‘Joined‐up government’ (JUG) approaches have emerged in many industrialized countries as a means to tackle persistent ‘wicked’ public and social policy problems (Pollit 2003 ). Despite this, limited evidence exists concerning their implementation or effectiveness. ‘JUG’ was popularized by the Blair Government (UK) with its focus on addressing social exclusion. Following in these footsteps, in 2007 the Australian Government launched the Social Inclusion Agenda: a joined‐up approach to improving the wellbeing of all Australians and addressing disadvantage. This paper focuses on findings from a study that examined the SIA as a natural experiment in JUG. Drawing on the implementation experiences of federal policy makers, our findings lend weight to emerging research into JUG that suggests that compatibility and consistency between goals, instruments, and processes is critical to success. We argue that closer attention needs to be given to developing ‘supportive architecture’ around joined‐up initiatives to facilitate implementation.  相似文献

In response to the perceived failure of both the state and market models of service delivery, governments have embarked on a reform program that draws on the community sector to expand the suite of available policy and service delivery arrangements. This paper explores and identifies the nature of changed relationships between government and the community sector. It uses a case study that examines the operation of a new type of community organisation, and analyses the affectivity and outcomes from the experience of a community based networked arrangement. Although there is evidence of a shift to more relationship‐ oriented models of operation because of either mandate or preference both community and government sectors have found it difficult to make the necessary adjustments to these new ways of working. Community has begun the shift to this new relational approach but finds it difficult to sustain the momentum and tends to revert to more independent and competitive modes. Governments find it difficult to make the necessary adjustments to power‐sharing and resource allocation and continue to operate as ‘business as usual’ through the traditional bureaucratic authority of command and control. In this way, the rhetoric of collaboration and partnership between government and the community sector is not necessarily matched by policy and action supporting the practice of ‘new ways of working’ although these ‘experiments in service delivery’ have opened the way for adopting more innovative and effective approaches to service delivery.  相似文献

This article discusses recent trends to incorporate the results of systematic research (or ‘evidence’) into policy development, program evaluation and program improvement. This process is consistent with the New Public Management (NPM) emphasis on efficiency and effectiveness. Analysis of evidence helps to answer the questions ‘what works? and ‘what happens if we change these settings?’ Secondly, some of the well known challenges and limitations for ‘evidence‐based’ policy are outlined. Policy decisions emerge from politics, judgement and debate, rather than being deduced from empirical analysis. Policy debate and analysis involves an interplay between facts, norms and desired actions, in which ‘evidence’ is diverse and contestable. Thirdly, the article outlines a distinction between technical and negotiated approaches to problem‐solving. The latter is a prominent feature of policy domains rich in ‘network’ approaches, partnering and community engagement. Networks and partnerships bring to the negotiation table a diversity of stakeholder ‘evidence’, ie, relevant information, interpretations and priorities. Finally, it is suggested that three types of evidence/perspective are especially relevant in the modern era – systematic (‘scientific’) research, program management experience (‘practice’), and political judgement. What works for program clients is intrinsically connected to what works for managers and for political leaders. Thus, the practical craft of policy development and adjustment involves ‘weaving’ strands of information and values as seen through the lens of these three key stakeholder groups. There is not one evidence‐base but several bases. These disparate bodies of knowledge become multiple sets of evidence that inform and influence policy rather than determine it.  相似文献

