When estimating a party's capacity for goal co-ordination, scholars need not only consider contextual constraints but also the party's properties, since these directly affect its strategic choices. For small parties which are crucial in virtually all multi-party systems the co-ordination of votes, office and policy is much more difficult than for numerically strong actors. Since the conceptual tools to assess the weight of small coalition partners – weight defined as the capacity to defend and realise core policy commitments – and to systematise intra-coalitional processes in general are absent, this article proposes a typology to account for small parties' weight. This typology is defined by the two criteria of ‘qualified pivotality’ and ‘centrality’, each of which is assumed to create a particular set of strategic advantages. Based on the latter, the approach allows small parties' impact to be compared, first, with reference to their positions within the respective parliamentary party system, and, second, with reference to the type of coalition that is likely to be formed. Based on the separate but parallel assessment of ‘formation weight’ and ‘coalition weight’, the typology reveals under which conditions the same properties of a small party may be advantageous during the coalition formation process, but disadvantageous during the subsequent period of coalition government.  相似文献

Condorcet’s jury theorem provides a possible explanation for the success of democracies relative to other forms of government. In its modern form, the jury theorem predicts that majority decisions are well informed, because they are based upon far more information than possessed by any single individual. On the other hand, it is evident that democratic politicians and policies are not always as good as the jury theorem implies they should be. This paper uses simulated elections to explore the power and limitations of majority rule as an estimator of candidate quality or policy effectiveness. The simulations demonstrate that slightly informed voters can make very accurate choices among candidates using majority rule. However, as the ratio of slightly informed voters relative to ignorant voters falls, the accuracy of majority decisions declines. The latter implies that institutions, policies, and technologies that promote the dissemination of information also tend to improve the efficiency of democratic governance.  相似文献

Several different explanations of policy change based on notions of learning have emerged in the policy literature to challenge conventional conflict-oriented theories. These include notions of political-learning developed by Heclo, policy-oriented learning developed by Sabatier, lesson-drawing analyzed by Rose, social learning discussed by Hall and government learning identified by Etheredge. These different concepts identify different actors and different effects with each different type of learning. Some elements of these theories are compatible, while others are not. This article examines each approach in terms of who learns, what they learn, and the effects of learning on subsequent policies. The conclusion is that three distinct types of learning have often been incorrectly juxtaposed. Certain conceptual, theoretical and methodological difficulties attend any attempt to attribute policy change to policy learning, but this does not detract from the important reorientation of policy analysis that this approach represents.  相似文献

In British Columbia, Canada, an initiative is underway to introduce results-focused accountability reporting for government ministries and Crown corporations. This significant change is coming about through a unique collaboration of government, the Legislative Assembly, and the Office of the Auditor General of British Columbia. This article describes: the background leading to the initiative; the conceptual framework, including the areas of government covered by the initiative and the methods of accountability reporting; the issues around implementation of results-focused government, including education and cultural change at administrative and political levels; and the success of the initiative to date. While the real success of this initiative will only be evident in a few years' time, the coming together of many parts of government to develop a common vision of what government should look like, and the development of a better understanding by all the parties to this process of one another's position and priorities, are already paying dividends.  相似文献

Proper roles for government and market in addressing policy problems may be assessed by considering the duality between market imperfections and government imperfections. The potential of government interventions or market mechanisms as core policy instruments can be eroded by fundamental deficiencies deeply rooted in either government or market as social institutions. The impacts of such deficiencies are much more extensive than postulated by the existing theories. Analysis here, based on policy innovations in land transport and health care in Singapore, suggests how policy mixes might become the norm of response for addressing policy problems found in a range of sectors. The analytical framework presented may help to distinguish among different policy mixes according to their effectiveness, but also provides some useful guiding principles for policy design.  相似文献

This article provides an overview of the British general election of 2005. It examines the major political issues that arose during the Blair government's second term in office and their impact on the governing Labour Party's electoral support. Despite voters' growing sense of weariness with Labour, the Conservative opposition failed to convince the electorate that it was a credible government-in-waiting. The result was that Labour was comfortably returned to office, though with a much-reduced majority. The Liberal Democrats profited from the unpopularity of the Iraq War, while minor parties won their highest ever tally of votes.  相似文献

This article compares the strategy of British governments towards elected local government following the onset of fiscal stress in the mid‐1970s with those of two other western European countries with a unitary system of government: France and Sweden. The conclusion reached is that, notwithstanding different national configurations of central‐local government relations and the distinctiveness of the British strategy, there are similar policy and institutional outcomes in each case. In so far as such outcomes are taking place irrespective of the party political or ideological complexion of governments, they are consistent with a neo‐Fordist interpretation of local government restructuring.  相似文献

New kinds of policy analysts and policy scientists are being trained in university graduate programs but the outlines of this new profession remain fuzzy. A comparative analysis of other professionals in government advisory roles may provide touchstones by which to develop the new profession. The article reports interviews with urban planners, lawyers, economists and political scientists about their experience in government. Propositions are developed about characteristic modes of thought and problem-solving styles of each profession and conclusions drawn about the relative effectiveness of each set of professional skills in a policymaking process. It is then suggested that the new policy scientist profession should develop some of the positive skills of the other fields in order to enhance effectiveness.  相似文献

Issues of local governance have dominated Caribbean policy agenda for the past two decades, prompting considerable thought and action on local government reform by scholars, local government practitioners and policy makers, alike. No reforms have been as ubiquitous as those of local government. Permitted by an international reformist agenda, local government reform policy is linked positively to efforts to redress incapacities of public management and administration. This article examines conceptual and empirical issues relating to implementation of local government reform in two Caribbean countries, Jamaica and Trinidad. It analyses how the vision for local governance is articulated through specific reform taxonomies and argues that, although local government reform is normatively a policy aimed at fundamental changes in intergovernmental relations, in Jamaica and Trinidad reform has led merely to adjustments in the internal administration of local government.
