The paper deals with vertical tax competition between self-interested governments in a dynamic environment. In a federation, competition between the federal and the state governments arises when tax sources are not separated but pooled. Since dynamic inefficiencies will be stressed, the focus is on fiscal stock externalities rather than on flow externalities. The paper shows that the Leviathans in a federation tax the fiscal common resource more extensively than the single Leviathan in a unitary state. Furthermore, the positive impact of political stability on public consumption of the fiscal common will be discussed.  相似文献

This article explores how a devolved government in a small country, faced with external constraints beyond its immediate control, can deploy policy resources to shape a distinctive approach to public services. We analyse recent homelessness policy in Wales using the NATO (Nodality, Authority, Treasure, Organisation) typology of tools of government proposed by Hood and Margetts, and show how this can be applied usefully to understand the choices that governments must make in conducting relationships with other institutions. We conclude that a combination of Nodality and Authority provide powerful resources for a subnational government which has only limited formal powers and fiscal autonomy.  相似文献

Brexit is a high‐stakes political process, but there is still no clear understanding of the political factors that underpin the various affiliation modes that the UK is currently debating. These are treated as quite static constructs, with emphasis on legal detail not the political and societal conditions that make them operate. What does the inclusion of the UK in the European Economic Area (EEA) agreement—which is the core component of the Norway model—do to that arrangement, itself a domestic Norwegian compromise? Will the arrangement continue to function, or will the UK's presence fundamentally alter or even abrogate the arrangement? This article spells out the specific political presuppositions that the Norway model rests on, and notes that the UK cannot emulate these. In addition, it argues that the more closely attached to the EEA agreement the UK is, the more precarious the arrangement will be.  相似文献

The aim of this article is to examine whether core personality traits are associated with opinions on and engagement in political participation of either participatory or deliberative nature. The Finish National Election Survey 2015 is used to explore the link between the Big Five personality dimensions and a wide array of political opinions and behaviour. The results suggest that variations in personality to some extent affect what kind of activities one prefers and engages in. Personality traits seem to better predict actual engagement in participatory and deliberative activities rather than having favorable opinions about them. This suggests that there is a difference between being positive about an activity in principle and actually engaging in it. Extraversion and Openness are positively linked to engagement in both participatory and deliberative activities, while Agreeableness and Emotional stability are negatively related. There are stronger effects of personality traits in predicting opinions on and engagement in deliberative activities than for participatory activities. The traits associated with deliberation differ from traits associated with preferring more traditional forms of politics. Thus, the results clearly suggest that the impact of personality on participation should not be neglected.  相似文献

A hallmark finding in the study of public opinion is that many citizens approach the political realm with one‐sided attitudes that color their judgments, making attitude change difficult. This finding highlights the importance of citizens with weak prior attitudes, since they might represent a segment of the electorate that is more susceptible to influence. The judgment processes of citizens with weak attitudes, however, are poorly understood. Drawing from dual‐process models in psychology, I test the idea that citizens with weak explicit attitudes rely on implicit attitudes as they render political judgments. I find support for this conjecture in experimental and observational data. There are two main contributions. First, I show that an important and understudied segment of the electorate arrives at political decisions via automatic (but nonetheless predictable) mental processes. Second, I characterize the conditions under which implicit political attitudes matter more and less.  相似文献

Although research has documented the majority of homelessness experienced by individuals and families in the US to be transitional rather than chronic, the mechanisms by which some families successfully escape homelessness while other do not remains relatively unclear. To provide more information to this area of inquiry, this study analyzed the transitional nature of homelessness for a sample of families with school-aged children who were homeless under the McKinney-Vento definition. By conducting a survey with over 1000 homeless families with children enrolled in two public school systems in Central Florida, we find that over a quarter of families exit homelessness in less than six months. We compare these families to those that remained homeless to examine the potential importance of demographic differences and other potential barriers to securing housing. Many of the commonly assumed barriers were not significant predictors of continued homelessness; the most salient difference between the groups was income underscoring the importance of employment opportunities for families to allow them to exit homelessness.  相似文献

This paper examines some of the key factors working in favour of mutual insulation between the two political jurisdictions in Ireland, factors that contribute to the ‘copper‐fastening’ of partition and that constitute a major obstacle to any Irish Republican project focused on the ending of partition. It outlines the powerful structural forces working for the naturalisation of Northern Ireland as a political unit. It argues that some of these factors are almost entirely independent of political unionism and in certain respects work to copperfasten partition despite the efforts of unionism. It goes on to outline a number of key elements that work against the mutual insulation of the jurisdictions and the domestication of Irish Republican and nationalist politics in a Northern Ireland context, factors that continue to pull the North back into an all‐Ireland context despite all of the powerful structural factors working to mutually insulate the politics of the two jurisdictions.  相似文献

