This article examines the fortunes of the recently created Five Star Movement, a party that at its first general election in February 2013 became the most voted for party in Italy. It explains the success of this new party through citizens’ demands, patterns of party competition and institutional rules. Building on the interplay between popular demands and party supply, the study examines the overall political stance of this party and how it fits the policy priorities of citizens. By comparing it with other parties, the article investigates how the Five Star Movement distinguished itself from its competitors. Finally, the article examines how the electoral system has limited its emergence.  相似文献

Abstract.  The formal stochastic model of voting should be the theoretical benchmark against which empirical models can be gauged. A standard result in the formal model is the 'mean voter theorem' stating that parties converge to the electoral center. Empirical analysis based on the vote-maximizing premise, however, invalidates this convergence result. We consider both empirical and formal models that incorporate exogeneous valence terms for the parties. Valence can be regarded as an electorally perceived attribute of each party leader that is independent of the policy position of the party. We show that the mean voter theorem is valid for empirical multinomial logit and probit models of a number of elections in the Netherlands and Britain. To account for the non-centrist policy positions of parties, we consider a more general formal model where valence is also affected by the behavior of party activists. The results suggest that non-convergent policy choice by party leaders can be understood as rational, vote-maximizing calculation by leaders in response to electoral and activist motivations.  相似文献

Comparative political science has largely ignored the marked cross-national variation in Green party electoral performance. This article uses a unique aggregate dataset of 347 parliamentary elections from 32 countries over the course of 45 years to test competing theories about the causes of Green party success. The findings show that voter demand, institutions and mainstream party strategy all affect the Green vote. Green parties do well in societies with post-materialist conflicts caused by high levels of wealth or the presence of a tangible environmental dispute. The article also shows that regional decentralisation helps Green parties, but electoral systems have little effect on their vote share. Most importantly, it demonstrates that the impact of mainstream party strategy on Green electoral strength is dependent on the age of the Green party. While mainstream parties can undermine young Green parties by adopting the environmental issue, this effect is reversed once the Greens have survived a number of elections. Thus ‘accommodative’ mainstream party strategies eventually boost the Green vote by increasing the salience of the key Green issue.  相似文献

This article examines the frequently cited hypothesis of the changes in modern party organizations towards the catch-all model, and of the attempt of political parties to counter threats of electoral failure by intensifying membership support. The results indicate that in Finland former mass parties have been demassified and cadre parties have been overloaded. However, there are differences in party alignments and in the internal organizational structure of the parties that make a strict application of the catch-all concept problematic The findings also give evidence of a threat of declining electoral success that has implications for the membership support in the parties in very special situations. The threat from other parties seems to have only little or no effect on the membership figures. But when this threat is combined with a steady erosion in the traditional social bases of the parties, then the party response can be strong for the purpose of widening the electoral market by personal influence, as was the case with the rural Center party in Finland.  相似文献

When does a country's social structure foster the development of territorialized party systems? This article argues that electoral geography – defined as the interaction between the geography of social diversity and electoral rules– is key to answering this question. I make two claims: first, the impact of geographically concentrated diversity on party system territorialization depends on the proportionality of electoral rules. Second, the types of geographic cleavages (ethnic versus economic) and whether they are overlapping or cross-cutting also affects the likelihood of party system territorialization (conditional on the electoral system). I test these claims with an original dataset measuring party system territorialization in 382 elections across 60 countries that also includes comparable cross-national measures of different types of geographically concentrated diversity (language, race, religion and income). The main conclusion is that proportional electoral systems and cross-cutting cleavages can act as a powerful constraint on the translation of territorial ethnic cleavages into territorialized party systems.  相似文献

Recent research provides evidence that economic integration has a negative effect on electoral turnout. Taking up these recent findings, this article explores the causal chain in more detail. Specifically, it argues that one way by which economic integration affects the calculus of voting is through the positioning of political parties. The expectation is that the polarisation between parties on an economic left–right scale is lower the more integrated an economy is. Consequently, electoral turnout should be lower with less polarisation in the party system. The article employs aggregate-level data from legislative elections in 24 developed democracies. Using data from the Comparative Manifestos Project, evidence is found not only that economic integration has a negative effect on party polarisation as measured on an economic left–right dimension, but also that this in turn exerts a negative effect on electoral turnout.  相似文献

