Fifty years ago, Enoch Powell made what still is one of the most notorious speeches in postwar British politics. Its tone was shocking for its use of inflammatory references to ethnic minority immigrants. Immigration continues to be divisive and references to it by politicians inevitably lead to comparisons with Powell. The aim of the collection is to examine Powell's speech from a number of perspectives, exploring how it was viewed both by contemporaries and in the light of subsequent developments. The objective of this article is to examine Powell's motivations, impact and legacy.  相似文献

Enoch Powell's ‘rivers of blood’ speech, delivered forty years ago, in April 1968, had a significant impact on British politics. Commentators are divided between those who have defended Powell's remarks and those who have condemned them. Hillman evaluates the responses, and reassesses the speech. He focuses on five key issues: Powell's motives; whether the speech was racist and/or racialist; the relationship between the speech and Conservative Party policies; Powell's electoral impact; and his forecasts with regard to numbers of people with minority ethnic backgrounds within the population.  相似文献

This article examines the impact of Enoch Powell's speech on Britain's numerous right‐wing fringe groups and their response—in particular, that of the National Front, who benefitted the most from Powell's intervention on race and for a brief moment became Britain's fourth political party. It begins by looking at the growth of post‐World War II British fascism and how its emphasis switched from anti‐Semitism to anti‐colonial immigration. Throughout the piece, the relationship between Britain's far right and the Conservative party is examined to show how Powell inadvertently blurred the lines between the two. The article concludes with the 1979 general election victory of Margaret Thatcher who, by adopting Powellite themes but in more measured tones, destroyed the National Front's dream of an electoral breakthrough.  相似文献

ABSTRACT

A year after the death of Michael Banton, Solomos focuses on his contributions to the study of race and ethnic relations. Over a period that began in the 1950s and continued until his death on 22 May 2018, Banton continued to make important contributions to a number of scholarly areas, including the study of race relations in urban communities, the history of racial thought, policing and community relations, and the understanding of race equality policies. His work in all of these areas has helped to shape a field of scholarship and research, and is likely to remain a point of reference for future generations of researchers. In reflecting on Banton’s varied contributions Solomos argues that there is much to be gained from engaging with his work. He concludes by exploring some of the critiques of his key contributions.  相似文献

This article examines Enoch Powell's ‘Rivers of Blood’ speech in relation to the Conservative party. Powell's speech created an additional challenge to a Conservative party already weakened by the loss of the 1964 and 1966 elections and by the failure of the newly elected leader, Edward Heath, to impress his authority decisively on the party. Powell had some parliamentary support but his real following was concentrated in the Conservative grass roots. Powell lost the support of the liberal‐minded Shadow Cabinet; but after 1968 the Conservatives nevertheless moved to the right on the issue, especially after Mrs. Thatcher became leader in 1975. His speech has cast a long shadow as the party has sought to modernise in more recent times and to appeal to a more racially diverse electorate.  相似文献

This article examines how the changing political debate in West Midlands’ constituencies influenced Powell's thinking, and how the area reacted to his ‘Rivers of Blood’ speech. It looks at local perceptions of Commonwealth immigration in the West Midlands. It contrasts largely tolerant Wolverhampton with attitudes in nearby Smethwick; here a small number of race propagandists shaped local feeling through the columns of the Smethwick Telephone. The article considers their campaign, and the notorious victory of the hardliner Peter Griffiths in the 1964 general election. Powell and allies learnt there was electoral mileage in the ‘race card’, then campaigning on the issue. The article details the strength of subsequent local support after his Midlands Hotel speech, a loyalty only fortified in response to the execration of a horrified metropolitan elite and lasting until his defection from the Conservative party in 1974.  相似文献

Integration politics experienced a postcolonial crisis in the late 1960s. This was a crisis driven by the simultaneous and inter‐related eruption of Powellism and Black Power. This article uses the crisis of integration politics to show the Powellite conjuncture from its other side, as it played out in the reconstitution of black British politics. It shows how black activists responded to the rise of Powellism by demanding that the politics of integration be either abandoned or reframed, to more fully shake out the colonial inheritances that lurked within it. The integration proposed by the postwar project of race relations was problematic from its inception; Black Power used Powell's intervention to expose these problems and demand change.  相似文献

Bernasconi's essay locates Anténor Firmin's De l’égalité des races humaines (1885) in the context of the discussions of the science of race at the time, and argues that when seen in that light the book should be considered a work of philosophy as well as a contribution to the science of its day. Particular attention is given to the debate between monogenesis and polygenesis, the impact of Charles Darwin on the discussion of the human races, particularly through the work of Clémence Royer, and the role of positivism within anthropology. Although Firmin addressed the contributions of Charles Darwin and Arthur de Gobineau to the understanding of race, they were not his main focus, which was to expose the fallacies employed by the advocates of racial inequality. Firmin's reliance on the Comtean doctrine of progress makes it impossible for us to embrace his overall theory today without considerable reservations. Nevertheless, the ease with which he exposed the prejudices of many of the leading scientists of his day provides an invaluable challenge to all those who want to excuse their failure to promote racial equality on the grounds that they were simply ‘children of their time’.  相似文献

