In May and June 2005, thousands of Zimbabweans were brutally displaced from urban areas. But ‘Operation Murambatsvina’ was not simply an unpredictable ‘tsunami,’ rather it provides a moment in which long-held prejudices and assumptions which shaped the developmental state became visible, reflecting not just the internalisation of the Rhodesian, modernist world-view, but also its imbrication with local understandings of home and home-ness. To see Murambatsvina as simply a politically expedient move is to miss the deep resonance of the political rhetoric, the ways it was embedded in the state, and how it is shaped by norms of citizenship. Contextualised against Harare's urban politics, the clearances reveal a long-standing set of policies designed to regulate and control urban life, forming part of a broader crisis of the post-colonial developmental state.  相似文献

Despite repeated appointments of technocratic governments in Europe and increasing interest in technocracy, there is little knowledge regarding citizens’ attitudes towards technocracy and the idea of governance by unelected experts. This article revisits normative debates and hypothesises that technocracy and democracy stand in a negative relationship in the eyes of European citizens. It tests this alongside a series of hypotheses on technocratic attitudes combining country-level institutional characteristics with individual survey data. While findings confirm that individual beliefs about the merits of democracy influence technocratic attitudes, two additional important factors are also identified: first, levels of trust in current representative political institutions also motivate technocratic preferences; second, historical legacies, in terms of past party-based authoritarian regime experience, can explain significant cross-national variation. The implications of the findings are discussed in the broader context of citizen orientations towards government, elitism and the mounting challenges facing representative democracy.  相似文献

As states increasingly regulate ‘mixed’ family formation, self-positioning has become central to the lives of migrant spouses, including women. To understand this process, the present article investigates the mothering techniques of Filipino and Thai migrant women in Belgium, that is, the decisions, actions and ways of being they consciously enact in response to state policies ‘here’ and/or 'there' to secure the mother–child bond in space and time. Interviews and observations reveal these women’s main techniques: obtaining Belgian nationality for themselves, prioritising a single nationality (Belgian) for their children and staying at home (in the case of Filipino migrant women) or working (in the case of Thai women). This self-positioning sets these women’s own path and prepare their children’s route towards full, active membership in the nation. Mothering appears therefore as a fertile site of citizenship, which from afar echoes the public–private divide but in close-up reveals the porosity of such dichotomy.  相似文献

Abstract

Peacebuilding activities in conflict-prone and post-conflict countries are based upon the assumption that effective—preferably liberal—states form the greatest prospect for a stable international order, and that failing or conflict-prone states represent a threat to international security. Peacebuilding is therefore a part of the security agenda. This has brought obvious benefits, most obviously much-needed resources, aid and capacity-building to conflict-prone countries in the form of international assistance, which has contributed to a decline in intrastate conflicts. However, there are a number of negative implications to the securitization of peacebuilding. This article considers the implications of this, and concludes that it is difficult to mediate between conventional and ‘critical’ views of peacebuilding since they are premised upon quite different assumptions regarding what peacebuilding is and what it should be.  相似文献

In an era of Brexit and on-going constitutional debates in the UK, questions around devolution and national identifications currently attract scholarly attention as never before. This article focusses on national identification in two devolved regions, Wales and Northern Ireland, never before compared in this way, to explore how devolution can act in a fluid and multidirectional way to produce differing framings of national identification. Using original qualitative research, combining the tools of documentary analysis, structured interviews and focus groups, it considers these theoretical ideas through the prism of both political elites and everyday life to explore and compare the reasoning behind the politicization of key national identifications.  相似文献

