PRIVATISM AND PARTNERSHIP IN URBAN REGENERATION   总被引:1,自引:0,他引:1  
In 1988, inner city policy took on a distinctly new style. The publication that year of the government brochure Action for Cities heralded the introduction of the 'enterprise culture' as the new instrument for the economic regeneration of the inner cities, the re-moralization into self-reliance of their inhabitants, and the defeat of welfare dependency. Simultaneously, the job of regeneration would be placed more firmly in the hands of Urban Development Corporations that would do the job that inefficient and ineffective local government had so signally failed to achieve. The dynamism of privatism would be harnessed by means of public subsidy to attract (or lever) private investment into the inner cities. The rationale or privatism as a means of abolishing urban deprivation however, rests on untested logic. At its simplest, new jobs would be created by inward investment, unemployment would fall, and there would be 'trickle-down' effects to those not in the labour force. There are other and more fundamental assumptions however, the contestable nature of which throws doubt on the possibility of the privatism strategy ever working. Principal among these are that there are discrete and insulated 'inner city economies' that can be regenerated; that it is even now possible to reverse history in the inner cities, and that to be of benefit to inner city residents, investment must be in the her cities themselves.  相似文献

We review the history of gaming and its taxation in the U.S., particularly in regard to the idea of “sin taxes” which were often presented as policy instruments intended to control problem gamblers. The review suggests that raising taxes neither encourages moderation nor replaces negative external costs. We follow the review with a socioeconomic impact analysis of a proposed four percent Federal Gaming Tax by simulating its impact on Clark County, Nevada for the period 1995-2004 using a large scale econometric multi-regional model. Clark County is of interest because it is where Las Vegas is located. The analysis reveals that the proposed tax would lead to a measurable decline in Clark County's jobs, population, disposable income, and total industrial during the forecast period. By 2004, total industrial output would be 1.3 percent lower under the proposed tax and Clark County would experience a loss of $1.39 in real disposable income for every gaming tax dollar collected by Federal Government. These reductions, coupled particularly with the loss of thousands of jobs in Las Vegas area hotels/casinos predicted by the analysis suggest that increased demands on social services in Clark County would result. These findings, together with the lack of evidence that raising taxes would promote moderation or reduce external negative costs, lead us to argue that excise taxes represent an unattractive option.  相似文献

Since Russia defaulted on her sovereign domestic debt in the aftermath of the August 1998 crisis, questions were raised as to whether she would do the same for her huge external liabilities. Creditors worry about the possibility that Moscow will try to confront them either with a unilateral moratorium or will try to achieve an “infinite” debt restructuring. The latter would eventually mean the same since the original claims would not be serviced, but kept on the books whereas written off claims get erased. Given the economic resources of that country such a solution cannot be recommended despite some voices that Russia needs even more aid. To relieve the debt service burden the West should, however, agree to reschedule the payments.  相似文献

In law freedom from torture and ill-treatment is “absolute,” meaning that a state cannot infringe the right for purposes that would seem legitimate such as the protection of national security. However, with the growth in international terrorism, particularly suicide violence, should the freedom remain without limitation? This article considers legitimizing torture by reference to the “positive” legal obligation the right imposes on states to prevent harm to individuals by third parties such as terrorists. Assuming such a legal argument could be made out, it is questioned whether adopting such measures of interrogation would in fact outweigh the negative consequences that would inevitably follow from reversing accepted international standards for the protection of, say, detainees from ill-treatment in state custody.  相似文献

Much of conventional economic development ends up as a transfer of wealth from the public sector to successful firms. Instead, local governments would be better off working to support the efforts of community-based development organizations to expand the economic pie for those most in need. Suggestions are made of ways to bring about equity development programs that would help those most in need rather than merely subsidizing established businesses.  相似文献

In 2013, Ali A Mazrui gave a lecture in Muscat (Oman) about Barack Obama, the 44th president of the USA, in which he suggested that Obama was a great man but not yet a great president. Mazrui said we would have to wait and see if Obama would become a great president. I think Mazrui was right. But we would not have to wait any longer to say: ‘Ali A Mazrui: a great man, a great scholar’. On 12 October 2014, Ali Mazrui passed away at the age of 81. This paper aims to provide a coherent analysis of the economic impact accession to the Eurasian Economic Union has had on the economies of current member states and what affect membership would have on the economy of Azerbaijan. By applying a Linear Regression Model we find that membership to this regional bloc has yielded minimal financial benefits for the existing members. However, for most states, accession has increased the trade deficit with Russia and that a membership would likely produce a similar negative outcome for Azerbaijan in addition to undermining national economic and energy policy making.  相似文献

