This article examines the determinants of positional incongruence between pre‐election statements and post‐election behaviour in the Swiss parliament between 2003 and 2009. The question is examined at the individual MP level, which is appropriate for dispersion‐of‐powers systems like Switzerland. While the overall rate of political congruence reaches about 85%, a multilevel logit analysis detects the underlying factors which push or curb a candidate's propensity to change his or her mind once elected. The results show that positional changes are more likely when (1) MPs are freshmen, (2) individual voting behaviour is invisible to the public, (3) the electoral district magnitude is not small, (4) the vote is not about a party's core issue, (5) the MP belongs to a party which is located in the political centre, and (6) if the pre‐election statement dissents from the majority position of the legislative party group. Most Arabs, including intellectuals, agree that the recent uprisings have profoundly changed the realities they have known for decades since the independence of their states. The historical character of the moment, and the emergence of a youth capable of producing unprecedented changes, have together forced an older generation of Arab intellectuals, born roughly between the 1930s and the 1950s, to acknowledge the coming of a new generation of critics and rebels. This article looks at how thinkers of the older generation have written about the uprisings and its actors, by examining their public statements in the form of articles or interviews on television channels, in newspapers and journals, some of them newly launched. I focus on Lebanese poet Abbas Baydoun, Syrian philosopher Sadeq Jalal al-Azm, Lebanese novelist Elias Khoury, Egyptian novelist Baha' Taher, Bahraini thinker Muhammad Jaber al-Ansari, Syrian poet Adonis and Tunisian sociologist Taher Labib. While most of them value the importance of intellectual work in the struggle for human dignity and freedom, they also admit its limitations. They reflect on the significance of the popular and youth participation in advancing the causes they militated for in previous decades.  相似文献

Violent political revolt has been common in independent Uganda. For a long time, such revolts were exclusively expressed as rural-based rebel groups fighting the government. Since the mid-2000s, however, this seems to have come to an end. Instead, urban riots, very rare in the past, have become much more common. This article analyses these changing patterns of types and location of violent political revolt in Uganda under the National Resistance Movement government. It argues that the earlier prevalence of rural rebellions can be explained by the combination of a coercive and militarised state, and weak and ethnically factionalised political forces who took their violent resistance to rural regional bases. Over time, however, government counter-insurgency became more effective and the conditions for insurgency were undermined by withdrawal of external support. Furthermore, the reintroduction of multi-party politics in 2005 opened up new avenues for political expression. The changes to the political system were, however, more nominal than real in many respects. While the rebel option had become less attractive and feasible, a series of social, economic and political grievances remained which were only partly channelled through party politics. They also found expression through sporadic urban violent revolt.  相似文献

Is the transition from the political sphere to highly paid and attractive private and public sector positions a common phenomenon for legislators? If so, which variables determine these career moves? To answer these questions, the following variables are utilised: (1) the expertise gathered in certain committees, (2) strong professional networks resulting from a high position in party and legislature, (3) a business-friendly ideology, (4) the deteriorating party support and networking base indicated by a failed re-nomination, and lastly (5) the political success in winning elections. To comprehensively assess these factors, this study makes use of a new dataset that comprises information on the political positions as well as the professional status of 646 former German MPs who left the Bundestag between 1998 and 2009. Using probit regression analyses, it is shown that a higher hierarchical position in parliament and party and acquired expertise influence the probability of subsequently holding a more attractive private or public sector position. Moreover, the way in which legislators leave parliament – be it due to failed nomination, a scandal or failed re-election –serves as a reliable predictor for the status of subsequent employment.  相似文献

SUMMARY

The foundation of the German state in 1871 represents an interesting case of nation-building, since it accomplished political unity among different sovereign states already connected by language and culture. The considerations of Max Weber (1864–1920) are of particular relevance because they not only highlight the specific questions concerning the German nation, but they also apply to several fundamental issues about the formation of new political organizations. First of all, Weber stresses the difference subsisting between the political unity of a nation, which can also be attained in a short time, and the nation-building process, which is more lengthy and complex. In this respect, Parliament plays a central role, because it is entitled to represent the interests of all members of a nation and it constitutes a functioning mediation between the state and the individuals. By analyzing the personality of Otto von Bismarck (1815–98) and the indisputable role played by him in founding and organizing the new state, Weber discovers the relevance of a charismatic leader especially for young nations, which is nevertheless accompanied by the tendency to the concentration of power. Thus, the function of the parliamentary system consists of granting a plurality of charismatic political leaders and at the same time in supervising them. In the course of time, Weber thinks of different reforms strengthening democratization and parliamentarization. On this subject, he argues that efficient technical solutions can be shared by different nations and then adjusted to particular needs. However, he also adds that institutional reforms can ensure better procedures, but they do not solve all political problems.  相似文献

ABSTRACT

An elected Senate and the party-list system are two institutional innovations of the 1997 Thai Constitution designed to support political reforms. This paper sheds light on one unintended effect of these reforms: they have allowed scores of political families to maintain or even tighten their grip on Parliament. Combining aggregate data and case studies, this paper shows that a sizable number of elected senators and party-list parliamentary members are related, by birth or marriage, to other parliament members elected in the post-1932 period. The well-intended reforms have concentrated parliamentary power in the hands of these families, many of which represent the excesses of Thailand’s full-blown electoral democracy. The survival and resilience of these families diminish reform opportunities by further entrenching corruption, clientelism, violence, and electoral fraud, as well as by deepening dynastic rule that militates against political pluralism and inclusiveness.  相似文献