The Greek announcement of its excessive debts led to one of the most severe crises the EU has faced since its inception. The crisis soon evolved into a full leadership crisis as European political leaders struggled to come up with a common solution to the challenges they faced. Theories of leadership and crisis management identify several factors that may contribute to these differences. This article examines to what extent leaders’ personal traits and external pressure influenced how six political leaders made sense of the situation. The study finds that a leader’s belief that they can control events, their self-confidence, as well as economic pressure provide a partial explanation of how European leaders make sense of the crisis. The traits of cognitive complexity and openness to information do not exert an influence in the cases discussed here. These findings indicate that any comprehensive understanding of how leaders make sense of crises should take note of specific individual as well as contextual factors.  相似文献

This volume examines the state of social Europe when European Union principles and policies have to be implemented in the member states while the EU legitimacy crisis and the Great Recession prevail. The volume explores diverse processes, stages and subjects of implementation in a variety of social policies to identify different institutional dynamics and actor behaviours at play. The individual contributions examine the transposition of the patients’ rights directive to the Europeanisation of pension reforms; the role of national parliaments in transposing social Europe; judicial Europeanisation; and the multi-level enforcement of EU decisions. Theoretically, the volume highlights that implementation is often conditioned by domestic politics or comes as a ‘random walk’ due to organisational and cognitive constraints. Empirically, the volume has three main findings. First, the constitutive components of the EU tend to have a contradictory impact on the EU’s social policies and the national welfare systems. Second, crises influence the implementation of social Europe, at times leading to a modification of fundamental principles and content, but not across the board. Third, as a result, there is evidence of differentiated Europeanisation.  相似文献

Since 2008, the International Monetary Fund (IMF) has become more open to the use of discretionary fiscal stimulus packages to deal with recessions, while changing its doctrine on the timing and content of fiscal consolidation. The article traces this evolution of the Fund's doctrine to staff politics, more diverse thinking in mainstream economics, and a careful framing of the message through the use of mainstream macroeconomic models. To map the changing contours of institutional views on fiscal policy through 2008–2013, the article undertakes a detailed content analysis of official publications from the Fiscal Affairs Department and the Research Department. The connection between these shifts and significant personnel shake‐ups is demonstrated through an extensive biographical analysis of the authors of all IMF studies cited in the official reports of the two departments. The findings contribute to the emerging debate on the sources of intellectual and policy change in international economic organizations.  相似文献

After the 2008 global financial crisis, both the United States and the United Kingdom introduced austerity policies targeted at particular elements of their national budgets. The purpose of this article is to compare the nature of this retrenchment; the similarities and differences in how it was implemented; and its initial impacts on one of the expenditure areas particularly affected: affordable rental housing programs and housing support for low-income households. Using a wide range of data sources, we find evidence of political and fiscal policy analogies in the timing and forms of the initial policy choices and how these were modified in the face of economic and political pressures. There are considerable similarities both in the instruments used to reduce housing expenditures and in the early impacts on support mechanisms and recipients. However, we find different histories and trajectories of support between the two countries that suggest that the longer term differences in outcomes may be more important.  相似文献

In the past few decades, political membership has become more complex, for example, through the proliferation of dual and multiple citizenships. Some scholars argue that, as a result, state membership may have become less relevant to individuals. In the same vein, our article argues that Kyrgyzstani migrants working in Russia and Kazakhstan have developed a pragmatic approach to citizenship. This case study, which builds upon in-depth interviews conducted in April and May 2008, is pertinent for several reasons. Labor migration from Kyrgyzstan has surged in recent years and is radically affecting the country's economy, society, and polity. Besides, Kyrgyzstan, Kazakhstan, and Russia have been separate political units for less than two decades; transnational practices and attitudes are thus not new. Our results show that for Kyrgyzstani migrants in Russia and Kazakhstan, citizenship is mainly defined in terms of concrete, short-term benefits. They have difficulties formulating what it means to be a citizen beyond the expression of a vague patriotic support. Those who have naturalized, mostly in Russia, do it for convenience purposes without attaching much affective meaning to it. Most see their stay as temporary (particularly in Kazakhstan), are not engaged in diasporic organizations or activities, and are estranged from the politics of both their home and host country.  相似文献

This essay refines and extends our argument (Green and Palmquist, 1990) that net of the distorting effects of measurement error, Americans' partisanship tends to be highly stable over time. Three challenges to this thesis are addressed. In response to doubts about the generalizability of our earlier findings to panel studies of longer duration or from other eras, we show that nine multi-wave panel studies yield similar results. Next, we take up the question of whether our model can account for observed patterns of partisan conversion. The rate of party-switching forces some modifications in the statistical assumptions used to model party identification over time, but a revised model which can account for inter-party change reproduces earlier findings of partisan stability. Third, we grapple with the question of how our findings square with fluctuations in what has been termed macropartisanship. We suggest that aggregate shifts in party identification need not be incompatible with strong over-time correlations at the individual level.