Numerous organizations advocate the need to ‘bridge research and policy’. Philanthropic foundations, national social science funding regimes and international organizations have sought to improve knowledge utilization. Similarly, research consumers such as NGOs and government departments complain of research irrelevance for policy purposes. The concern of this article is with ‘evidence informed policy’ within the field of international development in which the Overseas Development Institute (ODI), a London‐based think tank, forms the case study. Most think tanks are driven by the need to influence immediate political agendas but ODI has also developed organizational strategies of policy entrepreneurship that extend to longer term influence through creating human capital, building networks and engaging policy communities. Various forms of ‘boundary‐crossing’ practices continue to proliferate in public management and public service provision (i.e. activities that require engagement and collaboration across sectors, institutions, and organisations). Yet the dynamic nature of this type of joined‐up working is proving to be a major management challenge. In this paper, we bring a number of concepts to bear on the management of joined‐up and cross‐boundary working in public management of complex social issues. Firstly, we present the concept of ‘adaptive management’, which we draw from field of environmental policy and planning (and human ecology). Secondly, we introduce a rethinking of the role of ‘policy targets’ using a complexity lens. These concepts are integrated into a practice heuristic (or framework) designed to assist cross‐boundary policy implementation in real‐world settings. We argue that adaptive management approaches may have significant utility for ensuring effective governance in uncertain environments.  相似文献

What impact has HIV/AIDS had on the structure of public administration and what further lessons do these changes hold for other policy sectors in Botswana? For long, Botswana has had the highest prevalence of HIV/AIDS, bringing many developmental challenges. An under‐researched facet of HIV/AIDS is the effect it had on the public administration in Botswana. Whereas classical approaches to public administration suggest that it is ‘civil’ service organisations that lead in health administration, HIV/AIDS spawned a particular type of organisation, the policy network. In mitigating HIV/AIDS, the policy environment became more fragmented with networks for treatment, prevention, advocacy and research emerging. These networks are made up of entities from the public, private for‐profit and not for‐profit sectors. They participate in the agenda setting, formulation, implementation and monitoring and evaluation of HIV/AIDS policy. Traditional public administration theories cease to hold sway; private actors become engaged in ‘public policy’ and the other way round. Policy is carried out in horizontal arrangements; linking government, business and non‐governmental organisations in mutual inter‐dependences. Health care professionals share policy spaces with the media, social scientists and politicians. New challenges face public policy‐making including co‐ordination problems, fragmented accountability and shared policy spaces. Copyright © 2008 John Wiley & Sons, Ltd.  相似文献

Development projects are central to international development, yet the actual practice of their implementation is under‐researched. In particular, we know little about how practice affects project performance and about how politics is enacted within such projects. This paper investigates these knowledge gaps through analysis, using actor‐network theory (ANT), of a donor‐funded reform project in the Sri Lankan public sector. By analysing, using mobilisation, interaction and disintegration of the local and global actor‐networks that typically surround such development projects, the paper explains the project's trajectory. These actions represent the practice of politics that must, in turn, be understood in relation to network actor power: not through a static conception of ‘capacitive power’ but through the dynamic enacted concept of ‘associative power’. The paper concludes by reflecting on the contribution and limitations of ANT's local/global networks component in analysing development projects, and in providing insights for development project practice. The recent rises in food prices represent the ‘tip of the iceberg’ and a ‘canary in the mine’ moment for world agriculture. They are underlain by a continuing ‘race to the bottom’ and speculative process whereby systems of resource production and exploitation are continuing to rely upon ‘infinite supply’ assumptions and narrow technological solutions to ‘feeding the world’. I argue here that these conditions are leading to a dominant policy framing that tends to marginalise diverse and place‐based agro‐ecological systems by creating a new legitimacy for bio‐economic rather than eco‐economic solutions. Government and policy‐making bodies need to redefine and widen their approaches to agriculture and agri‐food in ways that recognise its social, cultural, political and spatially diverse contribution in a post‐carbon world.  相似文献

This paper examines the use of evidence in collaborative policy making focusing on the challenges of implementing national decarbonisation policies in regional areas. Its case study of a staged policy intervention to promote the ‘transition to a low carbon economy’ in Victoria's coal‐dependent Latrobe Valley reveals the selective use of evidence to support policy directions that emerged from the interaction of policy knowledge and the political mood. The paper shows how local conditions can be manipulated to enable the production of evidence consistent with the policy objective, but also suggests that despite combining orchestrated evidence with customised forms of networked governance, it is not possible to suppress or deflect unresolved political disagreements.  相似文献

