Anthony King thought and wrote a great deal about British prime ministers and political leadership more generally. But in contrast to the way in which single papers embodied his contribution to our understanding of ‘government overload’, ‘executive‐legislative relations’ and ‘career politicians’, his contribution to our understanding of the prime ministership was defined by a body of work. This essay explores that body of work and identifies some of the themes that characterised it. It then relates King's work to claims about the ‘presidentialisation’ of the office, as well as the importance of the expectations surrounding contemporary prime ministers. As Britain grapples with the challenge of Brexit, we should all take note of his counsel against expecting too much in the way of ‘strong’ prime ministerial leadership.  相似文献

How and when do presidents influence the government formation process in semi‐presidential systems? Presidents have both a formal role and vested interest in the formation of the cabinet, yet their influence has been overlooked in studies of the duration of government formation. In this article, it is argued that the president's influence over government formation can be explained by his or her perceived legitimacy to act in the bargaining process and their partisanship. In this first case, it is argued that the legitimacy to act derives from a president's constitutional powers and more powerful presidents simplify cabinet bargaining, leading to shorter government formation periods. In the second case, it is proposed that presidents and their parties have overlapping preferences. Therefore, when the president's party holds greater bargaining power in government formation negotiations, the bargaining process is less uncertain and less complex. Thus, government formation processes will be shorter. Using survival models and data from 26 European democracies, both propositions are confirmed by the analysis. The results enhance our understanding of the dynamics of cabinet bargaining processes and contribute to the wider study of semi‐presidentialism and executive‐legislative relations. One broader implication of these results is that the president's party affiliation is an important motivation for them as political actors; this contrasts with some previous studies which conceive of presidents as non‐partisan actors.  相似文献

This article develops the reward‐punishment issue model of voting using a newly collated aggregate measure of issue competence in Britain between 1971 and 1997, revealing systematic differences between governing and opposition parties in the way citizens' evaluations of party competence are related to vote intention. Using monthly Gallup ‘best party to handle the most important problem’ and vote intention data, time series Granger‐causation tests give support to a classic issue reward‐punishment model for incumbents. However, for opposition parties this reward‐punishment model does not hold: macro‐issue competence evaluations are Granger‐caused by changes in vote choice or governing party competence. An explanation is offered based upon the differentiating role of policy performance and informational asymmetries, and the implications are considered for comparative studies of voting, public opinion and for political party competition.  相似文献

It is often argued that foreign and security policy is dominated by the executive, with parliaments wielding marginal influence. However, as legislative‐executive relations in the realm of foreign and security policy have attracted remarkably little scholarly attention, there is a demand for subjecting the alleged executive drift in foreign affairs to careful empirical scrutiny. There is also a need to examine whether and how parliamentary politics in foreign affairs differs from domestic or European matters, both regarding control mechanisms and party competition. The notions of ‘executive dominance’ and ‘politics stopping at the water's edge’ certainly point in the direction of less active control and casting aside public partisan differences in favour of providing domestic support for the government. A case study of the Finnish Eduskunta forces us to reconsider such arguments. This article examines the multiple instruments members of parliament (MPs) have for becoming involved in foreign affairs, from participating in the formulation of the national ‘grand strategy’ document to ministerial hearings in the committees. It also provides strong evidence of the Europeanization of national foreign policies, with matters relating to the foreign policy and external relations of the European Union (EU) in a central role in the Foreign Affairs Committee. Parliamentary culture is consensual, especially in security policy, but there is nonetheless greater room and willingness for party‐political contestation in foreign affairs.  相似文献

International comparisons of new radical right‐wing parties usually focus on differences in electoral fortunes, party organisations and leadership. This article uses a different angle by focusing on public policy impact and the role these parties play in the parliamentary and executive arenas. The research is driven by the hypothesis that under the conditions of stable democracy, holding office produces a net result in a ‘taming effect’ on radical right‐wing actors rather than a sharp ‘right turn’. Evidence f rom four countries (Germany, France, Italy and Austria) shows that parliamentary presence alone does not result in policy effects. When the radical right holds executive office, a ‘right turn’ occurs primarily in cultural policies. Overall, real effects of radical right‐wing politics occur largely as a result of the interaction between the radical right and established actors ‐regardless of the radical right's assuming power.  相似文献

