This study compared the perceptions of a group of experienced British police officers with those of a group of young British police officers and of a group of British civilians. Subjects were shown a videotape of an urban street corner scene which contained a number of staged incidents including criminal offenses, suspicious circumstances, and traffic offenses. They were asked to note down all the incidents which they perceived during the viewing of the videotape, No significant differences were found between the three groups in the total number of incidents identified. There was, however, a significant subject group by offense type interaction, with inexperienced police officers showing the highest reporting of traffic offenses and experienced police officers the lowest. In each group there was also an inverse relationship between the number of traffic offenses and criminal offenses/suspicious circumstances noted. This was particularly high in the inexperienced police officer group.  相似文献

There is tension between the core tenets of procedural justice and those of order maintenance policing. Research has shown that citizens’ perceptions of procedural justice influence their beliefs about police legitimacy, yet at the same time, some order maintenance policing efforts stress frequent stops of vehicles and persons for suspected disorderly behavior. These types of programs can threaten citizens’ perceptions of police legitimacy because the targeted offenses are minor and are often not well‐defined. Citizens stopped for low‐level offenses may view such stops as a form of harassment, as they may not believe they were doing anything to warrant police scrutiny. This paper examines young men’s self‐described experiences with this style of proactive policing. Study findings highlight that order maintenance policing strategies have negative implications for police legitimacy and crime control efforts via their potential to damage citizens’ views of procedural justice.  相似文献

Objectives

To test the effects of short-term police patrol operations using license plate readers (LPRs) on crime and disorder at crime hot spots in Mesa, Arizona.

Methods

The study employed a randomized experimental design. For 15 successive 2-week periods, a four-officer squad conducted short daily operations to detect stolen and other vehicles of interest at randomly selected hot spot road segments at varying times of day. Based on random assignment, the unit operated with LPRs on some routes and conducted extensive manual checks of license plates on others. Using random effects panel models, we examined the impact of these operations on violent, property, drug, disorder, and auto theft offenses as measured by calls for service.

Results

Compared to control conditions with standard patrol strategies, the LPR locations had reductions in calls for drug offenses that lasted for at least several weeks beyond the intervention, while the non-LPR, manual check locations exhibited briefer reductions in calls regarding person offenses and auto theft. There were also indications of crime displacement associated with some offenses, particularly drug offenses.

Conclusions

The findings suggest that use of LPRs can reduce certain types of offenses at hot spots and that rotation of short-term LPR operations across hot spots may be an effective way for police agencies to employ small numbers of LPR devices. More generally, the results also provide some support for Sherman’s (1990) crackdown theory, which suggests that police can improve their effectiveness in preventing crime through frequent rotation of short-term crackdowns across targets, as it applies to hot spot policing.  相似文献

Crime dramas provide entertainment to millions of Americans. The impact of viewing these programs on perceptions and expectations of police is a concern for practitioners, researchers and policy makers. While a growing body of research is identifying factors associated with the probability of clearance in offenses reported to police, a dearth of research looks at the portrayal of police efficiency in apprehending offenders in popular crime dramas. This study examines the depictions of police investigations across four fictional crime dramas. The authors find offenses are cleared at much higher rates than national averages and that several case characteristics typically associated with clearance in actual cases do not share the same relationship in these fictional programs. Results indicate substantial variation between programs in the depiction of the collection and utility of DNA evidence in assisting investigators to identify suspects. Findings are discussed in relation to data collected from actual police departments.  相似文献

Objectives

The existence of bias in law enforcement can be difficult to verify or disprove, in part because of the difficulty of finding a benchmark—an objective estimate of actual offenses committed by the studied population—that can be compared with police enforcement. In the current study, we propose and test a method for examining bias in enforcement of speeding offenses.

Method

Using all speeding tickets issued in Israel in 2013–2015, we compare speeding tickets generated by stationary automatic traffic cameras, which provide an objective estimate of speed offenses, with speeding tickets issued manually by police officers, based on drivers’ ethnicity with further distribution by gender and age.

Results

Initial findings indicate that, overall, speeding tickets issued by police officers in Israel are not biased based on drivers’ ethnicity.