Prior to the election in 2010 David Cameron pledged that his first cabinet would comprise one‐third women and would be the most family friendly ever. Since forming the Coalition Government, he appears to have a ‘problem’ with women. We argue that this problem stems from: the weak representation of women in cabinet and across government; the diminishing resources available to government actors to support gender equality policy; and women's exclusion from the key Coalition networks, both formal and informal, that determine government policy.  相似文献

Public services—in the UK and elsewhere—are under considerable pressure, not just from austerity, but also from a variety of social, demographic and technological changes (in effect ‘austerity plus’). In this context, three broad options are open to policy‐makers: continue with tried‐and‐tested approaches while spending less money, which in the UK means a reliance on ‘New Public Management’ (NPM); withdraw completely from certain public services; or develop new approaches to public administration. We argue that all of these approaches have been attempted in recent years, but it is the final option that is most interesting and potentially the most beneficial. In this article, we examine experiments with these new approaches in responding to ‘austerity plus’. In particular, we examine various attempts at ‘collaboration’ in public services and discuss the risks associated with them. We conclude by setting out the extent to which policy‐makers have moved beyond NPM and suggesting some of the benefits that this could bring.  相似文献

The Coombs Royal Commission identified a range of issues relating to the coordination of services. While there has been renewed interest over the last five years in the UK, Canada and Australia in initiatives that support joined‐up and cross‐cutting government, there has been only limited work to address the potential recognised by the Commission for these initiatives to result in unclear accountabilities. This paper reviews accountability approaches to joined‐up government and identifies that while the sharing of accountability for outcomes has emerged quietly over the past 25 years, joining‐up initiatives are demanding a clearer articulation of causal relationships regarding the sharing of outcomes and a fuller consideration of the multiple relationships in the partnership arrangements involved.  相似文献

During his May 2014 visit to Australia Pascal Lamy, former Director General of the World Trade Organization, urged ‘public institutions, civil society, and global businesses’ to forge ‘creative coalitions’ for the purpose of engaging constructively and positively with the complex problems standing in the way of achieving social and economic sustainability. Lamy's visit was but the first of several occasions during 2014 in which intense public discussion erupted about the need for government, business, and civil society to pool their capacities in boundary‐spanning efforts to address complex policy problems. This article investigates whether the public discussion portends a heightened policy focus on the ‘five Cs’: co‐production, co‐design, corporate social responsibility, collective impact, and Lamy's creative coalitions.  相似文献

Reviewing two of the latest reports by social mobility tsar, Alan Milburn and ‘social justice’ champion, Iain Duncan Smith, the article examines the politics and policy of the Coalition's fairness strategy and the jostling for position that is going on behind the scenes. Whilst continuing to pay lip service to the goal of ending child poverty, the government is seeking to redefine the problem, away from a narrow focus on relative low income. Beneath the rhetoric, the article highlights the close similarities between the ‘new’ and ‘old’ approaches, finding that the evidence behind the government's claims is unconvincing. Far from offering a ‘step‐change’ in provision, it concludes that in the new age of austerity the Coalition will struggle to make any positive progress on tackling poverty and improving the relative life chances of disadvantaged children.  相似文献

Geographic labour mobility is necessary for increasing productivity in Australia. Long‐distance commuting has been found to be especially significant. However, important considerations are being excluded from policy discussions within the Productivity Commission on this topic. This commentary covers these important omissions. They are, namely, the problematic conflation of the terminologies of ‘fly‐in, fly‐out’ and ‘long‐distance commuting’ with mining, and a lack of qualitative research investigating the material impacts of these labour practices on people's lives. This commentary puts forward a new terminology, ‘distance labour’, to better include those industries on the margins of distance commuting. By accounting for the social worlds of workers engaged in distance labour, the Productivity Commission could increase the validity of its datasets, and provide more egalitarian policy recommendations.  相似文献

