This article examines the origins and evolution of the concepts of ‘failed’ and ‘failing’ states, arguing that the terms have come to be used in such widely divergent and problematic ways that they have lost any utility. The article details six serious problems with the term ‘state failure’ and related terms like ‘fragile’ or ‘troubled’ states, concluding that analysts should abandon these terms. It concludes with a modest attempt to develop alternative concepts and principles for thinking about diverse states that pose varied challenges for academic analysis and policy makers.  相似文献

This paper examines the impact of tax and expenditure limitations (TELs) on state governments. We examine how TELs are represented in empirical modeling. We compare and contrast an index of state-level TEL restrictiveness to a simple dummy variable approach. We use a panel of data for the 50 U.S. states to capture changes in state TELs and a generalized method of moments (GMM) dynamic panel estimator. We find that results vary across the two methods of capturing the presence of TELs, suggesting that simple dummy variables are not sufficient to capture the heterogeneity of TELs across states and over time.  相似文献

This paper examines the institutional dynamics of the Israeli developmental state, focusing on its transformation since the mid-1980s, when a deep and far-reaching process of liberalization began. In contrast to the conventional stance concerning the withdrawal of the state from the economy and the decline of its political and institutional capabilities to shape the structure of economic relations, our analysis suggests that the state has not retreated from the economic sphere. The important shift in state?Ceconomy relations lies not in the extent of the state??s involvement in the economy, but rather in the mode of its involvement. That is, institutional changes have to do first and foremost with the definition of the state??s objectives in the management of the political economy and the way it uses particular institutional instruments to attain those objectives. As we show, state agencies continue to play a crucial role in the economic arena. While certain institutional traits and practices of the classic developmental state have indeed vanished, there are also very significant lines of continuity in place that keep imprinting on state?Ceconomy relations. It is this combination of change and continuity that determines the modes of action of developmental states under conditions of neoliberal globalization.  相似文献

The conventional wisdom is that weak and failed states are at great risk of becoming havens for transnational terrorist and guerilla groups. The assumption is that lack of enforcement capabilities enables militant organizations to infiltrate and fill the “vacuum of power” that is created in the absence of a strong state. This article argues, though, that this is only one of the ways in which weak states are attractive to militant groups. It explores the various mechanisms through which the vacuum of power translates into opportunities for such groups. These mechanisms include the easiness of acquiring support and recruitment within refugees or marginalized populations; the ability of the violent non-state transnational organization to establish a “surrogate state” in supplying institutions and services that enhance its public appeal; the relations between civil or communal conflict and the success of such groups; and the use of transnational violent groups as proxies for other states. Using the Palestinian Liberation Organization (PLO) and Hezbollah in Lebanon as the primary cases, as well as two mini-cases from Central America and Africa, the paper illustrates the working of these mechanisms and contributes to our understanding of the relations between state weakness and transnational violent non-state organizations.  相似文献

Two starkly contrasting strategies are discernible in the way local authorities currently approach and go about their regulatory and enforcement responsibilities. On the one hand, a “deterrence” strategy of “pursue and punish” is robustly pursued in many local areas in relation to individuals who infringe and contravene local regulations, notably in relation to “street scene” issues of littering, waste/recycling and materials sorting/separation, smoking in public places, parking, cycling on pavements, feeding pigeons, and so on, while, on the other, a much more positive “compliance” strategy of “counsel and conduce” is widely promoted and pursued in relation to the regulation of standards in local businesses, for example, in relation to public and environmental health/hygiene, health and safety in the workplace, animal welfare, and licensing of premises.

Why do local authorities operate with such apparent double standards? Why do comparatively minor infringements by local citizens so frequently result in the summary imposition of fixed penalties (which can be quite punitive for those on low incomes) while at the same time local businesses are mostly treated to a regulatory culture which is much more sympathetic and supportive in promoting compliance with the rules? This article draws on research conducted in different local regulatory settings which illustrates the two contrasting regimes in practice. It presents five propositions which help us to understand and explain the apparent double standards and it concludes by considering the steps that might be taken to ensure a more equitable and consistent local regulatory framework for the future.  相似文献

In order to understand the structural dimensions of the problems concerning democratic governance in Bangladesh, this article seeks to explicate whether or not Bangladesh is a neopatrimonial state. This article examines contemporary Bangladesh politics with a particular focus on the notion of neopatrimonialism and with special reference to the personalization of state power. The concept of neopatrimonialism has great utility in explaining leadership behaviour in a dysfunctional democracy such as Bangladesh, where personalized exchanges, exploitation of bureaucratic and state mechanisms and political scandals are common. I argue that Bangladesh is a special variant of the neopatrimonial state, which I suggest to be bipolar neopatrimonialism. I contend that since independence, successive governments and political leaders always attempt to monopolize state power in various ways. The patron-client society of Bangladesh helps political leaders to personalize the state power they possess. To monopolize state power, the political elites of Bangladesh create networks and alliances, relying on exchanges to meet their objectives. In this regard, state elites use elements of the state and political system to mediate these exchanges.  相似文献

