Assessing Public Procurement of Innovation as a Cross‐Domain Policy: A Framework and Application to the Chinese Context

Despite the fact that public procurement of innovation (PPI) has become an increasingly popular policy tool, there has been a lack of holistic approaches to assessing policies promoting PPI. This article attempts to address this gap by proposing a framework which links the multiple levels and aspects related to the design and implementation of PPI policies. By adopting a systemic understanding of “public procurement” as well as “innovation policies,” this article positions PPI as a cross‐domain policy which is inherently a mix of procurement and innovation‐related interventions. The article develops an assessment framework using “vertical coherence” and “horizontal coherence” as criteria. It then illustrates the use of the framework by applying it to PPI policies in China. The framework can aid the conduct of ex ante as well as ex post assessment of PPI policies, which can further inform policy design, implementation, and learning. 相似文献

Governments' demands for results in a complex and rapidly changing policy environment call for more strategic and nuanced ways of approaching policy. Drawing on the work of the British interpretive ‘turn’, evidenced in the network governance literature and the differentiated polity critique of Westminster narratives, and of Liedkta on strategy as design, this paper suggests that shared strategic narratives, more consciously applied to policy development and implementation, could deliver better results; that consensus from shared meaning‐making may have depth, and that it could emphasise the transformative over the conservative forces of individuals' traditions and beliefs. The purpose of this paper is to analyze the efforts of the Project on Emerging Nanotechnologies (PEN) in seeking to influence nanotechnology policy in the United States. Using the conceptual framework of anticipatory governance to guide the analysis, a series of strategies that PEN adopted will be described, including leveraging external expertise, developing cross‐disciplinary research products, providing a future‐oriented view on policy analysis, and building a brand for communications and outreach. This case study is a useful example in demonstrating the recent conceptual shift away from relying on government‐led technology assessment efforts to consider the longer‐term implications of new technologies toward the concept of anticipatory governance that includes a more substantive role for nongovernmental actors, that in providing forward‐looking, actionable intelligence for decision makers. Considering the example of PEN also highlights the critical role that boundary‐spanning organizations play in linking together disparate communities of expertise. 相似文献

Bridging the Gap between Evidence and Policy Makers: A Case Study of the Pew‐MacArthur Results First Initiative

Developing ways to bridge the long‐recognized gap between researchers and policy makers is increasingly important in this age of constrained public resources. As noted by recent scholarship, progress toward evidence‐informed policy making requires both improving the supply of research that is reliable, timely, and relevant to the policy process and promoting demand and support for this information among decision makers. This article presents a case study of the Pew‐MacArthur Results First Initiative, which is working in a growing number of state and local governments to build systems that bring rigorous evidence on “what works” into their budget processes and to support its use in resource allocation decisions. The initiative's experience to date is promising, although creating lasting and dynamic evidence‐based policy‐making systems requires a long‐term commitment by both researchers and policy makers. 相似文献

In the period from 1997 to 2009 Australia experienced a severe drought, which significantly affected the Murray‐Darling Basin. The drought has broken but state governments are still in conflict over water allocations. The establishment of the Murray‐Darling Basin Authority (MDBA) in 2007 was intended to address these issues but the management of the Basin remains complicated by constitutional ambiguity. This paper addresses the question of whether it is possible to implement effective policies for the health of the Murray‐Darling Basin without the present danger of a drought. We suggest that the MDBA has encountered what Beck refers to as the ‘boomerang effect’. The MDBA's plans seem to have produced new challenges and the Authority might find the Basin is exposed to risks it has created. 相似文献

This article is developed from data gathered through the analysis of a survey of ‘agencies’ at Commonwealth and Australian Capital Territory (ACT) levels of government, undertaken as the Australian component of a cross‐national empirical study of autonomy and control in non‐departmental public sector organisations. It presents preliminary findings from one part of what is potentially a very important enterprise in comparative research, along with discussion of methodological issues which need to be confronted in many such comparative exercises. The data reveal that Australia agencies have been granted more autonomy than agencies in other countries contributing to this survey, though that autonomy varies markedly across functions such as personnel management and financial management. While the article represents just a snapshot in time in agency autonomy, we believe it provides a robust baseline for future changes in the way agencies are managed in the Australian public sector. 相似文献

This article argues that the essential factors of a public service code of ethics can be divided into five categories. These categories or principles are fairness, transparency, responsibility, efficiency and conflict of interest. These principles are identified in this article as being the basic elements of democratic accountability in relation to public sector decision‐making. The issues explored are not only the obstacles that the public service decision‐maker faces in internalising these principles but, also, the challenges for a pro‐active management in fostering such internalisation. 相似文献

