The Advocacy Coalition Framework (ACF), developed by Sabatier and Jenkins-Smith in the late 1980s, has proven to be a valuable theory to explain policy change. At the same time, however, researchers have identified limitations in the ACF relating to various dimensions such as definitions of key variables, their operationalization, and the universal applicability of the framework to any context, be it Europe, the US, or countries outside the OECD. The key question addressed in this article is whether the ACF, like most other established public policy theories or frameworks developed in a western industrialized context, can be applied to very young (sub)systems in volatile contexts. We try to answer this question by applying the ACF to the development of the Mozambican higher education subsystem, a subsystem that fits the conditions of volatility and nascence. On the one hand this subsystem is characterized by a turbulent environment and a weak democracy. On the other hand, the higher education subsystem is built practically from scratch. The findings of the study suggest that the ACF is built on basic assumptions that do not apply to a country with a high degree of civil and political turbulence. Some revisions need to be made to improve the ACF’s fit to such a context.

Abstract

Preservation of the federally assisted low‐income housing stock is a critical issue in housing policy for the 1990s. Most of the low‐income housing initiatives that emerged over the last decade at the local and state levels were in response to changing economies and housing markets, to shifts in composition of the low‐income population, and to cutbacks in federal housing assistance as well as potential losses in the federally assisted housing inventory. The expansion of housing initiatives at state and local levels has critical ramifications for federal housing policy. It is a challenge to the federal government, which has not undergone a similar dramatic change in housing assistance policies. A number of areas of a new “federal partnership” need to be explored.  相似文献

In the context of the growing debate on the reshaping of the state in western Europe, this article maps out the changing relationships between the principal policy actors involved in French sub‐central secondary education policy. Based on extensive primary interviews in two French academies, the article maintains that, while the paradigms of networks and governance are useful in understanding certain features of education policy‐making, they have to contend with the persistence of a particular state tradition which is endemically strong in French secondary education.  相似文献

The purpose of this study is to explore whether the transfers received by state governments in Brazil are being appropriated by the bureaucracy as wages. The wage differential between the public and private sectors was used as a measure of this appropriation, following the technique for wage decomposition proposed by Oaxaca. Our results show that transfers stimulate appropriation by the bureaucracy, but that private groups existing within the states contend for these resources. The results also indicate that the resources appropriated are distributed uniformly between the various groups composing the bureaucracy.  相似文献

The paper aims at explaining the adoption of policy programs. We use the garbage can model of organizational choice as our theoretical framework and complement it with the institutional setting of administrative decision-making in order to understand the complex causation of policy program adoption. Institutions distribute decision power by rules and routines and coin actor identities and their interpretations of situations. We therefore expect institutions to play a role when a policy window opens. We explore the configurative explanations for program adoption in a systematic comparison of the adoption of new alcohol policy programs in the Swiss cantons employing Qualitative Comparative Analysis. The most important conditions are the organizational elements of the administrative structure decisive for the coupling of the streams. The results imply that classic bureaucratic structures are better suited to put policies into practice than limited government.  相似文献

There are many federal, state, and local laws governing the landlord–tenant relationship. Yet scholars know little about their variety and what impact differences among jurisdictions have on renters and rental housing markets. This article examines state-level landlord–tenant policy approaches to determine whether there is significant policy variation and whether states illustrate identifiable policy types. Using cluster and discriminant analysis, this research creates a typology of landlord–tenant policy approaches, finding three distinctive approaches: protectionist, probusiness, and contradictory. This research indicates there is significant variation among state landlord–tenant statutory policies, although states’ laws generally reflect one of three philosophies. These results are important for future studies on rental housing because treating all state rental environments the same masks important differences in rental experiences across states. As an illustration, this article finds that renters in protectionist and contradictory states move significantly more than renters in probusiness states do. Furthermore, understanding where renters have more or less legal protection allows policymakers and advocates to focus their efforts on areas where assistance is most needed.  相似文献

The central focus in this paper was a discussion of the educational policies in Malaysia that had been produced to mediate the multiple demands, varying interests and ideological differences within Malaysian pluralistic society and amongst its various ethnic groups. This article also considered issues of policy implementation. This paper explores the gendered relationships among reforms to social assistance policy, concurrent transformations in citizenship rights to benefits, and low-income parents' experiences of these changes in the Canadian provinces of British Columbia, Alberta, and Saskatchewan. Policy discourse in all three provinces increasingly constructs mothers and fathers as ‘responsible risk takers’ who are entitled to income support conditional on their employability efforts (for example, attendance in welfare-to-work programmes) or market citizenship. Qualitative interviews with 41 mothers and five fathers illustrate how this ‘gender-neutral worker-citizen’ model can be gendered in application and is contradicted by parents' gendered identities and everyday realities when living on social assistance. Using the theoretical perspective of gender as a social structure, the paper draws upon these findings to provide empirical support for a dominant theoretical argument in feminist scholarship – that gender-neutral policy is gendered and has deeply gendered consequences.  相似文献

