Abstract

Scholarship of trust in institutions has tended to see trust and distrust as opposites on one continuum. Theoretical advances have challenged this view and now consider trust and distrust as different constructs, and thus as constructs with different characteristics and partly different determinants. Current empirical research on trust in government has so far done little to incorporate these findings, and has largely continued to rely on traditional survey items assuming a trust–distrust continuum. We rely on the literature in organization studies and political science to argue in favour of measuring citizen trust and distrust as distinct concepts and discuss future research challenges.  相似文献

This article argues that the high level of protest activity in France is, at least partly, the result of distrust between the government and the trade unions, and that such distrust is inevitable in a society where unions are sometimes strong enough to mobilise against the government but not confident in their own future strength. This trust problem can be overcome if governments are willing to make institutional changes that commit them to future policies, but such political engineering is costly and unstable, which explains why governments sometimes prefer open confrontation. The empirical part of the paper analyses four French social and labour market reform initiatives in the 1990s and 2000s, demonstrating that the ideas developed in this article help to explain important features of contemporary French policy-making.  相似文献

Abstract

Scholars have recently begun to study civil society on the regional level more systematically. When regionalization of civil society is studied, it is often understood within processes of regional governance in which state actors craft regional institutions and policy frameworks to solve common problems. Yet, most studies dealing with civil society in regional governance have a state-centric approach, focusing on the marginalization of civil society organizations (CSOs) in such processes, treating them as rather passive actors. This is especially true for research on southern Africa. Contrary to previous studies, this article shows under what circumstances CSOs are granted space in regional policy-making related to the Southern African Development Community (SADC). It is concluded that, in light of CSOs' material and economic weakness, one of the key factors determining their advocacy success on the regional level is production of knowledge and strategic use of communication tools. Even though many challenges remain, for example, the power structures inherent in the SADC, the case of civil society advocacy around the SADC is a sign of a new form of participatory regional governance in the making, which is more democratic than present modes of regional governance in Africa.  相似文献

Earthquakes and Aftershocks: Race, Direct Democracy, and Partisan Change   总被引:2,自引:0,他引:2  
Although dramatic partisan change among the electorate is infrequent, the issue agendas of parties may produce large shifts. A major cause of such change is the politics of race. In a political environment charged with racially oriented issues, racial groups often align themselves with different parties (as witnessed most recently in the American South). Yet, if racial appeals violate norms of equality, these appeals may rebound on the party using them. Consequently, members of the (white) racial majority and racially targeted minority may both move away from the offending party. Using data from the California Field Poll, we find that racially charged ballot propositions sponsored by the Republican party during the 1990s in California reversed the trend among Latinos and Anglos toward identifying as Republican, ceteris paribus, by shifting party attachments toward the Democratic party. Our results raise serious questions about the long-term efficacy of racially divisive strategies for electoral gain.  相似文献

This paper examines the relationship between distrust in incumbent government leaders and demand for systemic changes in rural China. It finds that individuals who distrust government leaders’ commitment to the public interest have both stronger demand for leadership change and stronger preference for popular elections. It argues that distrust in government leaders may have enhanced the demand for leadership change, which in turn may have reinforced the preference for elections. It further argues that distrust in incumbent leaders has in effect induced a demand for systemic changes, as introducing popular election of government leaders would require a major constitutional amendment. The paper suggests that two distinctive mechanisms may be at work in determining whether distrust in current government authorities induces preference for systemic changes. Whether citizens can engineer leadership change through existing channels influences the generation of idealistic wishes for a better political system. Perceived availability of better and viable alternatives affects whether idealistic wishes become a practical preference.  相似文献

Given the potential political and social significance of conspiracy beliefs, a substantial and growing body of work examines the individual‐level correlates of belief in conspiracy theories and general conspiratorial predispositions. However, although we know much about the psychological antecedents of conspiracy endorsement, we know less about the individual‐level political causes of these prevalent and consequential beliefs. Our work draws from the extant literature to posit that endorsement of conspiracy theories is a motivated process that serves both ideological and psychological needs. In doing so, we develop a theory that identifies a particular type of person—one who is both highly knowledgeable about politics and lacking in trust—who is most susceptible to ideologically motivated conspiracy endorsement. Further, we demonstrate that the moderators of belief in conspiracy theories are strikingly different for conservatives and liberals.  相似文献

