Issues of local governance have dominated Caribbean policy agenda for the past two decades, prompting considerable thought and action on local government reform by scholars, local government practitioners and policy makers, alike. No reforms have been as ubiquitous as those of local government. Permitted by an international reformist agenda, local government reform policy is linked positively to efforts to redress incapacities of public management and administration. This article examines conceptual and empirical issues relating to implementation of local government reform in two Caribbean countries, Jamaica and Trinidad. It analyses how the vision for local governance is articulated through specific reform taxonomies and argues that, although local government reform is normatively a policy aimed at fundamental changes in intergovernmental relations, in Jamaica and Trinidad reform has led merely to adjustments in the internal administration of local government. During the 1990s and into the new millennium the public sector in Australia has gone through a process of so-called modernisation. This has been underpinned by the New Public Management (NPM), and the financial, regulatory and administrative reforms it encompasses. An assumption that the public and private sectors are not inherently dissimilar, and can therefore be managed in much the same way including having their efficiency and effectiveness measured against the same performance criteria, is central to the NPM. This article examines the role of comunity legal centres (CLCs) in Australian society against the background of adoption by all governments in Australia of an NPM policy agenda. It then goes on to discuss the implications of this agenda for the viability of CLCs and their relationship with government and clients. The article will also consider the implications for relationships between government and citizenry.  相似文献

The aim of this article is to conduct an exploratory multiple case analysis of local government delivery of Best Value by focusing on Environmental Waste Management Service (EWMS) delivery. EWMS is chosen as a key area of Best Value development and application. The Best Value framework was developed by the UK Government to introduce performance management to local government as part of the ‘Modernising Government’ agenda. There is a need to critically evaluate Best Value so that local government can determine if this is a suitable and sustainable framework for the management of public services and that it can make a contribution to increased public service effectiveness. The article describes an exploratory multiple case research study and shows that the imposition of Best Value in local government must recognise the complexity and diversity within local government services, rather than adopting an inflexible approach to deployment. There is a need to go beyond generalised performance measures and benchmarks and to attempt to understand the difficulties and complexities of localised conditions. The term 'contract state' can capture three different types of contractual arrangements:
*employment contracts
*intra public sector service contracts (often used in the health and education fields)
*public-private service contracts or outsourcing.
Victoria, since the election of the Kennett government in 1992, has engaged in all three, but in particular, public sector change has been characterised by significant outsourcing. This article outlines the extent of outsourcing in Victorian state and local government, the managerial challenges of a contract state, and the need for continuous reflection on, and improvement of, the reform process.  相似文献

The Winter Commission proposed a state and local government procurement reform agenda that placed public managers at the core of a depoliticized, deregulated, and more pragmatic public sector contracting process. Drawing on the literature and data from several state and local government surveys, this article shows that between 1992 and 2003, state and local governments’ contracting practices moved in directions consistent with the commission’s reform agenda. By 2003, state and local governments had decentralized and deregulated their contracting processes, were contracting more effectively and in circumstances in which it is more likely to be successful, and had adopted several innovative technologies and management practices.  相似文献

One important but often understudied area of research in public administration is the effect of e‐government on administrative discretion. This article examines e‐government factors that influence administrative discretion through a survey of local governments. The focus of this study is on Egyptian local governments, which are using e‐government to modernise public service delivery. Through a survey of administrative officials in these governments, this study found evidence that e‐government factors of collaboration and organisational change influenced administrative discretion. Other common factors noted in the literature such as size of the local government and demand by citizens for e‐government did not register an effect on administrative discretion. The results of this study imply that local governments should do more to enhance e‐government to reduce administrative discretion, especially in the area of increasing collaboration. Although considerable resources and attention have been allocated to recent ‘good governance’ public management reform in low income and fragile states, there is little evidence as to what degree this agenda has been implemented nor as to whether it has led to improved services and outcomes for populations. To address this lacuna, we conduct a review of the large but almost entirely qualitative literature on good governance reform in the 49 countries classed as low income by the United Nations. We find only a small number of documents that link good governance public sector reform agendas with implementation. Fewer still assess outcome. We conduct an empirical analysis of the relationship between reform agenda (using data from the literature review), implementation, service delivery and outcomes, as measured by performance on Millennium Development Goals indicators. Competency can be considered a central theme in contemporary public service reforms. This article analyzes the development of competency frameworks for senior public servants at the national–government level in three countries (the U.S., the U.K., and Germany). By tracing the development of competency as an idea, it is shown that competency reforms drew selectively on management ideas, and by tracing the nature and time-patterns of competency reform developments in the three countries, it is shown that competency came onto the reform agenda at different times and by various routes rather than by a simple pattern of international policy transfer or business-to-government transfer. It is argued that the adoption of competency frameworks took place at critical junctures for preexisting public service bargains or agreements in each case and that they were shaped by the particularities of institutional context. However, although competency is arguably central to public service reform, it is far from clear that the competency frameworks in these three cases contributed to the declared aims of many contemporary public service reformers.  相似文献

