Fifty years ago, Enoch Powell made what still is one of the most notorious speeches in postwar British politics. Its tone was shocking for its use of inflammatory references to ethnic minority immigrants. Immigration continues to be divisive and references to it by politicians inevitably lead to comparisons with Powell. The aim of the collection is to examine Powell's speech from a number of perspectives, exploring how it was viewed both by contemporaries and in the light of subsequent developments. The objective of this article is to examine Powell's motivations, impact and legacy.  相似文献

This article examines Enoch Powell's ‘Rivers of Blood’ speech in relation to the Conservative party. Powell's speech created an additional challenge to a Conservative party already weakened by the loss of the 1964 and 1966 elections and by the failure of the newly elected leader, Edward Heath, to impress his authority decisively on the party. Powell had some parliamentary support but his real following was concentrated in the Conservative grass roots. Powell lost the support of the liberal‐minded Shadow Cabinet; but after 1968 the Conservatives nevertheless moved to the right on the issue, especially after Mrs. Thatcher became leader in 1975. His speech has cast a long shadow as the party has sought to modernise in more recent times and to appeal to a more racially diverse electorate.  相似文献

This article treats Enoch Powell's ‘Rivers of Blood’ speech as an example of the epideictic rhetoric of blame and exclusion. Drawing on a framework proposed by Celeste Michelle Condit, the analysis explores the functions of the address for the speaker and for the audience. Of particular concern are Powell's self‐presentation as a statesman and prophet; his account of the impact and consequences of unrestricted immigration; and his portrayal of a community where ordinary, decent English people were being displaced and victimised by Commonwealth immigrants—a process in which he claimed the authorities were complicit. For the audience, the speech gave public expression to their concerns about immigration, though Powell's predictions of a dystopian future also aroused sentiments of anger and foreboding. Despite the controversy that ensued, the impact of ‘Rivers of Blood’ was far‐reaching, and its influence is still apparent in contemporary debates over immigration.  相似文献

This article examines two recent refugee crises in Calais: the debate around the Sangatte refugee camp, which was resolved in 2002, and the ongoing problems in Calais, which have been escalating since autumn 2014. It asks: why are these events repeating? What, if anything, has changed between 2002 and now? It points to a number of new developments since 2002, such as growing numbers of migrants worldwide, and a changing European political and legal landscape. But it also argues that a number of the same factors that led to the Sangatte crisis are still shaping events and responses in Calais today. They concern the persistent shortcomings of European states’ immigration controls, the failures to reach Europe‐wide and international agreements on migration, and the inadequacies of international bodies such as the UNHCR and the 1951 Refugee Convention which it upholds.  相似文献

This article is a review of Fathers, Families and Work, one of a series of reports published as part of the Equality and Human Rights Commission (EHRC)'s ‘Working Better’ programme. The article examines Fathers, Families and Work in the context of the wider conclusions and recommendations of the ‘Working Better’ programme and considers the extent to which these recommendations will translate into public policy. It concludes that there is a gap between parents' desire for both mothers and fathers to be involved in caring for children and the reality of long hours and inflexible workplaces that limits the time men can spend caring for children.  相似文献

This article examines the impact of Enoch Powell's speech on Britain's numerous right‐wing fringe groups and their response—in particular, that of the National Front, who benefitted the most from Powell's intervention on race and for a brief moment became Britain's fourth political party. It begins by looking at the growth of post‐World War II British fascism and how its emphasis switched from anti‐Semitism to anti‐colonial immigration. Throughout the piece, the relationship between Britain's far right and the Conservative party is examined to show how Powell inadvertently blurred the lines between the two. The article concludes with the 1979 general election victory of Margaret Thatcher who, by adopting Powellite themes but in more measured tones, destroyed the National Front's dream of an electoral breakthrough.  相似文献

The industrial relations policy of the Federal Coalition Government is to encourage industrial bargaining to occur at the enterprise or individual level, free from ‘outside’ influences. While it encourages devolved bargaining at the agency and individual level within the Public Service (Australian Public Service) this policy creates tensions with its role as a centralized policy maker, economic manager and employer of the APS workforce. It also conflicts with the APS' adoption of New Public Management. In practice, the government retains considerable centralised control over agency bargaining outcomes, which is a de facto method of pattern bargaining. By analysing the substantive outcomes from nine APS agency level certified agreements (hours of work, pay and leave entitlements), the article discusses whether this one size fits all' model is evidence of an appreciation that public sector industrial relations is separate and distinct from private sector industrial relations, or another example of duplicity in the federal coalition government's ideology driven approach to industrial relations.  相似文献