To what extent are the contents of party election programmes congruent with subsequent government policy actions? Existing research on the fulfilment of pre-election pledges focuses on systems of government in which executives formed by a single parties are the norm. This study extends this research to coalition systems of government. Specific policy proposals made by the main Dutch parties in their recent election programmes are identified and compared with subsequent government policy actions. Hypotheses about the conditions under which pledges are more likely to be acted upon are formulated and tested. Although clear linkages between election programmes and subsequent policies are found, pledges made by prospective coalition parties in the Netherlands are less likely to be acted upon than those made by prospective governing parties in the United Kingdom. Prominent features of cabinet government, such as the allocation of ministerial portfolios and the coalition policy agreement, are found to influence the likelihood of pledges being fulfilled. In addition, consensus between parties is also found to increase the likelihood of government actions responding to election pledges.

This article applies the concept of local policy networks to understand the emergence of local governance in France and Britain. Although the concept of policy networks needs to be used with caution, it is a useful way of mapping out the complex interdependencies of local decision makers in both states. Traditional approaches to central‐local politics in Britain and France emphasised the contrasts between the two countries, and while these continue, Cole and John argue that recent institutional and policy changes suggest a convergence to a more complex institutional environment and more decision making based on networks between organisations.  相似文献

We investigate whether the effect of government corruption is conditional on a country’s institutional structure. Federal systems have an additional layer of government, making lobbying relatively more costly. We investigate whether the effect of government corruption on environmental policy (in the form of restrictions on energy use) is conditional on a federal system being in place. Using 1982–96 data from 11 industry sectors in 12 OECD economies we find that while greater government corruption reduces the stringency of environmental policy, the effect declines in federal systems.  相似文献

This study sets out to analyze and evaluate the implementation of a system for the regulation and control of social policies ("Social Comptrollership") involving civil society so as to reinforce the mechanisms for ensuring transparency and responsibility in the government's operation of social programs and the execution of public works Here is presented the analysis of the Federal Rural Housing Program (in Spanish: "Programa de Vivienda RuraF') that is aimed at providing accommodation to families in situations of severe poverty living in communities described as suffering from "high or very high levels of marginalization". The main conclusion of this research, which is based on a series of interviews with aid recipients, the officials and the social organizations involved, is that the regulatory aspects of this system for controlling social policies are not effective, since they lack mechanisms for enforcing the sanctions set down for participants who do not respect the agreements they have entered into.  相似文献

The study of intelligence has focused almost exclusively on ‘secret’ intelligence in its analysis of intelligence failures and the relationship of policy and intelligence. This is not surprising since intelligence analysis takes place in secret. Yet sometimes intelligence becomes public. It does so in ways that hold implications for the quality of the overall intelligence product. In order to develop a complete understanding of the relationship between intelligence and policy we need to more systematically examine the nature of public intelligence. This article provides a framework for doing so, presents historical examples from the American experience and applies the framework to the intelligence used in justifying the Iraq War.  相似文献

This article examines the post‐electoral conditions under which minority governments operate. It is argued that a minority government will remain in office for so long as it enjoys the support of either a commitment to relations, to behaviour, or to outcomes. If no such commitments are forthcoming, then it will only continue to survive if there is a specific constitutional device upon which it can rely. This hypothesis is tested upon the situation in France during 1988–91. Here, Michel Rocard's minority government survived because it enjoyed a commitment to outcomes. On the occasions when this commitment was absent, the government resorted to the use of Article 49–3 of the Constitution in order to remain in office.  相似文献

This article examines the policy performance of the Mitterrand administration from the perspective of rationalist and incremental models of policy‐making. It is argued that the incrementalist approach provides a more comprehensive and realistic framework with which to assess the policy record of the French Socialist government. The failure of that government to implement its radical programme supports the view that effective policy‐making even within a formally centralised state is, in practice, a highly complex and multilateral process involving constant negotiation between the government, the administration and powerful interest groups.  相似文献