The “sociological imagination” that connects personal troubles to public issues is an idea that was in the air when C. Wright Mills gave it a name and advanced it in a way to make it part of the intellectual armament of the New Left. Later, journalistic practice would turn it into a cliché while sociology would assume prematurely that it was a weapon for the left rather than a tool that could be used from and for different political positions. This essay is a set of second thoughts about the meaning of the “sociological imagination” since Mills.  相似文献

This article examines whether the UK Freedom of Information Act 2000 has changed Whitehall. Based on a two‐year, ESRC‐funded study, it evaluates the impact of FOI on five characteristics of the Whitehall model: the culture of secrecy, ministerial accountability to Parliament, civil service neutrality, the Cabinet system, and effective government. Proponents of FOI hoped that government would be less secretive, more accountable and more effective; critics feared that civil servants would lose their anonymity, and collective Cabinet responsibility would be undermined. Drawing on interviews, media analysis, case law and official documents, the article finds that the impact of FOI is modest at most. It is not powerful enough to do much good or much ill, and the feared ‘chilling effect' on candour and record‐keeping has not materialized. Leaks do more damage than FOI disclosures. But ministers remain apprehensive about the effect of FOI on Cabinet records and discussions.  相似文献

Abstract

Why did Japan decide to admit more than 11,000 refugees from Vietnam, Laos, and Cambodia between 1975 and 2005? The conventional explanation is that Japan admitted these refugees because of pressure from foreign countries, and particularly from the United States. In this article, I argue that, in addition to foreign pressure, there was another factor that was important in causing Japan to admit these refugee populations. Japanese leaders agreed to admit Indochinese refugees because they came to believe that this would not set a precedent that would make Japan into a major destination for refugee resettlement.  相似文献

In 1987, the new governor of Pennsylvania introduced a plan designed to protect “old” jobs while encouraging public and private investment in targeted “growth” industries. Recognizing that “targeting growth opportunities” was, at best, an uncertain enterprise, the Department of Labor and Industry suggested a program be implemented that would monitor these “key” sectors. To be cost-effective, this evaluation effort would need to be sufficiently timely and sensitive to allow for mid-course corrections. For countries assessing whether to implement a cash transfer programme, an ex-ante evaluation is vital to assess its potential impacts. This study simulates the impact of alternative cash transfer programmes on school attendance and poverty among Sri Lankan children. We find that cash transfer programmes targeting poor children would be the most cost-effective way to reduce child poverty and encourage school attendance. If means-testing is not feasible, then programmes targeting the children in households with at least three school-age children would provide a suitable second-best solution. Our findings suggest that even a limited programme budget can provide significant impacts.  相似文献

This article engages with critical ipe scholars who have examined the rise of China and its impact on the neoliberal world order by analysing whether China poses a challenge to the neoliberal norm of free movement of capital. We argue that China's capital control regime is marked by a contradiction between its domestic social relations of production and its global geo-economic ambitions. On one hand, the key raison d'être of China's capital controls is to protect and consolidate an investment-led accumulation regime that redistributes income and wealth from Chinese workers to its state-owned enterprise sector. Dismantling these controls would result in changing social relations of production that would not necessarily benefit Chinese industrial and financial capital. On the other hand, China's accumulation regime has found itself increasingly constrained by the dynamics of US monetary hegemony, making the contestation of US structural monetary power a key global geo-economic ambition of China's ruling elites. In this regard, China would have to challenge the dominance of the US dollar by promoting the international role of the renminbi and developing liquid financial markets. Since it would have to abolish its capital controls in order to achieve this, there is a plain contradiction between its domestic and global objectives. A good understanding of this contradiction is necessary in order to be able to assess whether China will be capable of challenging the neoliberal world order in general and the norm of free movement of capital in particular.  相似文献

A possible outcome of the next general election is that no party will have a majority in the House of Commons, a situation experienced only briefly in recent central government. In local government, by contrast, more than half the county councils in England and Wales and many district councils have no overall political majority. Some have been so for many years. This paper examines the style of decision-making in one such local authority, Cheshire County Council, in terms of the roles of politicians and officials and the relationship between them. Recognizing the constitutional differences between central and local government, it goes on to discuss how much of this experience would be relevant to central government in the event of no overall parliamentary majority. The paper argues that many of the working practices developed in local authorities would be valid in a central government context, though they would not necessarily take the same form. To avoid value judgments, the absence of overall majority, whether in a local authority or in parliament, is referred to simply as 'no-majority'.  相似文献

