This article concerns itself with the agenda, the instruments, and the goals of public diplomacy (PD). Taking into account the current state of PD that concentrates predominantly on forging cultural and educational links and promoting values, but not policies, it refocuses PD in two substantial ways: driving it, first, to focus on the most significant global issues and, second, to employ profound discursive processes. The emphasis then shifts to how PD can strengthen the global public sphere with regard to the profoundly political and critical issues of the present era. It argues in favour of strategic discursive PD and suggests ways to enhance both the legitimacy and efficiency of states' foreign policies on the handling of the Greek economic crisis and the issue of economic governance.  相似文献

This article discusses US counterterrorism from a class perspective. It sees counterterrorism as a state policy with differential effects on different social classes. In doing so, the article starts to address a lacuna in critical studies of counterterrorism, which tend to be rather structural and formal, thus ignoring the pertinence of counterterrorism to the field of social dynamics. To partly rectify this blind spot by addressing some class implications of counterterrorism, the article examines the effects of counterterrorism policy on capital accumulation and its social conditions. It notes that counterterrorism has different implications along class-lines: for dominant capital, it signifies appropriation of public money and direct participation in political decisions; for everyone else, it means material dispossession and political exclusion. Given that counterterrorism was developed between two crises of neoliberalism, the article distinguishes between economic crises, which tend to benefit capitalism, and political crises, which can be destructive, and suggests that counterterrorism is partly a restructuring of the neoliberal state so that it can manage recurring economic crises, while preventing their evolution into political ones.  相似文献

In Thailand, economic inequality has long been a fact of life. It is a “general inequality of condition” that can be seen to influence all aspects of social, economic, and political life. Yet inequality has not always been associated with political activism. Following the 2006 military coup, however, there has been a deliberate and politicized linking of inequality and politics. The article explores a complex of political events – elections, coup, constitution, and the political ascent of Thaksin Shinawatra – that has given rise to a relatively recent politicization of economic and political inequalities, now invoked in street politics – a rhetoric developed amongst pro-Thaksin red shirts that challenged the status quo and generates conflict over the nature of electoral democracy.  相似文献

Universal health coverage has been given a prominent place in the post-2015 global development agenda, but there are concerns over its feasibility in low- and middle-income countries. This article assesses successive Zambian governments’ efforts to achieve this agenda. We discuss the recent restructuring of health governance to support policies that re-emphasise the social determinants of health and health equity. This includes a new Ministry of Community Development and Mother and Child Health alongside the Ministry of Health. We argue that recent innovations in policy and practice need to be extended to include ministries which focus on economic development.  相似文献

What kind of challenge does economic nationalism pose to economic liberalism in today's global political economy? Conventional wisdom holds that economic nationalism is an outdated ideology in this age of globalization and economic liberalization. But this argument rests on understandings of economic nationalism that are increasingly being called into question by recent scholarship. In this article, I show how the history of economic nationalism in the 19th century provides strong support for two important but potentially controversial arguments made in recent literature about the nature of economic nationalism: (1) that this ideology is most properly defined by its nationalist content (rather than as a variant of realism or as an ideology of protectionism), and (2) that it can be associated with a wide range of policy projects, including the endorsement of liberal economic policies. With these two points established through historical analysis, I conclude that economic nationalism should be seen still to be a powerful ideology in the current period, but that its relationship to the policy goals of economic liberals is an ambiguous one, just as it was in the 19th century.  相似文献

In the past 60 years, India-China relations have oscillated between friendship, hostility and indifference. In recent times, both countries have started competing for global economic gains and political status. In light of these events, the objective of this article is to analyze various strategies used by China against India, and India's policy response to these strategies. The article evaluates the process of foreign policy decision making in India, and traces the historical evolution of India's foreign policy towards China. It then deconstructs China's foreign policy towards India, and provides the rationale behind its strategies. The article suggests that after initial engagement with India on the question of boundary disputes, Chinese foreign policy has undergone a dramatic shift since 2007. It specifically evaluates the twin Chinese tactics of military incursions and denial of legitimacy to the Indian territories of Arunachal Pradesh and Ladakh. Based on an analysis of China's previous boundary disputes resolution record with neighbors, these tactics are identified as an extension of China's new strategy for resolving such disputes. The article concludes by suggesting various policy options available to India to counter China's new strategy on the Sino-Indian border.  相似文献

