Many scholars have argued that social programs are marked by a logic of “increasing returns” that makes change difficult. Yet over the past decades, reformers across industrialized countries have introduced substantial administrative reforms in these services, even as entitlement reform remains politically difficult. This paper explains these shifts by breaking apart the logic of “increasing returns” into three distinct “costs to change”: technical, political, and expectations. Decreases in a particular type of costs produce different logics of institutional change—back end, informal, and front end—that privilege the state, professionals or private, or political actors in distinct ways. I support these claims by reexamining three cases that were considered exemplars of stability but that ultimately had major entitlement reform: health care in the United Kingdom and United States and welfare programs in the United States. I show that even before radical reforms occurred, reformers introduced distinct logics of administrative change that underpinned later changes.  相似文献

Although significant progress has been made in developing leadership theory and understanding the traits, skills, behaviors, and styles that make a good leader, progress in bridging the gap between theory and practice using models of leadership training and development has been slow. This research attempts to answer the question of whether leadership training and development programs in the public sector improve leader and organizational performance. The findings indicate that a combination of coaching, classroom instruction, feedback, and experiential training has a significant impact on leader performance. In addition, organizational effectiveness improves for organizations whose leaders received the intervention. This article enhances our understanding of the impact that training and development can have on leader and organizational outcomes.  相似文献

ABSTRACT

The purpose of this article is to shed light on an understudied topic in public administration, namely, commitment to organizational change. Specifically, this study examines the extent to which the quality of the relationship between employees and their managers positively influences employees’ commitment to change. Further, it investigates whether this relationship varies as a function of a person's core self-evaluations, that is, the valence of a person's self-regard. Evidence from a multivariate regression analysis in a public sector organization at the local level in the UK revealed that individuals who have high-quality relationships with their managers are more likely to be accepting of change; this is especially true for individuals with lower levels of core self-evaluations. Implications for theory and practice are discussed.  相似文献

To what extent do attitudes toward money—specifically, the love of money—moderate the relationship between public service motivation and job satisfaction among public sector professionals in China? The authors collected data from full‐time public sector professionals who also were part‐time students in a master of public administration program in eastern China. After confirmatory factor analyses, the regression results show that a public servant’s love of money moderates the relationship between public service motivation and job satisfaction—that is, individuals with a strong love of money have a significantly stronger relationship between public service motivation and job satisfaction than those without, a finding that supports the “crowding‐in effect.” Alternatively, for high love‐of‐money civil servants with a “steel rice bowl” mentality, high job satisfaction is explained by the best offer (output) for the minimum amount of effort (input), at least within Chinese culture. Such findings are counterintuitive in light of Chinese personal values, equity theory, public servants’ institutional background, ethical organizational culture, and corruption.  相似文献

While the year 2000 was memorable for public administration in Australia it was notable mainly for the unexpected. Success occurred where risk and failure were predicted. Failure emerged where success had been talked-up. Notable examples include the so-called Y2K problem, management of the Olympic Games, the introduction of the GST, and the outsourcing of government services (especially Information Technology (IT)). Also memorable were important shifts in the policy fields of defence and welfare. The Howard government ended the year in decision-making and largese mode—setting the agenda for the following election year. The events of 2000 invite reconsideration of the merits of the traditional bureaucratic model and those of the emerging post bureaucratic models of service provision.  相似文献

ABSTRACT

Despite extensive public service motivation (PSM) research, our knowledge of PSM's influence on individuals’ sector employment preferences is limited. Few studies examine this relationship by suitable research designs, and the empirical findings are mixed. Using a sample of 718 Danish students of economics, political science, and law, this article tests (1) the relationship between PSM and attraction to public versus private sector employment and (2) the moderating effect on this relationship of students’ academic field of study. Overall, results underscore the multidimensionality of the PSM construct, as the PSM dimension of “public interest” is positively associated with attraction to public sector employment and negatively associated with attraction to private sector employment, while the PSM dimension of “compassion” is unrelated to both. Importantly, however, moderation analyses reveal notable correlation differences across students’ academic fields. Implications of these findings are discussed in the context of prior and future research.  相似文献