The military regime that came to power in 1973 made no attempt to hide its intentions to drastically restructure the state. Because of Chile’s historical economic dependence on its copper industry, which had been nationalized at high political and economic cost, many feared that the nationalization process would be reverted and that the gains won against dependency would be lost. The article examines why the efforts to privatize the Chilean National Copper Corporation (CODELCO) were not successful. This failure must be attributed to the country’s long experience with external economic dependence, which produced a deep-seated national awareness of the drawbacks of foreign control, and to the benefits that the industry brings to powerful groups in the regime, above all the Chilean Army.  相似文献

This article reports results of a survey on consumer perceptions about agroterrorism conducted in October and November of 2004. As part of a more general survey the authors asked respondents who the most likely perpetrator of an agroterrorist attack would be. Of American consumers, 47.52% believed that the most likely attack would come from a state-sponsored terrorist organization or government, 23.47% from a non-state–sponsored terrorist organization, and only 14.46% for domestic terrorism. The article argues that at the time of the survey these perceptions of risk were at odds, in terms of history and the conventional wisdom, which would place higher likelihoods first on domestic terrorism, then foreign non-state–sponsored terrorism, and then foreign state–sponsored terrorism. These results are explored in detail using a combination of cross tabulation and PROBIT analysis and find that a key variable (among others) in risk perception is political affiliation. The article then discusses the role of political communication via the Iraq War and Al Qaeda to explain the results.  相似文献

The purpose of this study was to identify determinants of personal income taxes in Barbados and, using the Engle-Granger two-step procedures with annual data from 1976 to 2008, ascertain how these variables would impact on the dependent variable in the long and short run. The study showed that in the long run, the variables that would impact upon personal income tax receipts were marginal tax rate, real per capita income, and the rate of unemployment, while in the short run, personal income taxes were affected by current real per capita income in addition to lagged values of real per capita income, the marginal tax rate, and the rate of unemployment, respectively.  相似文献

Executive Order 12291 requires that all US federal executive agency regulations should pass a cost-benefit test before promulgation. The Reagan Administration's procedures for implementing the Order are described and the strengths and problems of using cost-benefit analysis to restrain and reform regulation are examined. The article then goes on to examine the feasibility of introducing a similar cost-benefit approach in Britain. It is concluded that, apart from the inherent practical and administrative difficulties of using cost-benefit, its introduction would pose special problems. Radical changes would have to be made in British central administration, in judicial training and attitudes and in regulatory law if cost-benefit testing was to be used in anything other than an ad hoc form.  相似文献

Australia displays high vertical fiscal imbalance (VFI) for historical and constitutional reasons. It also attempts to achieve the highest degree of horizontal fiscal equalization (HFE) to be found in any democratic federation. The Commonwealth Grants Commission (CGC), a non-partisan body at arm's length from politicians, oversees the regime. A recent report claims that equity, efficiency and transparency would all improve if the regime were abolished. Such a change is politically unachievable, but it raises interesting issues in public finance and public administration, which carry over to other federations and union states.
An economically efficient system would: minimize perverse incentives, especially incentives to seek rent; encourage states to grow; discourage suboptimal location decisions; minimize transaction costs. An equitable system would maximize equity between relevantly similar individuals. Aspects of the Australian system that should be copied include the non-partisan agency and the target of HFE between component parts of the country. Aspects that should be discussed and perhaps copied include the very extensive equalization, including the feature of equalizing away the effects of grants for special purposes. Aspects that should probably not be copied include the cumbersome formulae and some of the perverse methods of calculating for 'needs'. This article evaluates the merits of utilizing human resource accounting (HRA) concepts to account for human resource development (HRD) in the public sector. It describes the development of the economic theory of human capital and the increasing recognition of human resources as human assets of public organizations to be managed and accounted for in a manner similar to capital assets. The development of HRA concepts concerning human resource value and cost is discussed. These HRA concepts are applied to HRD and to current and potential uses in external financial reporting and internal managerial accounting in public organizations. This article concludes that the application of HRA concepts to HRD would have significant benefit for the operational and strategic management of human resources in public organizations. Using HRA information in internal managerial decision making would demonstrate the value gained in excess of costs incurred for such activities. The application of HRA concepts in pubic organizations, whether to internal managerial accounting and decision making or to public sector financial reporting, would heighten the priority of HRD activities by recognizing them as asset building rather than as an expense.  相似文献
