This paper examines the career consequences for public managers of having had full-time private sector work experience. We find positive career outcomes for public managers with private sector experience: Individuals with such experience are more likely to have been recently promoted relative to peers and to supervise somewhat greater number of employees, especially if their most recent job was in the private sector. While experience in the private sector enhances such career outcomes, the length of such experience diminishes them. The authors conclude by identifying three career scenarios emerging from the models and discussing the managerial and theoretical implications of "sector-switching careers."  相似文献

Preventing large‐scale atrocities has emerged as an important policy goal of the post–Cold War period. However, a debate exists about the effects of creating an international institution to prevent atrocities. Advocates of intervention argue that a credible threat to intervene should deter perpetrators and stop atrocities when deterrence fails. Critics argue that third‐party intervention, by strengthening weak minority groups and lowering the cost of war, encourages rebellions and so makes war and atrocities more likely. We develop a model of intervention to analyze this debate. The model shows that the negative effects of intervention highlighted by critics can be mitigated if the third party is relatively neutral and if alternative costs are imposed on decision makers. We conclude that with appropriate institutional design, the net impact of stronger third‐party commitments to end atrocities will be to lower the expected level of atrocities.  相似文献

Social impact bonds, known as pay‐for‐success (PFS) initiatives in the United States, have attracted attention as a novel strategy for financing and providing preventive services to the most vulnerable populations. This article provides an exploratory qualitative analysis of the Preschool PFS Feasibility Pilot grant applications and projects initiated by the U.S. Department of Education to encourage state and local exploration of PFS for implementing high‐quality preschool programs. Drawing on the public administration evidence base that informs PFS design, the authors examine the feasibility pilots’ features and investigate why grant applicants saw PFS as a promising strategy for achieving their preschool program goals. The challenges encountered, lessons learned, and perceived viability of fully executed PFS preschool programs are also discussed. Findings show that few projects are advancing toward formal PFS arrangements, with many struggling to overcome constrained capacities, structural and political barriers, and inherent incentives to minimize risk and loss.  相似文献

Dominant theories of electoral behavior emphasize that voters myopically evaluate policy performance and that this shortsightedness may obstruct the welfare‐improving effect of democratic accountability. However, we know little about how long governments receive electoral credit for beneficial policies. We exploit the massive policy response to a major natural disaster, the 2002 Elbe flooding in Germany, to provide an upper bound for the short‐ and long‐term electoral returns to targeted policy benefits. We estimate that the flood response increased vote shares for the incumbent party by 7 percentage points in affected areas in the 2002 election. Twenty‐five percent of this short‐term reward carried over to the 2005 election before the gains vanished in the 2009 election. We conclude that, given favorable circumstances, policy makers can generate voter gratitude that persists longer than scholarship has acknowledged so far, and elaborate on the implications for theories of electoral behavior, democratic accountability, and public policy.  相似文献

Even if competitive markets have shown themselves to be the most efficient organizational form for creating economic efficiency, the question of how they can avoid destructive influence from agents with opportunistic motives remains unresolved. Different institutional approaches have argued that to be efficient, markets need to be embedded in a set of formal and informal institutions. Because such institutions will in the long run make all market agents better off, they are labeled efficient institutions. Contrary to what is argued in neoclassical economics, it is unlikely that such institutions will be created endogenously by market agents because the institutions are to be understood as genuine public goods. Moreover, if such institutions have been established, we should expect market agents to face a collective action problem when sustaining them, leading to the destruction of the institutions. The conclusion is that if left to themselves, markets should be understood as inherently self‐destructive.  相似文献

The Nordic countries pursue ambitious energy transition goals through national energy policies and in the framework of Nordic cooperation. We propose that the transition is realistic only if it involves the public, private, and nongovernmental organization sectors as regulators, innovators, and advocates of relevant policies and solutions representing the multitude of interests involved. We examine these interests through Q methodological experiments, where 43 expert stakeholders’ rank‐order statements concerning their preferred policy measures vis‐à‐vis the electric energy system. Factor analysis of these subjectively held views produces three distinct views. The first two enjoy strong inter‐Nordic support. The first view prioritizes market and grid development, and the second view prioritizes electric transport, and solar and wind power. The third, “Finnish” view seeks to enhance security of supply, also via microgrids, and prioritizes biofuels over electric transport. Examining the common ground among the three views, we find that enhanced cooperation requires reinforced stakeholder interaction and policy coordination.  相似文献

This article uses meta‐analysis to synthesize 137 experiments in 73 articles on the causes of unethical behavior. Results show that exposure to in‐group members who misbehave or to others who benefit from unethical actions, greed, egocentrism, self‐justification, exposure to incremental dishonesty, loss aversion, challenging performance goals, or time pressure increase unethical behavior. In contrast, monitoring of employees, moral reminders, and individuals’ willingness to maintain a positive self‐view decrease unethical conduct. Findings on the effect of self‐control depletion on unethical behavior are mixed. Results also present subgroup analyses and several measures of study heterogeneity and likelihood of publication bias. The implications are of interest to both scholars and practitioners. The article concludes by discussing which of the factors analyzed should gain prominence in public administration research and uncovering several unexplored causes of unethical behavior.  相似文献

