Reading Katrina: Race,Space and an Unnatural Disaster1

Beneath the fleeting commotion of natural disaster, the events of Hurricane Katrina in August 2005 revealed deep-rooted dynamics of racial and class inequalities. National media frenzy in the wake of the storm on the Gulf Coast reported on the plight of black poor populations, especially in New Orleans, as those worst impacted and also most neglected. The first part of this article elaborates on the contested concepts of “race” and “racism” in a contemporary context, in which popular visual and narrative representations inform contemporary racial discourses and the perpetuation, in turn, of a dominant neoconservative hegemony. A discursive reading, in part two, of emergent political and media narratives around Katrina reveals the processes and tropes operating to (re)construct “race” in dominant American culture. In this deconstructive analysis, the devastated urban space of New Orleans emerges as a physical as well as highly symbolic regime of knowledge in relation to which dehistoricized racial constructions are propagated and naturalized. Finally, hegemony is reconceptualized as an inherently contingent contemporary power. Discursive processes of racial domination reinforced by popular representations of Hurricane Katrina have been effectively subverted by activist movements in New Orleans which mobilize alternative, experiential and spatial narratives; signifying a grassroots politicization to counter the naturalized racial tropes of neoconservative discourse and intervene with more democratic processes in the ongoing reconstruction of the devastated city.     

Political rationality reconsidered: Notes on an integrated evaluative scheme for policy choices

This essay deals with the concept and problem of political rationality. Following the ancient conception that the absence or presence of rationality manifests itself in choice situations, we try to explore at first the specific characteristics of political choice, then turn to a discussion of the criteria for rationality, considering process, goal contents and structure criteria, point to the restrictions for rationality analytically inherent in any choice structure, and try in the end to make clear the difference between these analytical (i.e. principally unremovable) restrictions and the (principally removable) confining conditions (Kirchheimer) for rational political choices provided by the circumstances of present-day politics.

学术不端行为屡禁不止,已经成为一个困扰学术界的难题。学术期刊论文的剽窃抄袭、一稿多投、重复发表、虚假署名等学术不端现象的产生,主要原因在于作者,但学术期刊编辑的责任心及管理漏洞也是重要因素。学术期刊作为科研成果的发布平台,理应承担起把关者的角色,通过深化编辑队伍建设、采用技术手段、规范期刊管理制度、加强公众监督与评价等有效措施,构建科学的学术不端防范机制。     

Improving Intelligence Studies as an Academic Discipline

As the field of intelligence studies develops as an academic complement to the practice of national security intelligence, it is providing a base of knowledge for intelligence practitioners to interpret their past, understand their present, and forecast their future. It also provides the basis for broader understanding of intelligence as a function of government for other government and security officials, academicians, and the general public. In recent years there has been significant growth in the numbers and kinds of intelligence-related educational and training opportunities, with the knowledge taught in these courses and programs derived from the body of intelligence studies scholarship. The question posed here is: to what extent is this body of knowledge sufficient as a basis for the development of intelligence studies as an academic discipline?