ABSTRACT

This article analyzes if, and to what extent, the public service motivation (PSM) construct has an added value to explain work motivation in the public sector. In order to address the specificity of PSM when studying work motivation, the theoretical model underlying this empirical study compares PSM with two other explanatory factors: material incentives, such as performance-related pay, and team relations and support, such as recognition by superiors. This theoretical model is then tested with data collected in a national survey of 3,754 civil servants at the Swiss municipal level. Results of a structural equations model clearly show the relevance of PSM. They also provide evidence for the importance of socio-relational motivating factors, whereas material incentives play an anecdotal role.  相似文献

Previous research has suggested that attitudes towards the European Union (EU) are shaped by two sets of considerations—economic and cultural. Using data from the 2015 British Social Attitudes survey, this article assesses which matters more in shaping attitudes in Britain towards the EU as the country prepares to vote in a referendum on whether it should remain in or leave the European Union. It shows that while concern about the cultural consequences of EU membership is widespread, voters are inclined to think that membership is economically beneficial. This cultural concern underpins a widespread scepticism about Europe, but voters are only likely to want to leave the EU if they are also convinced of the economic case for doing so.  相似文献

This study examines the relationship between public service motivation and antecedents believed to be important determinants of moral commitment. Research conducted during the past decade indicates that public service motivation is a valid construct that is useful for predicting outcomes that are important to public organizations and to society. The sample for the empirical study consists of winners of the Daily Point of Light Award and the President's Community Volunteer Award. Antecedents studied are volunteer experience, religious activity, and parental socialization. Quantitative and qualitative analyses are used to identify key determinants of public sector motivation. Religious activity is positively related to formal and informal volunteering. Interviews strongly support the quantitative findings, especially the importance of religion, but also highlight the role of life-changing events.  相似文献

This methodological note is to introduce new social network analysis (SNA) data sets that can be used to visualize and analyze the global linkages of the World Uyghur Congress (WUC). The results show that first of all, the WUC and Rebiya Kadeer play central roles in mobilizing political activity around the globe. Second, human rights NGOs and other organizations from the Uyghur diaspora pervade the networks of the WUC, and are spearheading the coordination of events and the exchange of information. Third, the WUC is keen on connecting with government representatives and journalists. Fourth, a growing number of links exist between the WUC and news organizations. Such links are most obvious among news organizations situated within the same country, when a Uyghur-related event occurs. A quintessential example is observed in the SNA map, where Japanese press and media showed interest in reporting Uyghur news when WUC Secretary General Dolkun Isa visited Japan to promote the Uyghur issue in 2006. A case study of Uyghur linkages in Australia further demonstrates WUC influence over Uyghur activism in various corners of the world. The purpose of this paper is not only to provide the first visualization and empirical test in regard to WUC networks that China’s government and various China observers have believed to exist. With this document, I also demonstrate how a network approach can provide alternate ways for researchers to conduct their respective studies on diasporic networks of Tibetans, Taiwanese, or Chinese.  相似文献

Political campaigns are made to attract the attention from citizens. The beginning of its adaption is linked to the appearance of the social media and user-generated content. Since the number of users of social network sites in Europe constantly grows, 2009 was the first time that these websites were used in political marketing purposes for the European Parliament elections. There is inconclusive evidence as to how performance management is actually related to performance, particularly in subfields of the public sector where professional work prevails. We propose that the association between the use of performance information and performance of public sector professionals varies with the targets of management control. We test our hypotheses in the field of academic research, a prime example of professionalism in the public sector. The overall results of an online survey with 1,976 observations suggest that performance management is positively related to publication performance when performance information is used for the control of input targets. In contrast, we find negative associations of performance information with performance when used to control output targets. Public managers in professional fields should consider these countervailing relationships when they compose and use control systems.  相似文献
