This paper focuses on changes in the way Australian farmers have sought to influence their political environment. A taxonomy of avenues for change is constructed and used to illustrate the broad transitions in the way farmers have engaged with the formal political process. It is argued that Australian farmers have proceeded from parliamentary/electoral through militant/sectoral forms of action, and are currently pursuing sectoral action supplemented by promotional and consultative actions. Using the New South Wales Farmers' Association (NSWFA) as an example, we show how these changes in political engagement relate to a number of trends in the economic and political environment, for example economic deregulation, electoral change, administrative change, the declining economic significance of agriculture and the increasing impact of sociopolitical movements. These trends and perceived inadequate responses by sectoral interest groups and political parties have also led to rural people experimenting with alternative political avenues such as new 'populist' movements, rural summits and social movements such as Landcare and Women in Agriculture. The significance of Landcare as an avenue for renewal of rural identity and new forms of rural governance is briefly outlined.  相似文献

This article provides a review of the theoretical perspectives on civic and political participation. Four distinct views were identified in the literature: (a) The orthodox view: “Civic and political participation are always positive”; (b) The broad view: “Civic and political participation are multidimensional”; (c) The qualitative view: “Civic and political participation are not always good”; and (d) The nonconformist view: “The need to redeem the political dimension of participation.” This article intends to sophisticate simplistic assumptions about civic and political participation and to provide an original organization of the theoretical perspectives in this field. Based on this analysis, this article presents suggestions for an alternative approach to citizenship education.  相似文献

少数民族聚居区贫困人口问题,不仅是一个经济社会问题,也是十分重要的政治问题。因病致贫、因病返贫是少数民族聚居区农牧民贫困的主要原因之一。民族聚居区农牧民贫困具有区域贫困与农牧民个体贫困并存,贫困发生率高等一些共性的特征。贫困对少数民族聚居区新农合制度可持续发展具有制约性,只有对少数民族地区聚居区新农合制度进行优化设计,才能促进该制度的可持续发展。  相似文献

Declining party membership in Denmark is analysed in light of the general development of political participation in the 1970s and 1980s. It is demonstrated that the decline in party membership had nothing to do with a general decline in participation. The decline is rather the result of three different processes: (1) the declining number of farmers, (2) the weakening of the organization of the workers, and (3) the political mobilization of the new middle class and women. It is argued, therefore, that the causes of the decline are primarily demographic and socio-economic. It is furthermore argued that the declining membership threatens the traditional mobilizing and socializing functions of the parties and thereby may increase political inequality in the Danish society.  相似文献

In recent years, the governance perspective has found a remarkable resonance in political science. Its development has focussed on institutional forms of governing in post-hierarchical contexts. Its popularity has been fuelled by the promise to provide for a practically relevant, design-friendly integration of different disciplines, approaches, and theories. The predominant view of governance is still strongly committed to the idea of political “steering”. It is doubtful, however, that in a post-hierarchical context problems of governing are adequately described as problems of “steering” and its improvement. It is thus argued that we should understand governance in ways which can not be reduced simply to steering. Three such alternatives are presented. Only a pluralistic understanding of governance can help us understand what the practical problems governance research promises to elucidate are actually about.  相似文献

The Common Agricultural Policy is modelled as a club good providing the European Union (EU) farmer with financial benefits. We build an economic model which explains how much farmers in individual EU countries invest in rent-seeking activities in order to test for free-riding behaviour on lobbying costs. For our investigation we group the EU member countries by farm structure, and the type of benefit received. We explain the fees paid by farmers for lobbying by other countries’ fees, political variables, and country and regional agricultural characteristics. The model shows that some member countries free ride on others suggesting a form of policy path dependency.  相似文献

The EU public affairs industry is failing to recognise that political and social change is rendering its traditional approach to lobbying redundant. The key change is the growing importance of public opinion. Politicians are tending to follow rather than lead public opinion. The public is becoming more individualistic and more prone to emotional appeals. Pressure groups are increasingly setting the political agenda. The Internet is reinforcing all these trends and multiplying the number of political actors. To survive and prosper, public affairs practitioners need to adopt a strategic view of public affairs, which is aligned with companies' brand strategies. This view must be based on a holistic view of politics and recognition that winning public trust, acceptance and support is the prerequisite of successful lobbying. The emphasis will therefore shift away from traditional elite lobbying towards NGO‐style campaigning and mobilisation of public support. Copyright © 2003 Henry Stewart Publications  相似文献

