Abstract

The attempt to connect philosophy and social hope has been one of the key distinguishing features of critical theory as a tradition of enquiry. This connection has been questioned forcefully from the perspective of a post-philosophical pragmatism, as articulated by Rorty. In this article I consider two strategies that have been adopted by critical theorists in seeking to reject Rorty's suggestion that we should abandon the attempt to ground social hope in philosophical reason. We consider argumentative strategies of the philosophical anthropologist and of the rational proceduralist. Once the exchanges between Rorty and these two strands of critical theory have been reconstructed and assessed, an alternative perspective emerges. It is argued that philosophical reasoning best helps to sustain social hope in a rapidly changing world when we consider it in terms of the practice of democratic criticism.  相似文献

The term “policy sciences” refers both to a distinctive tradition within the policy movement and to the broader policy movement itself. While the generic use of this term is sure to persist, the community of policy scientists trained in the tradition founded by Harold Lasswell and Myres S. McDougal faces challenges to its sustainability as a distinctive tradition of the policy movement. To motivate open discussion and debate, this essay follows the logic of a problem-oriented analysis, and also includes personal reflections and anecdote, with the following objectives: It suggests that the policy sciences tradition faces challenges to its sustainability because of the simple arithmetic of generational turnover in university faculty. It explores six factors internal and external to the policy sciences community militating against sustainability. The essay then critiques three different roles the policy scientist might play in contemporary academia, and concludes with a discussion of alternatives that might enhance the sustainability of the policy sciences tradition, should sustainability indeed be a desired outcome.  相似文献

Project Alternative Future is funded by the Norwegian parliament, and its aim is partly the construction of a model for an alternative society It is a Utopian project in the best meaning of the concept. Like Plato's ideal society, the project attempts to combine ambitious visions and concrete thinking. This paper is a discussion of feminist principles on which to base a model for a fundamentally different society. Feminism, as distinct from womanism, is seen as a political ideology criticizing the sexist, patriarchal social structures as well as general structures of domination, competition and violence. A feminist Utopia involves new principles for allocating values; a new ethics based on the principle of reproduction. Feminist theory is criticized for us dualist tradition, and the paper argues for the rationality of aesthetics in addition to the rationality of utility and the rationality of care. Several suggestions as to how to approach a feminist Utopia are made.  相似文献

This article addresses whether Albert Weale’s view in Democratic Justice and the Social Contract (OUP 2013) fits into one of two strands of social contract traditions, and how his account stands up to critics. He claims to stand in the contractarian tradition, which seeks to justify normative principles of justice from non-moral premises. The alternative is the contractualist tradition which assumes that individuals are also motivated by other-regarding moral considerations. The aim of the latter theories is often limited to systematise and specify vague and contested normative judgements concerning shared institutions. There are tensions in Weale’s account as to whether it addresses the question of concern to contractarians or rather that of contractualists. A second challenge concerns Weale’s attempt to extrapolate principles of justice from common property resource regimes within the basic structure of society to that basic structure of a ‘great society’ itself. The impact of the basic structure on individuals is so pervasive that the principle Weale proposes seems misapplied. A claim to the marginal product in complex modes of production supplemented by a social insurance scheme says little about the distributive principles for assessing how the basic structure as a whole should engender the distribution of marginal products among us.  相似文献

In this article, I show that the assumptions underpinning John Rawls's so-called "duty of civility" ought to lead one not to affirm the duty but to reject it. I will begin by setting out in its essentials the content and rationale of the "duty of civility," which lies at the heart of Rawls's ideal of public reason. Secondly, I will argue that the very premises allegedly underpinning the duty of civility—namely, the values of reciprocity and political autonomy, and the burdens of judgment—in fact rule it out. Thirdly, I will suggest that if my argument against the duty of civility is correct, then one recent attempt to salvage political liberalism and reasonableness from the charge of incoherence fails. Finally, I draw some challenging lessons from our discussion for political liberalism and the liberal tradition as a whole.  相似文献

This article examines the religious beliefs underlying the political ideology of Ulster's fundamentalist politician, Ian Paisley. Paisley claims to follow the Reformation tradition in both his theology and political beliefs, and cannot be understood without reference to this tradition. Adopting an apocalyptic world view from Reformation Protestants such as Knox, Paisley views the Roman Catholic Church as the Harlot of Babylon condemned in Revelation, and this belief underlies his anti-Catholicism. This world view shapes Paisley's understanding of politics because he follows Knox in believing that the political community has a covenantal relationship to God requiring complete repudiation of Roman Catholic 'idolatry'. Paisley invokes the Scottish covenanting tradition as a model for Protestant political activity in Ulster, advocating resistance against any attempt to show political favour to the Roman Catholic Church.  相似文献

