Over the last several decades, a number of societal changes can be expected to have led to the increased mobilization of interest groups representing citizen interests. For this mobilization to be effective, citizen groups need to win access to relevant political arenas. This article investigates the development of the Danish interest group system and the representation of interest groups in political arenas. While replicating findings of increasing citizen mobilization from other countries is expected, it is argued here that the development of groups’ political representation as a consequence of this mobilization depends on the dynamics of resource exchange in different political arenas. This argument is tested on a unique dataset of Danish interest groups in 1975 and 2010 which includes data on group populations and group access to the administration and the media. The analysis demonstrates that citizen groups must overcome not only the challenge of organizing, but also persistent logics guiding the inclusion of, interest groups in different political arenas. Citizen groups have been more successful in increasing their representation in the media than in the administrative arena.  相似文献

Lobbying access to policy discussions determines how political interests are voiced and potentially exert influence. This article addresses whether access to the national legislature and the media favors umbrella organizations, which represent interests of their member groups. It theorizes that the role of umbrellas goes beyond signaling a large individual membership or constituency of people, but that umbrellas are distinct in transmitting interests from other organizations. This function is expected to be valuable in exchanges with legislators who seek efficiency, input legitimacy, and policy implementation, but less valuable in the media arena. Using a new data set on lobbying by 286 groups on 12 issues in the United Kingdom and Germany, the article serves support for this theory: Umbrellas enjoy higher legislative access, but lower media access than groups without member organizations, irrespective of their individual membership or claimed constituency. The findings have implications for how we understand and study political representation.  相似文献

Technology affordances enable citizens to digitally connect and collectively act towards realization of established economic goals of a given country. This paper contributes to scholarly discussions on the effects of social media tax on Africa's economic growth. For African economies to grow, there is need to abolish social media tax and device means through which social media discussions that generate billions of data are captured and analyzed to guide policymaking processes aimed at economic growth. We connote that social media tax disengages the government from its citizens that access information through social media platforms. The tax is a hindrance to realization of the Science, Technology and Innovation Strategy for Africa (STISA‐2024) and the African Union (AU) Agenda 2063.  相似文献

The main political parties' adoption of 'soundbites' and 'spin-doctors' has led UK political communication to become dominated by a 'promotional culture'. This article describes the historical development of this trend and the academic debate it has stimulated over the 'quality' of contemporary political communication. The article then argues that by exploring how pressure groups have adopted similar promotional techniques a valuable new dimension can be added to this debate, which focuses on the ability to gain access to media coverage. This article examines the political role of the mass media in contemporary Japan. Journalists, especially newspaper reporters, have long enjoyed privileged access to politicians through a system of kisha (reporters') clubs, a system which allows for a cosy rapport between reporters and their sources, but often works against the public interest. In recent years, however, some television journalists have adopted a more rigorous approach to political stories. Critical programming by television stations such as TV Asahi may have contributed to the end of 38 years of Liberal Democrat Party rule in 1993. Nevertheless, there is insufficient evidence to argue that the Japanese media is now acting as an effective political watchdog. Like the mass media in many other Asian countries, the Japanese media continues to enjoy an ambiguous relationship with holders of political power.  相似文献

Abstract

Germany’s family policy responded to the European Union’s Barcelona targets by expanding publicly funded childcare, especially for children under the age of three, throughout the country. While overall nearly 33 per cent of all children in that age group had access to public childcare by 2015, there is still a large difference between the situation in the eastern and the western part of the country. This paper documents and explains this development of two persistently different childcare regimes in the two parts of the country. It shows that supply factors such as local administrative capacity and resources interact with demand factors such as parental need and demands for public childcare to produce the divergent development. It then discusses the conceptual challenges involved in engaging in this type of subnationally comparative analysis.  相似文献