Martin Luther King, Jr is the most recognisable face of the black Civil Rights movement in America in the 1950s and 1960s. His ‘I’ have a Dream’ speech, given in 1963 as part of the march on Washington, has been identified as a key moment in American history, beyond just its importance to the Civil Rights movement. King's lasting place in American history has recently been codified in the declaration of his birthday as a National Holiday by the Reagan Administration in 1986. Unlike other Civil Rights leaders, King gained support from black and white communities for his program of change. In fact, King's major successes in gaining Presidential support for Civil Rights Bills in 1964 and 1965 resulted from his ability to win the support of Northern white liberals for Federal intervention in Southern race relations. Although considerable work has been done on the methods through which King's campaigns sought to tap white support for Civil Rights, scant attention has been given to one of the central vehicles through which King was able to mobilise white support, his language. Despite the publication of two recent studies on King's rhetoric, (Miller 1992; Lischer 1995) scholars have largely ignored King's rhetoric as a source of study. In this paper, I seek to fill some of this gap by analysing the key rhetorical strategies King employs to win support from his predominantly white audience in his speech ‘Remaining Awake Through a Great Revolution’.  相似文献

In many political systems, legislators serve multiple principals who compete for their loyalty in legislative votes. This article explores the political conditions under which legislators choose between their competing principals in multilevel systems, with a focus on how election proximity shapes legislative behaviour across democratic arenas. Empirically, the effect of electoral cycles on national party delegations’ ‘collective disloyalty’ with their political groups in the European Parliament (EP) is analysed. It is argued that election proximity changes the time horizons, political incentives and risk perceptions of both delegations and their principals, ‘punctuating’ cost‐benefit calculations around defection as well as around controlling, sanctioning and accommodating. Under the shadow of elections, national delegations’ collective disloyalty with their transnational groups should, therefore, increase. Using a new dataset with roll‐call votes cast under legislative codecision by delegations between July 1999 and July 2014, the article shows that the proximity of planned national and European elections drives up disloyalty in the EP, particularly by delegations from member states with party‐centred electoral rules. The results also support a ‘politicisation’ effect: overall, delegations become more loyal over time, but the impact of election proximity as a driver of disloyalty is strongest in the latest parliament analysed (i.e., 2009–2014). Furthermore, disloyalty is more likely in votes on contested and salient legislation, and under conditions of Euroscepticism; by contrast, disloyalty is less likely in votes on codification files, when a delegation holds the rapporteurship and when the national party participates in government. The analysis sheds new light on electoral politics as a determinant of legislative choice under competing principals, and on the conditions under which politics ‘travels’ across democratic arenas in the European Union's multilevel polity.  相似文献

The advent of ministerial advisers of the partisan variety – a third element interposing itself into Westminster's bilateral monopoly – has been acknowledged as a significant development in a number of jurisdictions. While there are commonalities across contexts, the New Zealand experience provides an opportunity to explore the extent to which the advent of ministerial advisers is consistent with rational choice accounts of relations between political and administrative actors in executive government. Public administration reform in New Zealand since the mid 1980s – and in particular machinery of government design – was quite explicitly informed by rational choice accounts, and normative Public Choice in particular. This article reflects on the role of ministerial advisers in the policy‐making process and, on the basis of assessments by a variety of political and policy actors, examines the extent to which the institutional and relational aspects of executive government are indeed consistent with rational choice accounts of the ‘politics of policy‐making’. The reader is offered a new perspective through which to view the advent, and the contribution of ministerial advisers to policy‐making in executive government.  相似文献

Unilateral presidential actions, such as executive orders, are widely cited as a key strategic tool for presidential power. However, is unilateral action evidence of unilateralism or might it represent executive acquiescence? We answer this by (1) specifying three competing models, each with a different presidential discretion assumption and generating alternative hypotheses; (2) extending the canonical item‐response model to best measure executive‐order significance; and (3) comparing competing theoretical models to data for 1947–2002. Theoretically, we show that legislative preferences may impact unilateral actions differently than previously thought and indicate how parties may be influential. Empirically, a model where the president is responsive to the chamber's majority‐party median fits the data better than models assuming responsiveness to the chamber median or no presidential acquiescence. Unilateral action appears not tantamount to presidential power, as evidence implies that legislative parties, or the judicial actors enforcing their will, are key conditioning factors.  相似文献

