Abstract This essay examines a resurgent interest in “regionness” as a response to globalization, and it looks at how governments and citizens have participated in the discourse on forging a new Asia-Pacific community that has developed over the past fifteen years. Part one distinguishes between “regionalization” and “regionalism” as competing visions for the construction of a future Asia-Pacific community. Regionalization, the dominant paradigm during the postcolonial period, centers on interstate forums dominated by officially recognized political and economic elites who seek interstate cooperation in order to protect state interests, state power, and national identity from foreign as well as domestic challenges. Regionalism, as an alternative paradigm, envisions the creation of transnational networks inclusive of nonofficial actors, whose identification with a particular state and set of national interests does not preclude the creation of a regional identity (or identities) and support for regional interests. Part two considers the challenges that regionalism poses for the nation-state and its leadership. It does so by highlighting the pressure for reform that globalization has brought to bear upon one particular institution that theorists of nationalism have long identified as central to the perpetuation of national identity, national unity, and state authority: schooling. Part three assesses the current prospects for such reforms by briefly examining recent educational developments in Japan, Australia, Malaysia, and Singapore. 相似文献

After almost half a century of an unchanged distribution of seats among political parties in the federal government (Federal Council), the Swiss executive has experienced a new change in 2003. This change follows up on other changes in the past which occurred at irregular intervals. The question we wish to address in this paper is how these changes related to the electoral fortunes of the political parties. We find that electoral success does not translate directly into seat gains in the executive. A lag of up to two elections provides the best predictor. Thus, the rapid concession of a second seat to the SVP in 2003 is an outlier compared to the previous changes in the partisan composition of the Swiss government. 相似文献

A UK-based political scientist presents a systematic analysis of the basic philosophical arguments and intellectual origins of fundamental conservative thought in Russia. Positing that fundamental conservatism seeks to displace interpretations of Western modernity in Russia with a culturally specific Russian version, she then probes more deeply into the methods and tasks of fundamental conservatism, before examining its main theoretical arguments. The fact that such thinking is increasingly prominent in Russia, including within political circles, is noted as a basis for the need to better understand it as a search for new forms of rationality and new forms of citizenship rooted in the Russian sociohistoric context. 相似文献

Abstract Rather than viewing the recent violence in the Thai South largely as a product of long-standing historical and socioeconomic grievances, this article argues that the government of Prime Minister Thaksin Shinawatra has played a crucial role in provoking conflict in the region. Early in his premiership, Thaksin decided that the South was controlled by forces of “network monarchy” loyal to the palace and to former prime minister Prem Tinsulanond. Thaksin sought to reorganize political and security arrangements in the deep South in order to gain personal control of the area, but in the process he upset a carefully negotiated social contract that had ensured relative peace for two decades. As the violence increased, royal displeasure — articulated mainly by members of the Privy Council — forced Thaksin to make certain concessions, notably the creation of a National Reconciliation Commission to propose solutions for the growing crisis. Network monarchy had struck back, albeit from a position of weakness. This analysis seeks to demonstrate that the southern violence is actually inextricable from wider developments in Thailand's national politics. 相似文献

In the last 20 years, two broadly defined theories have sought to explain the relationship between economic inequality and redistribution. The well‐known hypothesis set forth by Meltzer and Richard (1981) states that larger income differences between the median voter and the average income earner should increase redistributive pressures in democratic regimes. Power Resource Theory (PRT), by contrast, argues that income inequality breeds power inequality and should dampen redistribution. Critical to both theories is the translation of redistributive interest into policy signals. This article considers protests as signals that increase the salience of inequality among voters. Results provide evidence that protests facilitate more progressive cash transfers in highly unequal environments but have modest effects in more egalitarian ones. 相似文献