Empirical findings based on aggregate data have found that proportional representation (PR) has a mixed relationship with electoral participation. Large party systems, thought to be one of the benefits of PR in increasing turnout, instead depress turnout. This article examines two theories that seek to account for this paradox – that coalition governments resulting from larger party systems serve to depress turnout, and that larger party systems increase the complexity of the decision environment for voters. By combining individual-level data from the Comparative Study of Electoral Systems with contextual measures of effective number of parties, coalition structure and disproportionality, this article tests for interactions between the characteristics and attitudes of individuals and the contextual influences on electoral participation. The frequency of coalitions that violate the minimal-winning rule depresses turnout, especially among supporters of major parties. By accounting for variations in coalition governments, larger party systems appear, on balance, to enhance, rather than depress, individuals' propensity to vote. Limited evidence is reported that indicates that this participation-enhancing role of larger party systems is not evenly distributed across the electorate, as those lacking a university degree may find the decision environment created by larger party systems more complex.  相似文献

In this paper we examine the rise and consolidation of the Justice and Development Party (Adelet ve Kalinma Partisi, AKP) by analyzing its success in local elections. Our examination of the durability of the AKP takes into account existing explanations of Turkish electoral politics such as economic voting, center-periphery relations, and traditional party cleavages, as well as the clientelistic tendencies of Turkish parties. We argue that the intensification of neo-liberal economic policies encouraged the AKP to seek alternative sources for distributive politics, which it found in Turkey's Mass Housing Administration (TOKİ). Using political, economic, and socio-demographic data for 900 municipal districts in Turkey, we empirically analyze the relationship between TOKİ financed housing projects and the AKP's success in the three mayoral elections between 2004 and 2014. Our results show that while traditional explanations of Turkish party voting account for some of the AKP's success, distributive politics in the form of TOKİ housing projects is a stronger predictor of the party's durability.  相似文献

Abstract.  This article attempts to explain the impact of department-level political opportunity structures on the electoral success of the French Front National (FN) in the 2004 regional elections. The concept of 'political opportunity structure' refers to the degree of openness of a particular political system and the external institutional or socio-economic constraints and opportunities that it sets for political parties. Comparative analysis across subnational units is conducted where the 94 departments of mainland France are the units of analysis. The significance of electoral institutions (district magnitude), party competition (effective number of parties), electoral behaviour (turnout) and socioeconomic conditions (immigration and unemployment) on the ability of the FN to gather votes across the departments is assessed by means of multiple regression. The empirical results show that the subnational political opportunity structures have been of great importance for the FN. Some four out of the five independent variables are statistically significant and explain a great deal of the variance in the two dependent variables (electoral support for FN list and index of electoral success). Turnout and district magnitude are negatively correlated with the electoral fortunes of the FN, while unemployment and the effective number of party lists are positively correlated with the success of the FN in the regional elections. The variable that indicates the share of non-European immigrants does not provide additional explanatory power in a statistically significant way.  相似文献

West European right-wing extremist parties have received a great deal of attention over the past two decades due to their electoral success. What has received less coverage, however, is the fact that these parties have not enjoyed a consistent level of electoral support across Western Europe during this period. This article puts forward an explanation of the variation in the right-wing extremist party vote across Western Europe that incorporates a wider range of factors than have been considered previously. It begins by examining the impact of socio-demographic variables on the right-wing extremist party vote. Then, it turns its attention to a whole host of structural factors that may potentially affect the extreme right party vote, including institutional, party-system and conjunctural variables. The article concludes with an assessment of which variables have the most power in explaining the uneven electoral success of right-wing extremist parties across Western Europe. The findings go some way towards challenging the conventional wisdom as to how the advance of the parties of the extreme right may be halted.  相似文献