One of the most pressing questions in comparative social science is whether, and to what extent, the rapid advance of globalization has negatively affected states’ capacity to initiate successful economic and social policies. This paper puts forward the notion that states continue to be relevant because they have the potential to build and sustain networks of production and learning, which are sorely needed in the current era of globalization when productive arrangements are dominated by decentralized production networks. The paper argues that government efforts aimed at building and sustaining such networks, labeled as “networked industrial policy,” have become predominant. The study features a series of fixed‐effects time series cross‐section (TSCS) regressions linking innovation performance to several networked industrial policies in 17 countries from western and central Europe. The study finds that several of the policies have a robust effect on innovation performance and technology competitiveness, even after controls are included. These findings constitute considerable support for the notion of networked industrial policy. However, the results of the present study must be treated less as a definitive answer to the research question and more as a first step in an ongoing research process.  相似文献

Evidence‐based policy and the contemporary politics of spin are said to characterise contemporary politics and policy. The paper asks firstly what sense is to be made of this coincidence, and then documents this coincidence. It then asks how credible is the conception of ‘evidence’ espoused by advocates of evidence‐based policy when it is conventionally represented as an ‘objective’ counter to ideology, spin or opinion? It points to major problems with the conventional understandings of ‘evidence’. It is suggested that while the evidence‐based policy literature relies on the associations ‘evidence’ is presumed to have with ‘sensory data’, this is neither the case nor all that defensible. The paper reprises arguments advanced by Henry Mayer and Hannah Arendt that the relationship of politics to the empirical was and is a far more complex relationship than is conventionally understood to be the case.  相似文献

The challenge faced by governments in the regulation of powerful private actors has allegedly intensified in recent years. This study explores the means at the disposal of governments, and their effectiveness, with respect to the regulation of private actors that demonstrate considerable independence and political efficacy. It is argued that a modified ‘Contextual Interaction Theory’ (CIT), which focuses on the interaction between generic policy instruments (carrots, sticks, and sermons) and target group attributes (motivation, information, and power), and is augmented by a consideration of a separate institutional dimension, offers a useful analytical framework for understanding both the challenge faced by governments and the options for dealing with it. This framework is applied to a study of the introduction of ‘new accountability’ to Australian and Israeli non‐government schools. The use of the standard CIT lenses helps explain Australian success and Israeli government failure in the introduction of new accountability. Australian success is attributable to a judicious mix of ‘hard’ and ‘soft’ instruments that favorably impacted target group information and motivation. In Israel, in contrast, policy instrument mixes failed to alter the main target group's oppositional stance. Institutional engineering, however, could provide a promising way for Israeli policymakers to enhance policy instrument effectiveness, by influencing target group power and motivation.  相似文献

This article assesses how veteran care can be placed at the centre of our understanding of the modern Military Covenant and located as a key issue in contemporary civil–military relations and public policy. Healthcare and welfare provision have become primary manifestations of how the British state fulfils its duty of care towards military personnel. The article aims to present an overview of current provision for veterans of Britain's modern wars and draw conclusions regarding the state's ability to provide short and long‐term healthcare and welfare requirements to veterans as part of the Covenant under the rubric of ‘Big Society’‐inspired policy shifts engendered by the Conservative–Liberal Democrat coalition government.  相似文献

Evidence‐based policy making has been criticised as a revival of the ‘rationality project’ in which democratic politics is regarded as rent‐seeking and a deadweight loss to society. In response, the evidence‐based policy movement has failed to articulate a defence in which the rationality animating the policy process is situational and contextual rather than unique and authoritative. This article traces the movement's motto –‘what works?’– to the American pragmatist movement, whose influence on Harold Lasswell and New Labour in the UK was substantial. This article argues that the ambition for evidence‐based policy‐making should be seen in terms of the transition from a single, unique and universal rationality toward multiple rationalities that vary according to different policy making contexts. Interpreted in such terms, evidence‐based policy making can avoid several of the main criticisms, and offer strong potential to contribute to solving policy problems.  相似文献
