Contemporary developments throughout the world have been marked by post-truth politics. Epitomized by a disregard for truth coupled with a reliance on emotive arguments, the term ‘post-truth politics’ has not yet been adequately reflected upon by political or social theory. This article uses Turkey’s 15 July (2016) abortive coup as an entry point to address this gap and argues that the post-truth has altered both the grammar and vocabulary of politics. The term denotes the contemporary shift from a ‘regime of truth’ to a ‘regime of common sense’, which also operates as the discursive ground of new populisms. While treating three contending narratives of 15 July – ‘kamikaze coup’, ‘staged coup’ and ‘controlled coup’ – this article focuses on the post-truth elements in the government’s narrative performance that obstructed the pursuit of truth and set the conditions for a particular interpretation of the events of 15 July.  相似文献

In May 2015, 19 million Italians were called to renew the legislative assemblies and presidencies of seven regions, thus concluding an electoral cycle begun in February 2013 that involved all the 15 ordinary statute regions. Beyond their immediate relevance – of the 15 incumbent presidents only three were confirmed in office – these elections represented a turning point for regional party systems, paralleling the earthquake of the 2013 general elections. The ‘fragmented bipolarism’ characterising elections in Italy at the two levels since the mid-1990s, has been replaced by a multipolar competition, as a consequence of the consolidating presence of the Movimento 5 Stelle and the internal divisions of the centre-right coalition. At the same time, fragmentation of regional councils has remained high. The evolution of regional party systems and patterns of competition are analysed in this paper, taking into account the electoral offer, turnout and results in the majoritarian and proportional arenas of the 15 ordinary statute regions.  相似文献

The article analyses the results of the Italian municipal elections held in May 2013. It focuses on their three most striking features: the clear victory of the centre-left coalition, the marked drop in voter turnout and the shrinkage of the Five Stars Movement (M5S). The article analyses the causes of the M5S' loss of votes and interprets this new party with reference to European (disaffection towards political institutions and the ‘counter-democracy’ phenomenon as explained by Rosanvallon) and Italian (the crumbling of the party system) variables.  相似文献

With a very high unemployment rate but at the first stage of a timid economic recovery, Spain held regional and local elections in May 2015. The election results showed the fall of traditional parties and the emergence of new forces and citizens’ platforms, which increased the fragmentation of the party system. The PP (Partido Popular – Popular Party) continued to be the most voted-for party but post-election agreements brought the left to power in eight of the 14 regions that held elections, ending four years of conservative general dominance. After commenting on the context, the campaign and the results of the elections, this article explores the main characteristics of the new party competition and examines the profile of those voting for new political alternatives.  相似文献

The year 2011 is a Superwahljahr in Germany, with five states (Hamburg, Saxony-Anhalt, Baden-Württemberg, Rhineland-Palatinate and Bremen) holding Land-level elections in the spring and two more (Berlin and Mecklenburg-Western Pomerania) following in the autumn. The debate on the ‘second-order’ nature of Land elections – whether they are to be understood by their own regionally specific dynamics or whether they primarily serve as a proxy for national electoral trends – provides the frame for this election report and its discussion of campaigns, election results and coalition outcomes. These elections could perhaps best be described as ‘one-and-a-half-order’ elections: in some of these elections there was evidence of national electoral trends and national political issues, and voters undoubtedly rendered something of a judgement on the federal coalition government. Nevertheless, election and coalition outcomes probably had more to do with the specific political conditions prevailing in each of these states than with any overarching national dynamic.  相似文献

Abstract

Following the AKP’s victory in the 2002 general elections, ‘conservative democracy’ has emerged as a trademark in Turkish politics, focusing on cosmopolitanism and European integration. In the late 2000s, the party’s favourite notion was ‘advanced democracy’, this time underlining Turkey’s leadership claim in the region and displaying a more critical approach to ‘Europe’. In this paper, I aim to show how different narratives on ‘Europe’ emerged within the context of these empty signifiers. The paper claims that the difference in the two narratives on ‘Europe’ in two different periods does not point to a complete and fully fledged de-Europeanisation trend.  相似文献

This study investigates whether individuals’ attitudes towards democracy and secular politics have any influence on voting behaviour in Egypt. Based on data from survey conducted immediately after the Egyptian parliamentary elections in January 2012, this study finds that Egyptians’ attitudes towards democratic governance were quite negative around the parliamentary elections, yet Egyptians still endorsed democracy as the ideal political system for their country. However, empirical findings suggest that support for democracy has a limited impact on electoral results. On the other hand, the main division in Egyptian society around the first free and fair parliamentary elections was the religious–secular cleavage. As people support secular politics more, they become significantly less likely to vote for Islamist parties. These results illustrate that preferences in regard to the type of the democracy – either a liberal and secular or a religious democracy – were the main determinant of the historic 2012 elections in Egypt.  相似文献