In 2000, a regional rule governing maximum individual cancer risk from stationary facilities in Southern California was dramatically altered, reducing allowable risk levels by 75%. This article uses a case study approach to explore the role of a community‐based participatory research (CBPR) partnership, the Southern California Environmental Justice Collaborative, in producing research and helping spearhead policy advocacy leading to this policy change. It also highlights the role of the collaborative in helping to change the framing of the issue from individual to cumulative risk assessment, so that the regulatory agencies began to reflect this broader thinking in their policymaking. The collaborative's structure and methodology, regional focus, relationships with key decision makers, and its reputation as an important source of both credible science and “people power” were seen as contributing to its effectiveness. The role of contextual factors including a recovering and more regulation‐friendly economy also is highlighted, as are key barriers faced. Implications for other community–academic partnerships working to address regional and statewide public policy are discussed. 相似文献

The desire to base policy at least in part upon scientific information is a clear trend in Australian governance. The growing literature on how to facilitate this intent highlights a few important principles complemented by examples from the application of social sciences. An example from a very large research project based on physical sciences responding to a national crisis is presented in the context of how it approached delivery to policy‐makers. The Murray‐Darling Basin Sustainable Yields Assessment, widely considered an outstanding success in both scientific terms and for its impact, is reviewed with respect to how the scientific challenge of assessing the future security of water resources in Australia's most important and politically contentious catchment translated into the policy domain. The lessons learned offer a potential template for science with policy intent. 相似文献

Security sector reform (SSR), targeting security forces and their management and oversight institutions, has become a major feature of international peace- and statebuilding activities. The article draws on policy transfer research to assess substantive and procedural changes in how international actors intervene in the security governance of fragile or post-conflict states. By comparing transfer processes in Liberia, Timor-Leste and the Palestinian Territories, the article shows that despite variations across political, economic and strategic factors in each domestic context, external SSR interventions showed distinct similarities. SSR interventions expanded their substantive scope over time; less directly coercive mechanisms of persuasion and socialization increasingly replaced the direct imposition of external models of security governance; and the influence of domestic elite actors on transfer processes increased over the duration of interventions. 相似文献

One of the more interesting features of contemporary policy‐making is the way in which certain policies and administrative processes have been branded. While this is not yet a common feature, it does appear to be one that is increasing in importance. This article looks at the phenomenon through a consideration of one particularly interesting case; the Gateway Review Process (subsequently Gateway), a policy with a related set of administrative processes which is both branded and franchised. Gateway also seems a successful example of a much more common feature of contemporary policy making: policy transfer. It has been transferred from the UK to five Australian jurisdictions, New Zealand and Holland. This article examines the extent to which the branding, and indeed the franchising, of Gateway is responsible for the putative success of that transfer. We begin with a very brief consideration of the literature on branding and franchising to situate our discussion, before outlining the ways in which branding and politics intersect. In the main part of the article we focus on the branding of public policy and on the Gateway case. 相似文献

Over the past thirty years, there has been a dramatic transformation in the way the American political process operates. There has been a growing public perception that traditional political institutions lack the capacity to meet existing challenges. This has led many observers to call for a rethinking of how government does its work. Numerous alternatives, including the use of faith‐based organizations, have been suggested. The current popular debate on the appropriate role of faith‐based organizations in public service delivery has shed little light on a number of important issues raised by engaging such actors in governance issues. The impact of using faith‐based institutions to design and implement public policy must be considered not only in terms of traditional evaluation standards, but also regarding potential long‐term impacts on the political process itself. This article outlines a theoretical framework for the evaluation of faith‐based organizations as “alternatives” to conventional governance structures. This paper provides a knowledge‐based perspective to understanding public value management (PVM). As distinct from other approaches to public administration, PVM focuses on collaborative capacity building for the creation of public value. To develop the notion of PVM further, we explore the role of a knowledge‐based strategy in a case study of change implementation in 18 disability service organisations in Western Australia. Our findings show important inter‐relationships between knowledge management strategy, adopting a person‐centred approach to service provision, and sustainability of change implementation. We discuss the implications of the study for disability sector change management and for the further exploration of the strategic role of knowledge management capabilities in the study and practice of PVM in public sector administration. The paper explores the relationship between an organisation's knowledge capture and sharing systems and processes and its ability to implement change in a way that generates long‐term benefits for both public sector employees (e.g., engaging with key stakeholders to generate innovative solutions for serving client needs) and clients (i.e., increased well‐being through better service design and support). 相似文献

Beyond protest and discontent: A cross‐national analysis of the effect of populist attitudes and issue positions on populist party support

