Public Administration research in Denmark has a relatively short history. It was first initiated in the 1970s and was developed from public law. However, from an initial homogeneity it has become increasingly pluralistic in its approach due to three factors: a strong orientation towards the study of institutional reform in the public sector, inspiration from the international literature and the specific institutional set up of the academic community that divides it into separate schools. It is possible to distinguish three trends in today's Danish Public Administration research. These trends are inspired by historical institutionalism, rational choice institutionalism and sociological institutionalism, respectively. What is needed in the future is an increased dialogue between these trends. The purpose of the dialogue should not be to reach for a new homogeneity but to increase the critical debate among different schools in order to increase the general quality of public administration research in Denmark.  相似文献

This article suggests an approach to the classical issues of the public administration theory, through the so-called new institutionalism. It argues that public policies could be taken by public administration theory as a new object of study, which this theory has gradually lost in the past. Nevertheless, whether the policy sciences can be useful1 or not to develop public administration as a discipline depends on the theoretical bridge offered by the new institutional approach. ABSTRACT

Utilizing a large-N data that covers about 20000 observations from about 200 countries from 1789 to 2018 from the Varieties of Democracy (V-Dem) project, and anchored on institutionalism as an overarching theory, and the nascent literature on civil-society corruption nexus, the paper looks at the predictive capacity of civil society environment, transparency of laws and predictability of enforcement, and rigorousness and impartiality of public administration in political corruption. Using a four-step hierarchical multiple regression, results show that while civil society and its structure is a significant determinant of the level of political corruption, the introduction of transparency of laws and predictability of enforcement, rigorousness, and impartiality of public administration, and civil society environment in the regression model accounted for additional variance in political corruption. Practical and theoretical implications, particularly on civil society-corruption nexus and the broader corruption-democracy linkage, are discussed.  相似文献

In line with the major philosophical (epistemological) transition in the social sciences from developmental historicism to modernist social science, there have been significant intellectual shifts in academic fields related to politics, state, and administration. More specifically, based on the modernist social science foundation, there has emerged the so-called ‘new governance’ encapsulating diverse neoliberal labels, theories, and models—including reinvention, new public management, networked governance, rational choice, and new institutionalism—which have serious adverse implications for democracy. These are some of the central arguments and claims made by Mark Bevir in his Democratic Governance. This article critically examines these claims and offers alternative viewpoints, especially regarding the controversial nexus between epistemology, theory, governance, and democracy.  相似文献

The party and trustee principles are two representational styles used to describe how politicians make decisions. Swedish politicians have historically relied more on the party principle than the trustee principle. This article studies the decision-making practices of local Swedish politicians by exploring to what extent they rely on these principles when making decisions on two issues that diverge in political dignity: tax level and organisational change in the municipal administration. The study draws on new institutional theory, in which theories from rational choice and sociological institutionalism were used for modelling and performing a large study. The results indicate that, although Swedish politicians still rely on the party principle when making decisions, there is a significant difference as to what extent they do so in regard to the two policy issues. The trustee principle is more frequently used when deciding on organisational change than on tax levels. This result is valid for all Swedish parties, except for a relatively new political party at the extreme right of the ideological spectrum. Future research of the two decision-making principles in relation to other policy issues, as well as research that delves deeper into the deviant results of the different political parties, is encouraged.  相似文献

The spate of public sector reforms which have taken place in recent decades has triggered the development of a new body of research around public sector accounting and performance measurement both in public administration as well as in the (public sector) accounting literature. However, studies in accounting and public administration have at times ignored each other, proceeding in parallel. This symposium encourages the adoption of interdisciplinary perspectives in exploring the myriad roles played by accounting and performance measurement systems in contemporary public administration. Emphasizing that accounting and performance measurement systems are socially, politically, culturally constructed and, in turn, are implicated in the creation of organizations, society and political values, this symposium aims to extend the dialogue between accounting and public administration scholars in exploring how accounting, accountability and performance measurement considerations are connected to policy-making, public services and, more generally, the building and maintenance of modern states and democracies.  相似文献

This article analyses influences which in recent decades have changed the way in which public administration has been taught in British higher education. Focusing mainly on the former polytechnics, the article argues that a curriculum shift away from the social sciences and towards management, and changes in the nature of the British public sector, have profoundly influenced approaches to teaching public administration. It suggests that learning strategies are closely related to debate about the nature of the discipline and its location within the academic spectrum. The article also raises questions about the extent to which public administration teachers in British universities are equipped to present the more applied and skills-based teaching which has often been adopted in recent years, and the tensions which this might pose particularly in the‘new’universities with the increasing emphasis upon academic research.  相似文献

