Research in organizational psychology has consistently demonstrated that employee perceptions of organizational justice have significant effects on employee attitudes, perceptions, and behaviors. Similar studies utilizing the organizational justice model in policing have also noted these effects, including the relationship of justice perceptions with officer attitudes toward the public. Recent theoretical developments in policing contend that the association between internal perceptions of justice and external attitudes may be the result of organizational and supervisory practices that ‘trickle-down’ into the police-community relationship. This paper explores this association by assessing the effects of officer perceptions of organizational justice on officer trust in the public. A sample of patrol division police officers were surveyed using measures taken from the organizational justice literature and Mayer, Davis, and Schoorman’s model of organizational trust. Results show a strong relationship between perceptions of organizational justice and trust in the public even when other relevant predictors are controlled.  相似文献

Objectives

To experimentally evaluate the effects of attire and patrol strategy esthetics on participants’ perceptions of police officers.

Methods

Using a rigorously controlled experimental methodology, I present participants (N = 307) with images of police officers in different attire (i.e., uniform and civilian) and patrol strategies (i.e., on a bicycle, on foot, and in a vehicle) and measure their perceptions of these officers as aggressive, approachable, friendly, respectful, and accountable.

Results

Participants express relatively positive perceptions of the police; however, their perceptions vary as a function of sociodemographics, attire, and patrol strategy. Police officers are generally perceived more favorably when presented in police uniform than when presented in civilian clothing. Police officers are also generally perceived more favorably when presented on a bicycle and/or on foot than when presented in a vehicle.

Conclusions

Merely observing police officers in different attire and patrol capacities produces substantial variation in perceptions of those officers. Given that most ‘police interaction’ occurs in relatively unceremonious settings without any exchange of formal dialogue between the public and the police (e.g., observing a police officer in passing), these findings are particularly fruitful for informing both research and practice. This is the first known study to use an experimental methodology to examine how esthetic factors of different patrol strategies can impact perceptions of the police.

Over the past 20 years, police departments across America have adopted a community—or problem-oriented—policing philosophy. Community policing has not been implemented wholesale, however. Most departments have assigned some officers to community policing roles but kept the majority in traditional motorized patrol assignments. Pertinent literature suggests that these two groups do not see eye to eye on their respective roles and duties. In this study, work-redesign theory is used as a conceptual framework to explain officer functioning in both community policing and traditional motorized policing settings. Findings indicate key similarities between community policing officers and officers assigned to traditional motorized patrol, despite differences in job satisfaction, perception of impact, and policing style.  相似文献

Contemporary police practice advocates the importance of proactive policing activities. Proactive policing reforms emphasize self‐initiated tasks during unassigned patrol time and directed activities based on supervisor review of crime analysis and problem identification. Our study analyzes data from systematic social observations of police patrol officers to examine how officers spent their discretionary time. We find that, on average, over three quarters of a patrol officers’ shift is unassigned. During this time, officers primarily self‐initiate routine patrol, or back up other officers on calls to which they were not dispatched. Just 6 percent of unassigned time activities are directed by supervising officers, dispatchers, other officers or citizens. Moreover, directives provided by supervisors are vague, general in form, and do not operationalize problem‐oriented policing, community‐oriented policing, or proactive policing strategies. We conclude that first, a very significant proportion of patrol officer time is spent uncommitted that could be better utilized doing proactive, problem‐oriented policing activities, and second, supervisors need to provide patrol officers with much more detailed directives, based on sound crime analysis, to help capitalize on the under‐utilization of patrol officer time.  相似文献