Julien Freund (1921–93) was a French sociologist and political theorist who taught at the University of Strasbourg in the 1960s and 1970s. Although he is the author of over two dozen books, Freund remained throughout his lifetime something of a marginal figure in his own country. Yet, strangely, Freund is now receiving more scholarly attention in France than ever before. The question is why? This paper attempts to provide an answer by looking at Freund's attempt to establish an alternative intellectual canon in France that was heavily indebted to the German tradition of political realism. The story begins with Freund's early relationship with Raymond Aron, and suggests, perhaps provocatively, that Freund is responsible for luring Aron back into his studies on Max Weber dating from the 1930s. It then moves on to explore Freund's relationship with Carl Schmitt. Freund became Schmitt's closest French friend and, for forty years, exhibited a veritable obsession with disseminating Schmitt's work in France. Finally, it suggests that recent attempts by those who wish to place Freund within a current tradition of French liberalism are mistaken. Instead Freund must be placed within a German Neue Rechte context, and specifically his desire to introduce the German tradition of political realism into France. In the end the article argues that the French Nouvelle Droite—with its stress on the cultural and ethnic foundations of the nation-state—pushed Freund's political thought in a decidedly anti-liberal and seemingly pseudo-fascist direction.  相似文献

Preventing large‐scale atrocities has emerged as an important policy goal of the post–Cold War period. However, a debate exists about the effects of creating an international institution to prevent atrocities. Advocates of intervention argue that a credible threat to intervene should deter perpetrators and stop atrocities when deterrence fails. Critics argue that third‐party intervention, by strengthening weak minority groups and lowering the cost of war, encourages rebellions and so makes war and atrocities more likely. We develop a model of intervention to analyze this debate. The model shows that the negative effects of intervention highlighted by critics can be mitigated if the third party is relatively neutral and if alternative costs are imposed on decision makers. We conclude that with appropriate institutional design, the net impact of stronger third‐party commitments to end atrocities will be to lower the expected level of atrocities.  相似文献

I present a model of campaign spending and saving in repeated elections which yields empirical implications on the creation of war chests. As previous studies disagree whether war chests deter potential challengers from running against incumbents, I present an alternative model that intentionally excludes deterrence as a motivation and formalizes under what circumstances (if any) a war chest would be created for savings. The model predicts that an incumbent creates a war chest when she faces a weaker challenger, i.e. as precautionary savings for future elections. The model yields several other predictions of incumbent fund-raising, spending, and saving behavior. Using incumbents from 1982–1998 U.S. House elections, I find strong empirical support for the predictions of the model.  相似文献

Populism is often thought to mark a sharp break with liberal democracy. But to what extent is this the case? In this contribution the connections between populism and liberal democracy are sketched in the context of several areas where discussions about populisms have stressed their discontinuity with the liberal democratic tradition and its practices. The discussion concentrates upon the notions of the people, their representation, elites, constitutional issues and economic policies. In each case it is suggested that continuities are as strong, and sometimes stronger, than discontinuities in these relationships. The contribution ends with a discussion of how it might be possible to defend liberal democracy from a non-liberal position in the face of the critique from populisms.  相似文献

The article discusses central characteristics of the way in which western democracies formulate their public policy. This is done by presenting a preliminary typology of policy styles. An attempt is made to classify some European countries according to their dominant policy style as well as according to changes in this respect during the post-industrial period. Overcrowding and unconventional participation are identified as two important factors behind this development. The essay, which is mainly based on British and Swedish data, concludes with a discussion of the question of whether societies are able to exercise any choice in determining their policy style.  相似文献

In recent years, debates around development have seen the growing prominence of post-developmentalist proposals, which are driving the anti-capitalist discourse and at the same time serving as a springboard for non-capitalist development proposals. However, the search for an alternative approach to development can disrupt the construction of viable action strategies and dilute important elements of the contributions advanced by the heterodox tradition, mainly Marxist. The aim of this paper is to systematize the limitations of post-developmentalism and articulate a heterodox paradigm that can be measured in tandem with conventional and hegemonic approaches in development studies, such as approaches stressing human development.  相似文献

The paper is an attempt to understand and differentiate the significance of financial inclusion in the context of India wherein a large population is deprived of financial services, which are very much essential for an overall economic and inclusive growth. The paper discusses the problem of financial exclusion and the socioeconomic impact of financial inclusion on the underprivileged. We go a step further through a normative discussion of India's journey so far in this respect and highlight the impediments to financial inclusion. The paper also suggests a few critical dimensions that are to be taken care of so as to accelerate deep-rooted penetration of financial services.  相似文献

