The security and development nexus is on the public agenda of policy-makers and analysts as never before. It is becoming an article of faith that security and development are ‘inextricably linked’. The content and confines of the security and development agenda, however, are contested and confused. As one interviewee put it, ‘it's as if security is the new development and development is the new security’. This paper sets out to map the landscape of the development and security agenda in order that it might be navigated better. The focus is on how policy debates in this area are shifting, rather than on how these shifts are being implemented on the ground. Particular reference is made to the Department for International Development and its Strategy for Security and Development—an analysis of which throws into relief the tensions between the two spheres. It is argued that understanding the linkages between security and development must involve more than simply asserting that either one necessarily encompasses, requires or reinforces the other. The involvement of civil society organizations (CSOs) is widely regarded by students of the EU's domestic policy fields as enhancing transparency and accountability and, more generally, the democratic quality of political processes. This article explores the contribution of CSOs to the EU's Common Security and Defence Policy and assesses whether a democracy-enhancing effect of their involvement can also be demonstrated for this policy field. We analyse the contribution of CSOs based on two common models of democracy: the intergovernmental and the supranational model of democracy. We find that CSOs are indeed quite actively involved in the EU's security policy. With regard to their democracy-enhancing effects, however, our findings are rather mixed. While the engagement of CSOs does provide a remedy for the democratic deficits associated with intergovernmental decision-making, these organizations do not fully meet the demands posed by supranational governance. 相似文献

Using data of a representative survey among young people in Germany, the present article detects significant shifts in attitudes
towards European integration over a relatively short time-span. Surveying these changing attitudes, the article explores the
idea that these changing attitudes could signal more than mere short-term reactions to singular political events, but rather
point to a reorientation towards the initial conceptualization of European integration as a peace project.