To enhance the capacity of public institutions in Ethiopia and to create an ideal environment for investment and economic growth, the public sector has gone through a series of reform processes including the civil service. This article attempts to assess the outcomes of the Public Sector Capacity reform, based on a small‐scale survey conducted in two ministries. The survey, which was conducted between March and May in 2005, reveals a notable transformation of service delivery in each organisation. Very high levels of user satisfaction and spectacular improvements in performance were also recorded as a result of the introduction of business process reengineering (BPR). Although the change process in both organisations tended to be sluggish, these improvements appear to be outstanding within the context of Ethiopia's system of public administration. However, one challenge will be for the government to maintain the momentum of reform and to cascade BPR and other elements of the reform to other divisions, departments and work units in the government. Putting in place incentive schemes and an appropriate monitoring system should protect the reform from backsliding. Despite the pessimistic accounts of public sector reform in African countries, this article reveals that there are positive findings of interest to the field of development administration. Privatisation in the UK was facilitated by the interplay of ideas, institutions, actors, and economic interests. The motivations of the programme were ideational and political, but the objectives were economic and administrative. Together these paved the way for the success of the policy. Although several rationales were at play in the unfolding of privatisation, the ideological predilection of the Thatcher governments underpinned this far-reaching policy reform. This explains why the Thatcher government did not reform nationalized industries within the public sector, but instead shifted them into the private sector. Privatisation succeeded because it was championed by new right policy entrepreneurs, was supported by interest groups prepared to support, or least not impede, such dramatic policy change, and when the public enterprise status quo was deemed in need of reform. Of course, ideas only act as a catalyst for policy change when an established policy agenda having withered, been worn-out or otherwise discredited, can then be successfully challenged.  相似文献

改革开放以来,我国行政管理体制改革一直坚持以组织结构调整为主的模式.对于这一模式的影响,尤其对地方政府的影响,一直缺少科学层面的检验和理论层面的反思.本文选取政府绩效作为标杆,利用地方政府公务员的问卷调查数据,探索政府部门间关系和部门管理制度建设影响部门绩效的路径和程度,使用结构方程模型实证检验了行政管理体制改革战略在地方层面的有效性.结果表明,部门间关系作为政府结构的核心特征对于政府绩效并没有直接的影响作用,其影响作用是通过部门制度建设和部门文化间接发挥的;部门制度建设对政府绩效的整体影响要大于部门间关系.因此,在今后的改革中应该给予管理制度层面的改革更多的重视,通过局部的、具体制度的改革为整体的、基本制度的变革创造条件.同时,还应在改革过程中维护政府组织文化的凝聚力和激励性.  相似文献

The Cities and Local Government Devolution Bill 2015–2016[HL] was introduced into the House of Lords as Bill No. 1 in the 2015–2016 parliamentary session. The Bill forms a critical element of the government's high‐profile policy of devolving powers and responsibilities to local areas within England. The transition from first‐generation ‘city deals’ to second‐generation ‘devolution deals’ within five years provides a sense of the pace and development of the reform agenda but there is also a strong sense that something is missing. ‘Missing’ in the sense of an understanding of the specific type of devolution on offer, ‘missing’ in the sense of how an explosion of bilateral new ‘deals’ will be offset against the obvious risks of fragmentation and complexity, and ‘missing’—most importantly—in relation to the democratic roots that might be put in place to counterbalance the economic thrust and make the reform agenda sustainable. It is in exactly this context that this article argues that the full potential of the current devolution agenda will only be realised when the Conservative government fulfils its September 2014 commitment to wider civic engagement about how England is governed.  相似文献

Governments have historically offered their workforce a public service bargain founded on stable pay and conditions and job security. However, while the Westminster system aims for public service employment to be protected from the whims of government, public servants are nonetheless affected by the political environment in which they operate and changes to this bargain can occur with a new government. This paper focuses on a Queensland public service change process that resulted in large‐scale forced redundancies, non‐renewal of temporary contracts, and legislative changes that nullified the provisions in job security, organisational change, and redundancy policies. Using communication as a lens through which to understand leadership, it examines how the government communicated with the public service about this organisational change, immediately before and after the 2012 election. In particular, through analysis of public and media commentary, speeches and Hansard records, it examines Premier Newman's change leadership and communication by contrasting pre‐election messages to the public service with post‐election messages about the public service and the justifications for change during this period of downsizing. This analysis is used to reflect on political leadership, communication, fair treatment, and trust in public service change.  相似文献