ABSTRACT

This article discusses the different ways in which the South African television industry has reacted to globalisation forces during the post-apartheid era that started in the early 1990s. Of particular interest is how the local television industry initially planned political and economic reforms aimed at bringing the industry more in line with global trends, but then later reacted mainly to protect the local television production industry against foreign competition and to protect local viewers against perceived cultural imperialism impacts of foreign programs. These protective actions were however not as successful as was intended with regard to promoting local television content production. The paper discusses the underlying dynamics of the globalisation and the various localisation processes that occurred (varying chronologically from primary, to secondary, to tertiary localisation), as well as the ways in which television industries in other parts of the world have reacted to similar global forces. It is contended that the local South African television production industry stands to benefit most in future if broadcasting policy makers respond more pro-actively to opportunities offered by global technological forces operating upon the industry. This is in agreement with the thrust of the latest broadcasting policy process of the Department of Communication. It is concluded that a recent joint initiative by the country's two major broadcasters in which an increased number of both locally produced and other “African” programs are being broadcast via satellite to prospective geo-cultural markets in the rest of Africa, holds promise for the future viability of the South African television industry.  相似文献

Electoral clientelism could represent a significant threat to democratic consolidation in post‐communist states. Recent elections in Ukraine provide a prime example of the way in which communist‐era elites have been able to use electoral mechanisms to launder their political resources. Evidence suggests that economic disarray has created a situation in which large sectors of the electorate are willing to have their votes bought by political machines, rather than having them won through competition between parties offering different policy packages. Clientelism of this type appears to be engaged in by two types of political actor in Ukraine: left wing parties and individual members of the economic and political elite.  相似文献

The European Union (EU) is at a turning point. With the bipolar order of the Cold War fast becoming a distant memory, the European Union must quickly establish itself on the global stage before it loses the opportunity to do so. With Northeast Asia fast emerging as a new economic giant and political center for world affairs, the EU must reform its Common Foreign and Security Policy in order to develop a reputation and image as a global actor of soft power, based on its long-standing values and peaceful diplomacy. However, despite major reforms in the Lisbon Treaty (2009), the EU has not been able to form cohesion amongst its members, thus hindering its progress in achieving such international recognition. This paper therefore analyses the reforms taken place so far and suggests further reforms that will build a strong foundation for a united and cohesive foreign policy. It will then look at how the reformed framework will allow the EU to establish itself as a global actor in political affairs, in particular in Northeast Asia.  相似文献

Recent attempts at developing social-structural accounts of the international order have suggested that the international system might be analysed in terms of patterns of vertical differentiation and stratification. Taking up this challenge, this article argues that inequality should be understood as part of the ‘deep structure’ of the international system rather than in terms of the attributes of individual states. It suggests that we can understand how stratification and vertical differentiation emerge by examining five dimensions along which processes producing asymmetry occur, focusing on transactions between actors. These dimensions are: inter-state political hierarchy; secular socioeconomic development within societies; global stratification within the world economy; the dynamic of competitive development; and the process of overall collective management and supranational governance of the international system/global order. The historical intersection of these forms of stratification has produced an emergent, historically contingent division within the international order familiar to students of international politics as the North–South divide.  相似文献