This article takes as its starting point the attack on the late Ralph Miliband, the left‐wing intellectual and father of the current Labour leader Ed Miliband, by the Daily Mail in late 2013. It argues that this attack was a response by the Mail to its failed campaign to dub the Labour leader ‘Red Ed’. The article demonstrates that ever since Miliband won the Labour leadership in 2009, the Mail has sought to ‘other’ him by presenting him as ‘alien’—this by constant references to his Jewish background, his upbringing in a wealthy North London intellectual milieu, his supposed extreme left‐wing views and his ineffable ‘oddness’—at least, an oddness as characterised by the newspaper. The paper will conclude by asking why the Daily Mail's ‘Red Ed’ moniker failed to catch on, while noting that their ‘Odd Ed’ moniker seems to have had more resonance.  相似文献

Every year, senior departmental secretaries in Australia deliver keynote speeches to a range of audiences. What are these secretaries talking about, and to whom are they directing their comments? This article will examine keynote addresses by the secretaries of the two key central agencies in Australia – the Department of Prime Minister and Cabinet and The Treasury – over the calendar years 2009 and 2010. I argue that ‘public rhetorical leadership’ by secretaries poses challenges for traditional understandings of Westminster governance. Utilising the concepts of public value theory, the significance of this ‘public rhetorical leadership’ is assessed in terms of its impacts on policy implementation and questions of accountability.  相似文献

Running through Bernard Crick's In Defence of Politics is an implicit faith in the ability of liberal democracy to deliver progress. From the perspective of 1962 such optimism seems well founded. This article examines why a Liberal Democrat‐Labour Coalition did not result from inter‐party negotiations after the General Election in May 2010 and whether the coalition which did emerge was based on a marriage of ‘neo‐liberal minds’, as claimed by Andrew Adonis in his <i>5 Days in May</i> (Biteback, 2013). Consideration of the available evidence, however, suggests a more nuanced conclusion. From minor party status, the True Finn Party (PS) claimed nearly one‐fifth of the vote and almost the same proportion of parliamentary seats at the April 2011 Finnish general election. It registered the largest gains made by any party in postwar Finnish history, thus writing – in the eyes of foreign journalists at least – yet another chapter in the surge of populist radical right parties across contemporary Europe. This article, however, is concerned more with how the substantial PS vote was mobilised than with how much was mobilised. The idea is not to identify the primary causes of the PS's national breakthrough, but to explore the internal dynamics of party's explosive growth and the process of translating a large prospective vote into ‘hard votes’ through the ballot boxes. The focus is on district‐level nomination strategies, the range of candidate types, the mechanics of vote optimisation and the distribution of the personal vote. With regard to the latter, the article seeks to measure and analyse the role of intra‐party competition in the anatomy of party transformation and to do so by the novel means of adapting the Laakso‐Taagepera index to measure the ‘effective number of co‐partisans’. Significantly, at the 2011 Eduskunta election the PS exhibited the highest level of intra‐party competition of any of the eight parliamentary parties.  相似文献

Writing recently in The Political Quarterly, the journalist John Lloyd took issue with regulatory remedies for ‘bad journalism’ in the United Kingdom that were proposed by the Leveson inquiry of 2011–12 and endorsed by Parliament in 2013 in the form of a Royal Charter. State action will fail, he asserted, because only journalists can change journalism, and he urged British journalists to undertake this transformation. This response argues that Lloyd dismisses the Leveson process too lightly and takes too little account of the many victims of press abuses, who are entitled to better protection. A decent society had to do something about this, and the Leveson Charter process was a measured and constructive response that offers the best hope of higher press standards and of protection for ordinary citizens while safeguarding freedom of expression for journalists. Lloyd's proposal for action by journalists, by contrast, is impractical, not least because it ignores powerful forces preventing journalists from taking control.  相似文献

This article examines the ways in which the BNP utilises the elements of British national identity in its discourse and argues that, during Griffin's leadership, the party has made a discursive choice to shift the emphasis from an ethnic to a civic narrative. We put forward two hypotheses, 1: the modernisation of the discourse of extreme right parties in the British context is likely to be related to the adoption of a predominantly civic narrative and 2: in the context of British party competition the BNP is likely to converge towards UKIP, drawing upon elements of its perceived winning formula, i.e. a predominantly civic rhetoric of national identity. We proceed to empirically test our hypotheses by conducting a twofold comparison. First, we compare the BNP's discourse pre‐ and post‐1999 showing the BNP's progressive adoption of a civic narrative; and second the BNP's post‐1999 discourse to that of UKIP in order to illustrate their similarities in terms of civic values.  相似文献

This is a response to Robert Gregory's discussion of the author's article 'Towards a New Public Management Model', AJPA 52(2). It argues that Gregory has misunderstood the rationale of the author's 'public production process' model. He misrepresents the model as simplistic and as understating the complexities of politics in public administration.