Ghana’s political landscape changed dramatically in 2017, with the election of Nana Addo Dankwa Akufo Addo as president. Ghana’s political transition in 2017 raises new insights into presidential recruitment and politics in Ghana. The purpose of this article is to examine the 2016 elections within the spectrum of the politics of Ghana’s presidential recruitment. This article discusses the hurdles that were surmounted by the opposition New Patriotic Party party, in unseating the incumbent National Democratic Congress (NDC) party. The author coins the term ‘the John Syndrome’ to highlight the mythology held by some commentators that Akufo Addo could not be elected president, because his name is not ‘John’. Discussions about intra-party squabbles that resulted in the loss of NDC’s incumbency are provided. The article concludes that Akufo Addo’s presidency symbolises a de-mythologisation of ‘the John Syndrome’. The perception that Akufo Addo saved the nation in 2012 was his major weapon in piercing John Mahama’s incumbency. The demise of the NDC is likely to create an intra-party shift in favour of the party’s founder.  相似文献

The article explores the impact of agribusiness on the politics of legislative elections in Brazil. The central argument is that social contexts dominated by agribusiness tend to amplify the number of right-wing micro-parties, due firstly to the economic interests prevalent in such regions and secondly given the ‘catch all’ nature of Brazil's traditional right and centre-right political parties. By showing how agribusiness favours the proliferation of small parties, we may also reveal one of the main reasons behind the ‘hyperfragmentation’ of Brazil's party system.  相似文献

ABSTRACT

Focusing on Italy in the years of the ‘migration crisis’ between 2013 and 2017, this article explores how migration, crime groups and the domestic politics of migration control became entangled in times of crisis. Departing from previous theoretical discussions, it builds a framework that combines crime groups’ actions with domestic political processes in host countries and explores how the crime-migration nexus shaped – and was shaped by – Italian migration policymaking. The article contends that in the context of crisis the nexus took on new forms and that Italian migration politics and policies served to foster rather than counter the phenomenon, in a continuous interplay between criminal practices and policy choices.  相似文献

A key part of what sustains electoral authoritarianism over the long term is genuine popular support. Dominant parties, particularly in a developmental context (the primary setting for such regimes), and especially where elections are more than minimally meaningful, curry performance legitimacy and loyalty not just through skewed rules and coercion, but through material incentives: “money politics.” If challengers can find a way to de-emphasize support based on material inducements, they stand a chance of securing gains via elections, rather than relying on economic downturns to shrink patronage coffers. Drawing on extensive original ethnographic and survey data from electoral-authoritarian Malaysia, I explore campaign finance and distributions on both sides in the latest, most regime-threatening general election, which was held on May 5, 2013. Evidence suggests that it was by disentangling clientelist networks from the patronage they so often serve to disseminate, allowing a focus on more programmatic than particularistic appeals, that the opposition Pakatan Rakyat alliance so nearly bested the long-dominant Barisan Nasional regime. Persona – being known and seen among the electorate – still matters as much as before, but relies less consistently than in the past on targeted patronage as a premise for loyalty.  相似文献

Abstract

With the dust settled after Singapore’s 2015 parliamentary elections, the only aspect pundits and Singaporean politics watchers could agree on was that the People’s Action Party’s comeback from its performance at the 2011 elections, although not of Lazarus proportions, was most certainly unexpected. While the result of the 2015 elections has gone through several post-election analytical mills, what has been oddly absent in such analyses is a discussion of gender in Singaporean politics. This article considers the relationship between gender and Singaporean politics through the experience of the 2015 election and its results. It shows that while Singapore has moved some way towards assuaging the demands of liberal feminists for greater representation in the political sphere, much more has to be done in order for gender equality to be achieved. The article argues for the Group Representation Constituency method of electing parliamentarians to be adapted to ensure a greater number of female parliamentarians while a quota system may be required for cabinet to be truly representative of the female demographic of Singapore.  相似文献

Following four elections in three years, on 16 April 2017 Turkish voters once again went to the polls - this time under the emergency law established after the failed coup attempt of July 2016 - to vote on constitutional amendments aimed at replacing the existing parliamentary system with an executive presidency. This article reviews the content of the proposed constitutional amendments, analyses the campaign including the strategies employed by the main political actors in the ‘Yes’ and ‘No’ camps and the resource advantages enjoyed by the ruling party, assesses the electoral performance of both sides through a summary of results from provincial areas and geographical regions, and considers how Turkish politics are likely to take shape under the new system.  相似文献

