More Government Transparency for Enhanced Human Rights Protection

Since 2007 when Regulations on Government Information Disclosure was adopted, the State Council has issued almost a dozen documents to guide government information disclosure around the country. These documents have gradually expanded the scope of disclosure and recognized the significant role of transparency in promoting the rights to information, participation and supervision, and in building a government that is innovative, impartial and operating under the law. Meanwhile, these documents have, in both theory and practice, exceeded the limit of the Regulations, posing a challenge to increasing government transparency proposed at the Third Plenary Session of the Eighteenth CPC Central Committee.

A Brief Review of Discourse Changes in China’s Human Rights White Papers

Comparative analysis of China’s human rights white papers provides a valuable perspective on changes in the official human rights discourse. In terms of their structures, the white papers can be divided into three types: the mixed model, the five-in-one model and the rights-list model. The rights-list model has a consistent style, standard terminology, and an arrangement of rights in line with China’s reality. In terms of contents, the right to subsistence has been gradually reduced and the right to development is increasing. In the 2013 white paper, there was a whole chapter on social security rights, which highlights China’s social development and the priority placed on the people’s wellbeing. The right to development and social security will become a new focus of human rights discourse in China.

WHEN complete theQinghai-Tibet Railway, running from Xining City in QinghaiProvince to Lhasa in Tibet Autonomous Region, will be 1,956 kilometers long. The 814-km section from Xining to Golmud was built and put into operation in 1984. Construction of the 1,142-km section from Golmud to Lhasa, which includes renovation of the 32-km section from Golmud to Nanshankou and construction of the 1,110-km section from Nanshankou to Lhasa, began on June 29, 2001. Jinggangshan in the Luoxiao Mountains on the border between Jiangxi and Hunan provinces was headquarters of the Communist forces from October 1927 to February 1930.In the darkest days of the Chinese revolution the Red Army led by Mao Zedong established the first rural revolutionary base in this geographic fold,putting into practice Mao’s military strategy of "establishing base areas in the countryside and finally seizing the cities."