The 2013 decision by the U.S. Supreme Court in the Fisher v. University of Texas at Austin case clarified when and how it is legally permissible for universities to use an applicant's race or ethnicity in its admissions decisions. The court concluded that such use is permissible when “no workable race‐neutral alternatives would produce the educational benefits of diversity.” This paper shows that replacing traditional affirmative action with a system that uses an applicant's predicted likelihood of being an underrepresented racial minority as a proxy for the applicant's actual minority status can yield an admitted class that has a lower predicted grade point average and likelihood of graduating than the class that would have been admitted using traditional affirmative action. This result suggests that race‐neutral alternatives may not be “workable” from the university's perspective.  相似文献

This paper assesses the impact of welfare reform's parental work requirements on low‐income children's cognitive and social‐emotional development. The identification strategy exploits an important feature of the work requirement rules—namely, age‐of‐youngest‐child exemptions—as a source of quasi‐experimental variation in first‐year maternal employment. The 1996 welfare reform law empowered states to exempt adult recipients from the work requirements until the youngest child reaches a certain age. This led to substantial variation in the amount of time that mothers can remain home with a newborn child. I use this variation to estimate the impact of work‐requirement‐induced increases in maternal employment. Using a sample of infants from the Birth cohort of the Early Childhood Longitudinal Study, the reduced form and instrumental variables estimates reveal sizable negative effects of maternal employment. An auxiliary analysis of mechanisms finds that working mothers experience an increase in depressive symptoms, and are less likely to breastfeed and read to their children. In addition, such children are exposed to nonparental child care arrangements at a younger age, and they spend more time in these settings throughout the first year of life.  相似文献

Carey and Harris present the concept of adaptive management as a practice for supporting effective collaboration, suggesting that performance information be used to modify actions. They observe that end‐outcome performance information is less useful because of long delays between actions and effects, and recommend instead that the performance information should concern the collaborative process itself. The New Zealand government has followed a similar path to the Australian journey described by Carey and Harris. First, New Zealand tried using end outcomes to drive collaboration. Then, New Zealand tried using process measures, but found that the resulting collaboration lacked purpose and urgency. More recently, New Zealand has found great success in using intermediate‐outcome measures to drive adaptive collaboration: measures with intrinsic value, but short delay between action and effect. We echo Carey and Harris’ call for adaptive collaboration, but write to suggest that intermediate outcomes, rather than process measures, may drive more purposive management.  相似文献

Germany's Christian Democrats have started preparing for the time after Angela Merkel. After ten years as German chancellor facing a weak opposition, Merkel unexpectedly split the country in late 2015 and early 2016 because of her ‘open border’ policies that allowed more than 1 million refugees and migrants to rapidly enter Germany. Her management of the subsequent crisis was largely considered a failure and her party suffered a series of dramatic election defeats. Reacting to the negative electoral feedback, and in particular the breakthrough of the rightist and anti‐immigration Alternative for Germany (AfD), the Christian Democratic Union organised an intra‐party contest to replace Merkel as party leader. Three candidates with different political profiles, Annegret Kramp‐Karrenbauer, Friedrich Merz and Jens Spahn, contested the election. By voting for Kramp‐Karrenbauer, the CDU membership voiced support for maintaining a large‐scale political coalition based on efforts to find compromises between different party wings and social and cultural interests.  相似文献

Many political observers view get-out-the-vote (GOTV) mobilization drives as a way to increase turnout among chronic nonvoters. However, such a strategy assumes that GOTV efforts are effective at increasing turnout in this population, and the extant research offers contradictory evidence regarding the empirical validity of this assumption. We propose a model where only those citizens whose propensity to vote is near the indifference threshold are mobilized to vote and the threshold is determined by the general interest in the election. Our three-parameter model reconciles prior inconsistent empirical results and argues that low-propensity voters can be effectively mobilized only in high-turnout elections. The model is tested on 11 randomized face-to-face voter mobilization field experiments in which we specifically analyze whether subjects' baseline propensity to vote conditions the effectiveness of door-to-door GOTV canvassing. The evidence is consistent with the model and suggests that face-to-face mobilization is better at stimulating turnout among low-propensity voters in prominent elections than it is in quiescent ones .  相似文献

Voting has been described as a contribution to a public good. Are people who vote frequently therefore more likely to contribute to other public goods? Does partisanship affect how likely a person is to engage in these cooperative behaviors? Although surveys suggest that the answer to these questions is “Yes,” few empirical studies examine these questions using observed behaviors. We examine them in the context of a large‐scale, randomized controlled trial to induce voluntary action in a common‐pool resource dilemma. During a drought in the southeastern United States, pro‐social messages that encouraged water conservation were randomly assigned to 35,000 out of 106,000 households. Frequent voters in primary and general elections (1990–2008) were substantially more responsive to the messages, but there was no detectable difference in the responses of Republican and Democrat households. Our results suggest that internalized pro‐social preferences promote action for the public good across behavioral contexts.  相似文献