Political processes are affected by "friction." Due to cognitive limitations and institutional delays, political agendas do not adapt smoothly to real-world impulses; political agendas either ignore them or overreact. The first question this article tackles is whether the same punctuated change process can be observed in party manifestos. Secondly, it examines whether there are differences across political systems and across party lines. Thirdly, the study tries to account for differences in the degree of "punctuatedness" of party manifestos. Drawing on the vast dataset of the Manifesto Research Group, the article shows that party manifestos are indeed characterized by friction and resistance to change; it also establishes that there are considerable differences in frictional patterns between parties and political systems; and it finds that electoral fragmentation, government participation, and electoral volatility are key to understanding these differences.  相似文献

In this paper, we have provided some support for several hypotheses about the determinants of which governors get reelected. The benefit from being a member of a particular party varies from state to state and from year to year. Personal characteristics such as age are also important. The logits give some support to the importance of coalition formation; reelection is easier in states with low voter turnout and in farm states. The paper is most concerned with the connection between the economic performance and the electoral success of incumbent candidates for governor, and we find support for a model of electoral acountability, in which governors are powerful in state governments and state governments have the ability to differentially tax fixed factors relative to neighboring states.This paper raises some important issues regarding the measurement of variables in political economy, which have wide applicability to other studies in the economics of politics. Peltzman (1988) finds that the difference between the growth rate in state personal income and the national growth rate over a one to four year period prior to the election does not affect gubernatorial electoral outcomes. Concurrently, we find that the current year's growth rate in state personal income and its difference from the national growth rate are not significantly related to electoral success but that the average deviation from predicted state personal income during the governor's tenure in office is significantly related to the odds of getting reelected. That is, the data reject simplistic views of voter behavior and support a sophisticated model of voter behavior. Similarly, Peltzman (1988) has greater success using more sophisticated, cumulative measures of national economic performance.  相似文献

This article examines the determinants of the positioning of parties on the question of territorial reform in Belgium. It argues that one cannot explain the high salience assigned to the issue of decentralisation among political parties by looking only at voter demands. Instead, it is the dynamics of party competition that has encouraged parties to adopt an electoral and territorial logic of action. The article shows that the main driver of territorial reform in Belgium has been the continuous relevance of regionalist parties in the Flemish party system, which have compelled mainstream parties to accommodate their demands for territorial autonomy, and, more recently, independence. Regionalist parties have capitalised on a strong sense of Flemish national identity, itself shaped by long-run structural factors. The article also shows that the adoption of an electoral and territorial logic has been strengthened by the split of the Belgian party system and the reinforcement of social cleavages, and, more recently, by the increasing competitiveness of elections and the opening up of party competition at multiple levels.  相似文献

Correcting the relative lack of attention to the supply side of trade policy, this article addresses how political institutions channel societal demands for protection. I hypothesize that strong presidents with significant legislative powers and strong party leaders—empowered through electoral rules that rein in the personal vote—can help overcome protectionist biases. These arguments compare with two institutional alternatives: first, that protectionism should decrease as electoral district size grows because elections become more proportional; and second, that the collective-action problems in fragmented party systems thwart trade reform. I evaluate these hypotheses empirically using pooled time-series–cross-sectional data involving 18 developing countries from 1971 to 1997. I find that delegation to presidents and party leaders is significantly related to trade liberalization, and some evidence suggests that the effective number of parties and the size of electoral districts may also influence levels of protectionism.  相似文献

Rational choice theories of political behaviour start from the premise that parties seek policy, office, and votes. In accordance with this premise, previous research has shown that electoral performance and office achievement independently affect party leader survival. However, we know little about how goal attainment interacts across these two domains. This paper proposes a novel hypothesis stating that intrinsic goals (office) dominate over purely instrumental ones (votes). As a result, the impact of electoral performance on party leader survival should be conditional on office achievement. Using data on over 500 party leaders in 14 parliamentary democracies between 1965 and 2012, we show that electoral performance and office achievement strongly affect leadership turnover. However, we also demonstrate that the electoral performance effect disappears when parties enter or exit office at the same time. These results constitute the best direct evidence to date that parties prioritise office achievement over electoral success.  相似文献

