The Emergence Of Multi-Inspectorate Inspections: 'Going It Alone Is Not An Option'

Drawing on data from HM Inspectorate of Prisons, HM Inspectorate of Probation, the Office for Standards in Education and the Social Services Inspectorate, this paper develops a typology of inspection, classified according to the focus of inspection. Five basic inspection types emerge, namely single institutional, multi-service, the-matic, survey and monitoring review. The typology is further categorized by a range of characteristics, resulting in a series of variants. The paper then focuses on the particular characteristic of the multi-inspectorate approach to inspection, because this is seen to offer a significant development in inspection practice that is set to expand and develop in the future. By examining operational examples of this approach it becomes clear that inspectorates are affecting the working practices of one another as they use the multi-inspectorate approach as an exercise in bench-marking.     

All Paths Lead to Rain: Explaining why Watershed Development in India Does Not Alleviate the Experience of Water Scarcity

Abstract

Watershed development (WSD) projects in India are key to meeting a range of human development goals in rain-fed agrarian landscapes. However, outcomes are often observed to be partial and short-lived. We offer a novel perspective on the reasons. Our analysis shows that the dominant ‘water narratives’ of WSD policy and practice and the lived experience of local people contribute to a naturalisation of water scarcity, resulting in widespread views that WSD is primarily a means for increasing irrigation water supply. We show how this over-simplifies the complex problem of agricultural water use and perversely contributes to a continuing experience of water scarcity rather than its resolution.     

“The Rain Grows Plants,the Thunder Does Not”: Refugee Mothers’ Narratives on Child Abuse and Neglect

Abstract

Child abuse and neglect are regarded as a public health problem in the United States and around the world. While refugee families experience extreme parenting stress as they resettle, little attention is placed upon how refugee women themselves view child abuse and neglect. The primary objective of this qualitative exploratory research project was to document, through interviews, the compelling narratives of 17 refugee women regarding child abuse and neglect. We discuss the unique struggles faced by refugee families while parenting their children as they resettle in the United States. Recommendations are provided for professionals working with children and refugee families.     

未成年人违法犯罪急剧上升的原因分析——以山东省为例的研究

自进入20世纪90年代中期以来，山东省未成年人违法犯罪问题日益突出，呈现大幅度上升趋势。为切实掌握未成年人违法犯罪的基本情况，笔者通过调查山东省公安厅、省人民检察院、省高级人民法院、省未成年犯管教所、女子监狱、少教所等有关机关和单位，并在未成年犯管教所组织了对在押1600余名未成年犯的大型问卷调查活动，对2001年以来未成年人违法犯罪情况及其原因进行了专门调查，现将有关调研结果情况汇总如下：     

亚文化视角中高职学生违法犯罪成因探析

从亚文化理论看，高职学生违法犯罪行为的产生主要是由于高职学生的地位挫折和社会结构转型时期不良亚文化造成的。高职院校只有通过积极探索高职教自教学改革措施，坚持以人为本，因材施教，关爱贫困生和双差生，大力营造良好的文化环境，才能预防高职学生违法犯罪行为的发生。