This article discusses a recent amendment to the Canadian Citizenship Act, which retroactively restores or gives Canadian citizenship to ‘hundreds of thousands of unsuspecting foreigners, most of them Americans’ (P. Available from: http://online.wsj.com/article/SB123993183347727843.html) while also restricting the inheritance of Canadian citizenship to the first-generation born abroad. Aiming to redress past discriminations based on gender, marital status and dual citizenship while simultaneously curtailing modern citizenship's dubious ius sanguinis provision, the new law might be interpreted as perpetuating Canada's reputation as a world leader in interethnic relations and human rights. A contextual analysis of the new law, by contrast, shows that the opposite is the case: the boundaries that are being drawn by Canada's new citizenship regime follow the now common trend of re-ethnicization and securitization. Specifically, they conflate kinship and Whiteness, thereby leading, on the one hand, to the construction of possible citizens whose authenticity and loyalty to the nation are unquestioned. On the other hand, within the logic of the new laws and their surrounding discourses, non-White, non-Christian ‘impossible citizens’ emerge, whose lack of loyalty and instrumental use of their Canadian passport are said to be eroding the value of citizenship from within.  相似文献

Mantovan’s article analyses the processes that lead to discrimination against migrants in the public spaces of Italy’s towns. Her analysis is based on a three-year research project conducted in northeastern Italy using mixed methods—ethnographic observation, semi-structured interviews, a press review, an analysis of relevant documentation and data collection—and remaining constantly in touch with research conducted in various Italian cities. Starting from an idea of a city whose evolution is the product of alliances, conflicts, active networks of individuals and their respective competing interests, Mantovan sheds light on how discrimination against immigrants in Italy’s urban public spaces is the result of a process of social construction implemented by a number of social actors (journalists, citizens’ committees, politicians and police forces) who represent the visible presence of migrants in these public spaces as deviant and unlawful, especially if they are undocumented immigrants and/or of low socio-economic status. She also argues for the importance of taking into consideration the contribution of economic and political dynamics, both global and national, to the generation of these phenomena by interacting with those at the local level.  相似文献

In this article, I examine aspects of recent shifts in Pakistani citizenship norms and the implications for migrant populations. In doing so, I investigate how the coalescing of national security concerns with broader issues of immigration has brought ‘illegal’ migrants like the Burmese-Rohingya and Bangladeshis into the state's documented embrace. My purpose is threefold: to record the modalities of change through the discourse of ‘illegality’ which articulate the exigencies of the ‘war on terror’; to explore the implications of such change on certain Muslim migrant populations resident in Pakistan for several decades; and, through these discussions, to show how citizenship and belonging have played out in a very different way for them. The subject of immigration/migration and illegality in Pakistan, especially in the post-9/11 frame, has remained largely below the threshold of academic attention.  相似文献

This paper examines current citizenship discourses and practices in Canada, focusing on the implications not only of marketization, but also of growing securitization vis-à-vis citizenship, and the gendered ramifications of such developments. The repercussions of marketization and securitization and their interrelations, for women in general, as well as racialized and immigrant women in particular, are outlined and assessed. In this way, we see how women are at the receiving end of highly contradictory processes in that they are both ‘invisibilized’, in other words, rendered invisible, by the Canadian state, but are also are increasingly ‘instrumentalized’, in other words, used in strategic ways. Yet, women also challenge these trends and tactics, thereby interrogating these processes that serve to limit the terms and scope of citizenship in Canada.  相似文献

This article explores SOE plans to organise stay behind parties in neutral Ireland in cooperation with Irish army officers, in anticipation of a successful German invasion, as well as efforts to prepare for sabotage operations and to plant rumours through its agent Roddy Keith, and later through the British press attache John Betjeman. SOE's ambitions were opposed both by MI5 and SIS. MI5 wished to protect its own links with Irish intelligence, while SIS feared for the security of its covert Irish networks (which in fact were already penetrated). The consequent rows drew in C, Sir Frank Nelson, and other senior figures. They were resolved by Churchill, who felt that to provide the Irish with war material would only encourage them in their neutrality policy. His verdict was taken as an instruction to SOE to quit Ireland.  相似文献