This article begins by presenting development experience gained in the Indonesian province of Irian Jaya as a means of highlighting the centrality of popular participation to the development process. Important lessons from the ongoing development work in Irian Jaya were that it is not sufficient to consult beneficiaries and then act on their behalf or to engage in a development process unless the participants understand the project's conceptual orientation and language and have the tools to assess their needs and options for constructive change effectively. Also, developers must supply participants with information about the larger economic and political context in which they are operating. The article continues with an exploration of the ways in which a focus on class and gender raises participatory development to a new level. Constraints on transformative participation are then defined as 1) the political conditions and power structures existing in the country and community, 2) administrative opposition, 3) sociocultural impediments, and 4) limitations imposed by daily life. While it may be impossible to avoid the effects of such constraints, development agents can help villagers anticipate their impact and support efforts to cope with them. Participatory development challenges the status quo by enhancing economic equity and social equality and, if effective, will engender opposition, especially when a large amount of funding is at stake. Opposition can take many forms, including ridicule or resistance and can get personal. The demand to produce quick results also creates restraints on development agents. It is concluded that the development agent must engage key sectors of the local population in the development process and nurture this participation. Development agents should act as facilitators rather than independent initiators telling people what is best for them. Development agents must become very familiar with the community to earn the trust that is needed to guide people toward self-analysis and priority-setting.  相似文献

This article examines the performance of the European Union (EU) in the International Atomic Energy Agency (IAEA). Following Barnett and Finnemore, the article argues that the EU as an intergovernmental organization (IO) possesses bureaucratic power based on high technical knowledge and rational–legal authority that it can use to gain influence in the Agency. The EU uses its technical knowledge to be a first-mover in political and technical discussions, and uses its financial support to influence the Agency's technical standards and practices for nuclear safeguards, security, and safety. Nevertheless, the analysis shows that its rational–legal authority as an international organization is limited. Being a regional IO, it does not automatically possess the impartiality and hence legitimacy that ordinarily characterize an international organization. Thus, to further improve its performance in the IAEA, the EU must look beyond internal policy issues and focus on its external legitimacy and standing as well.  相似文献

The article focuses on the co-constitution of political subjectivities, political regimes and global political economy by exploring experiences of international travel by ordinary Yugoslav citizens. Political non-players (Ashis Nandy (1998) The intimate enemy: loss and recovery of self under colonialism (New Delhi: Oxford University Press)) and their everyday practices are key protagonists in the narrative of border crossings, migrations, translocations and regime sustenance. Taking a cue from Peter Taylor's (Modernities (Minneapolis: University of Minnesota Press, 1999)) analysis of ‘ordinary modernity’, the article examines the ways in which foreign travel helped create ‘ordinary comfort’ for ‘ordinary citizens’ in the Yugoslav communist experiment. The temporal focus is on the 1970s—time of grave economic crisis in Western Europe and the United States—and, thanks to petro-dollar debt, the time of unprecedented prosperity and largesse in Yugoslavia. By looking at the variety of ways ordinary Yugoslavs travelled abroad and the representations of ‘abroad’ at home, the article explores the ways in which inostranstvo (the foreign world, the international) and its imaginary came to the rescue of the national, and how the liberty of travel (always contrasted to the ‘prison’ of other communist countries) obfuscated political and economic problems within.  相似文献

Does economic inequality generate political inequality? While there is a large literature on the effect of inequality on regime change and support for democracy, there is little research on its effect on political equality across socioeconomic positions. Yet democracy and political equality, although related, are distinct concepts. While political power tends to be more evenly distributed in democracies than in autocracies, there is substantial variation in both regime types. This study argues that economic inequality should decrease political equality through multiple mechanisms: (1) it increases the resources of the rich relative to the poor; (2) it widens the gap in policy preferences across income groups; (3) it reduces participation; and (4) it depresses support for democracy. Using three measures of inequality and data on more than 140 countries between 1961 and 2008, it was found that economic inequality tends to increase political inequality, even when one controls for the level of democracy. Results hold when the sample is restricted by regime type. Finally, evidence in favour of the mechanisms is provided.  相似文献