The bulk of scholarly literature views nationalism as harmful to democratic transition. Yet Juan Linz and Alfred Stepan indirectly suggest that nationalism may benefit democratization. This study shows that under the right conditions nationalism can benefit democratic transition. Building on the typology of Linz and Stepan and the liberal nationalism tradition of Yael Tamir and David Miller, this study examines the transitions in Estonia and Ukraine. It introduces an important layer, the multinational federal state, into the typologies developed by Linz and Stepan to show that nationalism can prove a useful political tool of mobilization in a multiethnic setting.  相似文献

Although students of social movements have established that state repression strongly affects protesters’ choice of tactics, this finding has been ignored by most analysts of suicide bombing. Based on data collected from various sources, including 88 interviews the author conducted in 2006 with senior leaders of six Palestinian political organizations and close relatives and friends of Palestinian suicide bombers, this article argues that harsh state repression is a major cause of suicide bombing. It shows that understanding the effect of state repression is crucial to clarifying many of the unsolved puzzles concerning the rationales of organizations that employ suicide bombing, the motivations of individual suicide bombers, and the reasons why this tactic has become popular in some societies. The article concludes that there are three types of organizational rationales underlying the use of suicide bombing. Suicide bombing may be an extreme reaction to extreme state repression, a combined reactive and strategic action, or a purely strategic action. Different contexts and organizations typify these organizational rationales.  相似文献

This paper distinguishes between political and militant Islam and analyses the latter's current ability to confront empire and to become a social force in Muslim-majority states. This analysis is within the dialectic of collaboration and resistance, starting with client postcolonial states' pivotal role in bringing to fruition the collaboration between political Islam and US imperialism during the cold war era. The post-cold war period signals the imperialist putsch to confront militant Islam in the ‘Long War’ by employing the cold war strategy of ‘permanent war’ and universalising the idea of the security state. Militant Islam's resistance to the Long War and the security state makes this two-pronged imperial strategy a losing proposition for the USA. Paradoxically this strategy has also become the prime mover for militant Islam's ascendancy. The paper addresses the paradox of the USA's continuation with its losing Long War strategy and securitisation agenda which, although providing succour to militant Islam, is also achieving its larger objectives to buttress capitalist globalism; fuel the military–industrial and security–industrial complexes; and support ‘big oil’.  相似文献

More than 3,500 people have died in Nigeria since 2009 when Boko Haram, a radical Islamist group from northeastern Nigeria, launched its violent campaign to wrest power from the Nigerian government and foist an Islamic state under the supreme law of Sharia. Attempts at negotiating with the group, including the recent amnesty offer extended to its members by the Nigerian government, have stalled due to distrust on both sides and the factionalized leadership of the group's different cells. This article provides a systematic account of Boko Haram's emergence, demands, and modus operandi. It also evaluates how the Nigerian government has responded to the group's threat and how they should respond. The socioeconomic approach of this article helps to explain the Boko Haram problem beyond a usual religious agenda and to evaluate the development of the group in the context of Nigeria's checkered political history and local economic grievances.  相似文献

In June 1989, the First Congress of People's Deputies of the Soviet Union established the Commission for Historical and Legal Estimation of the Soviet–German Non-aggression Pact of 1939. In the commission, representatives from Estonia, Latvia and Lithuania condemned the Soviet annexation of the Baltic States, prompting heated arguments regarding the invalidity of the related secret protocol of the pact with other members who continued to hold the traditional Soviet ideological view of the pact as something positive. The debate over the secret protocol had the further potential to extend to disputes over ‘recovery of lost territory’ amongst the Baltic States, Ukraine, Moldova, Belarus and Russia. This article analyses the arguments used by commission members, considering the interplay of national interests, how they balanced arguments between restoration of ‘state sovereignty’ and maintenance of borders, and how they finally compromised and concluded the commission's report.  相似文献

This paper explores the political economy of three significant policy decisions of the Congress–United Progressive Alliance government between November 2005 and February 2006. These decisions improved the regulatory incentives for the smaller and efficient firms in the Indian GSM industry, which were heavily dependent on foreign investment for their expansion. India's telecommunications sector became more attractive to foreign investors as a result of these regulatory changes. This was a notable departure from the past when government policy had favoured large domestic investors using CDMA technology who were not dependent on foreign capital. A globalisation friendly policy change occurred after a Centre-Left United Progressive Alliance coalition came to power. The paper argues that these decisions, which promoted both competition and foreign investment, occurred due to the increased sensitivity of the Department of Telecommunications towards the needs of the relatively smaller GSM service providers, driven by considerations of efficiency. They were not driven by a crisis of private investment, foreign pressure, or stealth. The shift occurred in normal times when the Department of Telecommunications under a persistent ministerial stewardship took on a regulator, which was less interested in engineering this shift. This globalisation-friendly strategy depended to a large extent on the particular industrial sub-sector that the ruling party or coalition supported for spreading telecommunications in India.  相似文献