Since the beginning of the 1990s the public healthcare system in England has been subject to reforms. This has resulted in a structurally hybrid system of public service with elements of the market. Utilizing a theory of new institutionalism, this article explores National Health Service (NHS) managers' views on competition and cooperation as mechanisms for commissioning health services. We interrogate the extent of institutional change in the NHS by examining managers' understanding of the formal rules, normative positions and frameworks for action under the regime of the Health and Social Care Act 2012. Interviews with managers showed an overall preference for cooperative approaches, but also evidence of marketization in the normative outlook and actions. This suggests that hybridity in the NHS has already spread from structure and rules to other institutional pillars. The study showed that managers were adept at navigating the complex policy environment despite its inherent contradictions.  相似文献

This study aims to examine the trends of public administration research in Iran during 2004–2017. A total of 520 articles from three databases have been reviewed and analyzed using content analysis. Results are reported based on research themes, purposes, orientations, methods, and authorship. Comparisons are made across two time spans and by journal type. Findings indicate that the focus of public administration research has been on issues of public administration, Islam and public administration, administrative performance, and organizational behavior in the public sector. Observations reveal that recent Iranian research studies have more explanatory purposes and often apply qualitative methods. The study also concludes that the Iranian public administration research has advanced considerably over the past 14 years, but more efforts are needed to fill in the gap in such important areas as new public service, civic participation, globalization, policy making, sound governance, and policy implementation.  相似文献

The purpose of this article is to contribute to the understanding of the role of frontline employees in organizing public service delivery. Combining inspiration from organizational institutionalism and social theory of practice, this study offers an integrative understanding of frontline agency in organizational dynamics during the institutionalization of a public sector reform. Findings are presented from an ethnographic field study of frontline employees' strategies of adopting new structures of service work during the institutionalization of a public reform. The study illustrates how frontline actions provide the basis for both stability and change in the structures through which frontline work is organized. The agency exerted by frontline employees in institutionalization of reforms may have both equilibrating effects as well as deepen the gaps between the public sector and the public served.  相似文献

The theoretical and empirical analysis of administrative activities has been an important area of research since the establishment of political science as an academic discipline in Germany at the end of the 1960s. But is administrative science still a significant part of political science in Germany today? I argue here that in Germany a political science oriented administrative science has developed from a science focused on public administration, that is, on organizational questions, to one focused on public policies and thus on questions concerning the conditions and consequences of political problem solving and control (Steuerung). The question of the internal organization of government is increasingly regarded as an irrelevant one; in addition, the institutional promotion and funding of political science administration research has dramatically decreased since the 1970s. Today's new challenges (economization and internationalization) for both government and public administration seem to exceed the capability of political science administrative research. These challenges open up new opportunities, however, since, in the search for solutions beyond the dichotomy of market/managerialism on the one hand and traditional bureaucracy and state government on the other, political science in particular regains more importance. As will be shown, there are now tendencies which indicate that political science administrative research might encounter a stronger political demand. If the consequent research is able to find a new mixture of theory and practice, this in turn could help revitalize political science administrative research in Germany.  相似文献

Significant restructuring of bureaucracies has occurred to facilitate joined-up working. This article draws on new institutionalism to explore the rationale behind the use of structural change for the promotion of joined-up working. It argues that a strong institutionalized myth has emerged which has created isomorphic pressures in the public sector to instigate structural changes in the name of vertical integration. These combine with informal institutions in ways that can be both productive and unproductive, highlighting the need to find a balance between formal institutional change and informal institutionalized practices, which often go unacknowledged as a powerful influence on policy.  相似文献

While evidence-based policy-making is increasingly in demand, as new policies are required to bring effective results to targeted groups in South Korea and China, few studies have investigated the progress of quantitative impact evaluation that focuses on causality. This paper studies the trends of quantitative impact evaluation of public policy in South Korea and China by surveying major public administration and public policy journals in these two countries from 2000 to 2015. Among published articles in the major journals, our study pool includes research articles directly related to quantitative impact evaluation. Our study found that there has been considerable progress in impact evaluation research in South Korea and China in both data quality and empirical methods. However, empirical impact evaluation still comprises a small fraction (only one to two percent) of all research in public administration and public policy in both countries. We also found limited discussion on the selection mechanism and related bias in South Korea even in recent years, while causality and selection bias have been more commonly discussed in China. Also, advanced empirical methods are more frequently observed in journal articles in China than those in South Korea.  相似文献