The recent global financial crisis has generated substantial research interest in the relationships among savings, inequality and global imbalances. Our study examines the causes of global imbalances by analysing the relationship between income inequality and economic performance and the relationship between savings imbalances and economic instability. We identify a positive link between savings and inequality whenever savings are allocated through the financial market to investment firms for production. However, this relationship becomes negative when non-saving households borrow savers' funds for consumption. Our findings suggest that income inequality should be reduced in both China and the US to mitigate global imbalances.  相似文献

Similar to other consumer sectors of the global economy, the transfer of advanced conventional weapons and military technologies has entered the globalization process, a process that has qualitatively and quantitatively altered the composition and structure of U.S. national security policymaking. By injecting the decisionmaking process governing arms transfers into the global market place, U.S. policy makers must now reconcile maintaining economic competitiveness within the global system without jeopardizing U.S. national security interests. By subordinating national security interests to global economic imperatives, U.S. decisionmakers are at risk of mortgaging the political, societal, and security welfare of its citizenry for profit.  相似文献

What does it mean to be responsible in and for the Arctic? This article addresses this question, noting that responsibility has become a core policy norm in different governance areas in recent decades. The article contributes to the current debate on responsibility in global politics, arguing that one should consider not only who is responsible (and what for) but also the capability foundations upon which responsibility is exercised, as well as the underlying normativity of this practice. Instead of only focusing on capabilities as first principles from which responsibilities arise, this article suggests approaching responsibility as a web of relations. On the basis of this theoretical discussion the article turns to two cases of contemporary Arctic policy where we can observe responsibility ‘at work’. The fields of search and rescue and sustainable development are both marked by a cooperative approach among (state and non-state) parties, whose interactions centre on a particular ethical understanding of responsibility rather than on power-oriented politics. Yet each policy field contains specific dilemmas, as Arctic governance is characterised by a web of responsibility that comprises multiple subjects in charge and/or objects for which they are responsible.  相似文献

In the global economy, workers are increasingly expected to cultivate an unprecedented repertoire of abilities in an immaterial world of work. This signifies a limited shift in capitalist expansion in the post-Fordist world in relation to workers' employability therein. A model of worker subjectivity was introduced into Western management and psychology discourse surrounding employability in the 1960s and 1970s. In a developed, post-industrial global economy, management has begun to view workers less as cogs in the wheel or less as rational and predictable entities than as dynamic individuals with the capacity for symbolic reasoning, intelligence, independently generated ideas, and even the desire to work for the sake of self-fulfilment! The Fordist workplace was expected to become a distant memory and organisations were to become “learning organisations” rather than the hierarchical, Dickensian workfloors of the manufacturing age. Nevertheless, rather than offering freedom from the iron cage of capitalism, workers face a contemporary form of coercion that substitutes political representation with a set of expectations and limitations intended, ironically, to result in workplace emancipation. Emphasis on employability of individuals through workers' creation of self-woven safety nets demonstrates an elite-led project to reduce government responsibility for employment welfare. In order to make this claim, the article looks at the case of education policy in South Korea after the economic crisis of 1997.  相似文献

Addressing the long-standing debate over the social impact of military power and recent discussions of military-induced famine, we conduct a panel analysis of aggregate food supply and child hunger rates in 75–79 less-developed countries (LDCs). Distinguishing between militarization , as the growth of military resources, and militarism , as the use of military force to handle political conflicts, we show that militarization is both beneficial and detrimental to food security, whereas militarism is consistently detrimental. Arms imports and associated increased military spending plus praetorianism and military repression reduce food security, whereas increased military participation and arms production boost food security. Increased food supply reduces child hunger and is largely confined to the more developed of the LDCs. These military power effects show net economic growth, which "trickles down" to improve food supply and reduce child hunger among the more developed LDCs, reflecting the growth of global economic inequality. Contrary to views that see militarization as a single unified process, use of armed force is not strongly rooted in either praetorianism or militarization.  相似文献