The policing profession has recently experienced events that affected officers across the nation. Several high-profile cases involving police and members of minority communities intensified the tensions among these groups. Amid public criticisms of policing, law enforcement officers have become targets of attacks. Multiple cases of officer ambushes and assassinations have further troubled the already stressful occupational position of law enforcement. This study investigates what coping strategies officers used after the deadly attacks on police in Dallas, Texas and Baton Rouge, Louisiana that occurred in July, 2016. We also investigate how the coping strategies used affects job motivation among officers. Our findings suggest officers turned to three coping strategies: support networks, stoic self-help, and self-medication. These coping strategies were found to be ineffective mechanisms for protecting officer job motivation; however, some strategies adversely affected motivation more than others. Understanding how officers are coping and why effective strategies are not being employed adequately is imperative for both the safety of officers and the public.  相似文献

Using data from field observation of police patrol officers at work in two American cities, we explore similarities and differences between the tasks undertaken by generalist patrol officers and community policing specialists. As expected, community policing specialists are much more able to choose the work they do and the people they encounter. Specialists use their discretion to spend less “face time” with the public and more time “behind the scenes” than do patrol generalists, and to engage a higher-status and less problem-ridden clientele. Implications for adoption of community policing are discussed.  相似文献

While over 60% of police agencies in the United States are either implementing or planning for community policing (Annan, 1995), actual implementation of community policing practices is disjointed and has produced more problems than solutions. One such problem is the resistance among officers to the philosophy itself. In a study of the orientations of noncommunity policing officers in the largest public safety department in the US, it is determined that elements of the organizational culture of the police agency are not significant predictors of support for the community policing philosophy. Rather, individual orientations toward citizen involvement in crime prevention and job involvement are predictors of officer support. Implications for police managers are discussed.  相似文献

Much of the extant literature regarding women in policing focuses on job stress, perceptions of job performance, and inherent difficulties associated with their immersion in a traditionally male-dominated profession. Little attention, however, has been given to perceptions regarding gender and backup preferences among police officers. This study sought to examine the impact of professional and demographic characteristics of municipal police officers in a southern state on preferences for male police officers as backup. Multivariate analysis indicated that gender, partner status, race, and marital status significantly impacted officer preferences for male backup. However, further examination of the interaction effect between gender and partner status revealed a gap in the preferences for officers with no partners. Although officers with no partners reported lower overall preferences for male backup than officers with female or male partners, the disparity of preference between male and female officers with no partners was sizeable.  相似文献

In exploring the relationship between narcotics investigators and job burnout in the United States, a sample of 115 East San Francisco Bay police officers from five law enforcement departments was drawn. Three subgroups (current narcotics investigators, former narcotics investigators, and patrol officers) were used in the survey. The findings indicate that current narcotics investigators had significantly higher burnout scores than the comparison groups on most dimensions of burnout. Both former narcotics officers and patrol officers had similar burnout scores. Conclusions reached were that: (1) narcotics officers experienced a greater degree of job burnout while in the assignment; (2) this burnout was directly attributed to the working environments of the narcotics officers; and (3) burnout decreased once an officer left the assignment. Administrative and managerial implications for dealing with job burnout are discussed along with suggested techniques for dealing with, and minimizing, job burnout among narcotics officers. Although scholars and law enforcement administrators have provided input on how local law enforcement is responding to various forms of computer crime and how officers perceive of it, patrol officers have been rarely surveyed to understand their perceptions of computer crime. Examining officer perceptions is vital considering that patrol officers are being asked to be more effective first responders to digital forensic crime scenes as a critical step in combating computer crimes at the local level. This study therefore addressed this gap by surveying patrol officers in two southeastern cities regarding their perceptions of computer crime, specifically regarding its uniqueness, offenders and targets, and seriousness and frequency in comparison to traditional forms of crime. Results indicated that many officers do not have strong opinions on several aspects of computer crime. However, they perceive it to be a serious problem and consider some computer crimes to be as serious as traditional forms of crime.  相似文献