This article considers the way that farmers within a national agricultural advisory programme in Uganda were able to exert influence over that programme's policy and practice. Although the literature has tended to focus on engagement within formal programme structures as a major mode of participation, the analysis of the NAADS case reveals that farmers were able to exert an important influence over programme policy through their roles as political constituents. The brokerage role of supportive programme staff also worked to allow farmers' views to influence the programme, as did the collective weight of decisions commonly made by farmers, and to a lesser extent, the lobbying efforts of national NGOs. In contrast to findings of other studies, evidence is presented to support the existence of a Federal Reserve-induced political monetary cycle that corresponds to the U.S. presidential election cycle. Using various Taylor rules, we find support for the view that Fed policy turns significantly more expansionary in the seven quarters prior to the election, but only when the Fed chair and incumbent presidential party have partisan affiliations.  相似文献

The present paper uses various data sets and statistical techniques to examine the outcome of gerrymandering under the Voting Rights Act of 1982 on turnover rates in the U.S. House of Representatives, as well as the competitiveness in Party primaries for House seats. Evidence presented here suggests that political redistricting at the federal level (namely for U.S. House seats) has tended to favor incumbents in both the Party primaries and general elections. In fact, some results suggest that turnover rates (for 1988) are between 8.9 and 10.3 percentage points lower within states that engaged in such redistricting efforts. Our findings generally support the main tenets of the public choice view of legislator behavior.  相似文献

This paper seeks to test the view that the Internet will provide politicians and political parties with a means of directly communicating with electors, so circumnavigating the perceived bias of the mass media, and explores how the political use of the Internet will impact on campaigning, particularly at the local/personal level. The evidence surveyed shows that political use of the Internet is, despite the hype, still in its infancy, but that more extensive use will lead to changes in the style and mode of political communications. The Internet will eventually enable politicians and parties to address a mass audience in qualitative new ways, tailoring their message and information dissemination to individual and local concerns. But this will bring all the consequences of direct communication, such as increased workloads and the danger of atomising the political process. Politicians and parties may hanker for the days when the traditional mass media intervened in the process of political communications. Abstract

Recently, G. A. Cohen introduced an influential distinction between fact-sensitive and fact-insensitive principles arguing that all basic normative principles are of the latter type. David Miller rejects this claim submitting that the validity of basic normative political principles depends on some general propositions about human nature and societies; for example, that men’s generosity is ‘confined’ and that nature has made ‘scanty provision’ for his wants. Miller ties this view of the nature of basic political principles to the view that political philosophy ought to guide people engaged in real-world politics and claims plausibly that in order to fulfil this purpose, political philosophy must be informed by social science. I argue that Miller neither succeeds in showing that basic principles can be fact-sensitive, nor establishes any connection between the Cohen-Miller disagreement on fact-sensitivity, on the one hand, and the nature and aims of political philosophy, on the other hand.  相似文献

It is a widely held belief that interest groups respond competitively to political challenges from other groups. This view is found not only in the traditional theory of interest groups, but also in the literature on policy typologies. Though it is not necessarily supposed that groups form in response to opposition, it is believed that when groups exist, they compete. If an interest group is thought of as a multipurpose organization, whose leaders might spend organizational funds on nonpolitical programs which directly serve the members, the supposition of competition can be subjected to rigorous examination. Political competition causes the cost of political success to rise. Since group leaders must allocate scarce revenue among projects, it seems that nonpolitical projects might become more attractive when the political environment becomes competitive. Political scientists have usually been disposed to take the opposite view, believing that demand for political activity rises as the cost of political success increases. The nature of political action as an organizational investment is discussed from the allocative perspective in this essay. It is shown that competition cannot be safely assumed unless other strong hypotheses are invoked. A Slutsky-type theorem is deduced for political reaction.  相似文献

以武汉市江夏区五里界镇为实例,通过实地调研获取第一手数据资料,应用福利经济学理论和对应分析模型研究被征地农民的福利变化和个体差异。研究表明:经济福利变化方面,失地农民农业收入普遍减少,非农业收入大幅增加,贫富差距进一步扩大,且农民生活成本上升,家庭支出增加。虽然农民愿意对剩余的土地投入更多的资金,但是投入资金仍处于较低的水平。非经济福利方面,社会福利和生活福利均有不同程度改善,环境福利中景观破坏程度感受和土壤板结得到改善,但田块面积变化和破碎程度却有所恶化。个体差异研究方面,非农业收入已经成为失地农民的主要经济来源,农民较低的教育水平限制了经济福利的增长,且老人经济福利的状况令人担忧。  相似文献

The impact of age on voting behaviour and political outcomes has become an issue of increasing interest, particularly in the UK. Age divides in voter turnout and political preferences have led to claims that age is the ‘new class’. In this article, we contrast existing ‘cultural backlash’ and political economy explanations of the age divide in politics, and challenge the view that older people are predominantly ‘left behind’, culturally or economically. We show that older people have distinct material interests, related to housing wealth and pensions’ income, that are visible in their political preferences.
