The article discusses recent attempts in rational choice theory to take account of the opportunity aspect of freedom, i.e., the value of alternatives, in measuring freedom. It is argued that each of these approaches (in terms of fixed preferences, of possible future preferences and of the preferences of reasonable persons) fails to solve important conceptual problems. Furthermore, we argue that differences between measures of opportunity freedom reflect different moral standards for the quality of alternatives, not different conceptions of freedom as such. Hence, we propose to separate discussions about the meaning of the concept of freedom from the issue of determining the value of opportunity sets.  相似文献

Using data from the Consumer Expenditure Survey and the March Current Population Survey, we provide poverty estimates for 1967 to 2012 based on a historical supplemental poverty measure (SPM). During this period, poverty, as officially measured, has stagnated. However, the official poverty measure (OPM) does not account for the effect of near‐cash transfers on the financial resources available to families, an important omission since such transfers have become an increasingly important part of government antipoverty policy. Applying the historical SPM, which does count such transfers, we find that trends in poverty have been more favorable than the OPM suggests and that government policies have played an important and growing role in reducing poverty—a role that is not evident when the OPM is used to assess poverty. We also find that government programs have played a particularly important role in alleviating child poverty and deep poverty, especially during economic downturns.  相似文献

进入新世纪以来,我国扶贫开发需要面对的新挑战是:农村贫困人口与其他人群的收入差距继续扩大,相对贫困问题日益严峻;农村贫困人口的发展成本迅速增加,发展贫困问题日益突出等;为应对这些挑战,2008年底国家上调了贫困标准。农村贫困标准的上调要求扶贫开发思路实现重大转变:从扶贫出发点看,不仅要保障贫困人口的生存问题,更重要的是赋予他们公平的发展机会;从扶贫任务看,首要任务已从解决绝对贫困人口的温饱问题转向实现脱贫致富等。贫困标准上调后,扶贫开发应采取的措施是:准确识别扶贫对象,做到应扶尽扶、科学分类;拓宽扶贫资金投入渠道,构建多元化的扶贫格局等。  相似文献

Abstract

This paper considers China's state capacity and changing governance as revealed through its policies to tackle unemployment. Despite high levels of growth, economic restructuring has resulted in rising unemployment over the last decade. The Chinese state has been able to manage job losses from state enterprises, demonstrating some state capacity in relation to this sector and some persistent command economy governance mechanisms. However both design and implementation of policies to compensate and assist particular groups among the unemployed have been shaped by weak state capacity in several other areas. First, capacity to gather accurate employment data is limited, meaning local and central governments do not have a good understanding of the extent and nature of unemployment. Second, the sustainability of supposedly mandatory unemployment insurance schemes is threatened by poor capacity to enforce participation. Third, poor central state capacity to ensure local governments implement policies effectively leads to poor unemployment insurance fund capacity, resulting in provision for only a narrow segment of the unemployed and low quality employment services. Although the adoption of unemployment insurance (and its extension to employers and employees in the private sector), the introduction of a Labour Contract Law in 2007, and the delivery of employment services by private businesses indicate a shift towards the use of new governance mechanisms based on entitlement, contract and private sector delivery of public-sector goods, that shift is undermined by poor state capacity in relation to some of these new mechanisms.  相似文献

Water policy and management decisions are increasingly challenged by uncertainties associated with climate change, changing demographics, and social values. This article discusses how research by water governance scholars supports and complements Rob M. Skinner's arguments about the complexities of water planning and policy making and the importance of stakeholder engagement. Specifically, it focuses on how this decision‐making context shapes the ways in which evidence is used and understood in water governance. This essay questions Callahan’s criticism of people’s aspiration to extend their life. It argues that ideas about life are subject to historical variations and the question at issue is whether society can give meaning to aging. It also questions the claim that the radical extension of human life will jeopardize the welfare of future generations. It suggests that the application of the precautionary principle to the question of aging avoid facing up to question how society should value the old.

This paper examines two questions basic to welfare policy: (1) whether the amount of poverty-related transfers is sufficient to fill the poverty gap, and (2) which families actually get benefits and how much of their income deficit is filled by those benefits. Transfers are sufficient: the post-Social Security poverty gap is $74 billion while poverty-related programs total $198 billion. Further, 86% of current income-conditioned benefits go to the pretransfer poor and 89% of those are used to alleviate poverty (fill the poverty gap). Thus, if a substantial fraction of total Federal and State expenditures on poverty-related programs could be targeted more toward the poor, the poverty gap can be eliminated. The current programs, however, would have to be changed substantially to achieve the necessary retargeting.  相似文献

The aim of this paper is to attempt to determine the role of museums in combating social exclusion through facilitating active citizenship. It does this by presenting the results of an analysis that used a modified form of a model of citizenship created by Makela as a framework to explore the data generated by an empirical study. By focusing upon respondents in an holistic way, so understanding their experiences of museum based exhibitions and community development projects within the contexts of their lives, the study concludes that museums were able to overcome many of the barriers to active citizenship that were identified. However, it was also evident that they themselves were creating barriers as some were physically or intellectually inaccessible to a number of study participants. The most significant contribution of museums in developing active citizens was to provide a context for constructing a sense of identity and so develop greater self-confidence. The paper concludes that if the potential that museums have fostered is to be released government agencies need to work together.  相似文献