Since the 1960s, one of the major reform efforts in law enforcement has been to increase the number of Black Americans within police agencies and on patrol in the streets. The general premise behind these efforts has been that increased diversity will improve police–community relations and will decrease biased police behavior, particularly against Black citizens. Policies seeking to reform policing through increasing the numbers of African American officers have been implemented with little empirical evidence that an officer's race (or ethnicity) is actually related to their behavior towards citizens, in particular arrest decisions. Using data from systematic social observations of police–citizen encounters in Cincinnati, OH, this study examines the influence of officer race on arrest outcomes, focusing on the behavior of Black officers. Findings suggest that officer race has direct influence on arrest outcomes and there are substantive differences between White and Black officers in the decision to arrest. In general, White officers in our study were more likely to arrest suspects than Black officers, but Black suspects were more likely to be arrested when the decision maker was a Black officer.  相似文献

Abstract

Historically, research on gender differences in police work has focused on whether women can “hold their own” in the male-dominated profession of policing. This body of research has undergone a shift from examining whether women can do the job, to how women do the job differently. This topic is intertwined with the increased use of community policing and recognition of the importance of officers having strong “people” skills and the ability to work with citizens. This paper focuses on how male and female officers respond to citizens differently in terms of providing comfort. Results from this analysis indicate that neither officer attitude nor behavior is dictated by officer sex. Rather, other important variables interact with sex to explain attitude and behavior. In addition, situational factors are most important in determining officer behavior. Officer attitude about citizens is not related to officers providing comfort to citizens.  相似文献

Profuse research supports that organizational work environments are linked to varying police officers’ work-related attitudes and behaviors. Yet, there remains a lack of information pertaining to how perceptions of organizational fairness may differ among police officers based on job characteristics. To help fill this void, this exploratory research examines differences in fairness perceptions based on officers’ tenure, rank, duty assignment, and department size with their perceptions of organizational fairness. To examine this relationship, an online survey of police officers (n = 1649) in a southern state in the United States that were members of a police officer association was conducted. Findings support that differences in overall fairness perceptions exist for all the aforementioned job characteristics. This study furthers our knowledge and understanding of how job characteristics (e.g., tenure, rank, duty assignment, and department size) may be associated with police officers’ work-related attitudes.  相似文献

Over the past two decades, there has been a growing consensus among researchers that hot spots policing is an effective strategy to prevent crime. Although strong evidence exists that hot spots policing will reduce crime at hot spots without immediate spatial displacement, we know little about its possible jurisdictional or large‐area impacts. We cannot isolate such effects in previous experiments because they (appropriately) compare treatment and control hot spots within large urban communities, thus, confounding estimates of area‐wide impacts. An agent‐based model is used to estimate area‐wide impacts of hot spots policing on street robbery. We test two implementations of hot spots policing (representing different levels of resource allocation) in a simulated borough of a city, and we compare them with two control conditions, one model with constant random patrol and another with no police officers. Our models estimate the short‐ and long‐term impacts on large‐area robbery levels of these different schemes of policing resources. These experiments reveal statistically significant effects for hot spots policing beyond both a random patrol model and a landscape without police. These simulations suggest that wider application of hot spots policing can have significant impacts on overall levels of crime in urban areas.  相似文献

This paper explores overall police officer acceptance of tactics and tenets of broken windows and community problem-solving policing. It assesses differential support for each by police officer characteristics (i.e., race/ethnicity, gender, rank, education level, years of service, and assignment). This study presents the findings of a survey of 227 sworn police personnel from two urban police departments. Univariate analyses reveal the levels of support that police have for certain police tactics and tenets of broken windows and community problem-solving policing. Regression analyses examine the relationship between key officer characteristics and support for these tactics and tenets as measured by respondents’ agreement with various items and indices. Findings include support for community problem-solving (and also a reliance on traditional policing methods); a lag in investigators’ acceptance of community problem-solving; and differences by officer race/ethnicity, education, rank, and assignment in indices related to broken windows and rapid response policing. The differential acceptance of broken windows and rapid response tactics by race/ethnicity suggests interesting implications for future studies of race/ethnicity and broken windows policing. The greater acceptance of certain tactics by patrol officers supports current moves toward innovating in police investigations’ bureaus.  相似文献