This article examines the strategic behaviour of the Scottish National Party (SNP) in regional elections from 1999 to 2016. It builds on recent work that has theorized the kind of strategic tools regionalist parties have at their disposal in electoral competition, and the factors expected to determine the strategic choices these parties make. An in-depth case study of the SNP describes when and explores why the party makes strategic choices in an effort to bolster its electoral support in post-devolution Scotland. The analysis finds (i) that the SNP has consistently sought to ‘frame’ the issue of independence in economic terms, by advancing an economic case for separating Scotland from the UK and (ii) that this strategic approach is the result of competing constraints internal and external to the party. These findings suggest that the strategic behaviour of regionalist parties in electoral competition is more sophisticated than expected by extant theoretical accounts.  相似文献

Following the 2008 general election, the Italian regionalist populist party Lega Nord returned to government as part of a centre-right coalition led by Silvio Berlusconi. Since then, the party has been able to thrive thanks to its holding of key ministries and its consolidation of ‘issue ownership’ over its main themes of federal reform and immigration/law and order. In this period, it has also made major gains in the 2009 European Parliament and 2010 regional elections. This article analyses the Lega's success since 2008 by considering the actions of the party (in particular the legislation it has sponsored and the narrative offered of its time in government) as well as the reactions of mid-ranking leaders and activists. The authors argue that, contrary to the expectations of scholars, populists serving as junior coalition partners are not necessarily destined to tame their rhetoric, face splits or see their electoral support decline. On the contrary, by focusing on selected themes and policies and adopting effective communication strategies, the Lega has continued to enjoy electoral success and seen its membership grow. The article concludes, therefore, that claims about populists being inherently unable to survive in government and enjoy success seem to have been premature.  相似文献

We use evidence from Indonesia's April 2014 legislative elections to study the relationship between incumbency, list position, candidate characteristics, and electoral success in open-list PR systems. Contrary to a recent literature identifying an incumbency disadvantage in other large developing democracies, we identify a consistent personal incumbency advantage in Indonesia. However, we argue that this advantage is mediated by party choices over how incumbents and newcomers are ranked on party lists, a key heuristic for voters in low-information electoral environments such as Indonesia.  相似文献

Does pledge fulfilment bear any electoral consequences for government parties? While previous research on retrospective voting has largely focused on electoral accountability with respect to the economy, the theoretical framework presented in this study links government parties’ performance to their previous electoral pledges. It is argued that government parties are more likely to be rewarded by voters when they have fulfilled more pledges during the legislative term. Good pledge performance of a party is associated with the ability to maximise policy benefits (accomplishment) and to be a responsible actor that will stick to its promises in the future as well (competence). Analysing data from 69 elections in 14 countries shows that a government party's electoral outcome is affected by its previous pledge performance. A government party that fulfils a higher share of election pledges is more likely to prevent electoral losses. This finding indicates that voters react at the polls to party pledge fulfilment, which highlights the crucial role of promissory representation in democratic regimes. Surprisingly and in contrast with economic voting, there is no evidence that retrospective pledge voting is moderated by clarity of responsibility.  相似文献

The emergence of a stable party system is a central aspect of democratic consolidation. Building a novel historical dataset, we analyze how economic growth affected the party-level electoral volatility during the consolidation of the French democracy over the Third Republic (1870-1940). We document an asymmetric effect in that positive economic shocks produced electoral stability, while negative shocks had not the expected destabilizing effect. Moreover, a positive shock had a disproportionally stabilizing effect during economic prosperity, four times stronger than during an average economic conjuncture. As France experienced strong positive shocks over this period, our results imply that the party system consolidation may have been driven by a few exceptionally high growth episodes. We also find evidence suggesting that positive shocks developed voters’ support for institutionally stable parties.  相似文献
