This essay reviews the history of Uighur related terrorism in Xinjiang as well as elsewhere in China and discusses the political motivations and effectiveness of the Chinese government in suppressing terrorism. The essay assesses both the motivations of the Uighurs engaged in terrorism, as well as the motivations for counter terrorist by the Chinese authorities. A key objective of the essay is to determine what are the political and other reasons that drive the Chinese government’s counter terrorism strategy and tactics and whether these have been effective or counter-productive. The essay assesses the counter terrorism strategy of the Chinese government in Xinjiang Province and across China, the political motivations for the strategy, the impact and success or otherwise. The essay discusses if the government is combatting terrorism, or separatism, or extremism, the confusion of these terms, and whether this has had any impact on the effectiveness of counter terrorism.  相似文献

This paper examines Pakistan's identity as a state, a religious community, a developmental enterprise, and a primordial society. It argues that over time Pakistan's state and developmental identities have weakened while its religious and primordial identities have gained in strength. This change in the balance has grave implications for Pakistan in terms of the working of the state and its legitimacy in the eyes of its own people. There is therefore a need to rehabilitate the state and developmental identities at a functional level, which means investing in improving the quality of governance and policy planning in Pakistan over the long-term.  相似文献

Of the rich academic literature that has emerged on the growth and dynamism of the “informal economy” in South Asia in recent years very little work has focused on the Pakistani context. This article builds upon the growing body of work on “informal employment” by identifying and explaining modes of labor control in the housing construction industry in metropolitan Pakistan. The crucial role of the subcontractor and his exploitative relationship with workers is discussed in a Gramscian framework. Workers are ensconced in a hegemonic relationship with contractors due to oppressive structural conditions as well as a culture of dependency that contractors have nurtured. Against the backdrop of the shift from Fordist to flexible accumulation regimes, the author argues that the present conjuncture is marked by the prevalence of extra-economic forms of control such that workers conceive of contractors as patrons. The instrumentalization of cultural norms of reciprocity by contractors does not mean that the labor–capital relationship is unchanging and rooted in “culture.” In fact, personalized patronage networks coexist with impersonal market ethics dynamically so as to produce and sustain the hegemony of capital.  相似文献

This article explores the paradox in the reaction of the United States to the two different proliferation cases: Pakistan's proliferation and Iran's weaponization effort. The article tries to find answer to the following key question; why the United States, as one of the guardians of the Non-proliferation Treaty (NPT) which would prefer to see a region that is entirely free of weapons of mass destruction, ultimately has accepted Pakistan's proliferation, while imposed considerable amount of pressure to stop Iran from acquiring nuclear weapons.

The paper posits that number of factors explain such differences; first, and at the theoretical level, Pakistan was never considered an “irrational” and “messianic” state like Iran, but regarded as a country with a certain degree of cold-war type nuclear rationality. Second and at the applied level, while Pakistan was a US ally with not having a history of challenging the United States, Iran has been considered enemy and a threat toward the US interest.

Third, while Pakistan's nuclear arsenal was viewed as a defensive mean against overwhelming strength of India, Iran's possible nuclear arsenal considered to be for offensive uses against the United States and Israel. The fourth factor pertains to the consequences of proliferation, which is what happens when Iran's neighboring countries may feel threatened by Iranian nuclear weapon and proceed to develop their own arsenal. Fifth factor deals with the possible Iran's temptation to give some nuclear material to a terror group in which made the United States serious in preventing Iran's weaponization. Last but not least, Israel was not involved to pressure and agitate against Pakistan, while it was applied a tremendous pressure against Iran to prevent it from achieving nuclear weapons.  相似文献

ABSTRACT

Drawing on poststructuralist discourse analysis and Hall's (1990) notion of diaspora cultural identities, this article explores the discontinuation and maintenance of Yoruba identity options by students at three Western Cape Province universities. Interviews and observations data are used to consider how different forms of representations and cultural practices associated with Yoruba in Nigeria lead to equally fragmented and hybrid lifestyles and identity options in the Diaspora due to the changed socio-cultural conditions. The argument shows the ruptures and fragmentation of Yoruba cultural elements as students try to fit into the South African socio-cultural contexts while trying to live ‘home’ life away from home. It also shows cultural appropriation by local South Africans who claim Nigerian [Yoruba] affiliation through wearing Yoruba attire and partaking in Nigerian [Yoruba] cuisine. The authors argue that identities are produced across national and ethnic boundaries not only through language choices, but also through dress, food and other semiotic resources, and that to promote the ideals of an African renaissance, there is need to recognise that Africa is a consequence of not just similarities, but more so of various critical points of profound difference and discontinuity. The article concludes that African renaissance entails embracing shared African cultural heritage and differences as the norm; and transnational competition, interdependency and interconnectedness are critical ingredients for the technological and socio- economic development of Africa.  相似文献

Article 370 of the Indian constitution gives the northern province of Jammu and Kashmir special status within the union. Today that provision forms a nucleus of fierce political contention between secularists and religious nationalists in India, despite the manifest whittling down of the article's most significant aspects. This development is counterintuitive: the original intent of the article's introduction had no relation to questions of religion. This essay attempts to understand this unanticipated role, as a marker of the state's secularity or lack thereof, the article has come to play in Indian politics. It contends that the seeds were sown even at the time of shaping the Indian constitution of a perspective that viewed the people of Jammu and Kashmir according to their religious affiliations.  相似文献