Relative social and economic well-being in the aftermath of a state's collapse is usually explained on the basis of a single case, Somalia, and with reference to the impact of endogenous factors such as the repressive and predatory nature of the state which collapsed and the ability of civil society actors and institutions to fulfil those functions that are normally performed by a state. This article challenges this theoretical view. As can be seen from a study of Lebanon, relative well-being after state collapse is more common than it appears to be at first glance. Moreover, given the limited role that the Lebanese state played in the economic and political spheres before the breakdown of state authority in 1975, the repressive and predatory nature of the collapsed state cannot be the explanatory variable in this case. Exogenous factors, such as remittances from abroad, international loans bestowed upon residual state institutions and ‘political money’ from foreign powers, are the decisive factors generating such paradoxical developments. Study of Somalia and Lebanon also shows the limitations of the conceptualisations of state collapse prevalent in the literature.  相似文献

There is considerable debate about the impact of the 2006 NGO Law and related Kremlin policies on social organisations in Russia. This article uses interviews with members of organisations focusing on human rights, women, and youth to assess the effects of these policies on civil society. It finds that groups that are critical of the regime have been systematically pushed out of the public sphere and supplanted by groups that are either neutral to, or in favour of, the regime. This finding has implications for the future development of Russian civil society and demonstrates a way that non-democratic rule has been ‘upgraded’ in Russia.  相似文献

This article takes a new look at the institutional core of China's economic planning—the State Development and Planning Commission (SDPC, 1998–2003)—focusing on its role in approving and fundraising for major capital investment projects. The primary objective of this inquiry is to identify changes in the network structure and procedures of inter-agency relations and central planners’ interactions with national legislators, which have produced a diversity of ‘organizational microclimates’ that shape the coherence of the national economic bureaucracy and central–local fiscal relations. Based on interviews of high-level officials and case studies of investment projects in energy, information technology, and transport sectors, it is argued that administrative reforms aiming to improve SDPC's regulatory capacity have been predicated on a concerted effort by key agencies and ministries under the State Council to reduce the window of opportunity for local and industrial interests to politicize capital allocation decisions. This finding suggests caution in interpreting contemporary China through the comparative lenses of a developmental state, a regulatory state, or a fiscal federalist system.  相似文献

To refer to Palestinian refugee camps as states of exception, appropriating the paradigm of Giorgio Agamben, is definitely tempting. Agamben argues that in times of crisis, individual rights of citizens are diminished and entire categories of people kept outside the political system. Nevertheless, there are flaws in applying Agamben’s perspective on Palestinian camps. It acquits the camp residents from the autonomy over their own political agency. Historically, in Lebanon, camp residents experienced an almost limitless access to free political organisation. But this access has not been converted into the development of representative, legitimate political structures.  相似文献

This article takes a moment of political upheaval – Southern Rhodesia’s 1959 State of Emergency – to explore the uses of writing in the remaking of state authority and citizenship. The 1950s had produced a powerful bureaucratic state, a shaky attempt at multi-racial “partnership,” and African aspirations to a citizenship able to encompass equality, rights and self-determination. The Emergency brought the tensions in these modes of government and citizenship to the fore. The article explores the working out of these tensions in two instances: the bureaucratic attempt to manage political detainees, and the police evidence used to substantiate charges of subversion on the part of nationalists in court. The article traces the limits of the state’s “lawfare” and the means by which detainees and nationalists developed new understandings of citizenship as aspirational imaginary, legal condition and practical tool, through the written word.  相似文献

Abstract

Vladimir Putin’s long period in power has so far raised scant discussion about the political concepts that underpin real state and societal unity, and especially about the domestic political implications of these concepts. Despite this, key concepts of his political regime, such as ‘sovereignty’ and ‘sovereign democracy’, have frequently been used in Russian political discourse. This essay examines the way the current Russian administration has used concepts that stress strong societal unity, and the creation of a stable state and societal unity to support the development of real functioning dynamics in the society. It charts the shift from ‘sovereign democracy’ to ‘sovereignty’ around 2011–2012 as a key discursive concept in moving towards a more isolationist international stand and consolidating Putin’s power by emphasising Russia’s unique political tradition, which requires a strong leader as the basis of national unity and to ensure Russian sovereignty.  相似文献