Conclusions

This study highlights the importance of distinguishing between overrepresentation and bias in law enforcement, which sometimes seem to be blurred in the literature.

Crime statistics from the Indianapolis Police Department are interpreted inlight of news reports and interviews. A shift from proactive enforcement (vice, traffic, and juvenile arrests) to reactive enforcement (taking citizen crime reports) begins in the mid-1950s. If they do report offenses, police are blamed for failing to control crime. Eventually, if they fail to report offenses, they are chided for being unresponsive to citizens. Even homicide statistics get manipulated as police are caught in political cross-pressures. It is concluded that police would be better off if relieved of responsibility for defining the size and shape of the crime problem.  相似文献

Therapeutic jurisprudence (TJ) proposes that the law is a social force that can heal or cause harm to parties in a legal action. Historically, women victims of intimate partner rape and domestic violence could not seek justice in the legal system because police, like other actors in the justice system, treated these offenses as private matters or fabrications. In domestic violence and intimate rape cases, TJ is concerned with the needs of the victims, and how the law and police play a role in increasing their well-being. In this article, we use a TJ approach to the study of police responsiveness to victims of these offenses by investigating arrests of the offenders pursuant to law reforms that encourage or mandate arrest. Given that in these offenses, victims have the lowest reporting rates of any violent crime, the victim decision to call the police represents an expectation that the mere physical presence of a police officer may redefine the nature of the violence from a private conflict to a societal wrong that will not be tolerated. Police partnership with and treatment of the victim with respect and dignity can change the dynamics of the violence, terminate the violence, and set the criminal justice process in motion by arresting the offender in most cases. Police arrest, and subsequent prosecution and conviction, sends a message to offenders that society does not tolerate their violence, and allows the victim to begin to heal. Yet, past research indicates that police are less likely to arrest intimates than acquaintances and strangers in misdemeanor and aggravated assault, rape, and sexual assault cases. Using the National Incidence Reporting System (NIBRS) for the year 2000, we examine police arrests of intimate partner rape and domestic violence in jurisdictions with mandatory and presumptive arrest policies compared to police arrests in full discretion jurisdictions. We also ascertain whether arrest rates are higher for strangers and acquaintances than for intimates in misdemeanor and aggravated assault, kidnapping, and rape and sexual assault. Third, we determine whether police arrests of intimate partner rape is more likely if there is evidence of violence, injury to the victim, and use of a weapon. Our multivariate findings suggest that both the rape and the domestic violence reform movements have reversed the tide of historical negative treatment of female victims of these offenses. Logistic regression analysis indicates that police agencies in mandatory and preferred arrest jurisdictions increase the odds of arrest for domestic violence incidents and violations of orders of protection, compared to police agencies in jurisdictions with permissive/discretionary arrest policies. In addition, intimate violence increases the odds of arrest by 98%; forcible rape accompanied by simple assault or kidnapping increases the odds of arrest by 467 and 222%, respectively whereas forcible fondling accompanied by simple assault increases the odds of arrest by 293%. We discuss the implications of our findings for future law reform as well as TJ.  相似文献

This study examines the effectiveness of the Repeat Offender Project (ROP), a specialized police unit in Washington, D.C. It documents how the ROP unit operated, what it cost, and how well it achieved its goal of “selecting, apprehending, and contributing to” the conviction of persons believed to be committing jive or more Part I offenses per week. A controlled experiment showed that the ROP substantially increased the likelihood of arrest for the persons it targeted. Quasi-experimental data indicated that ROP arrestees had longer and more serious histories of prior arrests than a comparison sample of arrestees of officers in other police units. The former arrestees were also more likely to be prosecuted and convicted on felony charges and more likely to be incarcerated. ROP officers’arrest productivity was cut in half; but this cost appears to have been offset by the greater seriousness of the current and prior offenses of its arrestees. The study concludes that the creation of selective apprehension units provides a promising new strategy for major urban police departments.  相似文献