Studies on the influence of performance information on budgeting decisions have produced contradictory findings. This article offers a framework of the parliamentary context that links performance information to legislators’ budgeting decisions. The framework suggests that the impact on politicians’ allocations will differ depending on whether performance information is reflected in the budget proposal, whether the allocation issue concerns a politically difficult trade‐off for the decision maker, and whether information falls into a receptive partisan mind. The experimental study uses 57 actual legislators. The results show that the introduction of performance information into legislators’ deliberation process leads to stronger deviations from the status quo allocation. This difference occurs because performance information highlights more clearly the expected consequences of budgetary changes and allows for more pronounced reactions. More informed decisions, however, might make compromise among legislators more difficult because individual positions will become more polarized.  相似文献

Many anticorruption campaigns aim to encourage citizens to demand better control over corruption. Recent literature suggests that perceived high levels of corruption and government effectiveness in controlling corruption will limit citizens' willingness to actively oppose corruption. Using Transparency International's 2013 Global Corruption Barometer, we test these ideas across a 71‐country sample. We find that perceived government effectiveness tends to encourage anticorruption civic action, while perceptions of corruption being widespread tend to have the opposite impact in non‐OECD countries. Our analyses also suggest that the interaction between these perceptions is important; we find that, especially among those who perceive that the level of corruption is high, when confidence in the government's efforts grows, so does their willingness fight corruption.  相似文献

Do performance or personal ties (guanxi) matter more in the promotion of local public employees in China? In this paper, we examine public employees’ perceptions of the roles played by merit and guanxi in promotion. We adopt a configurational approach to classify public employees’ perceptions of the reasons for their promotion into four groups: merit‐based, guanxi‐orientated, ambidextrous (both), and fatalistic (neither). A recent survey of 886 public employees shows that around 40% see promotion as merit‐based and 20% as guanxi‐orientated, with 10% perceiving promotion to be ambidextrous and 30% fatalistic. Younger employees with higher rank are more likely to perceive promotion to be merit‐based, whilst highly educated and highly ranked employees with strong public service motivation are more prone to see promotion as ambidextrous. Those who perceive promotion to be ambidextrous are more satisfied with promotion fairness, suggesting that a subtle balance needs to be maintained between merit‐based and guanxi‐orientated promotion channels, rather than rejection of any guanxi element.  相似文献

In recent years, the European continent has witnessed a substantial number of “transboundary crises” – crises that cross geographical borders and affect multiple policy domains. Nation states find it hard to deal with such crises by themselves. International cooperation, thus, becomes increasingly important, but it is not clear what shape or form that cooperation should take. This article explores the growing role of the European Union (EU) in managing transboundary crises. More specifically, it reflects on the different ways in which the expanding contours of the EU's emerging crisis capacity can be organized. Using three “performative dimensions” – sense‐making, coordination, and legitimacy – the article discusses the possible advantages and disadvantages of a decentralized, network model and compares it with a more centralized, lead‐agency model. It concludes that the current network model is a logical outcome of the punctuated and fragmentary process through which EU crisis management capacities have been created. It also notes that the shortcomings of this model may necessitate elements of a lead‐agency model. Such “agencification” of networks for transboundary crisis management may well lead to a hybrid model that is uniquely suited for the peculiar organizational and political creature that the EU is.  相似文献

Modern Britishness is widely seen to be based on shared values like ‘fair play’, ‘tolerance’, and respect for ‘diversity’. Can such a ‘values‐based Britishness’ be effective as a national binding agent in an era of devolution and globalisation? The idea that a uniquely ‘British’ character is based on shared values of some kind is not new. The contemporary debate is framed by decisions made over a century ago in the Victorian era—when the decisive shift occurred from a British identity based on religious difference to one based on shared moral values. Through political rhetoric, legislation, and the courts, Victorian governments shaped and changed the character of Britishness. The same tools remain available to contemporary lawmakers in shaping a twenty‐first century Britishness that embraces modern universal values, but also defines some more uniquely British emotional connection points around which national identity can be built.  相似文献

In the digital age, new ways of interaction provide a new type of public sphere, which dramatically changes party politics. This not only includes the modernisation and professionalisation of mainstream political parties but also paves the way for new challengers and a new dimension of campaigning. The current examples, the Pirate Party, especially in Germany, and the Five Star Movement of Beppe Grillo, show at least short‐term potential. The Pirate Party caused a media hype about the young activists. Grillo transcended the borders between comedy and politics without the helping hand of the traditional media, which ignored him. The threat for representative democracies lies in the growing anti‐elitism, which combines the Pirates and Grillo. Mainstream political parties should indicate that the claim for a new participatory politics beyond right and left is a utopian one, while attacking the way that party politics works.