This article explores popular reactions to Enoch Powell's speech in Birmingham on 20 April 1968. It describes the protests by sympathetic workers, such as the Smithfield meat porters, and the responses of the press, both nationally and in the West Midlands. It considers the speech's impact on immigrants themselves and it makes the case that Powell's real significance was as an early champion of a particular kind of anti‐Establishment populism, which has now become a very familiar feature of our political landscape.  相似文献

With the growth of Latino and Asian American populations, candidates frequently must appeal to diverse electorates. Strategies for doing so include emphasizing candidates’ racial/ethnic identity and securing endorsements from racial/ethnic groups. While many scholars focus on candidates’ racial/ethnic attributes, ethnic group endorsements are understudied. Whether such endorsements induce voters to choose ideologically similar candidates (spatial voting), or choose based on race/ethnicity (racial voting) is unclear. We address this question by examining elections in multiethnic local settings. Using original surveys and exit polls, we create comparable measures of candidate and voter ideology, and examine how race/ethnicity and ideology affect voters’ choices. We also embed experiments that manipulate ethnic group endorsements. We find that ideology influences voters’ choices, but that ethnic group endorsements weaken spatial voting. The latter effect among whites is driven by racial/ethnic stereotypes. These reactions explain why some candidates seek such endorsements and why others might prefer to avoid them.  相似文献

While many scholars attribute Barack Obama's success in the 2008 presidential election to his so-called deracialized campaign strategy, I argue that Obama constructed a persuasive message strategy that was fundamentally based on race. I argue that in pursuing what I call a racial distinction strategy, Obama mobilized race differently than previous Black candidates running in White-voter electoral majorities. Specifically, Obama's racial distinction strategy constructed a seamless racial narrative – deployed through constellations of subtle racial language and imagery – incorporating Obama's own personal biography within a broader narrative of the nation, specifically a narrative of American progress. The fact that Obama employed a racial distinction strategy, and the fact that he succeeded in doing so, sheds new light on, and leads us to reconsider the veracity of popular political theories such as post-Blackness, post-racialism and deracialization, along with the general ideology of colorblindness.  相似文献

In urban sub-Saharan Africa, leaders should appeal to voters of diverse ethnic backgrounds for electoral success. Yet, the political salience of ethnic inequality demands their attention to ethnicity issues in campaign messaging. This study examines the impacts on voter preference of appeals to ethnic equality by using a conjoint experiment conducted in Nairobi, Kenya. Appeals to ethnic equality were varied randomly as follows: (1) no appeal to ethnic equality, (2) appeals to equal opportunities for all ethnic groups (pan-ethnic appeal), and (3) appeals to opportunities for ethnic minorities (pro-minority appeal). The study found a substantial increase in support for politicians making appeals to ethnic equality, while pan-ethnic appeals increased voter support for candidates more than pro-minority appeals. Pan-ethnic appeals were more effective than pro-minority appeals because they bolster support from co-ethnic voters who are also from the candidate's party, while not alienating non-co-ethnic voters or voters affiliated with other parties.  相似文献

As the world's first country to adopt a ‘parity’ quota, France could be considered an example of the growing phenomenon of quotas as a ‘fast track’ solution to the problem of women's under-representation. French universalism had impeded a more ‘incremental track’ to gender equality whilst placing a constitutional ban on quotas. The design of ‘parity’ as a means of overcoming these hurdles was both normative and pragmatic. Parity could be considered an example of a symbolic policy, where grand claims were made early on but the corresponding legislation only became effective over time. While the practical constraints on parity have delayed its impact, the recognition of the need to ‘legislate equality’ has had a more profound impact, leading to the creep of parity into other areas such as ethnic minority representation and parity in the workplace. This broader societal change is indicative of a ‘dual track’ to gender equality.  相似文献

Anthony Lester tackles the complex and sensitive issues of multiculturalism and free speech. He explores the various meanings given to multiculturalism, integration and assimilation, as well as the relationship between the right to equality and dignity for ethnic and religious minorities and the right to freedom of expression. Placing our multicultural society in its historical context, he considers the treatment of Commonwealth immigrants in the 1960s and 1970s and discusses more recent confrontations involving racial or religious groups which have raised the right to free speech. He argues that our approach to integration and cultural diversity should promote equality and individuality but resist unreasonable demands to respect customs and practices which, for example, harm the rights of women and children, in the name of misguided multiculturalism. We must guard against political correctness that panders to the thin-skinned but remember that the right to offend does not mean a duty to do so.  相似文献