Using social disorganization, broken windows, and routine activities theories as guides, this study considered how perceptions of crime in the neighborhood influenced business owners' decisions on the use of various crime prevention (guardianship) strategies. The analysis revealed that perceptions of a crime problem were influenced by the presence of disorder. Drug offenses and vandalism were particularly tied to disorder with drug offenses more often related to guardianship strategies than other offenses. In addition, several strategies were used as prevention measures counter-intuitively for crimes not affected by these strategies, suggesting the need for increased awareness and training for business owners on effective guardianship strategies.  相似文献

Violent Sex Offenses: How are They Best Measured from Official Records?   总被引:1,自引:1,他引:0  
In the United States, sexually violent predator (SVP) commitment statutes generally require assessment of an offender's risk of subsequent sexual violence. Current actuarial methods for predicting sexual reoffending were actually designed to predict something else—charges or convictions for offenses deemed sexual based on information obtained from police “rapsheets” alone. This study examined the referral and past offenses of 177 sex offenders. Results showed that police rapsheets (and data based on them) underestimated the number and severity of sexually motivated violent offenses for which sex offenders were actually apprehended. Rapsheet violent offenses seemed a more accurate index of the conduct addressed by SVP legislation than were rapsheet sex offenses. We suggest that, when evaluating sex offenders for SVP status, actuarial instruments designed to predict violent recidivism (as measured by rapsheet violent reoffenses) might be preferable to those designed to predict sexual recidivism (as measured by rapsheet sexual reoffenses).

Previous studies evaluating the effects of juveniles' race on police decision-making have rendered inconclusive results. Many of these studies have suffered from methodological shortcomings. The present study utilized vignettes to describe police-juvenile encounters in order to determine police charging practices for black and white youth. The results suggest modest offense-related race effects. Black youth tend to be charged with more offenses while white youth were released more frequently. A refinement in the research methodology is indicated for further explorations of the critical issue of police bias.  相似文献

Using multilevel event history analyses, this article investigates the effects of both incident and contextual (social disorganization and police resources) factors on crime clearance by arrest for robbery, forcible rape, and aggravated assault incidents in 106 cities. The analysis found that victim's age, the number of concomitant offenses and victims, victim's injury, and weapon use played important roles in crime clearance for all three types of nonlethal violent incidents. Among social disorganization variables, higher unemployment and racial segregation significantly decreased the odds of clearance for robbery and aggravated assault, but not for rape. Instead, higher divorce rates significantly decreased the odds of rape clearance. This suggests that social disorganization may play a different role in the clearance mechanisms for sexual than for nonsexual violent offenses. The effects of police resource variables on clearance were not significant in the expected direction for any of the three types of incidents.  相似文献

The study examined the broad crime trends and patterns, and the conditions under which crimes flourish, the crime incidence rates per 1,000 of population, and crime among the four police divisions of Accra, Ghana. Where crimes clustered the most and the times some crimes were committed were examined using the official police data. The study suggests that crime in Accra has been accentuated by rigid centralization of government bureaucracy, the nature of Ghana's economy, routine activities, lifestyles, and opportunities fostered by social change. Overall, the Accra Central Police Division recorded the highest volume of crimes, followed by the Nima, Kaneshie, and Kpeshie Divisions. The highest property offenses were recorded within twelve miles of the city center—the area most congested and heavily concentrated with socio-economic and routine activities. Calls for the adoption of situational crime prevention methods and strategies to reduce the incidence of crime in Accra have been made.  相似文献

Over the past decade, the use of force by the police has become an important public policy concern and topic of social science research. A number of researchers hypothesized about the factors that explain the amount of force used by police officers. Prior research focused almost exclusively on the highest level of force used in police-citizen interactions and neglected to examine the relative amount of forced used by the police compared to that used by suspects. To address this shortcoming, this study analyzed data from three years of official use-of-force reports in the Miami-Dade Police Department (MDPD). Contrary to studies that examine only the use of force by the police, this study found that the relative amount of force used by the police was greatest in the less threatening types of offenses. The implications of this study for research and policy are discussed.  相似文献

