解决中国就业问题思路的重新审视

“十二五”时期要解决我国的就业问题，需要有新的思路。要将促进就业作为我国经济社会政策的基本优先目标，转变经济增长是促进就业增长惟一途径的观念，对经济增长与就业的关系重新认识，充分发挥政府在促进就业中的作用。     

论健全我国残疾人就业保障体系

就业是民生之本，安国之策。在我国进入全面建设小康社会的形势下，保障和促进残疾人就业已经成为全社会面临的一个重大而又不能回避的现实问题。残疾人就业是指达到法定年龄，具有一定劳动能力，有劳动要求的残疾人获得劳动岗位，并取得劳动报酬或经营收入的活动。我国有六千万残疾人，约占全国人口的5％，涉及到五分之一的家庭和两亿多人口，处于就业年龄段、有劳动就业能力的残疾人为2400万，其中城镇426万，农村1974万。保障和促进残疾人就业是我国全面建设小康社会面临的重大现实问题。实现小康社会残疾人充分就业的目标，必须认真总结我国残疾人就业工作的新鲜经验，努力探索适合我国国情的残疾人劳动保障型就业新途径。     

应立法规范劳动力国际流动与就业

我国实行改革开放已经50多年，人员出入境日益频繁，规模也越来越大，这是一个不可逆转的趋势。外国人中入境就业的已经是数以十万计了，外国人非法在我国就业的也数以万计，至于中国出国就业的劳动者更以百万计了。因此，强化对我国劳务输出的有序管理和进入中国境内就业的外国人的规范管理，是一个非常紧迫的课题，也是一个很重要的任务。对此，我提几点建议。     

走出困境尚需灵活政策——十一届全国人大常委会第六次会议审议劳动合同法执法检查报告

应该更加注重建立灵活就业人员的灵活社保体系。我国是一个发展中国家，社保体系在逐步建立过程中，有稳定工作的人社保问题还不能一下子解决，灵活就业的人就更没法解决了，而灵活就业是我国重要的就业形式。像个体工商户的少数雇工，文学家、艺术家等自由职业者，还有保姆、保洁工等各种各样的岗位，都是灵活就业，让这些灵活就业人员逐步积累缴纳社保的时间，对他未来养老也有好处。     

新增就业目标如何实现

李克强总理在今年的政府工作报告中提出，2014年我国城镇新增就业的预期目标为1000万人以上。从我国近年来的发展情况看，提出这一就业目标应该是比较客观的。自2006年以来，我国历年城镇新增就业都在1000万人以上，2013年达1310万人。同时，经济增长拉动就业的能力不断提高。GDP每增长1个百分点带动的城镇新增就业量，     

以创业带动就业：持续推进创业带动就业工作深入发展

就业是民生之本，促进就业是各级政府的职责所在。我国当前正遭遇“最难就业季”，促进就业除了要坚持劳动者自主就业、市场调节就业，更要实行积极的就业政策。以创业带动就业，既能够推动经济的持续增长，又有助于解决当前目益严峻的就业难题，可谓一举两得，也与“三创三先”的新时期江苏精神相契合，尤其应当成为江苏各地实行积极就业政策的首选。     

国家将继续采取系列措施稳定就业局势

2010年对我国社会、经济的发展而言是极为重要的一年，目前，我国正处于经济企稳回升的关键时刻，面临诸多难题，而就业问题依旧是社会关注的焦点，是重中之重。为了稳定就业局势、保持社会平稳发展，2010年，国家将采取一系列的措施来保障国民就业，提高居民就业率。     

以创业带动就业 促进中原崛起

党的十七大报告明确提出了“以创业带动就业”的新就业方略，将扩大就业提升到战略高度，把创业作为带动就业的核心动力。这是在全面总结我国就业工作的实践，深入认识扩大就业的规律，科学分析未来就业形势的基础上提出来的。     

拓展新渠道促进多元化就业

按比例就业、集中就业、个体就业等，是经过长期探索和发展而形成的残疾人就业的主要渠道。近年来，随着市场经济的逐步确立、就业形势的不断发展和就业类型的不断丰富，各种非正规就业正日益成为残疾人就业新的增长点。我国残疾人就业呈现出多种形式并存、多种渠道并进的发展态势。     

关于消除就业性别歧视的法律思考

李文沛、蔡飞在《理论探索》2011年第1期撰文认为，当前，我国存在着较为严重的就业性别歧视现象，这包括：招聘录用过程中的性别歧视，就业结构上的性别歧视，工作过程中的性别歧视。我国在消除就业性别歧视法律方面存在的问题是：适用范围比较窄，相关规定过于原则，缺乏对就业性别歧视的界定，
