Public services have been externalised, in part, to the non‐profit sector in France and in the United Kingdom. This article begins by reviewing relations between the public and non‐profit sector in France before 2008, and its evolution since. This has been characterised by the slow reduction of public funding, the adaptation of non‐profit associations and organisations, and their clearer positioning within a wider ‘social and solidarity economy’, which was consolidated by a framework Law in 2014. The article then examines the current sharing of responsibilities between the public and non‐profit sectors in education, health and social services, pointing to the diverse historical and political conditions which have led to this shared organisation.  相似文献

The public sector of many African countries is notoriously corrupt; cultural inclinations and socialization processes largely have a tendency to lead public officials into actions that may amount to corrupt practices. Providing seven (7) key pointers for reflection, this study explores public sector corruption in African countries by examining the interplay between culturally acceptable norms and professional expectations of public officials. The public official, by these two unparalleled expectations, tends to walk on a tight rope which often results in ethical dilemma and conflict of interest. The study adopts Riggs' prismatic‐sala model and uses the case of Ghana and traditional proverbs to explain the cultural context within which Ghanaian public official ought to operate. How can one combine these cultural expectations with professionalism? To what extent does the ‘collectivity culture’, ‘culture of gift giving and acceptance’, ‘extended family system’, ‘ethnic loyalty’ and ‘unfettered respect of the aged’ downplay professional bureaucratic and ethical principles? In various guises, public value has become extraordinarily popular in recent years. We challenge the relevance and usefulness of the approach in Westminster systems with their dominant hierarchies of control, strong roles for ministers, and tight authorising regimes underpinned by disciplined two‐party systems. We start by spelling out the core assumptions behind the public value approach. We identify two key confusions; about public value as theory, and in defining ‘public managers’. We identify five linked core assumptions in public value: the benign view of large‐scale organisations; the primacy of management; the relevance of private sector experience; the downgrading of party politics; and public servants as Platonic guardians. We then focus on the last two assumptions because they are the least applicable in Westminster systems. We defend the ‘primacy of party politics’ and we criticise the notion that public managers should play the role of Platonic guardians deciding the public interest. The final section of the article presents a ‘ladder of public value’ by which to gauge the utility of the approach for public managers in Westminster systems.  相似文献

Attitudes to quangos are paradoxical. On the one hand they are perceived to be undemocratic, unaccountable organisations, while on the other they are seen to improve effectiveness, limit political interference and increase public confidence in government. This paradox is reflected in the behaviour of political parties, which generally adopt a harsh line towards quangos in opposition, but come to rely on these bodies in office. Ahead of the 2010 general election it was, however, noticeable that the Conservative party rejected this dynamic by promising to pursue ‘a more sophisticated approach’. This article explores the Coalition government's subsequent ‘public bodies reform programme’, assessing its progress against recommendations contained within the Institute for Government's Read before Burning report of July 2010. It concludes that while the Coalition has addressed long‐standing concerns about the day‐to‐day governance of public bodies, it has failed to resolve a set of broader and strategic (metagovernance) issues.  相似文献

Both practitioners and scholars are increasingly interested in the idea of public value as a way of understanding government activity, informing policy‐making and constructing service delivery. In part this represents a response to the concerns about ‘new public management’, but it also provides an interesting way of viewing what public sector organisations and public managers actually do. The purpose of this article is to examine this emerging approach by reviewing new public management and contrasting this with a public value paradigm. This provides the basis for a conceptual discussion of differences in approach, but also for pointing to some practical implications for both public sector management and public sector managers.  相似文献

Devolvement of functions to quangos and Departmental Agencies has been a marked feature of reform in government since 1970, accelerated by the ‘Next Steps’ initiative (1987–90). Its effects in terms of performance, costs and disengagement from related government activity are discussed by reference to experiences in the management of two large quangos created after 1970, the Manpower Services and Health and Safety Commissions and their Executives. Some general lessons are drawn for present application, and the discussion seeks also to expose realities and difficulties in the management of public bodies that are often overlooked in theoretical argument. It acknowledges the advantages of devolvement, but points to serious limitations in the ‘owner–agency’ model when applied to public business, arising from powerful centralising forces, rapid changes in political aims, the cardinal requirement for economy, and shifting needs for lateral co‐operation across the government sector.  相似文献

During his May 2014 visit to Australia Pascal Lamy, former Director General of the World Trade Organization, urged ‘public institutions, civil society, and global businesses’ to forge ‘creative coalitions’ for the purpose of engaging constructively and positively with the complex problems standing in the way of achieving social and economic sustainability. Lamy's visit was but the first of several occasions during 2014 in which intense public discussion erupted about the need for government, business, and civil society to pool their capacities in boundary‐spanning efforts to address complex policy problems. This article investigates whether the public discussion portends a heightened policy focus on the ‘five Cs’: co‐production, co‐design, corporate social responsibility, collective impact, and Lamy's creative coalitions.  相似文献