This paper explores everyday feelings of exclusion experienced by Western immigrant parents of preschool aged children in public park playgrounds in Tokyo. These parental feelings of exclusion and unbelonging arose from negative encounters with the majority population where children's visible bodily differences led to unintegrated play. The paper argues that this sense of exclusion is socially problematic as immigrant parents feel negative emotions when using public playgrounds, turn away from local public space mobilities towards online play dates with their countries of origin, and focus more on private home centred play through a style of self-segregation as coping techniques.  相似文献

In this article, the aim is to bridge the gap in the international relations (IR) literature on contemporary interventionism between a strand of research mainly focusing on the concepts of intervention, sovereignty and their meanings, and a strand more interested in the particular practices bound up with the phenomenon described as ‘intervention'. This is done by exploring how the literature on the so-called ‘practice-turn' might allow light to be shed on both dimensions. Such an approach might prove fruitful provided attention is paid both to the material and discursive practices of interventionism; both to the transgressive practices constitutive of interventionism and their routinization. Finally, this piece also introduces each of this special section's contributions by showing how they illustrate and expand on the different problématiques here outlined.  相似文献

This article studies the proliferation of discourses of rationality and responsibility among a particular elite social group in Lebanon and Turkey, as they remember student mobilization of their past. I offer these episodes of student mobilization as acts of citizenship that create and make use of rapturous moments in the histories of their countries and institutions. I extend these acts of citizenship to the contemporary context and study the ways in which they become part of discourses of citizenship in unexpected ways. I propose that these narratives draw upon a set of local practices that reflect meanings of citizenship, originating from Western discourses of liberalism, albeit following a different route. In the narratives, violence and irrationality become the defining features of politicized behavior, whereas being civilized epitomizes good manners and rationality. Such boundary-drawing exercises contribute to making conceivable exclusionary social orders based on the idea of a hierarchical distribution of reason and social utility.  相似文献

In this article, a comparative analysis is presented of two ethnographic case studies on mothering practices in Belgium. Interviews with, and participant observation among, both undocumented migrant mothers from the South and Belgian white adoptive mothers of black Ethiopian-born children provide an insight into the way in which mothering plays an important role in the pursuit of citizenship. In our analysis, we draw on critical theorizations of citizenship from feminist, multicultural and globalization perspectives, and of care, intimacy and the affective in order to show how mothering can be viewed as a citizenship practice that transcends boundaries of the private, public and the nation. In their ‘carework’ and ‘culturework’, both undocumented migrant and white adoptive mothers negotiate prevalent ideologies of mothering that are often exclusionary of their own and their children's sense of identity and belonging. Their mothering involves building new networks and strengthening their children's identities in culturally creative ways. We argue that although these mothering practices are embedded in a multiplicity of intersecting privileges and inequalities, within restraints imposed by the nation-state context, this carework attests to the agentic capacity of mothering and its potential to affect politics of inclusion, recognition and changing hegemonic understandings of citizenship and belonging.  相似文献

The political transition from Lee Kuan Yew to Goh Chok Tong to Lee Hsien Loong has generally been interpreted as a trajectory of gradual liberalisation in Singapore. This discourse of liberalisation is encouraged by a variety of factors such as policy changes over censorship regulations, a younger and more cosmopolitan polity, the government's global city ambition and desire to turn the city-state into a creative hub. Such factors, however, often obscure the contemporary policing dynamics of the People's Action Party (PAP) state. Using Erving Goffman's concepts of the ‘back’ and ‘front’ regions, this paper will demonstrate how the PAP state operates in different social spaces and how it engages in the different politics of these spaces. Using specific cases from the theatre community, this paper argues that the discourse of liberalisation has grown because the PAP state has, in recent times, exercised its censorship powers in the ‘back regions’ of theatre, away from the media and public. Finally, it will examine recent amendments to the Films Act and the Public Order Act which clamps down on acts of civil disobedience, and show that this is consistent with what Goffman calls ‘dark secrets’—that is, facts that are incompatible with an individual's or institution's public image.  相似文献