Summary

Thomas Secker, archbishop of Canterbury from 1758 to 1768, was one of the most notable Anglican bishops of the eighteenth century. This article traces his involvement with Parliament throughout his career. The shorthand notes he made of speeches he had heard between 1735 and 1743, which he wrote up afterwards, were used by William Cobbett in assembling his Parliamentary History of England. Secker was an able speaker in the Lords and possessed a vein of independence, judging each bill on its merits, sometimes voting with and sometimes against the Court. This independence weakened his standing with the king and ministry and resulted in his being left in the see of Oxford from 1737 until 1758, when the king at last spoke to him again. Secker strongly opposed the Pretender's rebellion of 1745, but he was not always successful in other causes he espoused, notably his support for the Jew Bill of 1753. His years as archbishop were dogged by ill health, although he remained a person of weight in the Upper House. These were years when the Church of England was on the defensive, with Convocation prorogued, and Seeker found himself in a straitjacket. However, his devotion to the Hanoverian succession and the Church never wavered.  相似文献

One hundred and one Labour women MPs were returned to the House of Commons at the 1997 general election. Constituting 24 per cent of the Parliamentary Labour Party, they were, according to critical mass theory, a 'tilted group' and in a position to effect change. Drawing on 23 in-depth interviews with Labour women MPs first elected in 1997, this article establishes that many of them believe that women politicians practise politics in a feminised way. This claim is, however, premised upon gender rather than sex differences and party identity is also identified as an important determinant. The women MPs' perception that women's style is less legitimate than men's is explored through a discussion of the newly elected Labour women MPs' loyalty in parliamentary votes.  相似文献

The facsimile reprint of the text was promoted in 2009 by Marongiu's family as a tribute to the memory of its great ancestor on the twentieth anniversary of his death. Still photography is an important medium for visually communicating — and scrutinising — the power of elected representatives. However, it has been severely restricted by parliaments. Surprisingly, the photographs taken by press photographers have been viewed as a larger threat to parliamentary dignity than other seemingly more powerful media, such as television. This article analyses parliaments’ “extraordinary sensitivity to photography” 1 by conducting a comparative, historical examination of press photography in five national parliaments — Australia, Canada, New Zealand, the United Kingdom and the United States. The article discusses historical milestones in media access for each of these parliaments, but focuses particularly upon the unusual case of the Australian Parliament and its rules on still photography. The author draws upon interviews conducted with Australian press photographers, as well as an analysis of primary material — including parliamentary guidelines on media access, photographs, newspaper reports, parliamentary debates, inquiry reports and submissions.  相似文献

This article presents a critical comparison of the ongoing peace processes in the southern Philippines and Myanmar (Burma). It does so by examining two key armed groups: the Moro Islamic Liberation Front (MILF) on Mindanao, and the Karen National Union (KNU) in Myanmar. We identify common elements that help to explain the relative – albeit incomplete – success of these two groups in navigating their respective peace processes. The MILF and KNU are ethnonationalist armed groups struggling for self-determination against states that are experienced by ethnic minority communities as culturally alien, and economically and politically dominant. Both conflict actors are characterized by complex combinations of “greed” and “grievance” factors but nevertheless enjoy significant (albeit contested) political legitimacy among the communities they seek to represent. We explore the complex relationships between armed ethnic groups, conflict-affected communities, and civil society actors. We argue that engagement with civil society is a key element of success in the Mindanao peace process, which could be replicated in Myanmar. We examine the roles and changing nature of the state in the Philippines and Myanmar, and contrast the degrees of international involvement, as key variables in these peace processes. We observe that negotiations of comprehensive peace settlements are threatened by “the tyranny of elections” in Myanmar (2015) and the Philippines (2016), and observe the importance of including national parliaments in peace processes in a timely manner. The peace process between Manila and the MILF represents a rare example of a Muslim minority pursuing its political objectives through structured dialogue. The article focuses on the challenges faced by armed groups moving from insurgency to reinvent themselves as credible political actors and governance authorities. Our analysis draws on peace-building literature, specifically the phenomenon of “rebel governance.”  相似文献

One of the main objectives of the Lisbon Treaty was to increase the democratic legitimacy of the European Union (EU). Member state parliaments were, therefore, equipped with new tools for monitoring compliance of EU draft laws with the principle of subsidiarity. The aim of this article is to shed some light on the unicameral Maltese Parliament’s ex ante subsidiarity scrutiny of European legislation. Based on the island’s historical and cultural background, the Kamra tad-Deputati confers great importance to the application of subsidiarity, although it is still in its learning curve over the rapid and effective implementation of such procedures.  相似文献

This article examines the merits of conscience voting and the historical record of parties imposing discipline when matters of individual conscience are raised in the Australian federal parliament. It examines three examples of conscience voting in which legislators were freed from their normal obligation to vote as their party requires. These involved bills to do with euthanasia, research involving embryonic stem cells, and the abortion drug RU486 — all issues posing parliamentarians with difficult questions of personal morality and highlighting the contentious intersection between religion and politics. Voting records on these bills are examined in detail as is the interaction, once party discipline was removed, between the voting decision and residual party loyalty, gender and religious affiliation. Although parties allowed legislators to vote according to their conscience, party differences remained apparent. However, gender and religious variables did challenge majority party opinion. Conscience voting remains the exception rather than the rule in the Australian parliament. Party leaders on both sides prefer predictable outcomes and to retain executive control of the legislative process.  相似文献