This paper presents findings from the first systematic appraisal of mainstream news reporting of the appointive government in Britain. Such a perspective is urgently needed in the light of the expanded role and influence of ‘Quasi‐Autonomous Non Governmental Organisations’ in public affairs. This paper provides an overview of long‐term trends in media reporting of general principles of quasi‐government and an examination of the routine coverage of public bodies that can be classified as quangos. These related exercises show that the ‘new managerialist’ ethos that fuelled the recent expansion of the appointive state finds little endorsement in general media discourses about the quango state, but is often implicitly reflected in journalists' treatment of specific organisations and their work. What impact has HIV/AIDS had on the structure of public administration and what further lessons do these changes hold for other policy sectors in Botswana? For long, Botswana has had the highest prevalence of HIV/AIDS, bringing many developmental challenges. An under‐researched facet of HIV/AIDS is the effect it had on the public administration in Botswana. Whereas classical approaches to public administration suggest that it is ‘civil’ service organisations that lead in health administration, HIV/AIDS spawned a particular type of organisation, the policy network. In mitigating HIV/AIDS, the policy environment became more fragmented with networks for treatment, prevention, advocacy and research emerging. These networks are made up of entities from the public, private for‐profit and not for‐profit sectors. They participate in the agenda setting, formulation, implementation and monitoring and evaluation of HIV/AIDS policy. Traditional public administration theories cease to hold sway; private actors become engaged in ‘public policy’ and the other way round. Policy is carried out in horizontal arrangements; linking government, business and non‐governmental organisations in mutual inter‐dependences. Health care professionals share policy spaces with the media, social scientists and politicians. Why does the public sector innovate, how should the public sector innovate, and, even more basically, should the public sector innovate? These are some of the questions that these contributions explore and to which they provide some salutary answers. Martin Stewart‐Weeks, an independent consultant working at the intersection of government, innovation, and technology, draws some lessons from his direct experience and advisory work about how the public sector catches the innovation ‘bug’ and turns it into in‐ spired action. From infection to inspiration to implementation, the public sector needs to lower its defences and put itself ‘in harm's way’ to engage with innovators and new ideas. Tim Kastelle, one of Australia's leading innovation scholars and practitioners, sets out some practical ways that the public sector can extend and entrench its innovation practice. Although the powerful have always sought advice from the knowledgeable, it took the appeal of the policy sciences movement of the late 1940s and onward to build and consolidate a veritable industry of policy analysis and advice. 1 One of the hallmarks of this development was the advent of institutes that were exclusively devoted to produce research‐based policy arguments and to inject these into the policy‐making process. These organisations were referred to as ‘think tanks’. Half a century later, the project of the policy sciences movement has been amply criticised, and has mutated into various philosophies of policy analysis, each harbouring distinct and often conflicting perspectives on the nature and role of (scientific) knowledge in the battle of arguments that is public policy‐making. The first wave of the policy sciences movement's privileging of science‐based policy has not disappeared. In fact it is currently experiencing a revival under the banner of ‘evidence‐based policy’. But it has to compete with other views of public policy‐making which deconstruct the authority claim of scientific knowledge, emphasising instead its contestability. Yet there are now more organisations that refer to themselves, or can be labelled, as ‘think tanks’ than ever before. Why? And what does it mean to be a ‘think tank’ in the post‐positivist era and in the increasingly boundary‐less, highly networked societies of today? This article first surveys recent developments in the world of think tanks as reported by the international literature on the subject, and then examines the implications for understanding the nature and role of Australian think tanks.  相似文献

This article is developed from data gathered through the analysis of a survey of ‘agencies’ at Commonwealth and Australian Capital Territory (ACT) levels of government, undertaken as the Australian component of a cross‐national empirical study of autonomy and control in non‐departmental public sector organisations. It presents preliminary findings from one part of what is potentially a very important enterprise in comparative research, along with discussion of methodological issues which need to be confronted in many such comparative exercises. The data reveal that Australia agencies have been granted more autonomy than agencies in other countries contributing to this survey, though that autonomy varies markedly across functions such as personnel management and financial management. While the article represents just a snapshot in time in agency autonomy, we believe it provides a robust baseline for future changes in the way agencies are managed in the Australian public sector.  相似文献