This article presents the major characteristics of the tradition of comparative political sociology which Stein Rokkan incarnated. Special emphasis is put on Rokkan's scientific reasoning based on the organic relationship between the creation of infrastructures for research and research efforts. Rokkan's oeuvre is marked by an acute awareness of the historical sources of institutional variation and by a concern for constructing region-specific models reflecting culturally meaningful contexts. Rokkan's use of comparisons is treated at length before the conclusion states what the authors claim is worth preserving from the Rokkan tradition: the historical, institutional and comparative aspects of Rokkan's approach.  相似文献

As an institution, the American news media have become highly unpopular in recent decades. Yet, we do not thoroughly understand the consequences of this unpopularity for mass political behavior. While several existing studies find that media trust moderates media effects, they do not examine the consequences of this for voting. This paper explores those consequences by analyzing voting behavior in the 2004 presidential election. It finds, consistent with most theories of persuasion and with studies of media effects in other contexts, that media distrust leads voters to discount campaign news and increasingly rely on their partisan predispositions as cues. This suggests that increasing aggregate levels of media distrust are an important source of greater partisan voting.  相似文献

Populism, understood as an appeal to 'the people' against both the established structure of power and the dominant ideas and values, should not be dismissed as a pathological form of politics of no interest to the political theorist, for its democratic pretensions raise important issues. Adapting Michael Oakeshott's distinction between 'the politics of faith' and 'the politics of scepticism', the paper offers an analysis of democracy in terms of two opposing faces, one 'pragmatic' and the other 'redemptive', and argues that it is the inescapable tension between them that makes populism a perennial possibility.  相似文献

Abstract

Democracy and tragedy captured a delicate poise in ancient Athens. While many today perceive democracy as a finite, unquestionable and almost procedural form of governance that glorifies equality and liberty for their own sake, the Athenians saw it as so much more. Beyond the burgeoning equality and liberty, which were but fronts for a deeper goal, finitude, unimpeachability and procedural norms were constantly contradicted by boundlessness, subversion and disarray. In such a world, where certainty and immortality were luxuries beyond the reach of humankind, tragedy gave comfort and inspired greatness. The purpose of this article is to draw explicit links between democracy, tragedy and paradox. Given that tragedy's political ascendancy coincided with the birth of democracy in ancient Athens, we may assume that democracy was somehow, if not implicitly, tragic. But what was it that made democracy and tragedy speak so intimately to each other and to the Athenians who created them? The answer, at least the one which this article entertains, is paradox.  相似文献

Voter distrust of the national government is an ongoing theoretical concern for scholars who study voting behavior in the United States. Previous research demonstrates that distrustful voters are less likely to vote for major party candidates than their more trusting counterparts. Using the American National Election Survey, we explore the relationship between citizen distrust and voting for three major third-party challengers (Wallace, Anderson, and Perot) and the use of trust levels as predictors of third- party voting. We find citizen trust levels are significant and strong predictors of third-party voting, independent of other common explanatory variables of vote choice. We also find trust levels are stable over time, and we find little evidence to support the argument that trust levels measure trust of incumbent political figures.  相似文献

The 1985 Israeli economic stabilization program provides a rare case of stable (as of late 1996) success under democratic auspices without major social disorder. Existing explanations for the success of the Israeli reforms overemphasize economics at the expense of politics. This paper analyzes the political causes of the early 1980s Israeli hyperinflation. The program's economic measures and performance are reviewed. The Israeli economic stabilization program succeeded because it was considered credible by the Israeli public. The social and political factors that contributed to the program's credibility are investigated and their importance is ranked. The applicability of the paper to other economic reforms under democratic auspices is highlighted and future research is outlined.  相似文献

The word‘democracy’ to be distinguished from the thing‘democracy.’ Removal by the Italian parliament of a corrupt and scandalous Premier for a respected, honest technician and a form of civil service government does not infringe the second category. Referendums give strength to a handful of already overmighty rich men controlling media outlets. Witness Fox Radio and TV and the poison of Glen Beck, also the virulent nationalism of the Murdoch and Desmond papers. Note the fifty plus year lag in enfranchising women in Switzerland, a self‐evident democratic advance held back by ‘the voice of the people’ in successive referendums. Government should be free from populism and be run by educated, intelligent people both in parliament and the Civil Service. ‘Yes Minister,’ however amusing, has done us a disservice. I would trust a senior civil servant above a press lord any day of the week. Witness the good sense of the Upper House in its current informed and experienced composition. The Lords blocked Tony Blair's plans to by‐pass Habeas Gorpus, refusing authoritarian government to an elected Premier with no sense of the rule of law or constitutional principle.  相似文献