Despite the prominent role that procedural justice has taken in policing research, we know surprisingly little about police perceptions of procedural justice as an effective tool in their encounters with members of the public. In this study, we start with a focus on the perceptions of police recruits in a major police service, exploring their perceptions of procedural justice and its role in policing. Using data from a questionnaire of 450 police recruits in the early stages of their initial training, we find that orientations supportive of procedural justice significantly predict reported intentions to use procedural justice approaches in interacting with others, as well as the prioritization of procedural justice responses to a typical policing encounter (traffic violation). We also find that belief in an obligation to obey the law is significantly associated with perceived procedural justice outcomes. We argue that early supportive orientations towards procedural justice may be important in understanding police officers’ future interactions with members of the public, promoting positive evaluations of justice among citizens, and minimizing the risk of coercive encounters involving officer use of force.  相似文献

Women Police     
Abstract

This study investigated the use of force by and against women police officers using survey data from a large sample of female and male officers in six departments. Results suggested that female officers and same-gender female-female officer pairs used less force, and were less likely to use physical force, in police-citizen encounters when compared to their male counterparts. There was no evidence supporting the proposition that citizens used less force against female officers compared with male officers. In fact, the findings indicated that citizens used significantly more force against female officers relative to male officers in domestic calls. Although female officers were more likely to engage in underpredicted policing; that is, use less force than the situation would normally dictate, underpredicted policing was not related to an increase in the likelihood of officer injury. Implications for women officers, police use of force, and the institution of policing are discussed.  相似文献

This article examines the relationship between race and sex and perceptions of the work environment among correctional officers. It addresses four central questions: (1) Are there race and sex differences among correctional officers in their perceptions of the work environment? (2) Do characteristics of the job and the institutions in which officers work account for these differences? (3) Do these differences attenuate over time? (4) Are there factors that mediate the relationship between race and sex and perceptions of the work environment? These issues are explored using data drawn from the correctional officer sub-sample (N= 2,979) of the 1992 administration of the Prison Social Climate Survey. Findings indicate that race and sex do play a role in shaping officers’ perceptions of the work environment, that these differences between groups are not completely accounted for by job or institutional characteristics and do not attenuate over time, and that there are factors that mediate the relationship between race and sex and workplace perceptions. Among minority male officers, greater efficacy in working with inmates appears to be an important factor in creating lower levels of job stress, while white female officers’ higher levels of overall job satisfaction are accounted for largely by a more positive evaluation of the quality of supervision.  相似文献

The central issue of this study involves determining the importance of various demographic and job specific attitudes in predicting job satisfaction among patrol officers. Findings contradict much of the previous literature that suggested a predictable association between specific factors and officer attitudes. Instead this study supports a Situational approach to predicting job satisfaction. Community policing (COP) represents officers’ expectations of police work that revolves around specific order maintenance chores that take place within the community. It is generally assumed that police officers are cognizant of the community policing type activities occurring in police organizations where COP is either formally or informally adopted. However, very little research has been done to examine whether or not police officers in other countries are engaging in similar COP type activities without the organizational endorsement or official implementation of community policing as it is known in the U.S. and elsewhere. The aim of this paper is twofold. First, we compare law enforcement officers’ attitudes toward their conceptions of police work with specific attention to order maintenance and community oriented type police activities in two countries, Turkey (no formal COP programs) and the U.S. (formal and informal COP programs). Secondly, we examine to what extent police organizational and environmental factors in these two countries influence officers’ conceptions of community-oriented policing activities. Findings suggest that, relative to Turkey, U.S. police officers have a favorable disposition toward COP type activities, suggesting name does matter. However, findings in both countries also suggest that officers’ orientation to police work that is reflective of the police operational philosophy, and the organizational and environmental factors are better predictors of COP type activities.  相似文献