We present a unified theory and test of extended immediate deterrence—unified in the sense that we employ our theoretical deterrence model as our statistical model in the empirical analysis. The theoretical model is a straightforward formalization of the deterrence logic in Huth (1988) and Huth and Russett (1984) , coupled with private information concerning utilities. Our statistical analysis suggests that the attacker and defender's decisions are influenced by the balance of forces, nuclear weapons, defender-protege military alliances, arms transfers, and trade, as well as the regime types of those involved. Many of these findings contradict previous research by Huth (1988) and Huth and Russett (1988) . We find that many of the variables involved in the deterrence calculus are nonmonotonically linked to the probability of deterrence success or war. We illustrate the results with case studies of the Soviet-Japanese dispute over Manchukuo (1937–1938) and the Berlin Blockade (1948).  相似文献

This article is partly a response to McCourt and Sola ( 1999 ), who raised a number of important observations about the role and limitations of training in promoting public sector reform in Tanzania. In particular, their discussion of the relationship between individual and organizational change is referred to. The article outlines a possible alternative to the straight training approach to capacity building, and suggests it as a possible model for the kind of OD intervention mentioned in McCourt and Sola, The author describes a programme of capacity building for rural district councils in Zimbabwe, which tried to avoid the mistakes of earlier public sector training programmes. In discussing ways of integrating human resource development into programmes of capacity building and public sector reform, the article adds to the debate about process and blueprint approaches as discussed in this journal by Cook, ( 1997 ), Blunt ( 1997 ) and others. The article concludes with an attempt to assess some of the achievements and failures of the training programme after the initial three years. It draws attention to some of the external factors in the programme operating environment which combine with the internal coordination and management aspects, in determining the overall achievement of such a complex programme. British multiculturalism is alleged to have buckled under various Muslim-related pressures. Indeed, some intellectuals, commentators and politicians of different political persuasions have pointed to evidence of a 'retreat' to be found in an increased governmental emphasis upon 'integration' and 'social cohesion'. One response to these developments, from defenders of diversity-related politics, has comprised a discursive reorientation of British multiculturalism to focus upon an anti-essentialist 'multiculture' that can transcend the alleged hitherto reification of British multiculturalism. This article offers an alternative appraisal of British multiculturalism. We contest the idea that British multiculturalism is subject to a wholesale 'retreat' and suggest instead that it has been, and continues to be, subject to a productive critique that is resulting in something best characterised as a 'civic re-balancing'. Simultaneously, and rather than seeking comfort in a depoliticised 'multiculture' view, we defend the ideal of a dynamic political multiculturalism, comprised of a body of discourses and policies originating from a racial equality paradigm inaugurated by the first Race Relations Act (1965). It is argued that this tradition has successfully and legislatively embedded a recognition of 'difference'– with the goal of promoting equality of access and opportunity – into Britain's self-image which has led to some significant accommodations for certain groups. Muslim minorities are currently appealing to this tradition as one means of achieving greater civic inclusion.  相似文献

Contemporary and retrospective evaluation of Theresa May’s premiership inevitably focuses on the division, drift and indecision which characterized it. However, this article argues that although such narratives have considerable validity, they miss an important aspect of the May ‘project’, namely, its attempt to shift the contemporary Conservative Party’s ideology in a ‘One Nation’ direction in rhetoric if not necessarily in deed. The article begins with a conceptual and historical analysis of One Nation Conservatism and then places May within this tradition, principally through consideration of key statements she made as Prime Minister. It, therefore, adds an original perspective both on May’s government and on the ideological analysis of One Nation Conservatism, building on the existing literature.  相似文献

Despite the growth and diversification of the student population, many British universities are still organised to cater for young students without caring responsibilities. Drawing on feminist frameworks of gender equality, this paper explores the ways in which governmental discourse of equal opportunities is articulated, sustained and resisted by staff and studying parents in a 1960s university. While many respondents attempt to comply with the prevailing learner norms entrenched in government policy, some also articulate an alternative discourse justifying the ‘special treatment’ of non-traditional students. However, this paper extends a third narrative that attempts to re-imagine university as an inclusive space.  相似文献

This essay examines hisviews on federalism and local politics in an attempt to betterunderstand his orientation. Abstract

This essay explores the philosophical significance of the history of mystical anarchism for contemporary ethics and politics. It examines the complex relationship between religion and politics, and elaborates the thesis that many of our contemporary political concepts are secularized theological concepts. After a critical discussion of Carl Schmitt's theory of sovereignty and John Gray's critique of liberal humanism, it examines the anarchist practices of medieval mystics such as Marguerite Porete and the heresy of the Movement of the Free Spirit, and contrasts this mystical anarchist tradition with more recent forms of anarchism, such as Raoul Vaneigem's Situationism.

Retrieving the mystical anarchist tradition might help us rethink the relationship between religion and politics and suggest ethically grounded forms of anarchism that avoid violence or abstraction.  相似文献
