publics to prioritize the groups to which they must fulfill their responsibilities before attending to society as a whole. Because organizations are constrained by limited resources, the concept of CPR allows them to invest their resources more strategically. In this article the concept of leadership is explored. Particular attention is given to examining the dynamics of individual and team leadership, as it is postulated that the impact of top people and top teams is crucial to the running of today's organizations. The results of an extensive survey conducted across the departments of the Civil Service of a European country government will be presented. These results will be benchmarked against the results of a worldwide survey of business leaders, spanning 12 countries and the responses of top managers in National Health Service (HNS) Trusts, UK. Emphasis will be given to the necessity of conducting effective team leadership through high quality dialogue and through cabinet responsibility in order to successfully lead and maintain the organization on its agreed path. Administrative burden is widely recognized as a barrier to program enrollment, denying legal entitlements to many potentially eligible individuals. Building on recent research in behavioral public administration, this article examines the effect of voluntary state reductions in administrative burden (administrative easing) on Medicaid enrollment rates using differential implementation of the Affordable Care Act. Using a novel data set that includes state-level data on simplified enrollment and renewal procedures for Medicaid from 2008 to 2017, the authors examine how change in Medicaid enrollment is conditioned by the adoption of rule-reduction procedures. Findings show that reductions in the administrative burden required to sign up for Medicaid were associated with increased enrollments. Real-time eligibility and reductions in enrollment burden were particularly impactful at increasing enrollment for both children and adults separate from increases in Medicaid income eligibility thresholds. The results suggest that efforts to ease the cognitive burden of enrolling in entitlement programs can improve take-up.  相似文献

This article explores public affairs and lobbying strategies that make public appeals beyond organizational self‐interest and instead focus on appeals to the public interest. While research has highlighted such appeals as a staple for lobbying campaigns, there is scant research exploring the communicative construction of this notion. Thus, this article uses the rhetorical concept of topos to explore how lobbyists attempt to fuse their private interests with a broader appeal to what is best for society. In particular, we discuss how different types of organizations have different rhetorical opportunities to ground their arguments. Finally, we discuss the democratic implications of appeals to the public interest as a standard lobbying strategy.  相似文献

Retrieving Realism renders the joint philosophical goals of Hubert Dreyfus and Charles Taylor into what is probably their final and most concise form. It has two main objectives: first, it aims to deconstruct the mediationalism that undergirds Western philosophy, and second, it endorses contact theory, or embodied/embedded coping, as an alternative. In this essay, I present the book’s most salient themes and reveal areas that are ripe for further philosophical consideration. I also direct the reader to the work’s genuine ontological challenge: how to come to grips with contact theory beyond the borders of epistemology.  相似文献