In this review essay of Jeremy Adelman's biography of Albert O. Hirschman, A worldly philosopher, supplemented by references to other secondary works on Hirschman, I take the opportunity to discuss the relationship between the economist's life and his main publications. I argue that in times of crisis more attempts like Hirschman's political economy are needed. I further argue that Hirschman has given us a good idea of what a new moral economy, which really deserves this name, would look like.  相似文献

Abstract

Through a framework drawn from Karl Polanyi's substantivist theorization of economic practices, this paper evaluates the quest for equitable urbanization in Chongqing, a major city-region in south-western China. Illuminating the tensions arising from two interrelated reforms, namely the ambitious attempt to construct 40 million m2 of public rental housing between 2010 and 2012, and the large-scale drive to ensure peasant migrants enjoy equal access to social benefits as current urban residents, the paper explains how the quest for equitable urbanization magnifies two nationwide dimensions of institutionalized uneven development, namely (i) the caste-like categorization of populations according to ‘urban’ and ‘rural’; and (ii) the coastal bias in national economic development. The paper concludes that this state-driven pursuit of spatial egalitarianism in Chongqing expresses the dialecticism of economic development in China: it is a social ‘counter-movement’ against the effects of an uneven spatiality that was instituted to drive and deepen the marketization of Chinese society.  相似文献

This paper investigates responsibility/irresponsibility as an important regulatory strategy, in two instinct but interrelated social sites – people living with AIDS and HIV, and lesbians and gay men, especially within the Canadian province of Ontario. This responsibility/irresponsibility technique of governance is developing in response to the struggles of people with AIDS and community-based AIDS groups and lesbians and gay men and the alternative strategies of regulation articulated through these struggles. Practices of ‘resistance’ and activism alter the grounds of hegemonic regulation/governance and point towards new techniques of governance. I show how responsibilizing and normalizing strategies in the context of social struggles over AIDS and sexual regulation allows for those constructed as ‘responsible’ to be managed through forms of self-regulation and professional forms of goverance of their live. For those who continue to be constructed as ‘irresponsible’ forms of criminal law, policing and public health governance are called into action.  相似文献

This paper analyses ASEAN's prominence in regional order negotiation and management in Southeast Asia and the Asia-pacific through the lens of social role negotiation. It argues that ASEAN has negotiated legitimate social roles as the ‘primary manager’ in Southeast Asia and the ‘regional conductor’ of the Asia-Pacific order. It develops an English School-inspired role negotiation framework and applies it to three periods: 1954–1975 when ASEAN's ‘primary manager’ role emerged from negotiations with the USA; 1978–1991 when ASEAN's role was strengthened through negotiations with China during the Cambodian conflict; and 1991-present when ASEAN created and expanded the ‘regional conductor’ role. Negotiations during the Cold War established a division of labour where great powers provided security public goods but the great power function of diplomatic leadership was transferred to ASEAN. ASEAN's diplomatic leadership in Southeast Asia provided a foundation for creating its ‘regional conductor’ role after the Cold War. ASEAN's ability to sustain its roles depends on maintaining role bargains acceptable to the great powers, an increasingly difficult task due to great power rivalry in the South China Sea.  相似文献

ABSTRACT

This article has a twofold aim. First, it discusses the contributions to the scholarly field of conflict knowledge and expertise in this special issue on Knowledge production in/about conflict and intervention: finding ‘facts’, telling ‘truth’. Second, it suggests an alternative reading of the issue’s contributions. Starting from the assumption that prevalent ways of knowing are always influenced by wider material and ideological structures at specific times, the article traces the influence of contemporary neoliberalism on general knowledge production structures in Western societies, and more specifically in Western academia, before re-reading the special issue’s contributions through this prism. The main argument is that neoliberalism leaves limited space for independent critical knowledge, thereby negatively affecting what can be known about conflict and intervention. The article concludes with some tasks for reflexive scholarship in neoliberal times.  相似文献
