This study attempts to answer a new but important question in China’s foreign policy— how Beijing has wielded its soft power to construct its ideal of international order in the age of China’s rise. Before empirical analyses, this study tries to set up a conceptual framework on the relations between the idea of “harmonious world” and China’s soft power wielding in its rising process. Within this framework, this study examines a rising China’s foreign policies towards three targeted regions in the global south—Africa, East Asia, and Latin America. On the one hand, due to Beijing’s carefully-designed and soft power-based foreign policies, the global south has become an increasingly harmonious environment for Beijing to cultivate a favorable national image, exert its political influence on regional affairs, benefit its own domestic economic developments, etc. On the other hand, some problems such as the so-called “China’s New Colonialism” and the increased vigilance from the other powers have already began to challenge Beijing’s harmony in those regions. Sheng Ding is assistant professor of political science at Bloomsburg University. He received both his masters and doctoral degrees from Rutgers. China’s Belt and Road Initiative and its associated domestic industrial policies represent a parallel trade and investment strategy that challenges the Akamatsu principle of the Flying Geese pattern of industrial development in East Asia. This paper is positioned against the dominant orthodox theory of national systems of industrial development in East Asia. It argues that China’s trade and industry policy in the 2012–2017 period has demonstrated that government will expand its industrial policy market intervention rather than retract, moving away from the regional economic integration order by moving industrial production and import trade away from the Asia-Pacific along a Westward axis to the Indian Ocean and Eurasia. Implications are that the emergence of China’s geoindustrial policy will subvert multilateral trade norms as China begins to institutionalise its external trade and industrial policies.  相似文献

The rise of China has changed the global balance of power, which could also have an impact on the international development of political science scholarship. Very little attention, however, has been paid to the impact of China’s rise on the development of political science within China. This article examines how the rise of China has posed serious challenges to political studies in China. It addresses critical issues concerning the contemporary features and strategic direction of the discipline. It first analyzes three different meanings of what constitutes China’s political studies and discusses three different intellectual production models. It then highlights the dilemmas that political science faces in China, and exposes problems of and obstacles to its development, such as an unwarranted sense of pride, the bureaucratization of the scholarly community, and, critically, the absence of democracy and academic freedom. The paper examines and engages several ongoing debates on China’s political studies. In responding to the debate over whether it is desirable for Chinese political studies to move towards scientification, this paper presents four arguments for a balance between science and the humanities and outlines four strategies for achieving this balance. It also examines the debate on the localization of Chinese political studies and the doctrine of China’s uniqueness; and points out that the rise of China requires Chinese political studies to be cosmopolitan, global and universal, but the current regime is interested in reproducing the discourse of China’s uniqueness to maintain its political legitimacy.  相似文献

This article compares Moscow’s and Washington’s foreign policies toward the Middle East in 1982 and 2008. In 1982, Moscow and Washington each had a distinct set of friends and foes. In 2008, Washington still has a distinct set of friends and foes, but Moscow has relatively good relations with all governments and most major opposition movements in the region—the only exceptions being Al Qaeda and its affiliates. It is argued that Putin’s policy toward the Middle East is not really aimed at displacing the U.S. in the region, but protecting Russia and Russian interests from Al Qaeda and its allies. Indeed, a continued American presence in the region serves to protect Russian interests in the region.