This article focuses on the hinge party both as a concept and a strategy. It seeks to ‘liberate’ the hinge party from the clutches of such close conceptual relatives as the ‘pivot party’, the ‘genuine pivot party’, the ‘pivotal centre party’, the ‘pivotal middle party’ and the ‘pivotal median party’. This is a taxonomical jungle and while some use the terms ‘hinge party’ and ‘pivot party’ interchangeably, this study urges a ‘velvet divorce’. The main theoretical question is in two parts: (1) What are the distinguishing features of the hinge party and how does it differ from the pivot party?; and (2) What set of legislative party system circumstances would seem most likely to favour a hinge party strategy of keeping options open to both left and right? Self‐styled centrist parties would seem most likely to favour a hinge party strategy and the empirical question is: To what extent have the Nordic Centre‐label [former agrarian] parties sought and been able to do so?  相似文献

Four aspects of Donald Trump's hijack of the Republican party are examined. First, how he used unconventional techniques, usually associated with some ‘reality’ television programmes, to become the leading candidate in the pre‐primary debates. He could thereby develop ‘momentum’ before the primaries began despite his limited support among Republican activists. Second, how his insurgency differed from the party's takeover in 1964 by supporters of Barry Goldwater. Third, how the Republicans have replaced the Democrats since the early 1980s as the party with a less cohesive potential coalition among voters, with the result that internal party relations became more conflictual throughout the period. Finally, that internal conflict has been intensified by two factors in those decades: the prevalence of divided government, which has made it virtually impossible to impose a truly conservative agenda on federal government policy, and the impact of forty years of stagnating real incomes for many middle‐income Americans.  相似文献

Why are American politicians “single‐minded seekers of reelection” in some decades and fierce ideological warriors in others? This article argues that the key to understanding the behavior of members inside a legislative chamber is to follow the actions of key figures outside the chamber. These outsiders—activists, interest groups, and party bosses—use their control over party nominations, conditioned on institutional rules, to ensure ideological behavior among officeholders. To understand how vital these outsiders are to legislative partisanship, this article takes advantage of a particular natural experiment: the state of California's experience with cross‐filing (1914–59), under which institutional rules prevented outsiders from influencing party nominations. Under cross‐filing, legislative partisanship collapsed, demonstrating that incumbents tend to prefer nonpartisanship or fake partisanship to actual ideological combat. Partisanship quickly returned once these outsiders could again dominate nominations. Several other historical examples reveal extralegislative actors exerting considerably greater influence over members' voting behavior than intralegislative party institutions did. These results suggest that candidates and legislators are the agents of activists and others who coordinate at the community level to control party nominations.  相似文献

The British Labour party's recent adoption of a partially open primary for the selection of its leader conforms to a trend seen across many European political parties of increasing rights and privileges in internal party decision‐making and expanding opportunities for more loosely affiliated supporters to participate in party activity. This dual trend can be seen as a response to changes in the membership environment, greater individualisation of political participation and growth in social movement politics and online activism. Yet as much as parties are responding to a changed membership environment, they are also driving that change, increasingly blurring the distinction between members and supporters. This article examines the recent impact of this change within the British Labour party and argues that, in line with Susan Scarrow's theory of ‘multi‐speed’ membership, the Labour party's experiment in expanding affiliation options has led directly to a tension in locating the source of authority within the party, creating a challenge for its new leader in accommodating his new supporters within his party's representative traditions.  相似文献