This article explores how political communication institutions affect cross-national differences in voter turnout in democratic elections. It demonstrates how the structure and means of conveying political messages—gauged by media systems, access to paid political television advertising, and campaign finance laws—explain variations in turnout across 74 countries. Relying on a "mobilization" perspective, I argue that institutional settings that reduce information costs for voters will increase turnout. The major empirical findings are twofold. First, campaign finance systems that allow more money (and electioneering communication) to enter election campaigns are associated with higher levels of voter turnout. Second, broadcasting systems and access to paid political television advertising explain cross-national variation in turnout, but their effects are more complex than initially expected. While public broadcasting clearly promotes higher levels of turnout, it also modifies the effect of paid advertising access on turnout.  相似文献

A strategic framework for the Moon must weave together the economic, social, scientific, national security, and civil aspects that have evolved largely in isolation since the inception of the space age. The United States—based on its historical dependence upon space assets, exploration heritage, and global leadership position,—has the most to gain and lose by the tenor of its leadership in this framework's development and implementation. A permanent presence on the Moon, combined with the use of lunar and space resources, offers the means to create a new space age. Lunar exploration offers many scientific and cultural benefits and has significant historic implications. In addition, this extension of human reach beyond low Earth orbit, and the ability to regularly access and use cislunar space is critical for addressing emerging national, economic, and scientific challenges. An analogy to this strategic moment is the development of United States maritime policy at the beginning of the 20th century.  相似文献

The policy change literature is contradictory about the role the media plays in policy change: a conduit for policy participants, with media accounts transmitting multiple policy beliefs of those involved in policy debates or a contributor in the policy process, with media accounts supplying consistent policy beliefs with congruent narrative framing strategies to construct a policy story. The purpose of this study is to empirically test whether the role of the media is that of a conduit or contributor in the policy change process. This study tests whether there are differences in policy beliefs and narrative framing strategies between local and national print media coverage of two contentious policy issues in the Greater Yellowstone Area between 1986 and 2006, that of snowmobile access and wolf reintroduction. In the Greater Yellowstone Area policy arena, local media accounts are believed to be aligned with the Old West Advocacy Coalition, whereas the national media accounts are thought to be part of the New West Advocacy Coalition. With a methodology informed by narrative policy analysis, one hundred seventy five local and national print newspaper accounts were content analyzed to determine whether these media accounts were policy narratives, with embedded policy beliefs and narrative framing strategies. The results indicate that there are statistical differences between local and national media coverage for five of the seven hypotheses. Media accounts are generally policy stories, suggesting that the media’s role is more of a contributor than a conduit in the policy change process.

We study how health insurance eligibility affects financial distress for young adults using the Affordable Care Act's (ACA) dependent coverage mandate─the part of the ACA that requires private health insurance plans to cover individuals up to their 26th birthday. We examine the effects of both gaining and losing eligibility by exploiting the mandate's implementation in 2010 and its automatic disenrollment mechanism at age 26. Our estimates show that increasing access to health insurance lowers young adults’ out-of-pocket medical expenditures and debt in third-party collections. However, reductions in financial distress are transitory, as they diminish after an individual loses access to parental insurance when they age out of the mandate at age 26.  相似文献

Since gaining full independence in 1905, Norway has experienced more than a century of democratic elections, and has reformed its electoral system three times, most notably with the switch from a two-round runoff system to proportional representation in 1919. This research note introduces a new dataset featuring all candidates running for parliamentary (Storting) elections from 1906 to 2013, and documents the patterns over time and across electoral systems in the development of the party system; candidates’ gender, age, occupation, and geographic ties; and voter turnout. Discourses about Internet and rights generate ideological, economic, and policy debates that bring to prominence the question of citizenship in today's digital age. But what does Internet access as a citizen's right imply? What are the pragmatic meanings of the intersection of citizenship, rights, and technology access? Specifically, what does citizens' right to technology mean for African states? This paper examines citizenship, rights, and Internet in South Africa, and attempts to move the discourse beyond philosophical rhetoric to practical policy interpretations. To do this, the study examines interpretations and reactions of policy-makers to the idea of Internet access as a citizen's right, and through a survey explores the views of many youth on this subject. Findings reveal strong opinions about rights and technology access in South Africa. For policy-makers, the reality of the socioeconomic challenges of Africa humbles an egalitarian aspiration of rights and Internet access.  相似文献