Gender has been hypothesized to affect how violent offenders are treated within the criminal justice system, but studies have tended to ignore the role of the victim in decision making. This study explores the interactive effects of offender and victim sex (i.e., the sex dyad) on reporting and arrest of one-on-one assaultive crime. Using data from the National Crime Victimization Survey and National Incident-Based Reporting System, findings show that male-on-female offenses are reported to police more often than other dyads, but female-on-male offenses result in more arrests. Meanwhile, female-on-female offenses result in fewer arrests, despite nonsignificant differences in reporting. Implications of findings for theory and future research on gender discretion are discussed.  相似文献

Growing public concern over racial and ethnic conflict and a perceived increase in hate crimes during the 1980s have led to legislation expanding the scope of the law and the severity of punishment for such offenses and to police-initiated efforts to focus attention on hate crimes. Although a number of critiques have examined the legislative approach, little attention has been devoted to the police response. This article examines the rationale for a police initiative in addressing hate crimes; the characteristics of incidents labeled as such in one jurisdiction, Baltimore County, Maryland; and some of the problems in defining, identifying, and verifying bias motivation. Because about 40% of the offenses initially considered by the Baltimore County Police Department to be motivated by racial, religious, or ethnic (RRE) prejudice subsequently are not verified as RRE motivated, a closer examination of all such cases permits insight into the social construction of “bias motivation” and related issues raised by a police hate-crime program. These include determining what forms of bias are eligible for special responses; identifying bias motivation; weighing the victim's perception of the event; determining the line between criminal and non-criminal incidents; and adopting consistent standards for verifying ambiguous events.  相似文献

This study examines Japanese crime trends and explores an area rarely investigated by researchers. By focusing on relationships between penal code offenses known to the police and population growth in Japan over the last six decades, it is possible to gain further insight into Nihon's (Japan's) low crime figures. In addition, the paper compares Japanese and American crime rates for selected offenses. The findings support previous research that identified low levels of crime in Japan. During the 62 year period included in this study, population and population density increased considerably in Japan, but crime rates, after fluctuations immediately before and after World War II, dropped significantly. On the average, total penal code offenses, homicide, and arson were greater during the pre-war years, and rape, robbery, and all felonies, as a composite, were higher in the post-war era.  相似文献

This study is part of a larger research project on police crime in the United States. Police crimes are those criminal offenses committed by sworn law enforcement officers who have the general powers of arrest. Profit-motivated police crime involves officers who use their authority of position to engage in crime for personal gain. This study reports the findings on 1,591 cases where a law enforcement officer was arrested for one or more profit-motivated crimes during the seven-year period 2005–2011. The profit-motivated arrest cases involved 1,396 individual officers employed by 782 state, local, special, constable, and tribal law enforcement agencies located in 531 counties and independent cities in 47 states and the District of Columbia. Our data is the first systematic study of profit-motivated police crime. The study describes the nature of this form of police misconduct in terms of several dimensions, including the characteristics of police who perpetrate these crimes, where it occurs, the specific criminal charges, and the contexts within which profit-motivated police crime is punished through police agencies and the criminal courts.  相似文献

In their seminal “Broken Windows” article in Atlantic Monthly, J. Q. Wilson and G. L. Kelling (1982) suggested that police could more effectively fight crime by targeting minor offenses. They hypothesized that untended disorder increases fear of crime in a community, starting a chain of events that eventually leads to heightened levels of crime. By targeting disorder, police can thus circumvent this cycle of neighborhood decline (Skogan, 1990). This study aimed to improve knowledge of the relationship between disorder and fear of crime in the context of the broken windows hypothesis by using a micro-place level research design involving a police crackdown on disorder and minor crime at hot spots. The results of the current study suggest that perceived social disorder and observed levels of physical disorder have a strong impact on fear of crime. This confirms the relationship between disorder and fear hypothesized by the broken windows literature, and implies that police may be able to reduce fear of crime by reducing disorder. It was also found, however, that the police intervention itself significantly increased the probability of feeling unsafe. Accordingly, any fear reduction benefits gained by reducing disorder may be offset by the fact that the policing strategies employed simultaneously increase fear of crime. These findings suggest the importance of a careful focus on “how” broken windows policing programs are implemented. Such programs must be geared not only to reduce disorder, but also to prevent increases in citizen fear that accompany crackdowns and other intensive enforcement efforts associated with broken windows policing.  相似文献