In light of changing national and international conditions, the field of public administration is going through an exercise of refounding and reinventing. Globalization, technological advancements, and ecological concerns have diluted the importance of development administration. This study traces the demise of development administration and presents a new paradigm in the form of sustainable development administration. The author argues that the paradigm of sustainable development administration (SDA) is markedly different from the traditional paradigm of development administration (DA) in its emphasis, scope, treatment of politics, view of indigenous cultures, goals, operating mode, decision-making system, use of foreign aid, and performance accountability. The study concludes by declaring that SDA has the potential to emerge as a new field of study in public administration.

The discipline of public administration is at a crossroads: the advent of the “global village” philosophy is challenging its parochial tendencies(1);the “refounding of public administration” is nullifying its separation from politics(2); and the “reinvention of government” is questioning the very basic reasons for its existence.(3) Faced with new and continuing intellectual challenges, the discipline is in search of a new paradigm.(4) What will this new paradigm be? What will its emphases and priorities be? The answers are less than clear at this point, however, the questions themselves are receiving attention from scholars. This article attempts to examine one of many alleged elements of the emerging paradigm, and that is the shift from development to sustainable development. The arguments presented here trace the demise of “development” focus in public administration and explore the possibility of sustainable development becoming the new thrust.  相似文献

ABSTRACT

The impacts of information technology (IT) on public administration and the public sector are assessed by analyzing the empirical research reported in more than 1,000 issues of recent research journals (published between 1987 and 2000). These impacts are categorized in terms of four broad taxonomic domains and 22 specific impact categories. Almost half of the 230 specific findings identify changes in the capabilities of public sector units to perform functions and more than one-fourth of the findings involve changes in patterns of interaction among political actors. Relatively few IT-related changes affect the distribution of values or the orientations of political actors. In general, the highest proportions of positive impacts from IT are associated with the efficiency and rationality of behavior by units of public administration. The higher incidences of negative impacts tend to involve the more subjective effects of IT on people, in their roles as private citizens (e.g., privacy) or as public employees (e.g., job satisfaction, discretion). It is striking that there are relatively few grounded, empirical studies of the impacts of IT on public administration in the journals analyzed. About half of the empirical studies focus primarily on local level units of public administration, and most studies employ case-study methodology, with nearly one-half of the studies reporting on non-U.S. sites. The summarized and detailed findings in the article are offered as building blocs for more grounded theory on the impacts of IT on public administration and the public sector.  相似文献

It has become common place for governments to initiate electronic-government projects in order to reform public administration. This paper seeks to explore the ways in which an e-government project, as a potential mode of reformation, is established and made to work, and then, further, to account for some of its consequences for conventional public administration. To do so we draw upon a detailed empirical study of a Greek e-government initiative, the establishment of Citizen Service Centres (CSCs). CSCs represent a significant part of Greece's e-government strategy, which has sought to modernize public administration and make the provision of public services more efficient, accessible and responsive to citizens. Drawing upon Foucault's work on power/knowledge we show that the e-government initiative is established through various technologies of power that intend to discipline public sector staff towards a particular mode of working. We also illustrate that the establishment of these modernization practices is the outcome of considerable negotiation, improvisation and enactment as different occupational groups seek to collaborate (or not) across professional and institutional boundaries. Finally, we show and argue that rather than reforming the provision of public services, such e-government based modernization projects are more likely to reproduce, in more complex ways, the long established public sector practices it sought to change.  相似文献

The inter‐war period saw a flowering of comparative research on emergency administration in response to the Great Depression. This article argues that Weimar and Nazi Germany was an important point of reference for scholars comparing different policy responses to the Great Depression. Centralization and administrative discretion were considered pivotal for effective crisis governance, irrespective of the political context. The resulting administrative ideology was ignorant of the polycratic realities of the Nazi state and frequently lauded its hierarchical features while condemning the Weimar Republic as anarchic. Faced with the challenge presented by Nazism, of squaring efficiency and accountability in the context of New Deal America, scholars of public administration developed ideas for training a new type of civil servant who was capable of acting beyond the control of legislative institutions. By exploring the ambiguous relationship between public administration and Nazism, this article highlights the complex issues confronting scholars of public administration in times of crisis.  相似文献