The literature often contrasts interest groups possessing insider status and outsider groups forced to seek influence through more indirect means. Drawing on data from a survey of all national Danish interest groups, this article demonstrates that most groups have an action repertoire including both direct contacts to bureaucrats and parliamentarians and indirect activities such as media campaigns and mobilizations of members. Different strategies of influence are correlated positively, hence, there is no contradiction between pursuing strategies associated with insider access to decision-making and strategies where pressure is put on decision makers through media contacts and mobilizations. An analysis of four distinct strategies – an administrative, a parliamentary, a media and a mobilization strategy – finds interesting variations in the factors that affect the pursuance of the various strategies of influence. Groups with a privileged position vis-à-vis decision makers have high levels of activities targeting these decision makers, but the lack of a privileged position does not lead groups to pursue indirect strategies. Indirect strategies are most intensively pursued by cause groups and groups who find themselves in a competitive situation with regard to attracting members.  相似文献

This article seeks to understand the development of partisanship among the largest of contemporary immigrant groups, Asian Americans and Latinos. Identifying the processes that underlie the acquisition of partisanship is often complicated because the associated concepts are not easily isolated from one another. In particular, among those born in the U.S., distinguishing between the separate effects of age and political exposure on partisan development is especially difficult since age usually serves as an exact measure of exposure to the political system and vice versa. Because immigrants' length of residence does not correspond directly to their age, tracking the acquisition of party identification represents one way to untangle the effects of age and exposure on partisanship. A strong relationship between the number of years an immigrant has lived in the U.S. and the acquisition of partisanship is found. Further analysis shows that naturalization, gains in English language skills, and media use also contribute to immigrants' acquisition of partisanship. This study reveals that a process of reinforcement through exposure to the political system underlies the development of political attitudes across diverse immigrant groups.  相似文献

A prominent feature of media coverage during the UK’s referendum on European Union (EU) membership was the stark difference between the pro-EU young and their Eurosceptic elders, widely assumed to reflect a generational divide. The positive relationship between age and hostility towards the EU is well established in academic research, however only Down, and Wilson [(2013). “A rising generation of Europeans? Life-cycle and cohort effects on support for ‘Europe’.” European Journal of Political Research 52: 431–456] have considered whether this reflects a generational or life-cycle effect. While their research confirms that there is such a generational effect, their capacity to explain it is limited. This study utilizes data from Britain and builds on previous attempts to identify and explain generational trends in Euroscepticism, bridging it with studies on individual-level determinants of hostility towards the EU, providing the most detailed assessment of the extent and causes of generational differences in Euroscepticism to date. The results confirm that today’s young people are the most supportive generation of EU membership, caused by a combination of factors including their experience of the EU during their formative years, their relationships with domestic political institutions, and their access to education.  相似文献

A prominent presence in the news media is important for interest groups. This article investigates the development in the diversity of interest group media attention over time. The analysis draws on a dataset of 19,000 group appearances in the Danish news media in the period 1984–2003. It demonstrates how diversity has risen continually over time, leading to a media agenda less dominated by labour and business and more by public interest groups and sectional groups. This development is related to the increasing political importance of the news media and the decline in group integration in public decision‐making processes. The article also shows how the development of group appearances is closely related to changes in media attention towards different policy areas.  相似文献

Abstract.  The idea that the modern mass media have a strong and malign effect on many aspects of social and political life is widely and strongly held. Television is often said to undermine democratic government popular support for leaders and institutions. In spite of all that has been written about media malaise, however, both theory and evidence suggests that the media are a comparatively weak force whose effects can be deflected, diluted and diffused by stronger forces. These include bedrocks political values associated with class, religion, age, gender and education, as well as social networks and discussions, distrust of the mass media, and personal knowledge and experience. Equally, the variables that mediate the media may also magnify its effects so that what appears to be a large media effect is, in fact, the result of an interaction between the media and other forces. This article lays out the argument of the media malaise literature that covers government and politics, then outlines the social forces that mediate the media, and finally provides some evidence to illustrate the argument that the media are generally a weak force in society.  相似文献