不断推进地方政府公共服务创新是破解当前公共服务供给困境,构建我国治理体系和治理能力现代化的重要组成部分。在对国内外相关文献分析的基础上,从政治制度、社会需求和资源支撑等视角出发,构建了中国情境下地方政府公共服务创新驱动机制的分析框架,通过模糊集定性比较分析的方法,对"中国地方政府创新奖"下公共服务创新类项目进行了系统比较分析。研究发现,在中国情境下,晋升激励是引致地方政府创新成功的充分条件,领导支持是驱动地方政府创新成功的必要条件;而在创新的代表性路径中,公民参与和媒体报道也发挥着重要作用,经济发展水平和改革本身的难度对创新工作的影响有限;行政主导型、需求诱发型和多方互动型的创新模式是我国地方政府公共服务创新时选择的主要路径模式。未来中央应更注重从制度层面激发地方政府公共服务的创新热情,降低社会公共服务需求的政府进入门槛,同时应注重激发公共服务创新要素组合的叠加效应。  相似文献

Some researchers have suggested innovative ways to successfully implement civil service reform in developing countries. Although most approaches to implementing public sector management reform are still very much process-driven, and focus almost exclusively on civil service reform, long-term success in making the public sector more efficient may be better assured if civil service reform is but one outcome of a broader public sector management reform agenda. Particularly, re-focussing from traditional input-driven reform thinking towards output-oriented measures, such as the introduction of accrual budgeting in the public sector, may well result in greater popular acceptance and, thus, longer-term success for sensitive reform programs. Although output-driven accrual budgeting is by no means a panacea for all public sector illnesses, it can at least set the scene for profound and durable cultural change in the public sector. © 1998 John Wiley & Sons, Ltd.  相似文献

The vigorous debate surrounding local government amalgamation in Australia remains unresolved. In an attempt to break the current stalemate Percy Allan (2001) has proposed a model of 'virtual local government' that seeks to combine the service appropriateness and effectiveness purportedly associated with demographically small councils with the service efficiency of large municipalities. This paper attempts to place his model in the context of the literature on the theory of public sector policy reform. It then goes on to examine virtual local government in the light of new institutional economics, public choice theory and the characteristics of Australian local government.  相似文献

Service charters are located at the intersection between public administration reforms and governance initiatives for improving citizen trust in governments. Service charters in Spain show the will to shift from a legal tradition to one that meets citizens' needs and makes government more accessible, transparent, and open to the public. The article examines the role and performance of service charters and the contribution of charters to change in Spanish public administration, to the empowerment of citizens in the improvement of service standards, and to citizen participation in the organization of public services. It aims to investigate the factors that drive the introduction of charters and the performance that can be obtained. To test the potential of service charters in Spain, we interviewed public-sector managers at the central level by applying the Delphi method and statistical techniques.  相似文献

The literature on the politics of public management reform in Italy broadly contends that the country's legalistic administrative tradition suppresses reform. This article questions and qualifies this line of argument on the basis of a newly reported case of public management reform that endured for more than 10 years. The study tracks and explains the emergence of the policy issue of “government innovation” and its persistence on the specialized policy agenda of the Ministry for Public Administration. The initial emergence of the government innovation policy in Italy and its directional stability is explained by applying event‐centric approaches to historical analysis, together with the institutional concept of policy subsystems. The article shows the need for modifying central arguments—both substantive and theoretical—about the politics of public management reform in Italy.  相似文献

由地方政府推动的创新是一个国家政治体制改革的风向标,地方政府创新的发展特征可以展现出这个国家的政治文化和政治发展活力.以"中国地方政府创新奖2007-2008"年度20个地方政府创新获奖项目为研究单位,通过问卷调查收集和分析地方政府干部对本地政府创新项目的认知和态度,从创新动因、创新动力和阻力、创新价值取向、创新的参与性和可持续性五个方面出发,得出研究结论:由地方政府推动的改革创新具有突出的"低风险取向",创新过程中公共参与不足,地方领导的"精英作用"和基层政策空间是推动地方政府创新的主体力量,创新的可持续性也主要取决于能否获得体制内的认可和支持.本文的研究方法和研究结论为观察和判断中国政府改革和政治发展提供了新的视角和信息.  相似文献

The not‐for‐profit sector has long played an important role in the policy process through encouraging political engagement, policy research and advocacy, and service delivery. This paper examines two not‐for‐profit organizations, National Children's Alliance and National Alliance on Mental Illness, both of which are grassroots organizations formed to radically change public and professional perceptions of their respective issues and reform the way services are offered to those in need. Borrowing from the literature on policy image and agenda setting, we identify the strategies used by these two highly successful not‐for‐profit groups in their efforts to change the system through redefining problems, reframing issues, and securing legislation with the help of policy entrepreneurs and politicians sympathetic to their causes.  相似文献