Why do some ethnic groups vote along ethnic lines while others do not? This article looks at whether the objective characteristics of ethnicity – in terms of language, religion and race – affect ethnic voting. I address three sets of questions: (1) are ethnic groups that are objectively different from other groups of their country more likely to vote ethnically? (2) is ethnic voting higher among groups that are linguistically, religiously and racially homogeneous? (3) do some ethnic markers, such as language, induce more ethnic voting than others? Using a dataset covering 142 ethnic groups and 49 democracies worldwide, I find that within-group similarity increases ethnic voting. On balance, however, there is little evidence that between-group difference or the identity of the ethnic dimension affect ethnic voting. These results suggest that a group's internal characteristics and the cohesiveness of its members play a key role in explaining its voting behavior.  相似文献

Our article examines whether a politician charging a political candidate's implicit racial campaign appeal as racist is an effective political strategy. According to the racial priming theory, this racialized counterstrategy should deactivate racism, thereby decreasing racially conservative whites’ support for the candidate engaged in race baiting. We propose an alternative theory in which racial liberals, and not racially conservative whites, are persuaded by this strategy. To test our theory, we focused on the 2016 presidential election. We ran an experiment varying the politician (by party and race) calling an implicit racial appeal by Donald Trump racist. We find that charging Trump's campaign appeal as racist does not persuade racially conservative whites to decrease support for Trump. Rather, it causes racially liberal whites to evaluate Trump more unfavorably. Our results hold up when attentiveness, old‐fashioned racism, and partisanship are taken into account. We also reproduce our findings in two replication studies.  相似文献

This article treats Enoch Powell's ‘Rivers of Blood’ speech as an example of the epideictic rhetoric of blame and exclusion. Drawing on a framework proposed by Celeste Michelle Condit, the analysis explores the functions of the address for the speaker and for the audience. Of particular concern are Powell's self‐presentation as a statesman and prophet; his account of the impact and consequences of unrestricted immigration; and his portrayal of a community where ordinary, decent English people were being displaced and victimised by Commonwealth immigrants—a process in which he claimed the authorities were complicit. For the audience, the speech gave public expression to their concerns about immigration, though Powell's predictions of a dystopian future also aroused sentiments of anger and foreboding. Despite the controversy that ensued, the impact of ‘Rivers of Blood’ was far‐reaching, and its influence is still apparent in contemporary debates over immigration.  相似文献

For more than 30 years, significant research in the United States has found that racial and ethnic minorities suffer disproportionately from nearness to environmental disamenities compared with white non-Hispanics and that these results persist even controlling for poverty and “which came first,” the minorities or the disamenities. The engrained discriminatory findings of this environmental justice (EJ) research have led some to argue that we observe “systemic racism,” built into our social systems in ways that may be difficult to perceive. Yet, within the history of the United States, racial and ethnic minorities are not the only groups that have been systematically discriminated against; various religious groups also have histories of discrimination. Here we consider whether, holding constant race and ethnicity, some religious groups may also suffer from “EJ syndrome.” Since the US Census does not collect data on religion, to measure the presence of some religious groups that may be discriminated against, we use an original dataset on the presence of Jewish, Muslim, Church of Jesus Christ of Latter-day Saints (LDS, aka Mormon), and Roman Catholic houses of worship within California's Census tracts. Our results indicate that even controlling for race/ethnicity and income, the presence of Jewish or Muslim houses of worship in a California Census tract increases the likelihood of environmental burden as measured by the CalEnviroScreen 3.0 index of pollution and community vulnerability.  相似文献

This study argues that President Obama's strong association with an issue like health care should polarize public opinion by racial attitudes and race. Consistent with that hypothesis, racial attitudes had a significantly larger impact on health care opinions in fall 2009 than they had in cross‐sectional surveys from the past two decades and in panel data collected before Obama became the face of the policy. Moreover, the experiments embedded in one of those reinterview surveys found health care policies were significantly more racialized when attributed to President Obama than they were when these same proposals were framed as President Clinton's 1993 reform efforts. Dozens of media polls from 1993 to 1994 and from 2009 to 2010 are also pooled together to show that with African Americans overwhelmingly supportive of Obama's legislative proposals, the racial divide in health care opinions was 20 percentage points greater in 2009–10 than it was over President Clinton's plan back in 1993–94.  相似文献

This paper analyzes how dynamics between Brazil's right-wing populist government and civil and uncivil organizations affected the role of civil organizations, especially rights-based ones, and Brazil's democratization process. These dynamics contributed to stripping policies of their progressive nature and rejecting the values of diversity, freedom, and equality. Our analysis relies on the inhabited institutions approach to comprehend the role of action, interaction, and meaning in institutionalized spaces. We analyzed two policy fields—gender, sexual, and reproductive rights, and ethnic and racial relations—through documents and in-depth interviews. Our analysis shows that Bolsonaro's government mobilized mechanisms related to institutional changes, the replacement of actors, and their interactions to inhibit civil society organizations' influence in policy formulation and provision and strengthen the participation of uncivil groups, thereby legitimating conservative ideas and discourses, and closing civic space for NGOs with rights-based agendas.  相似文献