Studies on populist parties – or ‘supply‐side populism’ more generally – are numerous. Nevertheless, the connection with demand‐side dynamics, and particularly the populist characteristics or tendencies of the electorate, requires more scholarly attention. This article examines in more detail the conditions underlying the support for populist parties, and in particular the role of populist attitudes amongst citizens. It asks two core questions: (1) are populist party supporters characterised by stronger populist attitudes than other party supporters, and (2) to what extent do populist (and other) attitudes contribute to their party preference? The analysis uses fixed effect models and relies on a cross‐sectional research design that uses unique survey data from 2015 and includes nine European countries. The results are threefold. First, in line with single‐country studies, populist attitudes are prominent among supporters of left‐ and right‐wing populist parties in particular. Second, populist attitudes are important predictors of populist party support in addition to left‐wing socioeconomic issue positions for left‐wing populist parties, and authoritarian and anti‐immigration issue positions for right‐wing populist parties. Third, populist attitudes moderate the effect of issue positions on the support for populist parties, particularly for individuals whose positions are further removed from the extreme ends of the economic or cultural policy scale. These findings suggest that strong populist attitudes may encourage some voters to support a populist party whose issue positions are incongruous with their own policy‐related preferences. 相似文献

Policy innovation is a significant challenge for the public sector. This article illustrates its magnitude through a case study of the National Innovation Summit. The article concludes that the Summit represented an elaborate process of search and engagement that sanctioned an outcome that was, in most respects, largely pre‐determined. Its outreach and deliberations served the political purpose of mobilising industry and media attention and communicating the government's commitment. But there is no evidence that it exercised any substantive influence on policy development. The obstacles confounding any other outcome are considerable. Strategic thinking is inhibited by various organisational factors including lock‐in to a present successful strategy, the constraints on policy choices associated with multiple veto points and the need to maintain medium term fiscal and policy discipline across a wide range of agencies and claimants. Innovative attempts to involve citizens in policy making have been one of the defining features of the New Labour government in the UK. In this article, we examine the nature and impact of community engagement mechanisms within the flagship regeneration programme—the New Deal for Communities. Through interviews with practitioners, analysis of survey data and participant observation of governance boards we examine the methods and impact of initiatives to engage residents in policy making. While it is apparent that innovative strategies have been put in place to engage and empower communities in local policy making, this has not always been matched by the development of tools for measuring the impact of involvement or for scrutinizing the policy development and decision-making process. More people may have got involved, but little is known about precisely what effect their involvement has had upon policies at the local level. Consultation, or just publicizing what is happening and community involvement in decision-making are often conflated, and there is only a limited attempt to delineate and quantify the impact of each. It is also evident that information gathered as a result of some community engagement initiatives is not easily linked to policy development and is not always utilized in the policy process. For community involvement to become a meaningful and sustainable aspect of local policy making, an appropriate infrastructure needs to be developed to ensure that the decision-making process is transparent and accountable, and that the input from citizens genuinely informs decision-making. 相似文献

Citizen satisfaction with public services has been shown to depend on citizens’ expectations and their perceptions of performance. If performance exceeds expectations, satisfaction is likely; if performance falls short of expectations, dissatisfaction is likely. The existing evidence on this process covers the United States and the United Kingdom. The authors generalize the idea of expectation‐driven citizen satisfaction (the “expectancy‐disconfirmation model”) theoretically and empirically to an institutional context of limited accountability and widespread citizen distrust. Using a survey of a broad cross‐section of the general adult population in Guadalajara, Mexico, in 2014, this article finds support for the expectancy‐disconfirmation model in this very different context. The authors also test for an effect of the type of expectation using an embedded, randomized experiment but do not find evidence of a difference between normative and empirical expectations. Findings support the usefulness of the expectancy‐disconfirmation model in a wide range of contexts. 相似文献

Child support is always a difficult area of public policy, balancing the sometimes competing needs of children, resident and non‐resident parents and the state. This article provides a relatively rare insight into some of the processes involved in developing the new Australian Child Support Scheme (CSS), which will commence full operation in July 2008. In particular, this article shows how microsimulation modelling was used by the Ministerial Taskforce on Child Support and the government in the policy reform process. The availability of such sophisticated distributional analysis and modelling allowed the development of a comprehensive picture of how the reforms would affect CSS clients, thereby facilitating the adoption of major policy change. This article also provides a blueprint for policy‐makers of how modelling can facilitate their policy development processes. 相似文献

绩效管理的核心目的是改进绩效,而绩效损失这一分析视角业已成为审视绩效生产与绩效提升的一个重要维度。以G省农业水价综合改革政策为例,对“治理缺陷型”和“价值偏离型”两类绩效损失的生成机理与影响因素进行分析。研究发现:两类绩效损失是在公共政策组织管理系统和公共价值建构系统中交互形成的,其公共价值因素与组织管理因素相互影响,共同作用于整体绩效损失的生成;其中,社会价值建构缺失构成了整体绩效损失生成的逻辑起点。此外,在绩效损失的生成过程中,经济发展水平和自然区位要素与其他影响因素耦合互动,并对绩效损失产生“放大效应”。未来应进一步开展相关的定量研究以探索绩效损失形成的关键区域,并提出具有针对性与可行性的矫正策略和治理路径。 相似文献