This article draws on some findings from research which investigated penal voluntary sector adaptation to the mixed market in criminal justice services. The article firstly reprises the main trends for aligning state relationships with the voluntary sector from the 1980s to the present. We then outline some findings about adaptive experiences, situations and practices of the voluntary sector in criminal justice resettlement in the light of considerable upheaval. The research found that service providing voluntary sector organisations (VSOs) either outwardly comply with, or, in a minority of cases, actively embrace, competitive marketised models of service delivery. Secondly, the sector has normalised commercial approaches to organisational efficiency as well as aligned with bureaucratic practices common to the statutory sector. Despite charges that they are effectively co‐opted by both state and market interests, many have reported conflicts between prioritising long‐term financial viability with their founding ‘ethos and values’. We conclude that while many VSOs have successfully adjusted to market and bureaucratic norms, aspects of that repositioning have been at a cost to their traditions of relative autonomy, localism and distinctiveness, to the possible detriment of a vigorous civil society.  相似文献

Despite the significant amount of change experienced by the public sector, there has been relatively limited empirical examination of how change agendas affect public sector employees in Australia. This article presents a comparative analysis of two Australian public sector organisations that implemented the same positive work change agenda, but experienced very different outcomes. Using a critical realist approach, we draw on a mix of qualitative techniques to suggest that textbook notions of ‘successful change’, which are often derived from large private sector expectations, may fail to capture the complex nature of how public sector change initiatives may unfold. In particular, we demonstrate how political, temporal, contextual, and process factors interact to shift change momentum. Illustrative examples are provided throughout and the findings are discussed in terms of their implications for theory building, for change facilitation, and for future research.  相似文献

Approaches seeking to explain the development of TQM ideas in government are very much ‘business‐centric’. The goal of this article is to show that in reforming the public sector, policy‐makers did not simply follow the lead of the private sector because ‐ in the case of TQM ‐ the private sector was itself, to some extent at least, led by government. In the mid‐1980s, Britain and France launched nationwide ‘quality initiatives’ which provided money for businesses to buy management consulting expertise. Through the implementation of these policies, consultants built channels of communication with the state, and this subsequently opened possibilities for consultants to help transfer TQM ideas from the industrial policy area to the field of public sector reform.  相似文献

This paper critically examines qualitative survey data from 36 Victorian public sector bodies on their perceptions of corruption risks, and strategies to mitigate these risks, as well as the integrity mechanisms in place. The findings indicate that even though corruption does not seem to be prevalent in these bodies it is not on their radar either, though fraud prevention was significantly present. The paper identifies international best practices of integrity management and inculcation of public service ethos in developed countries, and stresses three vital elements or pillars that combine both the ‘values’ and ‘compliance’ based approaches. These pillars are as follows: (1) specific corruption prevention programs and strategies that are additional to but complement existing anti‐fraud programs; (2) targeted anti‐corruption training, both for employees and for the public; and (3) effective leadership engagement and commitment to an ethical culture (Tone at the Top).  相似文献

The changing nature of organisations in the public sector means that collaboration has become an imperative for many. Notwithstanding considerable scholarly agreement about factors contributing to successful collaboration, a broadly accepted model of collaborative practice has not coalesced. In this paper, we put forward an augmented collaboration assessment tool. Building on existing research, we argue that systems thinking can help us better account for the dynamic and multidimensional nature of collaboration – a process in which partner organisations are interconnected and organised in a way that seeks to achieve a common purpose that they could not have achieved alone. We tested the validity of our tool using a three‐stage, iterative mixed‐methods approach. Our research confirms the value of a diagnostic tool to assist collaboration partners navigate an often uncertain terrain. It further establishes the value of our tool in illuminating a collaboration's dynamic interactions as a means to evaluate ‘collaboration health’.  相似文献

This paper provides guidance to managers in the corporate public affairs (PA) community for internationalising their professional development and competency acquisition. It is increasingly necessary that PA managers have competencies in the range of global socio‐political matters that impact their organisations. Unfortunately, the provision of this knowledge, skill and ability (KSAs) has mostly come through unsystematic, personal and on‐thejob experience. This paper develops a list of international PA competencies, and calls for improved dedication by all PA leaders, to internationalising the developmental, experiential, on the job and post‐secondary educational ‘curriculums’ for PA managers. The article presents a comparative analysis of the strategies applied by Danish and Norwegian patient organisations and organisations for disabled persons in order to promote the interests of their members. Three research questions are addressed: Are Danish and Norwegian patient organisations service organisations operating according to a ‘logic of membership’ or political pressure groups acting according to a ‘logic of influence’? Do patient organisations apply ‘insider’ or ‘outsider’ strategies in their efforts to influence healthcare policies? What impact do different authority structures have on the patient organisations' influencing strategies? The latter question is related to recent reforms in the public healthcare systems of the two countries. The major responsibility for public hospitals now rests with regional authorities in Denmark and central government in Norway. The study is based on a survey among nationwide patient organisations in the two countries and shows that most patient groups are ‘polyvalent’‘venue shoppers’ combining a variety of influencing strategies.  相似文献