A significant shortcoming in contemporary deliberative systems is that citizens are disconnected from various elite sites of public deliberation. This article explores the concept of ‘coupling’ as a means to better link citizens and elites in deliberative systems. The notion of ‘designed coupling’ is developed to describe institutional mechanisms for linking otherwise disconnected deliberative sites. To consider whether it is possible and indeed desirable to use institutional design to couple different sites in a deliberative system, the article draws on insights from a case study in which a mini‐public was formally integrated into a legislative committee. The empirical study finds that it is not only feasible to couple mini‐publics to legislative committees, but when combined, the democratic and deliberative capacity of both institutions can be strengthened. To be effective, ‘designed coupling’ requires more than establishing institutional connections; it also requires that actors to step outside their comfort zone to build new relationships and engage in new communicative spaces with different sets of ideas, actors and rules. This can be facilitated by institutional design, but it also requires leaders and champions who are well‐placed to encourage actors to think differently.  相似文献

Parliamentary systems are characterised by strong links between the executive and the legislature. While the importance of executive–legislative relationships is well-known, the extent to which executive dominance affects parliamentary behaviour is hard to grasp. This study uses the recent institutional crises in Belgium to study parliamentary behaviour in the absence of a government with full powers. Cabinet formation in Belgium has proved to be protracted in recent years, leading to long periods of government formation in both 2007–2008 and 2010–2011. Such circumstances provide a unique comparison between normal situations of parliament in the presence of government, and exceptional situations of prolonged periods of caretaker government. In particular the article looks at three aspects of parliamentary behaviour that are usually linked to executive–legislative relations: legislative initiatives, voting behaviour and party unity. The general hypothesis is that prolonged periods of government formation gave parliamentarians more opportunities to influence the legislative process and more (ideological) freedom. The results show a nuanced picture: parliament became more pro-active, the salience of the government–opposition divide declined, while party unity remained as strong as ever. It is concluded that government formation processes did not lead to drastic changes in the legislative–executive relationship, but rather permitted a modest correction to the extremely weak position of parliament.  相似文献

Large firms as political actors are compared in the chemical industry in three countries. In West Germany, co‐ordinated action through the industry associations is important, but firms are developing their own political capabilities. In Italy links with political parties are important, but the operating environment of firms has become less politicised. Britain conforms more to a ‘company state’ model, with the government relations divisions of firms playing a key role. The greatest divergence between the three countries is in terms of relationships with political parties. In general, there is a trend towards greater convergence in government‐business relations in the industry in the three countries, internationalisation being a key factor.  相似文献

This article examines the apparent difficulty of various French ‘new social movements’ of the 1970s and 1980s to coalesce in the form of a ‘green’ or ‘new politics’ party. In addition to the nature of the French electoral system and dominant policy‐making apparatus, this article focuses upon relations between the Socialist Party and feminist and ecology movements. The major argument is that the Socialists, in their bid for hegemony among the left throughout the 1970s and 1980s, effectively undercut post‐material value‐oriented support for a ‘new politics’ party.  相似文献

Abstract.  This article considers the activity of the Spanish Cortes in law production and the control of the executive during the six parliaments of the democratic government. It mainly examines the output of the lower chamber due to the asymmetrical bicameralism and weak status of the Senate. In Spain, the legislative output has been dependent on different situations of party government. In general terms, the Cortes have been always very active in controlling the executive and its participation in law-making was highly relevant when there was a minority government. Because parties are central actors in parliament and due to the strong party discipline in the Spanish case, the author mainly studied parliament output from the viewpoint of strategies of opposition parties. Sometimes parties behaved in parliament procedures in a competitive way, while in others they behave cooperatively. There was a great variety of patterns of strategic behaviour on account of the different situations of party government and the diverse opposition parties. Half of the parliaments had minority governments in which minority parties played a very important role by supporting the government in parliament; however, the main opposition party was never the same since there were two changes of government.  相似文献

This article attempts to gauge the impact that the institutions of the Fifth Republic have had on governmental behaviour and patterns of policy‐making in France. It is argued that the institutional changes introduced in 1958 have produced profound effects largely in line with the founders' intentions. The enhancement of executive power has produced strong governments capable of dominating the legislative process even in face of the most adverse political contingencies. However, the extraordinary powers of the executive have also generated some consequences unintended by the founders. The strong government system, designed to cure the malaise of the Fourth Republic, has combined with the nature of the party system to produce a distinctive Fifth Republic malaise that has proven most difficult to cure.  相似文献