This article is an examination of the ‘Kurdish Students’ Hope Society’ – a youth-led Kurdish organization founded in the Ottoman imperial capital, Istanbul, in 1912. The article contends that the foundation of this organization should not be seen simply as a reaction to the gradual ethnic polarization and ‘Turkification’ of Ottoman politics that occurred in the aftermath of the 1908 ‘Young Turk Revolution’. It also needs to be understood in the context of dynamics emanating from within Kurdish society. Specifically, to the backdrop of an increasingly fragmented Kurdish elite, the Kurdish youth were setting out their own path towards national salvation which was neither conformist nor separatist. Constitutional change in Sri Lanka has been a vexed issue and one mired in party politics for many years now. Particularly intractable difficulties have surfaced over whether the country should jettison the semi-presidential form of government, introduced in 1978, in favour of a Westminster model under which the prime minister would enjoy greater powers. The recent presidential and parliamentary elections, which saw a decisive shift in the popular mood, have brought the debate over constitutional reform into sharp focus and have already led to a number of important initiatives by the new government headed by President Maithripala Sirisena. This article assesses the implications of those initiatives and examines the key challenges that remain to be addressed. It argues that the ‘constitutional moment’ created by the combined outcome of the two recent elections has the potential for further, far-reaching reform.  相似文献

The common conception of Russian politics as an elite game of rent-seeking and autocratic management masks a great deal of ‘mundane’ policymaking, and few areas of social and economic activity have escaped at least some degree of reform in recent years. This article takes a closer look at four such reform attempts – involving higher education, welfare, housing and regional policy – in an effort to discern broad patterns governing how and when the state succeeds or fails. The evidence suggests that both masses and mid-level elites actively defend informality – usually interpreted in the literature as an agent-led response to deinstitutionalization and the breakdown of structure – creating a strong brake on state power. More than a quarter century into the post-Soviet period, this pattern of “aggressive immobility” – the purposeful and concerted defense by citizens of a weakly institutionalized state – has in fact become an entrenched, structural element in Russian politics.  相似文献

This contribution to the SPSR debate about technology and security in Switzerland looks at how and by whom cyber‐security is constructed in Swiss security politics. Using three securitization logics as developed by reflexive Security Studies – hyper‐securitization, everyday security practices, and technification – it illustrates how Swiss actors have sorted out roles and responsibilities over the years. The article suggests that all three logics are present in the political process, but that ‘technification’ – a way to construct the issue as reliant upon technical knowledge and the supposition that this serves a political and normatively neutral agenda – is currently the dominant one. For democratic politics, technification is a big challenge. Assigning an issue to the technical realm has a depoliticizing influence and makes contestation from those with less technical expertise very hard.  相似文献

This article analyses the Portuguese presidential elections of January 2016, setting these within the backdrop of recent semi-presidential practice in Portugal. The election took place in the context of an apparent hollowing of the presidency, a pattern that potentially reflects the bailout that marked most of the second term of the outgoing president, Cavaco Silva. This pattern also helps explain the second-order nature of this presidential election. Despite potentially being an ‘open’ election – in that the incumbent had reached term limits – the election was characterised by low citizen mobilisation, low partisan involvement and low competitiveness. The initial two months of the newly elected president, Marcelo Rebelo de Sousa, suggests he is seeking to invert this hollowing pattern by mobilising popular support behind the presidency.  相似文献

Across Africa, governments are either peacefully and legitimately ousted, or forced to share power, through the ballot box. In Malawi, the emergence of many political parties since the advent of a multiparty dispensation in 1993 signalled the flourishing of pluralism and opposition politics. However, in the May 2009 elections, the Malawi Congress Party and the United Democratic Front, which constituted the opposition, were largely rejected by the electorate in favour of President Bingu Mutharika's Democratic Progressive Party (DPP), credited for his sound economic policies emulated internationally. The reduced presence in parliament of parties outside of the Democratic Progressive Party coalition is troubling. This development has stimulated debate on the opposition's role and ability to defend democratic governance, and the challenges facing it. On the other hand, the DPP's landslide victory has to some degree demonstrated that it is possible to ‘de-regionalise’ and ‘de-ethinicise’ the configuration and alignment of political interests and forces, confirming for other African countries that the analysis of African politics need not be oversimplified into ethnic and cultural terms as is often the case. This paper contends that democratic governance is promoted by a credible opposition that effectively acts as an alternative government. Therefore, there is need for addressing the major factors that militate against its operations to enable it play its rightful role in Malawi's emerging democracy.  相似文献