Aid, in the form of financial aid and investment, has become increasingly prevalent in both bilateral and multilateral partnerships in the BRICS. In Africa, the Forum on China–Africa Cooperation provides the official framings for forms of development assistance to the continent, with financial forms of aid available through the New Development Bank and the China–Africa Development Bank (CADFund). This article explores how Chinese international development assistance has influenced South Africa's economic growth and development strategies and is reshaping South Africa as “gateway” to Africa and continental leader. Special economic zones (SEZs) have become a prioritised form of BRICS development collaboration particularly in terms of Chinese trade and investment expansionism into Africa through South Africa. Chinese international development assistance and foreign direct investment in South Africa in particular are very notable and have been strengthened during the Chinese official state visit prior to the Johannesburg BRICS Summit in 2018. The article critically analyses the development policy discourse on BRICS spearheading an alternative model of South–South international cooperation by examining the Coega SEZ in South Africa, hailed as the most SEZ in Africa. The culmination of a protracted struggle for liberation was crystallised in the debate over a new regional dispensation for South Africa. The aim of this paper is to examine the creation of the new regional geography of South Africa. The nascent regional dispensation was defined at a particular moment and it is the contention of this paper that the creation of the ‘geographical moment’ was not entirely conjunctural, but rather was the product of the different political parties’ understanding of space. The paper attempts to analyse the dynamics of the different political parties’ conceptualisation of the spatial and in so doing provides an explanation of the proposals for a new regional geography for South Africa. This position is derived from a realist theoretical argument which seeks to understand the stratification of reality by attempting to uncover structures and mechanisms responsible for the constitution of a particular historical event. The theory is illustrated by considering the process and the outcome of the new regional geography of South Africa as embodied in the nine‐region map produced by the Commission for the Demarcation/Delimitation of Regions. This paper reveals that the spatial philosophy of the major political parties was based on an incomplete relational concept of space, which contributed to the marginalisation of civil society, and to the artificiality of the process in the regional debate.  相似文献

Security Intelligence Middle East (SIME) remains an understudied aspect of British intelligence. In many respects it was a remarkable organization. Its wartime iteration was created in haste, ostensibly as a military body but based upon the Security Service's office in Cairo. It evolved into a truly ‘joint’ unit but culturally was closer to the Security Service (MI5) than either the military or the Secret Intelligence Service (MI6). SIME changed dramatically as a result of the end of the Second World War: it became the sole responsibility of MI5; local cooperation between MI5 and MI6 was scaled-down and became the focal point of a broader inter-intelligence service dispute in London; and new nationalist threats caught SIME off-balance and eventually undermined its raison d'être. SIME's contrasting wartime and peacetime iterations provide a useful example of how intelligence agencies respond to external pressures. It also provides a window into wider jurisdictional and constitutional conflicts at the heart of the relationship between MI5 and MI6, both during and after the war. Finally SIME shows practitioners what can be achieved under the right stimulus and what can be lost when that stimulus fades.  相似文献

As China has risen as an advanced technological society, a new type of Orientalism—Digital Orientalism—has likewise emerged. Using historical materialism, this paper details these developments, including China’s change from a civilization-state to modern nation-state and its transition from a technical state to an advanced technological society, closing the technology gap that had left it vulnerable to foreign aggression and continued forms of international dominance and hegemony. It reviews and develops theories associated with technological societies, and how these relate to technophobia generally and the rise of Sino(techno)phobia specifically. It then theorizes three distinct but overlapping trends or themes in Orientalist depictions of China over the past two centuries: 1) ‘classical’ Orientalism, first theorized by Edward Said; 2) ‘Sinological Orientalism,’ described by Daniel Vukovich; and now 3), ‘Digital Orientalism,’ which was first introduced by Maximilian Mayer. This paper develops analyses associated primarily with the third theme, investigating contemporary developments in the context of China as a rising power and how scholars and other nations have responded in turn. It argues that China appears to have surpassed others now as a technological society, including the US, with China’s response to COVID-19 as a clear example, and with clear implications for China’s national advancement and global position vis-à-vis the United States particularly.

In a series of cross-cultural experiments, we explore whether mentioning President Obama’s middle name facilitates or impedes his delicate position as a peace broker. Our results show that including Obama’s middle name affects perceptions of Obama and his proposals for the Middle East among Israeli Jews and Israeli Arabs. We examine whether the use of Obama’s middle name inspires the same reactions in the United States by replicating the study among those who sympathize with Israelis and those who sympathize with Palestinians. Results show that the effect of Obama’s middle name differs in the United States. This study has important implications, not only for the President Obama’s standing in the Arab world and for the conflict between Israelis and Palestinians, but also for our understanding of subtle ethnic cues and biases across cultural contexts.  相似文献
